Executive Summary Significant trees are defined within the City of Whitehorse as individual trees or stands of trees, which display outstanding, rare or unique features in relation to defined significance criteria. Significance is often a combination of factors – for example, environmental and cultural, historic and aesthetic.

The City recognises that such trees are integral to the neighbourhood character and the Significant Tree Register is used to identify these trees, and through the Planning Scheme, protect and retain the trees by ensuring that development minimises the loss of vegetation.

In this study, trees nominated for inclusion in the City of Whitehorse Significant Tree Register were assessed in order to identify and record the physical, cultural or scientific attributes and to determine the significance of the trees and their suitability for inclusion in the Register.

A total of 89 nominations for a tree or groups of trees were assessed across 75 properties within the City of Whitehorse.

A Significant Tree Study report was prepared (05 April 2015). The Report recommended that 38 trees across 31 properties were added to the City of Whitehorse Significant Tree Register and that the details for 2 trees already on the Register were updated.

Following the initial report a number of trees recommended for inclusion into the Significant Tree Register were removed. All of the trees recommended for inclusion into the Register were reinspected in January 2016 to determine if they were still present in the landscape.

Of the 89 trees originally nominated for inclusion on the Significant Tree Register: 32 trees are considered to meet one or more of the significance criteria and are

recommended for inclusion in the Significant Tree Register. 32 trees are not considered suitable for inclusion in the Significant Tree Register either

because they are not considered to meet any of the Significance Criteria or because they cannot be adequately protected from development due to current conditions–for example, there is an existing dwelling or other significant asset within 4m of the tree.

The following recommendations are made as a result of the assessments: 1. 32 trees are added to the City of Whitehorse Significant Tree Register. Table 4- Table 7

provide a summary of the recommendations for trees assessed, in relation to their suitability for inclusion on the Register.

2. Where possible, the Tree Protection Zone and Structural Root Zone information given is referenced when there are proposed construction or excavation activities near significant trees.

3. The need to protect significant trees for environmental, historical, aesthetic values and to maintain the character of neighbourhoods is explained to the tree owners. 3.1 Council explores ways to assist private landowners in the maintenance and

management of significant trees such as an annual grant system. This would reduce the maintenance burden on landowners and act as an incentive for retaining or nominating significant trees.

4. Subject to funding being available, a spatial data set is created for the trees currently on the City of Whitehorse Statements of Tree Significance which can be integrated with the spatial data collected for trees assessed in this study.

5. Subject to funding being available, further assessment and public nomination continues to ensure that all significant trees throughout the city are identified and assessed for inclusion in the Significant Tree Register.

1. Introduction The City of Whitehorse has engaged Homewood Consulting to assess trees both on public and private land that have been nominated by the public, council or other agencies for inclusion into the Significant Tree Register.

The City of Whitehorse defines significant trees as a tree or stand of trees, which display outstanding, rare or unique features in relation to the assessment criteria (see Section 3.2). The City recognises that such trees are integral to the neighbourhood character of the area and as such, the trees are protected under a Vegetation Protection Overlay within the Council Planning Scheme.

Homewood Consulting assessed the health, structure and relevant attributes of nominated trees to determine their suitability for inclusion into the Significant Tree Register, or in some instances, to determine if changes to the Register were required.

2. Key Objectives Identify and record the physical, cultural or scientific attributes of trees nominated for

inclusion in the City of Whitehorse Significant Tree Register. Determine the significance of assessed trees in accordance with defined criteria. Reassess specific trees in the Significant Tree Register to determine if changes to the

document are required.

3. Methodology

3.1 Tree Assessments - 2014 Assessments were initially conducted throughout the months of November and December 2014.

Tree height and canopy spread were estimated on site. DBH and diameter above root flare were measured using a diameter tape.

Two photographs of each tree were taken on site, one showing a full frame of the tree and the second showing either a different angle of the tree or highlighting points of interest, growing conditions or the major branching structure of the tree.

All assessments of the trees were conducted from ground level. No destructive tests were undertaken, no invasive instruments used and any assessments of decay are qualitative only.

