Report on the Financial Statements

We have audited the accompanying financial statements of the governmental activities, thebusiness-type activities, each major fund, and the aggregate remaining fund information ofthe City of Vernon, Florida as of and for the year ended September 30, 2013, and the relatednotes to the financial statements, which collectively comprise the City's basic financialstatements as listed in the table of contents.

Managemenf's Responsrb ility for the Financial Statements

Management is responsible for the preparation and fair presentation of these financialstatements in accordance with accounting principles generally accepted in the United Statesof America; this includes the design, implementation, and maintenance of internal controlrelevant to the preparation and fair presentation of financial statements that are free frommaterial misstatements, whether due to fraud or error.

Auditor's Res pon si bil ity

Our responsibility is to express opinions on these financial statements based on our audit.We conducted our audit in accordance with auditing standards generally accepted in theUnited States of America and the standards applicable to financial audits contained inGovernment Auditing Standards, issued by the Comptroller General of the United States.Those standards require that we plan and perform the audit to obtain reasonable assuranceabout whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts anddisclosures in the financial statements. The procedures selected depend on the auditor'sjudgment, including the assessment of the risks of material mísstatement of the financialstatements, whether due to fraud or error. ln making those risk assessments, the auditorconsiders internal control relevant to the entity's preparation and fair presentation of thefinancial statements in order to design audit procedures that are appropriate in thecircumstances, but not for the purpose of expressing an opinion on the effectiveness of theentity's internal control. Accordingly, we express no such opinion. An audit also includesevaluating the appropriateness of accounting policies used and the reasonableness ofsignificant accounting estimates made by management, as well as evaluating the overallpresentation of the financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to providea basis for our audit opinions.

Basis for Adverse Opinion on Governmental Activities

As discussed in Note 1 to the financial statements, management has not recorded certaingeneral infrastructure assets in governmental activities and, accordingly, has not recordeddepreciation expense on those assets. Accounting principles generally accepted in theUnited States of America require that those general infrastructure assets be capitalized anddepreciated, which would increase the assets, net position, and expenses of thegovernmental activities. The amount by which this depafture would affect the assets, netposition, and expenses of the government activities has not been determined.

Adverse Opinion

ln our opinion, because of the significance of the matter discussed in the "Basis for AdverseOpinion on Governmental Activities" paragraph, the financial statements referred to abovedo not present fairly the financial position of the governmental activities of the City of Vernon,Florida as of September 30,2013, or the changes in financial position thereof for the yearthen ended in accordance with accounting principles generally accepted in the United Statesof America.

Unmodified Opinion

ln our opinion, the financial statements referred to above present fairly, in all materialrespects, the respective financial position of the business-type activities, each major fund,and the aggregate remaining fund information of the City of Vernon, Florida as of September30,2013, and the respective changes in financial position and, where applicable, cash flowsthereof for the year then ended in accordance with accounting principles generally acceptedin the United State of America.

Other Matters

Required Su pplementary I nformation

Accounting principles generally accepted in the United States of America require thebudgetary comparison information on pages 28-29 be presented to supplement the basicfinancial statements. Such information, although not a part of the basic financial statements,is required by the Governmental Accounting Standards Board, who considers it to be anessential part of financial reporting for placing the basic financial statements in anappropriate operational, economic, or historical context. We have applied certain limitedprocedures to the required supplementary information in accordance with auditing standardsgenerally accepted in the United States of America, which consisted of inquiries ofmanagement about the methods of preparing the information and comparing the informationfor consistency with management's responses to our inquiries, the basic financialstatements, and other knowledge we obtained during our audit of the basic financialstatements. We do not express an opinion or provide any assurance on the informationbecause the limited procedures do not provide us with sufficient evidence to express anopinion or provide any assurance.

Other lnformation

Our audit was conducted for the purpose of forming opinion on the financial statements thatcollectively comprise the City of Vernon, Florida's basic financial statements. Theaccompanying schedule of expenditures of federal awards is presented for purposes ofadditional analysis as required by U.S. Office of Management and Budget CircularA-133,Audits of Sfafes, Local Governments, and Non-Profit Organizations, and is not a requiredpart of the basic financial statements. Such information is the responsibility of managementand was derived from and relates directly to the underlying accounting and other recordsused to prepare the basic financial statements. The information has been subjected to theauditing procedures applied in the audit of the basic financial statements and certainadditional procedures, including comparing and reconciling such information directly to theunderlying accounting and other records used to prepare the basic financial statements orto the basic financial statements themselves, and other additional procedures in accordancewith auditing standards generally accepted in the United States of America. In our opinion,the schedule of expenditures of federal awards is fairly stated, in all material respects, inrelation to the basic financial statements as a whole.

