What do we mean by sustainability in WaSH?

• Delivering water or sanitation service indefinitely—for a lifetime

• Essential elements of sustainability:– technical issues– social factors– financial elements– gender equity and empowerment

Page 5: Click to add title`

Ron Denham

How do we achieve Sustainability?• Ensure appropriate institutional arrangements:

– Water-users committee– Support of local authorities– Encourage the private sector: create employment,

supply chain, training programs

• Community “Ownership”– Commitment to operate and maintain the service– Selecting the technology– Committing to appropriate funding arrangements

The challenge – and the opportunity• 1 to 2 billion people lack access to safe drinking

water and adequate sanitation

• Up to 50% of WASH projects fail within five years

• The RI/TRF/Wasrag Future Vision “PEP” Program for WASH can change both issues

Page 8: Click to add title`

The Wasrag Model:a three-part program• Regional Teams (RT)

Host and international Rotarians and clubs Organized to provide program planning and oversight

• Program Planning and Performance Teams (PPP)– Rotarians and NGOs serving as "consultants/mentor“ to

Village Leaders

• Wasrag District and Club WASH Support System– Learning from failures and supporting success &

sustainable projects

Community Contribution, Volunteerism

Examples:• Ask … what is their contribution?• Do all agree - this is their Community Project?• Stake or Ownership Empowerment• Volunteer labor (skilled contractors paid)• Visit families – gather data, explain, get to “Yes”• Organize & assist with Hygiene training• Form or extend a RCC (Rotary Community Corps)• Form or strengthen a Water Committee• Note: Tailor volunteerism to Community & Culture

• Not a new “structure” or bureaucracy in Rotary

• All-Volunteer: Rotarians & select non-Rotarians

• Supports Clubs, Districts – and PPP Teams

• the Kingpin of Rotary WaSH work in District

Page 21: Click to add title`

• District leaders supportive? (DG, DGE, DGN, DRFC)• Discuss with WaSH Rotarians

– Promote WASH & Wasrag model … willing to build strong Program?

• Hold Organizational Meeting– Regional Conf./”Water Summit”, Assembly, Conference, Institute etc.

• Tell the Stories … show how Rotary can improve• Identify Needy areas (watersheds, large similar areas)

– Check with Government Agencies, NGOs– Make Community Visits– Pair up - observe, listen to leaders, both men and women– Catalog needs, talents, willing to learn/improve/volunteer – start on

assessment

WASH projects – in 5 years?

Some of the reasons:•Wells and pumps fail•Parts are stolen•Water filters stop•People can’t fix them•Electricity unreliable•People stop using it

What is your “Project Failure Rate?”

Page 51: Click to add title`

Why WASH Projects do not Last …•Community demand missing; less benefit

• Feel “ownership” & responsibility for system?• Built on (fits with) local culture and values?

• Poor design, construction• No business model for long-term continuity• Lack of tariffs/funds for parts, repair, maintenance• Inappropriate technology• Not integrated system: Water, Sanitation, Hygiene• Inadequate training, no responsible persons• No systematic Monitoring … Evaluation

Economies of Scale

Outcomes, community impact Strategic Vision, Clear Goals, e.g.

MDGs, empowerment, self-sufficiency, Cost-Effective System

Several Months to Decades Collaborative Group (RT PPP) Several disciplines & functions,

acting in parallel or in sequence

Early - unclear, some risk Definition evolves with Feedback Planning -- Soft Costs are OK

Longer-term commitment TRF + International agencies,

corporations & foundations Create, seek opportunities for

viable private sector investment

More than “Big Projects” – Fundamentally Different – Pg 1

Programs

Buy-Build Hardware, Get Grant

Efficient execution Consider Future Vision

A few months, or year

Simple, linear Few participants

Minimal, defined scope, vary some with local activity

Team with Professional approach Train & leverage volunteers

Empowered, Fully Involved “Own” the program, Volunteer Form & support WASH committee All Stakeholders work together

Review hydrology, terrain, culture, local materials & talents

Needs Assessment Alternatives Seek Standardization, Economies of

scale

Teamwork, Delegate to Field Flexible & Responsive to Needs Accountable to achieve Outcomes Use available Resources Peer review, “Endorsed Project”

Part-time, volunteer, 1-2 Rotarians

Offer advice? Brief discussions, seek “OK”,

acquiesce

“Same as last time” Minimal knowledge Comparisons? Often driven by supply “One of”

Central control of grant Defined protocols & procedures Financial Stewardship Club decision, no peer review
