Illogical to sell diesel atprice higher than petrol

For the first time, price of dieselhas become more than that ofpetrol. It is significant that com-bined procurement and process-ing cost of diesel, petrol (and alsoof kerosene) is almost same. Butkerosene is sold at highly subsi-dized rates because it is mainlyused by poor. Price of diesel wasdeliberately kept lower than thatof petrol because of diesel beinglargely used in public-transportand goods-transportation both byroad and rail. However lowerprice of diesel was unfortunatelymisused by allowing diesel-carsincluding even in costlier segmentused only by affording rich.Central government should banany further manufacture ofdiesel-cars, and should continuewith policy of having diesel pricedlower than petrol. Government iscompelled to increase prices ofdiesel and petrol even thoughwhen price of crude reached toalmost negligible low during coro-na-crisis because to compensateloss of taxes otherwise. All petro-leum products should be underGST network to ensure uniformrates of petrol and diesel through-out the country where presentlythere is vast variation of evenupto 10-percent.

Must ensure global access The discovery of a vaccine

for COVID-19 is central to globalefforts to restart economies. However, it raises serious ques-tions about whether countrieswill act in their narrow self-in-terest or adopt a collaborative, global approach. A lot of vac-cines are in the testing stageand considerable effort costingbillions of dollars and usingcomplex logistics will be re-quired to develop, manufactureand distribute the vaccineworldwide. The intense andgrowing rivalry between the USand China, and the subsequentrise of nationalism and failure ofmultilateralism is making theoutbreak of COVID-19 and the need for a vaccine ex-tremely complicated. Europeancountries and the WHO are infavour of the multilateral option. But the US and China areagainst it.

China and the US are usinghuge resources to become thefirst to develop a vaccine. USPresident Trump has launchedOperation Warp Speed, a public-private partnership that aims tomake millions of doses availablein the US by the end of theyear. China too is trying theirbest. A few candidate vaccinescurrently in clinical evaluation, come from China. The countryviews this not only as a matterof national pride but also impor-tant for their own health. IfChina succeeds in developingthe vaccine before the US, itwill help them get their econo-my fully more open than the USand other areas.

However, many global healthadvocates are of the view thatvaccine nationalism is not theright way to reduce transmissionglobally. A vaccine will save thelives of millions but our attitudemust change first. All countriesmust ensure timely, equitableglobal access to the vaccine.

R ecently, in Tirupur, TamilNadu, the Madras High

Court has ruled in the much-dis-cussed case of Honor Key Genderin 2016. The court, in the absenceof evidence, acquitted the mainaccused girl's father as well asthe girl's mother and another andcommuted the sentence of thefive accused from hanging to lifeimprisonment.

The family members of the girlKaushalya killed Shankar, a resi-dent of Kumarlingam because hebelonged to the Dalit caste. Aftercompleting her engineering stud-ies, she married Kaushalya, whobelonged to a higher caste. Whilestudying in college, the two fell inlove and got married against thewishes of the family, which madeKaushalya's family very angry. After this, on March 13, 2016,some people had killed Shankarin the middle of the market.

Kaushalya fought against herparents. Despite the death of herhusband, she is still living withher in-laws. But Kaushalya is nothappy with the Madras HighCourt's decision.

She says she will not sit idly byuntil her parents are convictedand will challenge the High Courtdecision. It has often been ob-served that in cases of honorkillings, girls break up and makeno attempt to get justice. Shecomes under family pressure. This is the first case in which the

victim herself is fighting for jus-tice. Following the Madras HighCourt judgment, the demand forstricter laws to prevent honorkillings has started rising acrossthe country, including in TamilNadu.

WWhhaatt iiss hhoonnoorr kkiilllliinngg??The term 'honor killing' has

come from the murder of coupleswho break the medieval view andget married in interracial mar-riages.

Such killings are carried outfor the sake of family or commu-nity honor. Usually refusing toenter into an Orange marriage, being in a relationship that hasbeen rejected by their family, having sex outside of marriage, being raped, dressing in waysthat are considered inappropri-ate, Honor Killing 'causes.