The City of Vernon, Florida has not presented the management discussion and analysis thataccounting principles generally accepted in the United States of America require tosupplement, although not required to be a part of the basic financial statements.

Other Reporting Required by Government Auditing Standards

ln accordance with Government Auditing Standards, we have also issued our report datedDecember 15, 2014, on our consideration of the City of Vernon, Florida's internal controlover financial reporting and on our tests of its compliance with certain provisions of laws,regulations, contracts, and grant agreements and other matters. The purpose of that reportis to describe the scope of our testing of internal control over financial reporting andcompliance and the results of that testing, and not to provide an opinion on internal controlover financial reporting or on compliance. That report is an integral part of an auditperformed in accordance with Government Auditing Standards in considering the City ofVernon, Florida's internal control over financial reporting and compliance.

of activities the cost of those assets is allocated over their estimated useful lives and

reported as depreciation expense. This is the amount by which depreciation ($165,095)

Debt proceeds provide current financial resources to governmental funds, but issuing

debt increase long-term liabilities in the statement of net assets. Repayment of debt

NOTE 1 - SIGNIFICANT ACCOUNTING POLICIES Introduction The financial statements of the City of Vernon, Florida have been prepared in accordance with accounting principles generally accepted in the United States of America (“GAAP”) applicable to state and local governments. The Governmental Accounting Standards Board (“GASB”) is the accepted standard-setting body for establishing governmental accounting and financial reporting principles. The significant accounting and reporting policies and practices used by the City are described below. Reporting Entity The City of Vernon, Florida was incorporated under Chapter 11778 (No. 443) Laws of Florida, Extraordinary Legislative Session in 1925. The City operates under a Mayor-Council form of Government and provides such services as are allowed under Florida law, including public safety (fire), culture, recreation, streets, water and sewer utilities and general administrative services. Government-wide Financial Statements The government-wide financial statements include the statement of net assets and the statement of activities. These statements report financial information for the City of Vernon, Florida, as a whole excluding fiduciary activities. Individual funds are not displayed but the statements distinguish governmental activities, generally supported by taxes and City general revenues, from business-type activities, generally financed in whole or in part with fees charged to external customers. The statement of activities reports the expenses of a given function offset by program revenues directly connected with the functional program. A function is an assembly of similar activities and may include portions of a fund or summarize more than one fund to capture the expenses and program revenues associated with a distinct functional activity. Program revenues include: (1) charges for services which report fees, fines and forfeitures, and other charges to users of the City’s services; (2) operating grants and contributions which finance annual operating activities including restricted investment income; and (3) capital grants and contributions which fund the acquisition, construction, or rehabilitation of capital assets and include fees to developers. These revenues are subject to externally imposed restrictions to these program uses. Taxes and other revenue sources not properly included with program revenues are reported as general revenues.

Fund Financial Statements Fund financial statements are provided for the governmental and proprietary funds. Non-major governmental funds are reported in separate columns.

Basis of Accounting The government-wide statements and fund financial statements for proprietary funds are reported using the economic resources measurement focus and the accrual basis of accounting generally including the reclassification or elimination of internal activity (between or within funds). However, internal eliminations do not include utility services provided to City departments. Reimbursements are reported as reductions to expenses. Revenues are recorded when earned and expenses are recorded when a liability is incurred, regardless of the timing of related cash flows. Property tax revenues are recognized in the year for which they are levied while grants are recognized when grantor eligibility requirements are met. Governmental fund financial statements are reported using the current financial resources measurement focus and the modified accrual basis of accounting. Revenues are recognized when they are both measurable and available. Available means collectible within the current period or soon enough thereafter to pay current liabilities. The City considers revenues to be available if they are collected within 60 days of the end of the fiscal year. Expenditures are recorded when the related fund liability is incurred, except for debt principal and interest which are recorded as expenditures in the year due. Major revenue sources susceptible to accrual include: sales and use taxes, property taxes, intergovernmental revenues, and investment income. In general, other revenues are recognized when cash is received. When both restricted and unrestricted resources are available for use, it is the City’s policy to use restricted resources first, then unrestricted resources as needed. Fund Types and Major Funds

Governmental Funds The City reports the following major governmental funds: General Fund – reports as the primary fund of the City. This fund is used to account for all financial resources not reported in other funds. City Hall Fund – This account is used to report activity with funds set aside for expenses of City Hall Property. Proprietary Funds The City reports the following major proprietary funds: Water/Sewer – accounts for the revenues and expenses, capital assets and debt for the utility department of the City.

