Pursuant to due call and notice thereof, a regular meeting of the Art and Culture Commission was held virtually with an online meeting using Webex on August 17, 2020 at 4:30 PM.

Commissioner attendance was follows:

Chair Tim Wollenzien called the meeting of the Art and Culture Commission to order.

2. Agenda Amendments

None.

3. Approval of Minutes – July 20, 2020

Dennis Krull suggested an Amendment to correct the timing for the Fargo Moorhead Visual Artists – FMVA Studio Crawl to read “first weekend,” not “first week” in October.

Motion to Approve, with Amendment, to the July 20, 2020 meeting Minutes by Dennis Krull and seconded by Larry Seljevold.

5. Reports and Information

a. Update on Arts – Guest: Maxine Adams, Executive Director of Lake Region Arts Council

Maxine Adams provided an update regarding Lake Region Arts Council and Minnesota State Arts Board’s grants in response to the pandemic. Discussion outlined many uncertainties regarding gatherings or virtual options for artistic expression and future grant funding.

b. Consider Public Arts Geocache Project – Guest Gia Rassier

Gia Rassier, Park Advisory Board member and local geocaching guru introduced herself and outlined geocaching projects she has implemented in the metro area. Discussion on logistics and destination options were shared regarding an upcoming geocache Adventure for Greater Moorhead Days.

Kim Citrowske provided project updates on current projects currently underway in Moorhead which were outlined in the packet.

6. Member Reports and Updates

• Kenyon Williams stated that the Dragon Drumline will be available for upcoming events in October. Dennis Krull suggested they be present if the Art Bench and Box Project has a ribbon cutting event.

• Jeremiah Jones shared an update regarding Minnesota high school rodeo.

• Larry Seljevold shared his idea to explore adding lighting on the Main Avenue Bridge to celebrate Fargo-Moorhead’s Sesquicentennial in 2025. He suggested including live acts at the Woodlawn Amphitheatre.

RESULTS

304 people shared their thoughts, opinions and guidance in the survey.

Here are the final question’s preferences:

As you know if you took the survey, there were lots of detailed questions and opportunity to provide comments and suggestions on typestyles, design elements, etc. The Churchill Group are reviewing the comments and reworking the art to reflect some of the suggestions. The I-94 Water Tower Art group will be reviewing the revised art on Thursday, September 17 and those updates will be presented at the meeting.

Education, Experience, Expertise:

• Gin is the “artist in residence” at Riverside Lofts. Gin has worked in the sign business for many years, including logo design and truck lettering. She has extensive experience with design and construction of stained glass windows and mosaics, and has worked out of her studio in Fargo for 15 years creating artworks, paintings, and framing. Her work has been shown in galleries and shows around the area and is included in many collections.

• Lisa is the newest resident at Riverside Lofts and brings city policy knowledge to the table, as well as a desire to work with her neighbors to maintain our wonderful condominiums on the “west coast” of Minnesota. Lisa is also the City’s governmental affairs director and is currently coordinating the City’s Identity Tower project with Kim Citrowske.

Description: Artsy Trash Dumpsters Location: 11 4 St S, Riverside Lofts Artistic Inspiration: The inspiration for this project is a desire to have a more welcoming front door to Riverside Lofts. The main entrance to the building is off of the parking lot on 4th Street and the only practical place for the dumpsters that serve Riverside Lofts and Riverside Market. A local example of dumpster painting can be seen at the Hotel Donaldson:

We propose to paint both the trash and recycling dumpsters at Riverside.

• We will inform all Riverside Lofts homeowners and the businesses of Riverside Market of the project and ensure there is no objection to the painting.

Timeline: If approval is granted and weather cooperates, we’d like to proceed as soon as approval can be gained. The Public Works Director’s reaction to this concept was “heck yeah.” This is a great start! Funding: The project would be self-funded by the HOA. Permission is needed because the dumpsters are public property. This is a resident-driven, neighborhood-based, downtown public art experiment for Moorhead. Perhaps it may inspire downtown businesses and others to re-envision essential infrastructure to have an artistic element! We’d be happy to serve as a pilot project. Here’s a dumpster in Duluth’s Canal Park.

PROJECT UPDATES BENCH AND BOX ART 

In July, Moorhead High School student art was reviewed and 

approved for installation.  Custom Graphics began installing 

the art on September 10 and the anticipated completion is 

September 20.   

DISCUSSION: At our August meeting, Dr. Kenyon Williams 

suggested featuring the Dragon Drumline at a ribbon 

cutting.  Are there any suggestions for a celebration of the 

art installation that ensures physical distancing? 

 

GEOCACHE ADVENTURE – MOORHEAD: PAST, PRESENT AND FUTURE (BUILDINGS) 

At the July Art and Culture Commission, Gia ‘Giacaches’ 

Rassier presented information on a proposed geocache 

adventure featuring public art.  She developed 

‘Moorhead: Past, Present and Future (Buildings)’