For full details of the information collected see Appendix 1.

3.2 Assessment of Significance Trees were assessed for significance under the following criteria, as provided by the City of Whitehorse: Historical significance Rare/Localised distribution Horticultural/Genetic value Curious growth form Outstanding size Outstanding example of species

The significance criteria are further defined in Appendix 2.

Information collected on site was used in conjunction with aerial photography, owner statements and research of species attributes and local vegetation classes to determine tree significance.

Trees had to meet one or more of the above criteria to be considered for inclusion in the City of Whitehorse Significant Tree Register.

A number of trees met one or more of the criteria, but did not warrant inclusion on the register due to ‘disqualifying’ factors, such as having an existing dwelling located within 4 metres of the tree. In these instances, the significance criteria met are listed and the Statement of Significance details the reason the tree is not considered to warrant inclusion on the Register.

Reasoning for trees not considered to meet any of the significance criteria has also been provided.

3.3 Tree Reinspections - 2016 On Monday, 11 January 2016, Homewood Consulting undertook an inspection of the 38 trees recommended to be added to the City of Whitehorse Significant Tree Register and 2 trees on the Register recommended to have details updated.

The trees were inspected only to determine if they were still present in the landscape. No arboricultural assessment of the trees was undertaken at the time of reinspection.

4. Observations / Discussions A total of 89 nominations for a tree or groups of trees were inspected across 75 properties within the City of Whitehorse.

4.1 Tree Assessments - 2014 Of the 75 properties attended, 15 did not have mature or significant trees on site, generally because the nominated trees had been removed prior to inspection. 74 trees or groups of trees were assessed for inclusion into the Significant Tree Register across the City of Whitehorse (Figure 1). Of the 74 trees or groups of trees assessed: 38 trees met one of more of the significance criteria and were recommended for inclusion

into the Significant Tree Register; 6 trees were already included in the Significant Tree Register and recommendations

were made to update records where applicable; 30 trees were not considered suitable for inclusion into the Register. Of these 30 trees:

20 trees met one or more criteria but were considered unsuitable for reasons such as an existing dwelling within 4m of the tree, major structural defects, or declining health;

10 trees were not considered to meet any of the significance criteria.

4.2 Species and Origin Of the 74 trees assessed for inclusion or for updating of the Significant Tree Register, the most common species represented is Quercus robur (English Oak) at 13%. Eucalyptus cephalocarpa (Silver-leaved Stringybark) is the next most common species at 11%. See Figure 2.

47% of the 74 trees assessed are exotic, meaning the species originates in a country other than Australia. 27% of trees assessed are native to Australia and 26% of trees are indigenous, meaning the species naturally occurs in the local area. See Figure 3.

4.3 Significance Criteria The most common significance criteria that the 74 trees assessed fulfil are ‘Outstanding Size’ and ‘Aesthetic Value’. Many trees meet more than one of the significance criteria as can be seen below in Table 2.

The tallest tree recorded is a Eucalyptus camaldulensis, measured at 31m tall, located in Nunawading. As well as being nominated for outstanding Size, this tree is also considered to meet the significance criteria of outstanding example of the species, aesthetic value, and unique location/context.

The tree with both the widest canopy (24m) and widest girth (DBH of 129cm) is a Eucalyptus melliodora, located in Mont Albert North. This tree is considered to meet the criteria for outstanding size, outstanding example of the species, particularly old, aesthetic value, unique location/context and unique environmental contribution.

10 of the 74 trees assessed are not considered to meet any of the significance criteria. Most commonly, these trees are not considered to be particularly large or old examples of the species.

4.4 Reinspection of Trees – January 2016 38 trees recommended to be added to the City of Whitehorse Significant Tree Register and 2 trees on the Register recommended to have details updated have been reinspected.

The following is observed: 4 trees recommended for inclusion on the Register have been removed; 2 trees recommended for inclusion on the Register are no longer considered to meet any

of the Significance Criteria; 1 tree recommended for inclusion on the Register was incorrectly identified in the initial

assessment.