NOTE 1 - SIGNIFICANT ACCOUNTING POLICIES – Continued Proprietary Funds - Continued Proprietary funds distinguish operating revenues and expenses from non-operating items. Operating revenues and expenses generally result from providing services and producing and delivering goods in connection with a proprietary fund’s principal ongoing operations. Operating expenses for the proprietary funds include the cost of personnel and contractual services, supplies and depreciation on capital assets. All revenue and expenses not meeting this definition are reported as non-operating revenues and expenses. Cash and Investments Amounts shows as cash include cash in checking accounts, cash on hand, cash in savings accounts and certificates of deposits. Capital Assets and Depreciation The City’s property, plant, equipment, and infrastructure of the business-type activities with useful lives of more than one year are stated at historical cost or estimated historical cost and comprehensively reported in the government-wide financial statements. Donated fixed assets are recorded at their estimated fair value at the date of donation. However, the property, plant and equipment of the governmental-type activities purchased prior to July 1, 2003 lack sufficient detail (i.e. date purchased, value and estimated useful lives) to support the amounts recorded in the financial statement. As a result, depreciation has not been recorded on these assets in accordance with generally accepted accounting standards. The City is not required to report on infrastructure prior to July 1, 2003, however subsequent infrastructure purchases will be recorded. All assets with useful lives of more than one year are stated at historical cost or estimated historical. The City’s capital asset records are not in compliance with Chapter 274, Florida Statutes due to lack of sufficient detail required by Florida law. The costs of normal maintenance and repairs that do not add to the asset value or materially extend useful lives are not capitalized. Capital assets are depreciated using the straight-line method. Estimated useful lives, in years, for depreciable assets are as follows: Buildings 5-50 Improvements, other than buildings 2-50 Furniture, machinery, and equipment 3-30 Property Taxes The City votes a local millage rate for the assessment of ad valorem property taxes. This rate was set at 2.4141 mills for the October 2012 through September 2013 budget year. The Washington County Property Appraiser’s office includes this assessment with countywide property tax assessments. The Washington County Tax Collector is charged with collecting these revenues and distributing to the City its share of these collections.

NOTE 1 - SIGNIFICANT ACCOUNTING POLICIES – Continued Property Taxes - continued All taxes are generally due and payable on November 1 of each year. Discounts are allowed of four, three, two and one percent for payments in November through February, respectively. Delinquent taxes at April 1 are converted, by the County, into Tax Certificates. Therefore, there are no significant taxes receivable at year-end. Long-Term Debt In the government-wide financial statements, outstanding debt is reported as liabilities. The governmental fund financial statements recognize the proceeds of debt as other financial sources of the current period. Fund Equity The following fund balance classifications describe the relative strength of the spending constraints placed on the purpose for which resources can be used:

• Nonspendable fund balance – amounts that are not in a spendable form (such as inventory) or are required to be maintained intact;

• Restricted fund balance – amounts constrained to specific purposes by their providers (such as grantors, bondholders, and higher levels of government), through constitutional provisions, or by enabling legislation;

• Committed fund balance – amounts constrained to specific purposes by a government itself, using its highest level of decision-making authority; to be reported as committed, amounts cannot be used for any other purpose unless the government takes the same highest level action to remove or change the

• Assigned fund balance – amounts the government intends to use for a specific purpose; intent can be expressed by the governing by or by an official or body to which the governing body delegates the authority;

• Unassigned fund balance – amounts that are available for any purpose; positive amounts are reported on in the general fund.