Honor killing involves the bru-tal murder of a woman or girl bymale family members. In patriar-chal societies, the activities ofgirls and women are closely mon-itored.

Another feature of honorkillings is that perpetrators oftendo not face negative stigma with-in their communities, as their be-havior is justified.

In the northern regions ofIndia, honor killings are moreprevalent in the Indian states ofPunjab, Rajasthan, Haryana, andUttar Pradesh. Honor killing isalso widespread in South India

and the western Indian states ofMaharashtra and Gujarat.(Recently, a young Dalit engi-neering student was brutallymurdered in public in Tirupur dis-trict, Tamil Nadu)

RReeaassoonn ffoorr hhoonnoorr kkiilllliinnggThe mentality of the people till

now is such that they are notready to accept marriages takingplace in or outside the sametribe. Society still denies the rightto choose in marriage. And espe-cially for women, the right tochoose marriage is illegal, evenimagine it. The root cause of itsrise is that formal governancehas not reached rural areas. Khappanchayats exercise their author-ity in various ways: they demandpayment from couples, imposesocial or economic restrictions onthem, order their or their familiesto be ostracized, divorce the cou-ple, and Be harassed, or killthem.

This is also due to the increasein the gender gap. Honor killingsare taking place in areas wherethe sex ratio is low and girls arebeing bought for marriage.

I consider love as a socialcrime. The prestige of each casteis one reason, it is not limited tothe upper caste, even among theoppressed communities likeDalits and Adivasis indulge in"honor" crimes to prove that theyare no less than the upper caste.

14, 15, 19, 21, 39 (f) of theConstitution.A total of 28 caseswere registered as honor killingsin 2014, 251 cases in 2015, and 77cases in 2016, according to datareleased by the National CrimeRecords Bureau in 2018. Cases ofhonor killings have increased inthe last few years and have be-come an obstacle to social devel-opment.

The provisions of IPC andCRPC are not sufficient to deal

with such cases. This act of honorkilling is also a violation of cer-tain fundamental rights in theConstitution of India, includingthe right to life and liberty includ-ing the right to physical integrity, and the right to choose. Womenshould have the right to freelychoose a spouse.

Crimes like honor killingsshould be categorized as barbar-ic crimes as it is an injustice doneto the dignity of the person.Concrete efforts should be madeto monitor such crime.

In the modern age of the 21stcentury, awareness should bepromoted among the people to-wards the crime committed fortraditional reasons.

The state needs to focus onprograms and projects that helpgender equity. Voices of discon-tent have been raised in commu-nities where honor killings havebeen reported.

These voices must findstrength. Agencies like theDepartment of Women andChildren, the Department ofSocial Welfare, and the StateCommission for Women shouldwork continuously on these is-sues. Issues related to the legiti-macy of Khap Panchayat shouldbe made clear to the people.

Women’s problems can only besolved when it is discussed withother women.

If the people of KhapPanchayat want to continue theirPanchayat communities, then ac-cording to the right to equality, there should be provision for oneor two women to sit in KhapPanchayats so that the right toequality also prevails. We have tokeep in mind that there is nohonor in taking someone's life forhonor.

Why do lovers have no freedom whatsoever?

T he world has taken note of the increasing Chinese adventur-ism in India. The questioning of Chinese incursions by a US