Following reinspection of the trees, of the 89 trees originally nominated for inclusion on the Significant Tree Register: 32 trees are considered to meet one of more of the significance criteria and are

5. Protection of Trees from Development Works

5.1 Tree Protection Zones In light of any current or future construction, development or installation of features, buildings or hard surfaces, the trees’ protection requirements should be taken into account to avoid any irreparable damage. Damage to trees during development can be direct and indirect.

Direct damage includes mechanical injury to the trunk, the severing of roots, or alterations to the soil environment in the immediate vicinity of tree roots (i.e. compaction or loss of organic matter).

Indirect effects of site development are usually related to soil hydrology. This includes alterations to soil moisture content, changes in the level of the water table and drainage patterns (Coder 1995).

The most common method of protecting trees during construction is by setting up a Tree Protection Zone (TPZ).

TPZs have been calculated for all trees according to the Australian Standard (AS 4970-2009) method on all trees to be retained, and can be found in the individual tree reports.

This method calculates the TPZ as 12 times the trunk diameter at 1.4m above ground level (DBH).

The TPZ acts as a physical barrier of protective fencing that is a minimum of 1.8m high. It is erected around retained specimens (at the edge of the TPZ) before site works commence (Figure 5).

5.1.1 Tree Protection Zone Guidelines Careful adherence to the following exclusions and inclusions will maintain the health and longevity of retained tree specimens.

Exclude the following from taking place within any TPZ (adapted from AS 4970-2009): built structures or hard landscape features (i.e. paving, retaining walls) materials storage (i.e. equipment, fuel, building waste or rubble) soil disturbance (i.e. stripping or grade changes) excavation works including soil cultivation(specifically surface-dug trenches for

underground utilities) placement of fill lighting of fires preparation of chemicals, including preparation of cement products pedestrian or vehicular access (i.e. pathways).

Include the following procedures in setting up and maintaining any TPZ (adapted from AS 4970-2009): erect warning signs at regular intervals along the entire length of any protective TPZ

fencing (Figure 6) construct TPZ fencing to prevent pedestrian access into the protected area mulch the TPZ area to a depth of 150mm with woodchips (if available, use woodchips

generated from onsite tree clearing) irrigate TPZs periodically, as determined by the consulting arborist.

TPZ guidelines need to adhere to all stages of the design and construction process and are relevant to all on-site utilities.

TPZ dimensions have been calculated and provided for each tree in the individual tree reports.

5.1.2 Structural Root Zones The Structural Root Zone (SRZ) is the minimum volume of roots required by the tree to remain stable in the ground. If the SRZ is breached the chances of windthrow are significantly increased, especially if roots are cut on the same side as prevailing winds. Windthrow is an event where the entire tree fails/falls over. Often, the tree is completely uprooted with devastating results.

It is important to note that the SRZ is not related to tree health. It refers to the physical volume of roots required for the tree to remain stable in the ground. It is in no way related to the physiological requirements of the tree, but is the minimum volume of roots required for the tree to remain standing (Mattheck and Breloer 1994). See Figure 7.

It must be further noted that the SRZ value is not absolute. It is a figure that has been drawn from a line of best fit from observations of forest tree failures. As it is observational, cause and effect cannot be established. It is an approximation for most trees in most situations. The equation used to calculate the SRZ is:

5.2 Tree Inspections Significant trees should be regularly inspected for health and condition. Given the importance of the assessed trees, qualified arborists should carry out all inspection and remedial works. At least one fully qualified arborist must be present on-site at all times during pruning operations for significant trees.

The minimum qualification should be: An Advanced Certificate of Arboriculture. A National Certificate in Horticulture (Arboriculture) Level 5.

All pruning should conform to the Australian Standard Pruning of Amenity Trees (AS 4373-2007).

The information collected on each specimen was based on the assessor’s experience and opinion of each of the trees. Included are the descriptions for each of the listed categories. The following information was collected on each tree.

1.3 DBH Diameter of the tree trunk at breast height (measured at 1.4m above ground level).
