A.1 Project Description / Introduction

The main goal of the project is to promote and drive citizen education in democratic governance in El Salvador through training, analysis, discussion and advocacy of civil society so that they may understand their rights and could monitor the work of the state in key country issues all the above in the eastern region of El Salvador for the first time. The Project's strategy consists in the creation of a Research and Training Center (CIDEMO) as Think Tank, where the solutions to the country´s problems will be analyzed and proposed, emphasizing on the promotion of important aspects such as governance, transparency and the fight against corruption.

SO1 will be achieved through: a) the creation of the center and training in democratic governance and transparency (Component 1); b) the research team´s capacity building (nine researchers) and training of 25 trainers of trainers in civic-citizen education (Component 2). The Center will seek to actively influence the strengthening of democratic governance, the rule of law and transparency in El Salvador; and will be supported by internationally renowned partners who will provide technical assistance and advice. SO2 will be achieved through the development of three training programs in democratic governance aimed at training the trainers, 200 emerging leaders and 4000 persons from civil

society (Component 2). In this context, the project seeks to strengthen civil society - mostly young people - who are not well organized, and with lack of training in democracy and citizen participation, to demand their rights and know their obligations, learn the control mechanisms of State institutions, and demand the effective management of public resources; through an emerging leaders and researcher seedbed with 25 UNIVO students. Finally, SO3 was intended to design and develop a technology platform. However, this OS3 has been suspended during FY19, its implementation will depend on obtaining new funds. (Component 3). It is necessary to describe that during the first and the second quarter of 2020, the activities, events and actions programmed were affected by the COVID-19 pandemic, the prolonged quarantine, the Amanda storm and by an irregular gradual opening of economic activities. However, it is relevant to point out that the Project has adapted to these circumstances by adopting telework, the realization of virtual events, which have allowed maintaining the position of the project. This report summarizes the main activities carried out during fiscal year 2020. It also describes the impact of these activities on three operational components of the project, and the main achievements are: a) Capacity building on issues of democracy, governance and transparency in more 25 UNIVO students who will be trainers of trainers; b) Creation of 2 of 3 Training Plans aimed at democratic governance, citizen participation, transparency and the fight against corruption; c) Strengthening the capacities of 9 researchers, of which 3 belong to CIDEMO, and 6 to UNIVO, who will collaborate in CIDEMO activities; d) Strengthening of 8 Civil Society Organizations in the eastern region, which are benefiting from the implementation of the project; e) Training of 40 emerging leaders and raising awareness on issues of democracy, governance and transparency to more than 300 people in the eastern region of the country; f) Production of two books related to CIDEMO's lines of research, among other achievements.

(3) Due to the adaptation of the project to the management of the COVID-19 pandemic (it was successful in the development of virtual events to raise awareness and promote citizen participation). In this context, in a meeting held on October 22, 2020 with AOR and DME USAID / El Salvador, it was agreed to replace the custom indicator of the MEL Plan (Number of citizens trained in democratic governance and transparency) with a standard indicator DR.3.2-5 Number of individuals receiving civic education through USG-assisted programs.

(4) The Youth-4 indicator was updated to Youth-5 because the Youth-4 indicator was removed from the list of standard indicators in 2019 and was replaced by the Youth-5 indicator, the definition of this indicator complies with what the project is performing.

B. ACTIVITY IMPLEMENTATION PROGRESS

The following is a description of the execution progress made during FY2020, by component.

COMPONENT 1: CREATION OF THE RESEARCH AND TRAINING CENTER 1.1 Short term consultancy to draft the Strategic Plan of the Center

In early April, USAL´s independent consultants delivered the first draft of the document called: "CIDEMO 2020-2024 General Strategic Plan." The evaluation procedure was developed by applying a collaborative methodology of opinions and comments, mainly in relation to the technical aspects of the document: planning, methodology and evaluation of results. The official correspondence was issued by the director in the technical area of the project during the months of April and May to discuss final aspects of the CIDEMO General Strategic Plan, draft, this quarter the aforementioned CIDEMO General Strategic Plan was approved. The 2020-2024 General Strategic Plan sets forth that the mission of CIDEMO is “to be a research center that brings together professionals committed to the common good of the present and future generations of the eastern region of El Salvador. It has been set up as a meeting place for researchers to analyze the Salvadoran reality with the aim of building synergies and favoring the development of research teams to study the problems faced by the country”. 1.2 Training on “Social research methods”