City Council establishes (and modified or rescinds) fund balance commitments by passage of an ordinance or resolution. This is typically done through adoption and amendment of the budget. A fund balance commitment is further indicated in the budget document as a designation or commitment of the fund (such as for special incentives). At September 30, 2013 the City of Vernon, Florida, did not have any committed fund balances. Assigned fund balance is established by City council through adoption of amendment of the budget as intended for specific purpose (such as the purchase of fined assets, construction, debt service, or for other purposes). Sometimes the City will fund outlays for a particular purpose from both restricted and unrestricted resources (the total of committed, assigned, and unassigned fund balance). When fund balances resources are available for a specific purpose in more than one classification, it is the City’s Policy to use the most restrictive funds first in the following order: restricted, committed, assigned, and unassigned as they are needed.

NOTE 1 - SIGNIFICANT ACCOUNTING POLICIES – Continued Risk Management and Insurance The City insures itself against losses from casualty, accident and dishonesty by purchasing municipal insurance through the Florida League of Cities, Inc. The City believes the level of insurance purchased is adequate to protect against material loss. No significant changes in coverage or claims have been made in the last year. Estimates The preparation of financial statements in conformity with general accepted accounting principles requires management to make estimates and assumptions that affect certain reported amounts and disclosures. Accordingly, actual results could differ from those estimates. Inventory The cost of materials and supplies on hand are not material to the financial statements, and the City has therefore chosen to report these items and expenditures/expenses at the time of purchase. Budgets and Budgetary Accounting The City uses the following procedures in establishing the budgetary data reflected in the financial statements.

1. The City adopts its budget in accordance with Chapter 166.241 Florida Statutes.

a. The City follows an internal hearing process to set the proposed tentative budget and millage.

b. Public hearings are than held to adopt both a tentative budget and millage,

and a final budget and millage, in accordance with Chapter 166.241, Florida Statutes.

c. Budget amendments are made in accordance with applicable Florida

Statutes.

2. Budgets are reported for the General Fund, and major Special Revenue Funds.

3. All budgets are adopted in accordance with Generally Accepted Accounting Principles. 4. Florida Statutes do not require adoption of budgets for Debt Service Funds

5. Level of Control – Expenditures may not exceed appropriations and are controlled in

the following manner:

a. The budget is controlled according to Chapter 166.241, Florida Statutes, at the total fund level.

b. Any budget amendments or transfer of funds must be approved by the City.

NOTE 9 – DEBT SERVICE REQUIREMENTS General Government Fund Type – Capital Improvement Revenue Bonds – Fire Station The Bond Ordinance adopted November 22, 2000, requires the establishment of certain “trust funds” to ensure repayment of the Capital Improvement Revenue Bonds – Fire Station. A summary of these requirements is as follows:

A. All cash income derived from the ownership and operation of the project shall be deposited into the “Revenue Fund” on or before the 15th day of each month. Transfers are to be made to certain accounts.

B. The “Sinking Fund” is to be used exclusively for the purpose of paying principal and

interest on the bonds and is to be funded by transferring each month from the “Revenue Fund” one-twelfth of the next annual interest and principal requirements.

C. The “Reserve Account” is to be established by transferring each month from the

“Revenue Fund” the sum of one-twelfth of one-tenth of the Maximum Bond Service Requirement until such time as the funds and investments therein shall equal the Maximum Bond Service Requirements. The funds in this account shall be used only for (1) paying the principal of and interest on the bonds in the event that the moneys in the “Sinking Fund” shall ever be insufficient to meet such payments, (2) paying the cost of repairing or replacing any damage to the project which shall be caused by an unforeseen catastrophe, (3) construction improvements, and (4) repaying governmental balances.

DEP State Revolving Loan Agreement The City is required to deposit monthly at least one-sixth of the semiannual loan payment in the loan debt service account per the DEP State Revolving Loan Agreement. No reserve funding is required. NOTE 10 - RETIREMENT PLAN The City of Vernon participates in the Florida Retirement System (System), a defined benefit cost-sharing, multiple-employer public retirement system, which is controlled by the State Legislature and administered by the State of Florida, Department of Management Services, Division of Retirement. Benefit provisions are established under Chapter 121, Florida Statutes. Amendments and adjustments to the plan and plan provisions may be made by the Florida Legislature. The plan covers full-time employees of various governmental units within the State of Florida.

