Communications & Marketing This week work continues on Palm Coast Connect. Design is underway for logos and promotional items. Production work
began on the promotional video. A logo teaser trailer was also created for the citizen’s portal. Additional knowledge articles
were edited and completed for the Information Center, which is now fully functional.
The team also assembled to help promote the exciting and historic groundbreaking ceremony for the first project in the
Town Center Innovation District, The Palms at Town Center. Estimated to be complete in 2020, this will be an 88-unit
apartment complex located at the southeast corner of Central Avenue and Bulldog Drive that includes a clubhouse, pool, dog
park, volleyball area, and nature path. Staff was on site to help our leadership, the developer, members of the media and
public with any questions or provide additional information. Staff also crafted a news release on the ceremony. The News
Journal posted a story to their web site. It can be viewed here: https://www.news-

Holland Park construction signage was created and delivered to the developer.
An important graphic design project was also completed this week. A new welcome certificate is available for new businesses
that open in Palm Coast.
This week was also the third time our Citizen’s Academy met to learn about the departments that make up our local
government. Monday the department topics were Community Development, and Stormwater and Engineering. Next week,
the group will learn all about the fire department. In addition, our team continues to update the Virtual Citizen’s Academy
presentations.
The social media post of the week was a Facebook post from the Utility department highlighting the dos and don’ts of
recycling. The post reached 3900 people, garnering 28 reactions, 18 comments, and 27 shares. A social media campaign was
also created for June that starts June 1, for the start of hurricane season. The campaign aims to educate residents on
hurricane prep including supply kit information, how to prep your home, pet plans, family plans, and other important
topics. The team continues to promote the Find Your Florida Photo Contest on Facebook and Instagram.
News releases sent out this week include: The Palms at Town Center groundbreaking ceremony; Court resurfacing at Palm
Coast Tennis Center; and City of Palm Coast offices closed for Memorial Day.

Christopher Caschera is an Environmental Intern
within the Planning Division. Chris is a Palm
Coast native who has obtained his undergraduate
degree in Environmental Science and Policy from
the University of South Florida in Tampa where
he specialized in environmental policy and
wetland environments. Chris also has experience
working and volunteering his time with certified
geologists, wetland scientists, and urban
planners. We are very grateful to have Chris be
part of the Planning Division Team.
Jonathan Hale is an Urban Forestry Intern within
the Planning Division. Jonathan studied Forest
Resources and Natural Conservation with a
specialization in Urban Forestry at the University
of Florida. As a first-generation American citizen
and university student, Jonathan hopes to inspire
other young people to follow their passions.
Having grown up in Florida, Jonathan has always
loved the unique ecosystems exclusive to our
beautiful state and the spectacular trees they
support.

DEPARTMENT ACTIVITIES Flagler Palm Coast High School students and Volunteer Firefighter Intern applicants have a total of 5 “Ride-Along” hours this week.
Congratulations to Firefighter Anthony Pedersen who completed his 12-month Probationary Firefighter Test Out. Department members took place in Rapid Intervention Team (RIT Training) in which they breached walls and doors to make access & rescue a downed firefighter. Crews also participated in the We Remember project, obtaining over 8,300 Facebook views to raise awareness of First Responder PTSD & suicides.

May is Mental Health Awareness Month.
On May 17, 2019 at 9:00 p.m., we joined
Fire Departments & EMS Agencies across
the nation in the 5th Annual Firefighter
Behavioral Health Alliance We Remember
Night.
Suicides left more officers and firefighters
dead last year than all line-of-duty deaths
combined. A jarring statistic that
continues to plague first responders but
garners little attention.
We remembered those of our brothers and
sisters who have taken their own lives by
turning on the emergency lights on our
vehicles.
Honor Guard Training
The Fire Department Honor Guard spent
their Saturday morning preparing for the
Memorial Day Service at Heroes Memorial
Park. The ceremonial team of the Palm
Coast Fire Department also train on
posting a guard at a coffin.

We had a great turnout for our Food Truck Tuesday event. This month benefited Family Life Center, which is a
local organization that provides essential support services to individuals and families to end domestic violence
and sexual violence in Flagler County. They brought in a live band for entertainment and sold beautiful wooden
décor signs as a fundraiser to support their community services.
Thank you to Friends of Tennis (FOT) for providing the 29th Annual FOT Scholarship Round Robin on
Saturday, May 11. This year's winners were Sky Buck of Matanzas High School and Roberto Carrascosa and
Daniella Velikorostov of Flagler Palm Coast High School. Each winner received a $1,000 scholarship to go
towards future school expenses, such as tuition, books, laptops, etc.
The end of the school is right around the corner and that means summer camp! Our camp counselors have all
started training and gearing up for a fun summer. Wondering how to prepare your child for camp? Check out

