NORTHERN UTAH BRANCH UPDATE BY STEVEN EARL

WASATCH BRANCH UPDATE BY BLAKE THOMAS

Mr. Watson is currently the Managing Partner of CMT Engineering Laboratories who operates laboratories in Salt Lake, Logan, Moab, and Phoenix and maintains six portable labs for remote work. He was formerly the Vice President of Garco Testing Laboratories, a Granite Construction Company subsidiary located in Salt Lake City. He studied mechanical engineering at the University of Utah and has been involved in civil material design and quality control for 35 years. Mr. Watson’s decades of experience in HMA design and QA/QC testing has brought extensive experience throughout the intermountain area. Next month we will be hearing from Matt Roblez from McNeil Engineering. He will speak to us about Continuing Education requirements for the State of Utah and will also address

ethics and unprofessional conduct. We aim to incorporate his presentation into an Order of the Engineer ceremony. If all goes to plan, this will be a night presentation and we encourage you to bring your spouses (kids too if you want). We are still working on the details, to be announced in next month’s newsletter. We hope to see you at the Bluebird Restaurant in Logan at Noon on Tuesday, February 17 to hear from Doug Watson!

Unfortunately, our speaker for January had to cancel at the last minute for medical reasons, so we did not meet last month. He is rescheduled for April. This month we will be privileged to hear from Doug Watson, president of CMT Engineering Laboratories. His topic will be “How to Get the Most Out of the Road You Bought”. This should especially be of interest for any of those involved with Public Works or commercial developers. He will cover: Sub base preparation, Remediation of Soft Spots, Layered Base Materials, Minimum structural properties, Benefits of improving the performance of the materials, Construction Practices, Paving workmanship, and Testing to ensure delivery of in spec materials and workmanship.

The February luncheon will be held at WesTech (3665 South West Temple, Salt Lake City). We will be hearing from Phil Meis and Casey Brown of the ASCE National SUE Committee. Phil is the chairman of this committee, he and Casey will be speaking about the future of subsurface utility engineering and what ASCE’s role is with this industry.

The branch is accepting nominations for anyone interested in becoming a board member next year. Elections are coming up and if you are interested in joining us as the Secretary/Treasurer we will gladly place you on the ballot. The Wasatch Front Branch held their January luncheon at WesTech and discussed license renewal requirements. DOPL provided the branch with materials and Craig Friant, the branch President-Elect, presented the material to the group. There was a great roundtable discussion that followed. We appreciate all who attended and participated in this discussion. One key point to recognize is that engineers will now be required to earn 30 CEU’s in a 2-year span rather than the 24 that was previously required.

CENTRAL UTAH BRANCH UPDATE BY ALANSON TAYLOR

This month our luncheon will be at the BYU Hinckley Center on Brigham Young University campus Thursday February 26, 2014. Our speaker will be Dr. Paul Richards, a faculty member of the Civil and Environmental Engineering Department at BYU. He teaches classes in structural analysis and design. Dr. Richards will discuss the lateral stiffness and strength of column to footing Connections. Most steel columns in buildings are embedded in some concrete although that concrete is neglected in design calculations. In U.S. practice, steel buildings with a slab on grade are constructed with block-outs in the slab located over the footings to permit the installation of the steel columns. Once the columns are in place and bolted, the block-outs are filled with unreinforced concrete. Design calculations for the lateral strength and stiffness of these column-to-footing connections neglect any contribution from the block-out concrete or surrounding slab. Often such connections are considered pinned unless the base plate and anchor rods are specially designed to transmit

moments. A better understanding of the behavior of these connections may lead to reduced column sizes, thinner base plates, and fewer anchor rods. In addition, quantifying the stiffness and strength of column-to-footing connections will lead to more accurate representations of steel columns in computer models. Experimental and analytical work is underway to quantify the stiffness and strength of typical steel column-to-footing connections. The first phase of the experimental work investigated eight reduced-scale columns. Specimens consisted of 9 ft long columns installed in a base that represented the footing, slab, and block-out. Specimens were subjected to lateral loading following the standard moment frame loading protocol. Results from these experiments indicate that anchor rod demands under lateral loads are much lower than current design procedures predict. Overall connection strength and stiffness of typical steel column-to-footing connections are much higher those assumed in design.