Researchers and faculty from Universidad de Oriente (UNIVO) received a 40-hour workshop on social research methods during the period between January and March; the workshop was offered as part of the short-term consultancy with independent consultants from USAL, and was divided into two stages:

a) The first part was in charge of the PhD. Cecilia Rodríguez who using the case study methodology, addressed the fundamental steps of the scientific method such as: problem statement, theoretical foundation, hypothesis development. The instruction focused on practical aspects in order to facilitate the production of high quality documents suitable for scientific dissemination.

b) The second part of the workshop focused on the analysis and interpretation of results, which was carried out by the PhD. Mercedes García. Two fundamental aspects were covered in the training: the first, stimulating the use of specialized software for the analysis of statistical data as a support tool for scientific research, and, on the other hand, practicing with different techniques for interpreting results using data as a reference provided by previous studies carried out by CIDEMO, or by other think tanks.

A total of 31 individuals (11 women and 20 men) were trained during the research skill building process. This activity was added despite the limited funds, thanks to the good rapport with the aforementioned consultants, to strengthen the competencies of UNIVO researchers and faculty.

Diploma ceremony for the participants in the workshop “Social Research Methods” On the other hand, taking advantage of the visit of the experts in Political Science of the University of Salamanca, the conference called: “Institutions and democracy: recent scenarios in Latin America” was offered to the university community of the eastern region (young people with leadership potential)where Dr. Mercedes García, spoke about the forms of government and the most decisive social-political changes to understand the dynamics of power as a result of the emergence of leaders whose characteristics threaten the democratic ideal, the above in order to promote the democratic culture in the youth of the eastern region.

1.3 Define research lines (CIDEMO)

The independent consultants from the University of Salamanca delivered the document with the lines of research for CIDEMO. The project has a document called “Research Lines: objectives and goals of the Center”. CIDEMO´s research pivotal points and lines are:

1.4 Internal regulations (CIDEMO) by USAL Consultants

The development of the short-term consulting by independent researchers from the University of Salamanca (USAL), Spain, will leave this quarter a legacy of immeasurable value on strategic aspects for the installation of CIDEMO such as: planning, administrative organization and skills building for researchers. The foregoing, with the receipt of the product: "Internal Regulations of CIDEMO", there is now a regulatory framework that regulates the activities carried out by CIDEMO in accordance with the provisions of UNIVO's institutional functioning and organizational culture. The internal regulations specifically regulate the following: nature and purposes, own activities, of the staff and members of the Center, of the governing bodies, the resources of the Center, among other administration matters. In short, CIDEMO now has an instrument that allows the management of human talent and regulates general administrative aspects.

1.5 Follow up to Technical assistance and strategic final plan version

After the technical reviews to the draft plan, by both Project´s consultants and technical team, CIDEMO´s 2020-2024 General Strategic Plan document was satisfactorily approved in late June. The document defines the strategic objectives of the Center, as well as the development of concrete actions to achieve them. In addition, it provides elements of institutional identity (mission, vision, values). In the same way, the action plan is presented based on four different intervention areas: research, social projection, organization and sustainability. The document synthesizes what will eventually become a prolific scientific production, through a complex structure based on an economically profitable management model committed to ethics and citizen values. 1.6 Signing of Sub-awardee between UNIVO and AU

