The Finlay Street road allowance is located north of Malcolm Street, between Huron Street and William Street. The unopened section of Bob Street is located south of South Delphi Street, in the southwestern portion of the community. The unopened road allowances are shown in the included figure. THE ENVIRONMENTAL SCREENING PROCESS: The project, as an activity subject to an environmental screening process, followed the planning process established for Schedule B activities under the Class EA document. The purpose of the Environmental Assessment process is to identify a preferred solution, identify any potential environmental impacts associated with the proposal and to plan for appropriate mitigation of those impacts. The process includes consultation with the public, stakeholders and government review agencies. This notice is being issued to advise of the start of study investigations. There will be additional opportunities for public input and involvement as the study progresses. It is expected that fieldwork for the archaeological investigations associated with this study will take place this fall. PUBLIC INVOLVEMENT: Public input and comments are invited for incorporation into the planning and design of this project. Initial comments will be received until November 22, 2019. Any comments collected in conjunction with the study will be maintained on file for use during the project and may be included in project documentation. Notice of Passing of a Development Charges By-lawPursuant to the Development Charges Act 1997, the Council of the Township of Huron-Kinloss has passed a Development Charges By-law. By-law No. 2019-133 passed on October 21, 2019 sets out a range of charges to be collected from new residential development. The development charge by-law applies to all new residential development within the boundaries of the Township of Huron-Kinloss. There are specific development charges, based on the following service areas as described below in place of a map: • Lucknow Settlement Area – all properties within the boundaries of the Lucknow

Urban Area and any properties outside of the Lucknow Urban Area that are allowed to connect to the Lucknow water, sanitary sewage or stormwater systems.

• Ripley Settlement Area – all properties within the boundaries of the Ripley Urban Area and any properties outside of the Ripley Urban Area that are allowed to connect to the Ripley water, sanitary sewage or stormwater systems.

• Rural Huron – the lands in the former Huron Township that are not included in the Lakeshore Huron Shoreline Water System service area.

• Rural Kinloss – all lands in the former Kinloss Township• Lakeshore – the lands west of Highway 21 in the former Huron Township included

in the service area of the Lakeshore Huron Shoreline Water System. • Finlay St. Service Area – the lands fronting on the north and south sides of the

Finlay Street road allowance in Ripley, that are not connected to the Ripley sewage collection or water distribution systems.

The Township of Huron-Kinloss requests the cooperation of the ratepayers regarding the parking of cars and other vehicles, and the depositing of snow on municipal roads during the period in which