official after the recent talks between US Secretary of State MikePompeo and Chinese Communist Party Politburo member YangJiechi indicates support for India as well as widespread concernabout the aggressive stance adopted by China recently. By draw-ing attention to the Chinese misadventure of 2015, as well as re-cent unreasonable postures adopted by Beijing in Hong Kong andthe South China Sea, the US has ratcheted up the pressure onChina. Diplomacy is a gentle art, one that involves careful consid-erations and calibrated incremental advancements. It does not gowell with jingoistic nationalism, as Beijing has found out recentlyby antagonising many of the nations it seeks close business tieswith. India needs to seize the diplomatic initiative. A logical step isto build a joint position with other countries which have been af-fected by Beijing’s ‘wolf diplomacy’. Indeed, this is time to fortifythe Quadrilateral Security Dialogue between the United States,Japan, Australia, and India. There are common concerns, and theneed for a coordinated effort to blunt the Chinese edge is undeni-able. Even as New Delhi maintains peaceful coexistence withBeijing, there is growing awareness about the neighbour’s stickyfingers in what is, in myriad ways, an Indian bulwark. Bilateral re-lations are not going to be the same again in the wake of Chinaflexing its muscles and displaying territorial hegemony in the re-gion. The investment of over three decades of diplomatic effortstowards building a working relationship spiralled southward lastweek with blatant incursions by Chinese troops. The diplomaticand military contacts, though not snapped, are certainly on arazor edge. The military officers on the ground all along the Lineof Actual Control (LAC) are now being given the freedom to act asper the evolving situation at the border. India has now deployedits specialised high-altitude warfare forces along the 3,488 kmLAC to repel any transgression by the People’s Liberation Army(PLA). The uneasy relationship between the two neighbouring na-tions with diametrically opposing ideologies — one wedded to thevalues of multi-party democracy and the other to an autocraticcommand-control regime — is bound to undergo a reset. Thereare reports of the Centre seeking a detailed status about the im-ports of non-essential items from China so that there can be a pol-icy intervention for course correction. It is understandable thatthe death of soldiers has triggered nationwide outrage and callsfor retaliation. The NDA government must rein in the voices of jin-goism and adopt a blend of smart diplomacy, measured militaryresponse and intelligent trade moves to restore balance in the bi-lateral relationship. The Indian diplomats have their work cut outbefore them. They must build a consensus among allies, includingRussia, to counter Chinese expansionism. And they have a formi-dable arsenal at their disposal — truth — and access to a wide va-riety of fora, including the UN Security Council, where India hasjust been elected a member. India has shown excessive restraintin matters traditionally confined to the Chinese sphere of influ-ence. When borders are violated and soldiers killed, a rethink is inorder. We need a more proactive approach and strong alliances.

Gathering support

T rust deficit between India and Pakistan has worsened in re-cent years in the wake of major terrorist attacks carried out

by Pakistan-backed outfits on Indian soil — Pathankot and Uri(both in 2016) and Pulwama (2019). With Pakistan failing to con-vince India — and the international community at large — of itscommitment to stamping out terrorism emanating from its territo-ry, diplomatic ties between the two countries have become in-creasingly strained. India has now told Pakistan to reduce the staffin its High Commission in New Delhi by half, while deciding toslash the staff strength in its own High Commission in Islamabad. The pragmatic move follows a couple of acrimonious incidents.India had expelled two Pakistani diplomats on May 31 on thecharge of espionage pertaining to the movement of Indian Armytroops. A fortnight later, the Pakistani authorities detained twojunior members of the Indian High Commission in Islamabad in a‘hit and run’ case and released them after several hours. Indiaclaimed that the two staffers had been abducted and subjected tobarbaric treatment. Pakistan’s action was perceived to be in retali-ation for the expulsions. Indian diplomats and consular officials areallegedly under constant surveillance in Pakistan. Their harass-ment and intimidation, apparently at the ISI’s behest, validatesIndia’s zero-tolerance approach. National security must remain thebenchmark for India while dealing with a hostile and unreliableneighbour like Pakistan. With over 2,000 cases of ceasefire viola-tions by Pakistan — seen as a ruse to push militants into J&K —being reported this year till June 10, India can’t afford to let itsguard down. On the face of it, India’s decision to downgrade diplo-matic ties with Pakistan may appear harsh but a closer look at theground realities suggest that such a move was inevitable and justi-fied. When the entire world is grappling with the fallout of thecoronavirus pandemic, Islamabad has been on an unrelenting pur-suit of exporting terror to India and violating the ceasefire at theLine of Control (LoC). The past few months have seen a steady risein ceasefire violations by Pakistan along the LoC, infiltration of mil-itants, and concomitant increase in terrorist activity in Kashmir. The Handwara encounter in May in which five Indian soldiers and apoliceman were killed came as the biggest loss to the Army in re-cent years. It was followed by another terror attack in the samearea in which at least three jawans of the Central Reserve PoliceForce (CRPF) were killed. A steady rise in the militant attacks inthe Valley is a grim reminder of Islamabad’s devious strategy ofstepping up nefarious activities even as the entire world is grap-pling with the task of containing the spread of Covid-19. Pakistanhas been ratcheting up violence in Kashmir since the scrapping ofspecial status. This is despite the threat of much harsher sanctionsfrom the global watchdog, Financial Action Task Force (FATF), forfailing to check terror funding on its soil. Though Covid-19 pan-demic provided a perfect opportunity for Islamabad to reset its pri-orities and explore a new path of mutual cooperation, its myopicrulers and military bosses squandered it away. They have chosento continue the agenda of pushing terrorists into India.

