Clevedon Conversations Update - June 2017 Clevedon Conversations is concerned about Fulton Hogan’s proposed Clevedon Quarry expansion. We are particularly concerned about the effects that the additional trucks will have on the amenity of the village and its surrounds as a result of the increased hours of operation and the number of truck movements per day. The consultation we undertook in 2015 indicated that there was strong support for an upgrade to the ‘Village Centre’ or ‘Mainstreet’ environment in a manner that supports sociability, walkability and safety and enhances character, creating a traffic-calmed, pedestrian-friendly space with areas to gather informally and formally. We are concerned about the effect that up to 90 trucks per day (they will all have to travel through the village when the Tourist Road Bridge is closed in a flood) will have on the ability to achieve this in the future, and we believe that the application documentation does not adequately consider the effects of these trucks on the “Mainstreet”. We encourage all Clevedon locals to make a submission, and to support the work of the Clevedon Quarry Working Group. The Quarry Working Group have prepared a useful guideline for making a submission and we will forward this to everyone on our database. You can make a submission online at http://www.aucklandcouncil.govt.nz/en/ratesbuildingproperty/consents/getinvolved/pages/currentpubliclynotifiedconsents.aspx. The submission period closes at 5pm on Wednesday, 5 July 2017.

CLEVEDON QUARRY PUBLIC SUBMISSIONS NOW OPEN

Residents of Clevedon have now formed the ‘Clevedon Protection Society’ to challenge Fulton Hogan’s application to dramatically expand the Clevedon Quarry. A public meeting was held at the Clevedon Community Hall on Tuesday 30th May to inform local residents of the details of Fulton Hogan’s proposed quarry expansion plans. Nearly two hundred people attended the meeting to hear key points of the application which include:

Proposed Tonnage increase from 201,152 tonnes to 3,000,000 tonnes per annum

Proposed Truck Movements to increase from 100 trucks per day to 1306 per day (up to 90 per hour) – a 1300% increase

Off-site Hours of Operation to increase from 7.30am to 5.30pm Monday to Saturday to 6:00am to 9.00pm Monday to Saturday with potential for 24/7 on-site operations – a 50% increase

We are strongly opposing the proposed increases, which if consented as sought, will have a devastating impact on the amenity and character of Clevedon and its surrounding districts for generations to come. Fulton Hogan have now formally lodged their Resource Consent Application and public submissions are now being sought by Auckland Council. The Clevedon Protection Society is encouraging all residents of Clevedon, Ardmore, Alfriston, Brookby, Kawakawa Bay, Maraetai and Whitford who will be affected by this application to make a written submission to Auckland Council by no later than Wednesday 5th July 2017. The time to take action is now, and the best thing residents can do is to have their say through the public submission process. The Clevedon Protection Society has provided residents with guidelines on how to make a written submission and all of the details can be found on our website. The Clevedon Protection Society also needs financial support in the form of donations to engage RMA specialists and technical experts as it prepares for a Public Hearing later in the year. Details of how to make a donation can be found on our website. And finally, a petition has also been launched to gather support and demonstrate to Fulton Hogan and Auckland Council the depth of public opposition for the proposed increases. We have already gathered over 1000 signatures in opposition to the increases proposed by Fulton Hogan. Details of the petition can also be found on our website. CLEVEDON POLICE

Hi from your local Community Constable. It has been quite a busy time in our area lately. Rural burglaries are continuing to hurt us, we must remain vigilante and I cannot stress enough the need to call 111 if you see anything suspicious in your area. As I have said before that as locals you know if something doesn’t look right to you, go with your gut feeling and call 111, our call takers will prioritise the call and take the most appropriate action. Police would rather turn up to a 111 call and be able to rule it out than not receive any call and have something happen. Get to know your neighbours, let them know when you’re going to be away or if there are going to be tradesmen or different vehicles at your address. If you are going to be away from your property for any extended time make sure you have someone empty your letterbox, this is a sure sign to a burglar that a property is not occupied. If you have alarms or CCTV cameras make sure they are in good working order and a set when you are not home. Maybe have a friend or neighbour park their vehicle at your address at different times so it looks like someone is around. For those interested there is Neighbourhood Support, you can find information about this on neighbourhoodsupport.co.nz Once again call 111 for any suspicious persons or vehicles in your area. Cheers, Jason

Feedback wanted on plan to help shape Franklin’s future

Ensuring growth is managed effectively; opportunities to boost the local economy and enhancing the area’s natural

environment are among ideas included in the draft Franklin Local Board Plan.

Franklin residents are now being asked for their feedback on the draft plan, which outlines the projects and outcomes

the local board want to focus on over the next three years.