During the first quarter of this fiscal year Universidad de Oriente (UNIVO) and the American University (AU)signed the sub-award and subsequently, on March 5, 2020, a letter of approval was received from USAID to amend the Sub-award entered into by the American University (AU). Next, on March 9, Amendment No. 1 to the Sub-award was signed electronically by UNIVO and AU. At the end of this report, two UA deliverables have been received consisting of: a) a Technical assistance plan, including the schedule of compliance with activities; b) a Document with the description of initiatives for CIDEMO, including an Advisory Plan for good research practices. At the closing of the report, the signing of amendment No.2 to the Sub-award between UNIVO and AU is under study, with the purpose of extending the expiration date of the Sub-award and rescheduling the final deliverable consisting of a “Training program in the USA for researchers (public policies and research methods); Delivery date scheduled for the third quarter of fiscal year 2021. 1.7 Selection of researchers (profiles and contracting)

The hiring process started after the review of profiles in May and ended in June. According to Agreement 10.2 of Board of Directors Minutes No. 825 dated June 10, 2020, the third researcher, a Lawyer and Notary, was hired: Melvin Iván Espinal. The researcher has a master's degree in family law, has taught research methods, and has conducted legal research in the field of political rights and justice enforcement. The hiring of the third researcher will strengthen the scientific and operational capacity of CIDEMO, he will take office on July 1, 2020. The project of virtual conference programs called "Judicial Function and the Defense of Democracy" started from the onset of work in July. On September 9, Mr. Espinal was responsible for the videoconference on "the modernization of the judicial system after the pandemic " in which he had high-quality speakers, including the president of the National Council of the Judiciary and the conference on the Rule of Law, taught by the Department of

Legal Studies of the Salvadoran Foundation for Economic and Social Development (FUSADES). Figure 7. Conferences under the initiative: The judicial function and the defense of democracy. 1.8 Training on “Public policies and research methods”

The training in the United States needs to be rescheduled due to the effects of the COVID-19 pandemic. However, as of the signing of the Sub-award with the American University, the training study program with its contents, duration, methodology, and a list of bibliographic references was received in May. International flights were suspended due to the COVID-19 lockup; therefore, it was proposed to carry out the training in the United States, during the third quarter of fiscal year 2021. 1.9 Establishment of a Consultative Commission

The Consultative Committee that will support CIDEMO's strategic efforts is in the process of being organized. For this purpose, letters of invitation have been sent to different institutions and civil society organizations, inviting them to be part of this body. A total of 9 CVs were received until September, from the Commission´s members, as detailed below:

At the international level, the University of Salamanca and the American University will participate as international expert advisers. At the local level, civil society organizations will participate, and the Agencies for Local Economic Development of the departments of La Unión and Morazán have confirmed their participation In the academic field, representatives of the Universidad de Oriente, Universidad Gerardo Barrios de San Miguel and Usulután; and as part of the public institutions, representatives of

the Salvadoran Institute for the Development of Women (ISDEMU) of the eastern region and a representative of the Government Ethics Tribunal will be integrated. 1.10 Editorial publication

The scientific production process of CIDEMO, has resulted in two academic efforts that will end with the intellectual production of two books, whose titles are detailed below:

Book 1: “A Latin American view and comparative perspectives on the rule of law, human rights and democracy in times of pandemic (COVID-19)”. This book will be published in July in an e- format. This was a coordinated effort among the director of CIDEMO with authors from the following countries: Argentina, Bolivia, Brazil, Colombia, El Salvador, Guatemala, Mexico, and the Dominican Republic.

Book 2: “Democracy, governability and corruption: Study of the political culture in the eastern region of El Salvador” will be in a printed version and is the product of the academic effort of CIDEMO researchers.

Currently, both productions are under the process of obtaining the ISBN in coordination with the National Library of El Salvador.

1.11 China Panel Forum

This event was scheduled to take place at the end of September, however, due to the COVID-19 pandemic, it was postponed for the second quarter of FY-2021. It was decided that it would consist of a virtual conversation called "What do young people think about China: opportunities or risks?" Its objective is to promote young citizen´s participation through the country's social and political debate regarding international relations and the definition of El Salvador's foreign policy, with emphasis on the context of the global pandemic.

