WHAT IS MISSING INURBAN PLANNING LEADERSHIP?

Page 4: CITY PLANNING Are our planning authorities keeping up with our rapidly changing world? Advanced City Planning Program

Not meeting new demand…

New types of jobs and business needing different land uses, built form, infrastructure, technology, design, communication and crowd sourcing.

Click here for our discussion on urban planning gaps.

Many gaps in dealing with urban sustainabilityPolicy and practice. Staff and community. Public land and private land.

Anecdotal only…

GROUP WISDOM

Do you think our cities are failing to deliver on some big issues?

Are there other big issues you feel are missing?

Are we missing the ‘whole issue’ or is it that we are approaching it in a ‘bitsy-way’?

Page 7: CITY PLANNING Are our planning authorities keeping up with our rapidly changing world? Advanced City Planning Program

DECISION MADE – AGREEING ON GAPS

16th December 2014Inaugural Roundtable – Steering Group

Gaps in today’s urban planning processes in crude terms.

Planning authorities are:

1. focusing on smaller issues and not addressing the bigger ones

2. not taking up modelling, data and new research

3. not sharing knowledge and advocacy for city development (for efficiency & patterns)

4. planning authorities are valuing a neutral, facilitator role instead of leadership role

Agreement to pursue sample Milestone Model and its value proposition.

Agreement to pursue an independent way forward by establishing a Not-for Profit organisation.

DESIGNING THE PROGRAM

- LEARNING FROM ‘WSUD CULTURE CHANGE’

Secrets of WSUD culture change

Apply some of ICLEI approach

- high level sign off as a program

- simple milestone approach

- individual sign-on (limit collective decisions)

Apply some of Melbourne Water's

Living Rivers approach

- capacity building- benchmarking

- performance measures-clearwater training

Apply some of CASBE approach

- develop and engage around a 'rating' tool

that connects issues and progress

Apply some of Monash Sustainability

Institute approach- leadership program

Apply some of VEIL / ARCUE /ISF approach

-consultancy service with transferability- independent project based

research

Apply some of CRC for Water Sensitive Cities approach

- evidence-based partner projects - practitioner links and workshops

- champions program

Anecdotal only…

DESIGNING THE PROGRAM - ELEMENTS TO INCLUDE

Elements to transfer to

new Advanced City Planning

Program

Needs an easy sign-on milestone approach.

Covers policy, strategy, planning controls, sample

projects, staff training and community engagement.

Needs an implementing

institution behind it.

In the absence of State Government, use an independent

NfP

Needs tools and frameworks.

Rating tools to build in assessment and monitoring.

Frameworks to make life easier in developing a local

response

Needs to build staff skills and preparedness to manage

risk.Design an integrated

capacity building program

Needs to be linked with a research institute/s

Needs to get trial projects in the ground.

This will help engage staff and community, create momentum, provides some lessons learnt.

Page 12: CITY PLANNING Are our planning authorities keeping up with our rapidly changing world? Advanced City Planning Program

GROUP WISDOM

For cities to take on this stronger city planning leadership, do you think the above program has the right elements?

How much of a role can ‘urban planners’ take on?

How much of a role can ‘planning authorities’ take on?

If you have time, skim this new paper outlining limitations for planners…

GROUP WISDOM

Should the model ‘lead with planners’?

Or ‘wrap around planners’?

Or ‘market’ from the different angles?

Or something else?

Page 17: CITY PLANNING Are our planning authorities keeping up with our rapidly changing world? Advanced City Planning Program

DECISION NOT YET MADE- STARTING A VALUE PROPOSITION FOR USERS

What will the ‘client’ want? Client will primarily be planning authorities (Councils, MPA, DEWLP, Melb Water etc). Could also be residential developers.

To want to sign on to this program, planning that:

can help solve an existing problem that has seemed insurmountable is addressing an issue often raised by the community (and/or Councillors), or VCAT provides good branding for organisation by being involved. And shared advocacy creates efficiency of staff time, and increased staff motivation other?

To do!

GROUP WISDOM - CLUSTERINGGreen Infrastructure

Streets for All

Growing Population

New Ways of Living

Climate Adaptation

• Urban forest• Urban ecology• Water sensitive cities

• Sustainable transport• Ageing population• Social disadvantage

• Housing• Food security• Resource limitations

• Emerging economy• Digital infrastructure• Citizen engagement

• Urban heat island• Rising sea levels• Drought resilience• Storm resilience

Evidence is available

that would be very useful for practition-ers.

Gap in delivery often acknowledged by plan-nersand practitioners.

Later is best, as this module would benefit from more research and demand

Regional coordina-tion already underway (of varying effect).

Page 20: CITY PLANNING Are our planning authorities keeping up with our rapidly changing world? Advanced City Planning Program

GROUP WISDOM– GREEN INFRASTRUCTURE AS FIRST MODULE

We had selected green infrastructure because:

- ‘Green Infrastructure’ clusters urban forestry, parks asset management, urban ecology, wsud, urban soils and esd

- There is already momentum for urban forest strategies, urban ecology strategies, and integrated water plans (which all link as a green infrastructure response)

- There is already lots of relevant research available that will help planning authorities

What does the group think of this…