an idea that could improve the life of others. They spent part of their time practicing and competing, against one another. They also had to spend time with the judges and present and explain their project. What a great opportunity for kids to get the experience of working on projects as a team and having to present it and communicate their ideas. The obstacle course required skills in geometry and programming and the judging aspect required communication skills. As I walked around the practice obstacle courses and watched these kids adjusting the program code and retrying the course and communicating with each what needed to be done to achieve the goal I could not help but wonder what the future generation will have to offer. It will be interesting to see what the next few generations of engineers will come up with and accomplish. This last month we had the opportunity to have Matthew Roblez, S.E., SECB from McNeil engineering come present to us on “Utah Engineering Law”. We would like to

thank him for taking the time to come down and present to us this information. We like to thank the ASCE members for coming out and supporting us: we had a great turnout. We are still accepting nominations for a person or a project for our 2014 Southern Utah Branch ASCE awards. This month we are still working on putting a luncheon together, so watch for an upcoming email with more details. Plan on attending the ASCE and APWA awards banquet in March. The flyers on this event have already been sent out. We will be looking for sponsors for the banquet and golf tournament so please contact us if you are interested at [email protected]. This last month I had the opportunity to go and support my daughter at the FLL tournament (First Lego League) held at Dixie State University. If you have never been to one of these events I suggest you check it out. The energy and enthusiasm of these kids and the people who ran the event was awesome. When my daughter signed up for it I did not realize all that it entailed I thought they were just staying late after school and playing with Lego robots. I was wrong, they had to build a robot and program it to do certain tasks on an obstacle course. They also had to come up with a community service project or

The ASCE Utah YMF had a busy January hosting our monthly ‘Social Night’ at Porcupine Pub, cooking 10 layer lasagna for 100 people at the Ronald McDonald House, expanding our marketing reach, and planning the best live PE Review Course in the great State of Utah. The ASCE Utah YMF Spring PE Review Course will begin on March 3rd with a course kickoff party (free pizza). The classes will last five weeks (March 10th from 6pm-8pm. Classes will be held at UDOT Region 2 offices. All classes are taught by licensed civil engineers with great experience in their areas of expertise and seasoned teachers of our PE Review course. Our course is by far the best bang for your buck at $250 for ASCE Members and $350 for non-ASCE Members. If you sign up by February 10th save an additional $50! STRUCTURAL ENGINEERING INSTITUTE CHAPTER UPDATE BY CONRAD GUYMAN

2. Short Course on Seismic Ground Motions

This is a one-day practical course for working professionals to understand the basis for code-mandated seismic ground motions. This course is intended to bridge the gap of understanding between seismologists, civil, structural, and geotechnical engineers. The invited instructors are David Boore and Ivan Wong. This event will be held on Thursday, March 5, 2015 at The Gathering Place at Garner Village. Registration is required for this event. The registration and cost information are included in the attached flyer. Space is limited, so register early. Preregistration ends on March 26. We will be offering 8

Professional Development Hours for attending this event. 3. David Wald lecture on USGS tools to assess earthquake effects

The 2014 EERI Distinguished Lecture by David Wald regarding the USGS tools to rapidly assess an earthquake’s economic and human impact will be held on Tuesday, February 10, 2015 at the Utah Cultural Celebration Center (1335 West 3100 South, West Valley City, Utah 84119). The lecture begins at 3:30 p.m. This event is free and open to the public. You do NOT need to register or RSVP to attend. Please invite others who you feel would be interested. The SEI Utah Chapter wants to make our members aware of three events being sponsored by the Earthquake Engineering Research Institute. The two upcoming events are: 1. The 2014 Joyner Lecture by David Boore: Ground Motion Prediction Equations – Past, Present, and Future

This event is being cosponsored by the Structural Engineers Association of Utah. It will be held on Wednesday, March 4, 2015 in Room 2230 at the Warnock Engineering Building on the campus of the University of Utah (72 Central Campus Drive, Salt Lake City, UT 84112). There will be a social with light snacks from 5:30 to 6:00 p.m.