COMPONENT II: CAPACITY BUILDING 2.1 Management with consulting firms and hiring

The development of national consultancies began under the modality of teleworking. Advances are specifically described below:

1) A sub-award was signed with I&D Consulting, for the Training Plan: Train the Trainers (Curricula 1). The Study Plan: Train the Trainers in Democracy, Governance and Transparency was received as the main deliverable. Likewise, the virtual implementation of the "Train the Trainers" course began with 36 students with a vocation for emerging leadership from UNIVO, this course is expected to end the first quarter of next fiscal year.

2) The Professional consulting service Contract was signed with the national consultant: Marlon Hernández Anzora, for the Training Plan: Emerging Leaders (Curricula 2) to date, all products have been received and approved satisfactorily: a ) Workplan; b) Selection criteria for emerging leaders; c) Study Plan for emerging leaders; d) Toolbox for emerging leaders.

The program for emerging leaders is an innovative proposal based on national and international criteria adapted to the needs of the eastern region of the country. The document also warns about the changes in the training processes that are determining the biosecurity protection measures and social distancing, which will characterize the “new normality”.

3) The sub-agreement for the creation of the Training Plan aimed at raising public awareness was signed with the Democracy, Transparency, Justice Foundation, better known as “DTJ”. In September, the first product called: "Work Plan" was presented and approved. It was agreed that the main themes will be: Leadership, governance, democracy, transparency, social control and citizen participation.

It is noteworthy that despite the adverse context that resulted from the health emergency caused by the COVID-19 which created new interrelation conditions among people, the consultancies continued being implemented and also existing training programs that will facilitate the execution of the “capacity building” component. Project activities were adapted and technology resources were used, and the professionalism of the consultants proved

2.3 Drafting of contents, core competencies, methodological proposal, and

evaluation criteria.

As indicated in number 2.1, the following Project training programs were developed thanks to the contracted consultancies: a) training program (train the trainers in democracy, governance and transparency); b) training program (emerging leaders); and c) Citizen awareness program on democracy, governance and transparency (this last program will end in October 2021).

Fundamentally, the contents were developed based on competence modeling (concepts, procedures and attitudes) that allow the exercise of active citizenry. Possibly, the main novelty, as far as pedagogical innovation is concerned and taking into account the COVID-19 pandemic, is the shift towards training made possible through virtual learning environments.

At the methodological level, the use of virtual platforms requires innovative and creative teaching-learning processes to guarantee training inherent to this modality. Hence, the members of CIDEMO have emphasized that the training processes can include elements related to flexibility, autonomy and creativity, under the fulfillment of quality criteria and indicators required by the UNIVO educational model. 2.4 Drafting of e-learning module (curriculum 1)

The contents and agreements on virtual training have already been established between I&D Consulting and CIDEMO on the pedagogical strategy and the virtual platform to use (Moodle Platform licensed by UNIVO), for the development of five e-learning modules.

2.5 Tool box completion (curriculum 2 and 3)

Currently, the toolbox for the emerging leaders study plan has been approved and for citizen awareness, important advances have been made regarding the basic requirements for the tool box, through virtual working meetings, and it is expected to be ready by the first quarter of fiscal 2021. 2.6 Review and approval process

The study plan proposals prepared by the consultants have been analyzed, observed and commented on by the CIDEMO researchers and the project´s technical team. Currently, two have been approved: a) Study Plan (train the trainers in democracy, governance and transparency); b) Training plan (emerging leaders). Regarding the Citizen Awareness Plan on Democracy, Governance and Transparency is scheduled to be delivered in October 2021, according to the sub award. 2.7 A contest on "University Prize"

In an effort without precedent in the history of Universidad de Oriente, CIDEMO launched the invitation to participate in the "University award in research proposals on transparency and the fight against corruption." Undergraduate university students from higher education institutions in the eastern region of the country were invited.

The general objective of the activity was to promote knowledge and emerging leadership in promoting transparency and the fight against corruption through scientific, original and timely research proposals. The initiative was published on CIDEMO's social networks and direct invitations were made by email.