NOTE 10 - RETIREMENT PLAN – Continued For employees initially enrolled prior to July 1, 2011, normal retirement benefits are available to regular class employees who retire with at least 6 years of service and have reached age 62; the age after 62 the member become vested; or with 30 years of service at any age. Special risk class employees may receive normal retirement benefits with at least 6 years of special risk service after reaching age 55; the age after age 55 the member become vested; after 25 year of service, consisting of both special risk service and up to 4 years of wartime military service, and age 52; after 25 years special risk service regardless of age; or with 30 year any creditable service regardless of age. For employees enrolled after July 1, 2011 regular class employees receive benefits with eight year of service and age 65 or 33 years of service, regardless of age. Special risk class employees are vested with eight years of special risk service and age 60; 30 years of service, consisting of both special risk service and up to four years of wartime military service, and age 57; 30 years of special risk service, regardless of age; or 33 years of any creditable service, regardless of age. Service retirement benefits are computed on the basis of age and/or years of service, average final compensation, and service credit. Credit for each year of service is expressed as a percentage of the average final compensation. For employees initially enrolled prior to July 1, 2011, the average final compensation is the average of the five highest fiscal years’ earnings; for employees initially enrolled on or after July 1, 2011, the average final compensation is the average of the eight highest fiscal years’ earnings. The total percentage value of the benefit received is determined by calculating the total value of all service, which is based on the retirement plan and/or class to which the employee belonged when the service credit was earned. The System provides for several benefit options, disability benefits and survivor benefits. The cost-of-living adjustment for retirements effective before August 1, 2011 is 3% per year. The cost-of-living adjustment formula for retirees with an effective retirement date on or after August 1, 2011, will be the sum of the pre-July 2011 service credit divided by the total service credit earned multiplied by 3 percent. Plan members initially enrolled on or after July 1, 2011, will not have a cost-of-living adjustment after retirement. Applicable contribution rates effective July 1, 2012 were:

The above rate included a 1.11% health insurance subsidy contribution to the Retiree Health Insurance Subsidy Program, a separate pay as you go cost sharing multi-employer defined benefit plan. NOTE 11 – COMMITMENTS AND CONTINGENCIES The City entered into a Promissory Note with the Department of Transportation in 2008 for the purpose of utility relocation on the Hwy 79 road project. The promissory note was amended several times and the agreement in effect as of September 30, 2013 was in the amount of $619,882. As of September 30, 2013 the project was estimated to be substantially completed. The City entered into a Promissory Note with the Department of Transportation in 2012 for the purpose of utility relocation that is the result of multilane improvements from North of Mill Branch Bridge to SR 8 (I-10). The amount of the agreement is $2,885,136, at September 30, 2013 the project was estimated to be 25% completed. There is also an ongoing civil case regarding former employees, and the City is vigorously contesting the matter and the outcome remains unknown.

We consider the deficienciesdescribed in the accompanying schedule of findings as items 2003-02 and 2007-01 to bematerial weaknesses.

Section I – Summary of Auditor’s Results

1. The auditor’s report expresses an adverse opinion on the Governmental Activities due to an omission of general infrastructure assets, and an unqualified opinion in the Business-Type Activities and all other Funds of the City of Vernon, Florida, as of September 30, 2013.

2. Two deficiencies in internal control were identified in relation to the financial statements

that were considered to be material weaknesses, and one deficiency was identified that was considered to be a significant deficiency.

3. There were two instances of noncompliance material to the financial statements of the

City of Vernon, Florida, which is required to be reported in accordance with Government Auditing Standards disclosed during the audit.

4. No significant deficiencies relating to the audit of the major federal award programs

are reported in the audit of the City of Vernon, Florida.

5. The auditor’s report on compliance for the major federal awards programs for the City of Vernon, Florida expressed an unqualified opinion on all major federal programs.