Finance MinisterNirmala Sitharaman saidon Thursday there wasnothing wrong in importsto spur growth but won-dered why even Ganeshaidols should be boughtfrom China.

Importing raw materi-als that were not availablein the country and neededfor our industries was notwrong, she said address-ing the BJP's Tamil Naduunit workers via a virtuallink.

"There is nothing wrongin imports that would spurproduction and create jobopportunities and it can bedone definitely," she saidwhile speaking on theCentre's AatmanirbharBharat Abhiyaan initia-tive.

However, imports thatcould not bring benefitslike employment opportu-

nities and support growthwould not help self-re-liance and the Indian econ-omy, she said.

Ganesha idols made ofclay have been traditional-ly bought from the localpotters during Ganesh

Chaturthi festival everyyear, she said.

"But at present, whyeven Ganesha idols are im-ported from China..whysuch a situation...can't wemake a Ganesha idol fromclay, is it the situation?"

she asked.She wondered if import-

ing household productsused everyday like a soap-box, plastic items or in-cense sticks used for poojapurposes would supportself-reliance especiallywhen such products weremade locally by Indianfirms and Micro, Smalland Medium Enterprises.

Such a situation of im-porting things that are lo-cally made and availableshould change and self-re-liance is the basic idea be-hind the AatmanirbharAbhiyan, she said.

Self-reliance was prac-tised in India for long, butit faded subsequently andnow the Abhiyan initia-tive stood for local manu-facturing, she said.

"Self-reliant India(Aatmanirbhar BharatAbhiyaan) does not meanthat imports should not bedone at all.

Four Hinduja brothers --Srichand, Gopichand,Prakash and Ashok -- hadin 2014 signed on a docu-ment saying the assetsheld by one brother belongto all, and that each ofthem will appoint the oth-ers as their executors.

But now family patri-arch Srichand Hinduja, 84,and his daughter Vinoowant the letter to be de-clared of "no legal effect"and the family's assets beseparated as per his wishof 2016.

Developing a COVID-19vaccine in record time willbe tough. Producing enoughto end the pandemic will bethe biggest medical manu-facturing feat in history. That work is underway.

From deploying expertsamid global travel restric-tions to managing extremestorage conditions, andeven inventing new kinds ofvials and syringes for bil-lions of doses, the path isstrewn with formidablehurdles, according toReuters interviews withmore than a dozen vaccinedevelopers and their back-ers. Any hitch in an untest-ed supply chain - whichcould stretch from Pune inIndia to England's Oxfordand Baltimore in the UnitedStates - could torpedo ordelay the complex process.

Col. Nelson Michael, direc-tor of the U.S. Army'sCenter for InfectiousDisease Research who isworking on the govern-ment's 'Warp Speed' projectto deliver a vaccine at scaleby January, said companiesusually have years to figurethis stuff out. 'Now, theyhave weeks.' Much of theworld's attention is focusedon the scientific race to de-velop a vaccine. But behindthe scenes, experts are fac-

ing a stark reality: we maysimply not have enough ca-pacity to make, package anddistribute billions of dosesall at once. Companies andgovernments are racing toscale-up machinery to ad-dress a critical shortage inautomated filling and fin-ishing capacity - the finalstep in the manufacturingprocess of putting the vac-cine into vials or syringes, sealing them and packagingthem up for shipping.