Awards granted were: a) first place, an internship valued at 450.00 United States dollars (monthly); and b) the second award of $ 225.00. The internship will last three months, and will consist in the execution of the winning protocols with the support of CIDEMO researchers. Within the framework of the contest, the following activities were carried out: a) Virtual informative meeting with the students enrolled, an event in which the contest's bases would be revealed; b) Preparation and dissemination of the memory of the meeting among the students who participated in the virtual informative meeting; c) Creation of a WhatsApp Group, with the purpose of attending and advising on concerns, doubts or suggestions from the students registered in the contest.

On July 31st, the winning students were awarded in a virtual event: the first place was awarded to Roxana Irene Salamanca Amaya and Erick Fernando Martínez Méndez with the research proposal "Young people against corruption: Towards a training proposal in ethics and citizen values ". The second place was given to Natalia Melissa Romero Rivera with the topic on "Journalism and corruption: Proposal to encourage the strengthening of investigative journalism in eastern El Salvador." These young people are already in their internship at CIDEMO, and it is hoped that with specialized support and advice from CIDEMO researchers they will successfully develop their research proposal.

2.9 Training “lideres emergentes” (40)

The emerging leaders training process has been rescheduled for the next fiscal year. This is due to the restrictions and situation caused by the COVID-19 pandemic. Initially, this activity was to be carried out in person, but for the reasons aforementioned, the methodology went through a rethinking processes where it was decided to shift to the virtual modality. In section 2.4. It was pointed out that the corresponding toolbox is already available to start the training process. It is important to state that two research hotbeds were created and that more than 40 young people (emerging leaders) received virtual training on issues of democracy, governance, transparency, accountability, social control, citizen participation, among other democratic culture issues this fiscal year. The citizen awareness events were executed under the virtual modality, where each virtual event lasted at least one hour.

2.10 Training of local leaders (300)

More than 17 national and international events were developed under the virtual modality by CIDEMO-UNIVO with representatives of government institutions, academia, civil society organizations, making it possible to make more than 300 citizens aware among which stand out university students, representatives of civil society organizations, and citizens in general. All events are duly documented, and have a minimum duration of one hour.

In order to achieve a wider citizen awareness process, coordination meetings have been held with territorial operators, the Local Development Agency (ADEL Morazán) and the Economic and Local Development Agency (ADEL La Unión) with the objective of defining a subcontractor for the execution of the process of training and public awareness in the territories of the eastern region. Likewise, the terms of reference have been prepared according to the technical specifications that this training process will require and the goals that will be assigned to these organizations, and it is expected that, in the first quarter of fiscal year 2021, the respective Sub-awardee will initiate the mass citizen awareness process.

COMPONENT III: DEVELOPMENT OF THE TECHNOLOGICAL PLATFORM

This component will resume next fiscal year. The terms of reference, which were designed and reviewed by the UNIVO General Coordinator of Technological Development, are already in place. This platform is expected to be designed and operational in the second quarter of FY-2021.

COMPONENT IV: PROMOTION OF CITIZEN PARTICIPATION 4.1 Student seedbed

The capacity building for the student seedbed that has been carried out are complementary activities to those planned, in association with civil society organizations. It has been through the articulation that educational actions of civic orientation and training related to social control and the construction of leaderships and a culture of legality have been carried out. The first training activity was called: "Citizen Observatory to the Corte de Cuentas" which is an initiative promoted by the alliance of the following institutions: CONEXIÓN, FUSADES and TRACODA. The objective was to train 25 students on the functions of the Corte de Cuentas, as the controlling entity of State finance, and the promotion of investigations carried out on access to information and other aspects related to transparency in the administration of the entity.

On the other hand, previous quarterly reports indicated that the research seedbed made up of young people from different UNIVO careers had already been created and is carrying out activities such as “Voices for democracy” and its competencies are being strengthened with the course "Train the Trainers in democracy, governance and transparency". The members of the research hotbed come from undergraduate careers in: legal sciences, communications, English language, as well as industrial engineering and English teaching staff.