It has identified the following five outcomes to focus on:

A well-cared for environment

A thriving local economy

An improved transport system

Growth is dealt with effectively

Communities feel ownership and connection to their area.

Local board chair Angela Fulljames says this draft plan reflects what the community has already said is important and

builds on its work of the past two terms.

“We’ve made some real progress so there is definitely a sense of wanting to continue with and finishing off what we

have started. That’s why we aren’t proposing any major change in direction. Now we want the community to tell us if

we are on the right track.”

Submissions on the draft Franklin Local Board Plan closes 30 June.

2017 Summary Franklin Local Board Plan and Targeted Rates Local board plans are strategic documents that are adopted every three years. The Draft Franklin Local Board Plan is currently open for comment: http://www.shapeauckland.co.nz/media/1889/draft-franklin-local-board-plan-2017-consultation-document.pdf Or look for the summary version and feedback form in your letterbox. How this affects you The purpose is to set a direction for the local area that reflects community priorities and preferences. They guide local board activity, funding and investment decisions. They also influence local board input into regional strategies and plans, including the Auckland Plan. Prosposed Focus in the 2017 draft Plan 1 A well-cared for natural environment 2. A thriving local economy 3. An improved transport system 4. Growth is dealt with effectively 5 Communities feel ownership and connection Targeted Rates Franklin Local Board has a proposal to explore the idea of introducing a local targeted rate to fund local improvements or facilities if requested by the community, but not currently proposed or budgeted for. A local targeted rate would involve ratepayers having an additional charge included on their rates bill with this money used specifically to fund a project in their area. What we could pay for with a targeted rate Some things that a targeted rate could fund; • Clevedon main street upgrade • Trails maintenance and management • Halls development • Wairoa River restoration and development Give our Board members a mandate Without our feedback they don’t know what we are thinking; • Are they on the right track with their focus? • What’s good or otherwise? • Do you support the idea of a targeted rate? • If yes, what would you like it spent on? Have your say. Fill out the feedback form that was posted in the mail or respond online: http://engage.ubiquity.co.nz/surveys/QFAOn8f_wki8oQjUk8cmkQ Timing: 30 June: Submissions close at 4pm End September 2017: The final plans are adopted February to March 2018: If a targeted rate is supported by the local community a further consultation process would take place in early 2018. People would be able to submit their feedback on how much they would be prepared to pay for any proposed service or project.

Brookby Environment Protection Society Update The past two months have been frustrating and disheartening, but BEPS continues to battle for a safer environment for the community! BEPS recently lodged an application for enforcement orders against P&I Pascoe, with Auckland Council as second respondent. We believed Pascoe’s were breaching their resource consent conditions by transporting clean fill along Twilight Road before the roading upgrade had been signed off by Auckland Council. We also believed the resource consent conditions regarding the Twilight Road upgrade had not been met. Court proceedings confirmed BEPS was correct in believing Pascoe’s were using the road to transport clean fill illegally. Auckland Council told the Court that if Pascoe’s continued to use the road before it was signed off, an abatement notice would be issued. Great!, we thought. But Pascoe’s continued to use the road. And despite weeks of repeated requests from BEPS to Council, Council elected to sit on their hands rather than issue an abatement notice. All 3 parties subsequently attended a mediation conference at the Environment Court to see if issues could be resolved. In the six months prior to this, Council had repeatedly reassured BEPS that the Twilight Road upgrade would not be signed off in its current state. Their engineers had acknowledged the unsafe road lane width and many other safety issues. Despite this, Council did an abrupt about-turn at the mediation and announced they were at the point of signing off the road. BEPS does not believe the road meets the intent outlined in the Environment Court’s decision and resource consent conditions. We have now engaged a traffic expert to review the plans and give us an opinion about whether Auckland Council has been negligent in its duty to ensure the resource consent conditions are complied with. If this is the case, we will return to the Environment Court. In the meantime, all we can say is that we feel utterly let down by Council. We support the idea that growth and expansion are necessary. But growth and expansion do not need to come at the cost of community safety. BEPS will continue to work hard to try and ensure a safer environment for everyone in the face increased truck movements in the district. All this takes time and money, so if you’d like to support us please consider a membership subscription – just $30 per year, payable now to our account 12 3030 0684478 00. CLEVEDON VOLUNTEER FIRE BRIGADE

A busy year for us! 2017 has been shaping us as the Brigade’s busiest year to date. We have attended 85 incidents to the middle of June. Our previous highest ever number of callouts was 102 in 2015 with 2016 being our second highest at 98. While that doesn’t compare with the call numbers that career fire trucks attend or even some of our volunteer colleague’s station callout tallies, it is still a sizeable amount when you consider that this is on top of family, work and other commitments from our members. It must be said that a few of the newer members are already bored with the “back when we joined it was” stories…

Recent Callouts We attended 11 incidents in May and 5 so far in June. They have been a mix of vehicle accidents, fires, medical calls and false alarms. The false alarms typically relate to vegetation fires. Remember, the fire season is currently “open” at present which means you can have a rubbish fire provided that it complies with the rules. The source of this information and the “rules” is the Auckland Council website, please refer to it before lighting. Remember though, if you are concerned, please call us sooner rather than later, there is no charge for attending fires called in with good intent.