SEAU will be holding their 3rd annual education conference on February 24th and 25th at the Utah Valley Conference center. A special section is planned for Professor Kevin Franke on Ground Motions and the basics of seismic hazard analyses that should be of particular interest to Geo-Institute members.

The Utah Liquefaction Advisory Group (ULAG) will also be hosting their annual meeting in February.

The Utah section of ASCE will be presenting the results of the ASCE report card at the end of the month. A series of media releases and events are planned associated with the release as part of the roll out, which should provide the opportunity for a

discussion on infrastructure in Utah with the public. The Geo-Institute has been a strong supporter of the report card and has been actively involved in highlighting seismic hazards and infrastructure with a geotechnical emphasis.

We also would like to congratulate Professor Kevin Franke on his recognition as the Utah ASCE Educator of the Year. Kevin’s research efforts and background in seismic hazards are a great resource to BYU, the State of Utah, and the Geo-Institute. The award is well deserved and we look forward to his continued contribution to the geotechnical discipline in the years to come.

The spring of 2015 provides a number of great educational and technical training opportunities that we wanted to share and encourage support. The following is a summary of these opportunities with additional information included as attachments to the Civil Source. EERI will be hosting a short course

on Seismic Ground Motions on March 5th as well as a discussion on USGS tools to rapidly asses an earthquake’s economic and human impact on February 10th.

EERI Utah Chapter Short Course on Seismic Ground Motions

Bios: David M. Boore is a geophysicist with the USGS in Menlo Park, CA. He is one of the developers of one of the Next Generation Attenuation Relationships Ground Motion Prediction Equation (GMPE) Models. David will be speaking on the topic of deterministic ground motions and explain how ground motion prediction equations are developed.

Ivan Wong is a principal seismologist with AECOM (previously URS/Woodward-Clyde), based in Oakland, California, a firm for which he has worked since 1976.  He is an internationally recognized expert in seismic hazard evaluations with 38 years of experience in seismology, seismic geology, seismotectonics, and earthquake ground motions. Ivan will be speaking on the specific characteristics of the Wasatch Fault and other Utah Faults.  He will also discuss the development of probabilistic and code ground motions and explain how these differ from deterministic ground motions.

Brent Maxfield is a structural engineer with the Church of Jesus Christ of Latter-day Saints based in Salt Lake City, Utah. Brent will introduce the topic of seismic ground motions and lay a foundation of understanding for the topic covered in the short course.  He will help bridge the gap of understanding between structural engineers, geotechnical engineers, geologists, and seismologists.

Leah O’Neill is a structural engineer with Reaveley Engineering in Salt Lake City, Utah. Leah will introduce the PEER Ground Motion Prediction Equation (GMPE) Excel spreadsheet and provide direction on how to use it. A newly-developed Ground Motion Comparison spreadsheet will also be presented.

WHERE ARE RESPONDERS AND RESOURCES NEEDED?

Lecturer: Dr. David Wald. Seismologist with the U.S. Geological Survey and Colorado

School of Mines.

Overview: The U.S. Geological Survey (USGS) has developed several near-real time

earthquake information systems that provide rapid and automated alerting of estimated

economic and human impacts following earthquakes. In this lecture Dr. Wald describes the

benefits and use of each of these systems and also describes how this information is

collected, analyzed, and displayed.

David Wald has been a pioneer in developing and operations of several real-time information

systems at the USGS National Earthquake Information Center such as “Did you feel it?”,

Shake Map, ShakeCast, and PAGER, that serve a broad audience including first responders,

government officials, utilities, earth scientists, and engineers. More than 70,000 individuals

receive alerts in California, Washington, Utah, Hawaii, Nevada, and Alaska.