The mapping of actors that began in fiscal year 2019 allowed identifying the actors participating in the Project´s intervention territories, who were interested in strengthening their capacities on the issues of democracy, governance, and transparency. Virtual event on the signing of the Letter of Understanding with ISD Furthermore, the first quarter of next fiscal year was scheduled for the continuation of the establishment of inter-agency partnerships with civil society organizations (CSOs). This rescheduling is due to the conditions and restrictions caused by COVID-19 in the project's area of intervention, at the national level. 4.4 Students seedbed strengthening in Research Methods and democratic

capabilities.

Despite the adversity caused by the pandemic, young university students of the CIDEMO-sponsored "Research hotbed" decided to act in a civic manner through e-participation. In effect, through the use of information and communication technologies, they have promoted citizen participation through the right to freedom of expression, coining the campaign on social networks called: “Voices for democracy”. The objective was to promote the participation, incidence and leadership of young people through the publication of short videos, where they can express themselves creatively: perspectives, opinions or representations of problems related to the consolidation of the democratic process, citizen participation, governance, transparency and the fight against corruption in El Salvador.

The initiative was transformed into an effort to promote citizen values throughout time, taking advantage of the technical, critical and argumentative platform offered voluntarily by students from diverse careers, concerned with making substantial contributions to the country's political culture from an interdisciplinary approach. The results of the initiative led to the publication of 8 published videos (produced during confinement with personal multimedia equipment, and in diverse contexts of urbanism and rurality). All the videos and their content were the responsibility of their authors, and do not compromise the opinion of CIDEMO or the institutions with which it has agreements and understandings. 4.5 Promotion Campaign

Due to the restrictions and limitations resulting from the COVID-19 Pandemic, the campaign on the promotion and awareness of citizen participation was carried out through CIDEMO social networks. Several “mini-campaigns” were published on Facebook and Twitter and the

UNIVO website. These emphasized on CIDEMOs strategic research lines. The mini campaigns are described below:

(1) #TransparenciaSV Campaign

The campaign is geared towards three fundamental lines of interest for the population in the current context. The pivotal axes of the campaign in social networks are: a) Fight against Corruption (Transparency, Accountability, Citizen Complaint); b) Fake News, c) Coronavirus Prevention. The campaign started in April and will continue until September of this year. Opinion articles by researchers, interns, and some collaborating researchers from CIDEMO have been published. In addition, virtual conferences have been held with special emphasis on the prevention of corruption in public procurement in times of emergency.

(2) #University Award Campaign

The second mini campaign was carried out with the aim of supporting the University Award organized by CIDEMO. It included the disclosure of the rules of the contest, lines of research and delivery periods of the proposals. This started in May and will continue until the winning research proposals are disclosed.

(3) #Women committed to Democracy Campaign

The third mini campaign was carried out with the aim of contributing to the dissemination of issues related to gender equality, political participation and advocacy, the environment, human rights and others that contribute to the promotion of their citizenship and their participation in society. The campaign "Women Committed to Democracy", seeks to demonstrate the high value of the work of women in the fight against the pandemic, the main problems they face due to the conditions that have been generated, a cycle of conferences to start in August. This campaign started in June and will continue until September.

(4) #Voices for democracy campaign

Support was given to the creative dissemination of the “Voices for Democracy” initiative by students of the CIDEMO research hotbed, which consisted in the publication of a series of videos of young people expressing themselves on the democratic scene that they live in under the COVID-19 emergency. The videos were made in coordination with project interns and a researcher designated to follow up on the CIDEMO Research Seedbed. (5) #Migration and Remittances campaign

This campaign focuses its attention on the analysis of issues related to the main causes of migration of Salvadorans, and on the importance of the proper use of remittances received by Salvadoran families.