6. Audit findings that are required to be reported in accordance with Section 510(a) of

Findings – Financial Statement Audit 2003-01 Criteria – Capital asset records are required to be maintained by the City Condition – We noted property and equipment not recorded on the capital asset listing of the governmental activities fund. Effect – Because of lack of sufficient detail of the capital asset records, the capital asset listing is unauditable. Cause – The property records do not have a complete listing of buildings and land owned by the City. Recommendation – The City should undertake a project to ensure all assets are recorded on the capital asset listing at cost or estimated historical cost. A formal policy should be established regarding acquisition and disposition of all capital assets and a physical inventory be taken at least annually. Views of Responsible Officials and Planned Corrective Action – The employee assigned to the task of recording capital assets has completed as much of the project as records will allow. Since some of the building and land owned by the City does not have an original cost, the City will need to hire a professional property appraiser. This is a cost the City cannot afford at this time. The City will continue to research this issue in an effort to resolve it. An employee is assigned the task of inventory control. 2003-02 Criteria – Custody of assets, record keeping and recording of assets should have adequate separation. Condition – Due to the size of the organization, proper separation of duties may not be feasible. Effect – Controls should be implemented to help compensate for these weaknesses. Cause – This is a small one-person bookkeeping system. Recommendation – Management should remain very active and involved in the day-to-day operations. It is essential that records be maintained current and up-to-date. Controls should be established to provide checks and balances. The Mayor and Council are very active in the affairs of the City and review information relative to the day-to-day activities. 2007-01 Criteria – An entity’s system of internal control over financial reporting should include controls over the prevention, detection and correction of misstatements in the audited financial statements. Condition – The City relies on the external auditor to assist with preparing and explaining financial statements in conformity with generally accepted accounting principles. Effect – Since the auditor cannot be a part of an entity’s system of internal accounting control, the City’s system of internal accounting control over the financial reporting is not sufficient by itself to prevent, detect or correct misstatements in the audited financial statements. Cause – The City has a small accounting staff necessitated by the overall small size of the entity. They do not consider it cost effective to develop and maintain a system of internal accounting control sufficient to prepare financial statements in accordance with generally accepted accounting principles, nor to maintain internal staff with sufficient knowledge to develop and maintain controls to prevent, detect or correct misstatements in audited financial statements. Recommendation – The City should continue to consider the effects of the cost of developing and benefits of implementing such a system as compared with understanding that due to the size of their accounting department, they will continue to need external assistance with the preparation and understanding of financial statements in accordance with generally accepted accounting principles. Views of Responsible Officials and Planned Corrective Action – Again due to small staff and limited funds the City is aware of the need to implement a system to develop and maintain controls. The Office Policies and Procedures are updated as needed to assure control. The council will review the policies and procedures and make necessary changes.

2012-01 Criteria – Detail subsidiary records should be reconciled to the general ledger accounts on a regular basis. Condition – The City uses a separate computer program to record and track its utility revenues and billings. The data from this program is not entered into the general ledger program, only cash receipts are recorded. The amounts recorded in the general ledger are not reconciled to the utility billing records. Effect – The ending balances of accounts receivable and customer deposits at year end could not be reconciled to subsidiary reports. Cause – The City policies do not require reconciliation of the general ledger accounts to detail records. Insufficient training and supervision also appear to be a significant issue. Recommendation – Policies should be instituted requiring that general ledger totals be reconciled to detail records where applicable. Additional training and supervision in this area would be helpful. 2013-01 Criteria – Per Florida Statute, Chapter 166, the adopted budget including amendments shall not be exceeded. Condition – The City over-expended their general fund budget. Effect – The City is in technical violation of Florida Statute, Chapter 166. Cause – The City did not amend the general fund budget to properly reflect all required expenditures of the City. Recommendation – The City should amend the budget to ensure compliance with Florida Statute, Chapter 166.

Criteria – The City of Vernon, Florida is required to deliver their audit report and data collection form to the Office of Management and Budget (OMB) within nine months after the end of the audit period. Condition – The City of Vernon, Florida did not file their audit report and data collection form with the Office of Management and Budget (OMB) within nine months after the end of the audit period as required by Circular A-133, Subpart C – Auditees section .320. Effect – The City of Vernon, Florida is in violation of OMB Circular A-133. Cause – Records were not made available in a timely manner in order to facilitate the completion of the audit within nine months after the end of the audit period. Recommendation – The City of Vernon, Florida should have controls in place to have their financial records available for audit in a timely manner after the fiscal year end. All reports are due nine months after the end of the audit period. Therefore, time should be allowed for the audit process to occur within the required parameters. 2008-1: lt was noted during the audit that the recreation department lacked adequate internalcontrols for reporting purposes. We recommend the council review the policies andprocedures as it relates to the recreation department included, but not limited to, collectionpractices and disbursement of funds for control purposes. This item continues to remain.

2009-1: lt was noted that there are several old items on the bank account reconciliations. ltis recommended that the City review these items and determine their ultimate resolution. Thisitem continues to remain.

2013-1: The City did not adequately fund the Debt Reserve Account for the Firehouse Bondwhich resulted with the account becoming overdrawn when the payment was made. The Cityshould insure that the Debt Reserve Account is adequately funded.