Fire and Emergency New Zealand June 2017 marks our final month as the New Zealand Fire Service. The Clevedon Brigade was originally part of the Auckland Metropolitan Fire Board before becoming part of NZFS when the Fire Boards amalgamated. Now the Fire Service is combining with almost all the other Fire Authorities in New Zealand to become Fire and Emergency New Zealand (FENZ). While this will have visible changes over the next few years, to us it’s business as usual. We will still have trucks, uniforms and equipment. Our siren will still go and 111 is where you reach us.

New Members The brigade is now in a position where we need 2 new firefighters to supplement our ranks. These firefighters replace two who have moved on as life takes them in different directions outside Clevedon. If you are interested in joining the Fire Brigade and live within 5 kilometres of the station then please come down on Tuesday nights or contact the people below. If you live a bit further away but have had previous experience or are available during the day (i.e. work in Clevedon or shift work etc.) then we would be very keen to talk to you also. We would like to take this opportunity to thank Chris Alexander (9 Years of Service) and Matt Fulton (3 Years) for their contribution to the Brigade and the Community.

The brigade now has a Facebook page where you’ll be able to keep up with all our current and upcoming events, callouts, fire season restrictions, fire safety tips and membership news. Please visit our new Facebook page at the

TO ANSWER A FEW QUESTIONS... ZEALANDIA

The Roundup team visited Zealandia, in view of answering for Clevedonians, a few of the questions on local minds. The following is what Zealandia explained:

Grow lights Greenhouse expanse & growing plants Zealandia on the Clevedon site has continued to expand in the in last 2 years and are coming to you today via the Clevedon Roundup, to update you all about progress at our nursery and provide information especially with regard to the Grow Lights we are currently using. We have 1.5 ha at the rear of the glasshouse set out with grow lights. We use these lights when we are producing young plant Tomatoes, Cucumber and Peppers for the glasshouse growers They are used to

- improve the light intensity on dull days

- extend the length of daylight exposure when plants require it during the growth cycle. In a 4-6 week rotation we will use the lights for 3-5 weeks and will operate only within the non-curfew times of 7am to 10 pm. During the implementation of the computer environment control we did have some teething issues resulting in the lights operating overnight. This has now been resolved. You may have noticed a perimeter wall of concrete blocks. We have been placing this wall to provides wind protection. The concrete blocks used are made up of waste concrete from the concrete plants around the area. Parts of the wall have already been planted with climbing plants which we intend to continue. The walls will eventually create a green live buffer. Up on the hill areas we have also started boundary planting which is on-going and intend to plant the hill areas with some natives and other varieties for fuel which can then be harvested for our recently commissioned Biomass energy plant. The energy plant was commissioned at the beginning of April and produces hot water for heating. It uses the latest technology to ensure clean burning. The fuel used is chipped waste wood from forestry and industrial residues. With regard to the earthworks these are also nearing completion, the rocks are being used to shore the water storage pond, we still need to complete top soiling and sowing for the storm water retention basin, this will continue in the springtime when weather conditions improve. We hope to later in the year hold a community open day so that local people can visit and see the technology, operating systems and of course the many plants we grow for the home garden and for horticultural needs.

CLEVEDON PONY CLUB: website www.clevedonponyclub.org.nz

Clevedon Pony Club wrapped up its season with it’s annual prizegiving and AGM in early May. Kate Keane was re-elected president, and Alison Fromont has stepped into the role of vice-president. A few fresh faces have adopted committee roles, and the club looks forward to a busy 2017/18 season with Michelle Bogaard as our inspirational head coach. Last season was frustrating due to wet weather compounded by poor drainage at the grounds which led to cancellation of a number of key events. We are pleased to see the A&P grounds undergoing remedial works now, which should lead to drier conditions underfoot and less likelihood of ground damage in future. Our season will kick off again in September with pre-season registration. In the meantime many of our members continue to do us proud at winter showjumping, dressage and showhunter competitions around Auckland. .