Other campaigns carried out were: a) Lectures; b) Migration and remittances; c) train the trainers; c) #Vacations at home. Finally, it is necessary to detail that the reaction of the public was lower on Twitter, but that we observed an increase considering the levels of interaction in the social networks. It is

worth highlighting how influencer profiles shared our publications and how those relationships benefit our account. 4.6 Strengthening democratic capabilities of selected partners

The strategy defined by the project as a result of the pandemic consisted in making room for citizen participation and awareness in civic education. During the CIDEMO training process 18 Videoconferences were developed. Likewise, the Course on Social Public Policies in Ibero-America was inaugurated, which benefits more than ten civil society organizations. It is relevant to mention that the participants have had a very active role and have shown their interest in each of these programs. In total 80 participants (40% women, 53% men and 7% members of the LGBTI community).

The project was adapted to the context of the virtual environments resulting from the COVID-19 pandemic. In this context, four virtual conferences were held, which have allowed maintaining contact with future emerging leaders, university students and civil society in the eastern region. The virtual conferences held were:

(1) Citizenship, Transparency and Access to public information in times of emergency.

It was held on April 17, with the coordination and collaboration of the El Salvador Institute for Access to Public Information (IAIP), the Government Ethics Tribunal (TEG) and I&D

Consulting. Once the theme was developed, we sought to promote citizen participation as an engine of incidence in public decisions under the current State of emergency, with special emphasis on the prevention of corruption in public procurement. More than 250 persons attended the conference.

(2) COVID-19: Geopolitics, Human Rights and Challenges to Democracy.

It was held on April 28, it was done in collaboration with experts from American University (UA), University of Salamanca (Spain) and the Barcelona Bar Association (Spain). The speakers analyzed the current situation and the challenges that it implies for democracy in Latin America and in the particular case of El Salvador. (3) Citizen Complaints under the standards of the Government´s Ethics Tribunal.

This one took place on May 22, 2020, coordinated with the Government Ethics Court of El Salvador. Among attendees were young university students, civil society who learned about the means with which they can exercise their right to file complaints under the parameters of the Government Ethics Court. During this event, the Contest was Official Launched: "University Award on research proposals for transparency and the fight against corruption" More than 150 persons attended the conference.

This was held on June 17, in coordination with the University of Salamanca and UNICEF El Salvador called "Governance, democracy and the post-pandemic socioeconomic panorama". 120 attendees were counted, including students, and representatives of civil society.

Virtual event held on Tuesday July 14 with authors from Argentina, Brazil, Colombia, Mexico, El Salvador, among others. The electronic book bears the editorial seal of UNIVO Editors. Other virtual conferences held and whose objective was to raise citizen awareness in civic education with special emphasis on democracy, governance, transparency, accountability, citizen participation and social control, were the following (see annex "X" for more details): 1)Towards a new configuration -use of post-COVID-19 remittances, employment opportunities and self-employment for the reactivation of the economy in the eastern region of the country. 2) Women and violence in times of the COVID - 19 pandemic. 3) Youth and participation. 4) Migration: Impacts of covid-19 and new opportunities for the reactivation of the economy in the eastern part of the country.

During the year, CIDEMO continuously published blogs, and more than 30 opinion articles, which were written by the Staff, with two CIDEMO interns collaborating in some of the publications. B2. Implementation Challenges • The restrictions caused by the current COVID-19 pandemic, and situations such as the

quarantine and the “gradual opening of economic activities” have forced the rescheduling of actions and project activities. The activities reported have been organized and carried out virtually, with the support of information and communication technologies

• The strengthening, public awareness and capacity building processes are being adapted to the use of technological tools, to continue with virtual trainings, conferences and work meetings. The topics addressed were: Democracy, Governance, specifically in Migration - remittances and women committed to democracy. The results obtained to date have shown that this strategy has facilitated the participation of local actors, NGOs, CSOs, young people, students and professors from different universities in the eastern region and the country.

• The effects of COVID-19 are still felt in El Salvador, this situation continues to have an impact on some project indicators. For this reason, an update was made to the FY-2020 Work Plan to adjust the actions and activities of the project in the current fiscal year. For example, the USA Training on public policies and research methods was rescheduled for the third quarter of 2021; and the terms of the Sub-award with two local consultants, were extended, in order to complete their last deliverables in quarter one 2021.