On May 28th, all three water treatment facilities returned to the chloramination process. Chloramines are a better long-term choice because it produces lower levels of disinfectant byproducts like trihalomethanes, improves the smell and odor of water (compared to chlorine), and lasts longer in the distribution system to prevent bacterial growth.
The average water demand for the week was 9.202 million gallons per day.
The average wastewater flow for the week was 5.924 million gallons per day.
Water Distribution crews installed 35 new water meters.
There are 187 new meter installations pending with 40 lots cleared and an average installation time of 3 weeks of site ready.
Wastewater Operations installed 8 new PEP tanks and replaced 4.
There are 16 new PEP tanks pending and 5 replacements pending. Currently all new tanks are being installed within 10 days of site ready.
There were 34 calls after hours.
Water Distribution crews completed 13 meter pit adjustments/replacements, repaired 8 service lines, 3 manifolds and tested and repaired 168 backflow preventers.
Wastewater crews replaced 21 PEP pumps, 17 floats, 7 cleanout caps and 4 service laterals. Crews also installed 2 risers, 14 PEP pump assemblies and 20 PEP electric assemblies. Inspected via CCTV 300 feet of gravity sewer and 6 manholes.
Wastewater Operations installed two new Grunffos 42hp pumps at Pump Station 20 -1 (Wellington) as part of station upgrades.
Water Treatment Plant #1 staff received custom-tailored training for the newly installed lime slaking machine on May 21st and May 22nd. The training provided a general overview of the new machine during the start-up which included a sales engineer to describe the theory of operation and its basic maintenance requirements. The detailed session encompassed technical information with respect to the system’s operation, advanced technical diagnostics and troubleshooting. The staff acquired information necessary to keep the machine running smoothly with a proactive position in trouble-shooting.

The Palms at Town Center, located at the southeast corner of Central Avenue and Bulldog Drive, will be an 88-unit apartment complex spanning 9.12 acres that includes a clubhouse, pool, dog park, volleyball area and nature path. The project is estimated to be completed in 2020. Developer The Housing Trust Group organized the event to commemorate the historic occasion. Court resurfacing at the Palm Coast Tennis Center Palm Coast – Some highly anticipated improvements are being made at the Palm Coast Tennis Center. A fence repair and maintenance project are currently underway and the next big improvement is court resurfacing. The resurfacing project will start on Monday, June 3 and could take up to three weeks to complete. Fortunately, the courts will only have be shut down the weekend of June 7-9. The facility will remain open through the rest of the renovation with limited courts available for play. The court resurfacing is part of regular maintenance and will allow crews to lay all new clay material. The courts will then be regraded and players should feel an improvement in playability. Not only is this renovation a huge benefit to pass holders, clinics, and league play, it is also an important service to international tournaments held at the facility, such as the Palm Coast Men’s 25K: A USTA M25 Event. Please pardon the dust at the Palm Coast Tennis Center while these improvements are being made. The scoop on cat box problems I’ve heard this question a hundred times from pet owners. “Why does my cat not always use the litter box?” There can be as many reasons as there are colors of cats, but I’ll touch on a few.
1. A medical issue: If a cat has a bladder infection, intestinal parasites or illness, they may not always make it to the box. It’s important to rule out health issues that may cause “accidents”.
2. Stress: Cats may look cool, calm and collected, but cats can react to life changes that we may not even realize phase them. Do you have company staying? A new pet? Have you been out of town? If the stress is temporary, hopefully Fluffy will be back in the litter box once life gets back to normal. If the change involves a new human or animal housemate, might be good to give your cat some privacy and reassurance. Set cat and box up in a quiet area, away from any stress.
3. Litter preference: Have you always used the cheap, clay litter and you thought you would get fancy with some scented crystals, scoopable or pine litter? Cats like what they like, so switch back, if you changed the type of litter shortly prior to the “accidents”
4. Style of box: An old fashioned open box or a covered box? The choice is yours, but as with everything else, be consistent and know that if you switch from covered to uncovered or vise-versa, the cat’s habits may change as well. Covered litter boxes are popular for good reason. They help keep the litter out of sight, control odor and help deter dogs from… well let’s not say! If using a covered litter box it is important that it fits your cat comfortably. As the cat grows so should the size of the litter box. Height and width are big considerations. The cat needs to be able to move around, arch their back to do their business and enough room to cover things up.
5. Good housekeeping: Cats are clean by nature, so if their box is dirty, they won’t want to use it. Just like we don’t want to go into a dirty gas station bathroom. Scoop often and clean out urine often. If you have multiple cats, a good rule of thumb is to have one litter box per cat.
6. Never declaw a cat: The majority of complaints about cats not using a litterbox come from owners who have declawed their cats. Declawing is actually cutting the toes off down a digit. Paws can be uncomfortable for weeks after a declaw, so digging through litter will be painful. Once it’s painful, the cat may associate the pain with the litterbox.