C. INTEGRATION OF CROSSCUTTING ISSUES

C1. Youth, gender, and vulnerable groups

During the second quarter an interagency coordination between CIDEMO and the Salvadoran Institute for the Development of Women, was developed throughout the quarter with the aim of offering courses on: a) ABC for substantive equality and democracy; b) ABC life free of violence; c) ABC of masculinities. Community leaders, youth from the CIDEMO seedbed, community leaders, and UNIVO faculty were included. In March, within the framework of this inter-agency coordination, the first training module was offered at the UNIVO premises, with the participation of 44 individuals (32 women, 73%; and 12 men, 27%), There was representation from organizations and institutions of the departments in which the project intervenes, among these: Micro-region Manantiales del

Figure 36. Participants in the course: ABC of substantive equality. During the third and fourth quarters, the “Women committed to democracy” campaign was carried out. More than fifteen posts have been created for Facebook, where more than 5,000 people read the publications at least once, and more than 300 reacted with comments, shared the content and gave a "like" to the implemented campaign. The campaign sought to create a productive and accessible learning environment in terms of gender equality, the empowerment of women on issues related to political participation and advocacy, the environment, human rights, among others. Similarly, this section began a cycle of conferences where the following virtual events for citizen awareness have been developed:

1. Women and teaching in face of the new post-COVID-19 normality 2. Women and Public Policies in El Salvador. 3. Course on Public Policies with a selection criteria based on gender equality, and

belonging to a CSO. 4. Report on the rule of law in El Salvador. 5. Report on transparency in El Salvador.

D. MANAGEMENT AND ADMINISTRATIVE ISSUES

Staff status in the annual report is: • MEL specialist, Luis Alfonso Vásquez, began in his position and technical activities on

January 2, 2020. • In March, both the COP (Ricardo Hernández) and the project's Accountant (Mercedes de

Vásquez) resigned . • A researcher (Melvin Iván Espinal) was hired in June and began to work as of July 1, 2020. • The Director of CIDEMO absorbed the functions of the previous COP, merging both

positions into one as of March 16, 2020. This change has allowed the actions and activities of CIDEMO and the project to be done successfully.

• Project staff has worked virtually from the end of March to July 2020, due to COVID-19. In August 50% was teleworking and the other 50% face-to-face. In September 2020, staff worked face to face at the project facilities.

• The functions of the accountant were absorbed by the Financial Manager to this date. The selection process of the ideal person for this position has already begun and this process is being carried out according to the guidelines of the new UNIVO human resources manual approved in August 2020.

• The paperwork for the payment of project operations in the UNIVO Payments Unit has been notably improved, complying with everything requested as of September 30, 2020.

E. PLANNED ACTIVITIES FOR NEXT QUARTER

INCLUDING UPCOMING EVENTS

• CIDEMO Advisory Committee Meetings. • Conference on Business Climate, to be held in collaboration with FUSADES. • Closing of the training course in the formulation of social public policies in Latin America. • Virtual Conversation on China (international relations students) • Three videoconferences on Transparency, one for each month of the next quarter. • Beginning of the Training of Emerging Leaders. • Continuation of the citizen awareness process.

F. FINANCIAL MANAGEMENT

The accumulated amount of expenses in the implementation of the project as of September 30, 2020 amounts to $ 772,009.96 dollars. During the period from April 1 to September 30, 2020, the project ´s Financial Manager also performed the job of the accountant, making an effort to cover both job positions. The position as Project Director was undertaken by the director of CIDEMO, as of March 16, 2020, this person absorbed both positions, remaining in charge of both responsibilities in the new administration. During the period of the COVID-19 pandemic, administrative and financial resources were optimized by carrying out the technical, administrative and financial activities through the teleworking modality installed from the end of March 2020 to August 2020, with a high percentage of technical activities committed to the Work Plan 2020. The amount of $ 153,566.62 was executed during the last quarter of FY-2020 from July to September, this being the best quarter of the project's life, when local consultants and the sub-agreement with American University were paid, plus operating expenses. Finally, the recruitment process to fill the position as General Accountant of the Project has begun.
