1. Infrastructure Maintenance and Expansiona) Continue with comprehensive Water System Plan

d) Evaluate city-wide storm water ponds utilizing MS4
permit/program and SWAMP software
e) Evaluate infrastructure capacity for both wired and wireless High-
Speed Internet (5G)
Objective: Focus on systems, standards, planning and funding for
water treatment, roads, utilities, and surface water / storm water

Future site location for 3rd water tower and future water
treatment plant in southwest part of city – Land purchased,
tower construction to start spring 2020
Pressure Reducing Valves (PRV’s) – work with residents where
high pressure areas exist (most cost effective) – Being
installed into new homes as needed, cost borne by
homeowners

Water towers cleaned, but additional maintenance issues and
painting of both water towers remains – Sunnyfield Rd WT to
be repaired/painted summer 2020; Kings Point Rd WT to be
done once new southwest WT is on line
Pavement Management Plan – PW & Engineering working on a
3-year CIP plan incorporating reclamation projects, mill &
overlay projects, sealcoating projects, etc. – 3-year CIP
continues; removed sealcoating, now doing extra 1 1/2”
asphalt to existing roads as budget allows; Road ratings
with PW input to be done in 2021

SWAMP – working with WSB on first pond and outfall
inspections; maintenance issues found will be addressed in 2019
and beyond; continue to add to SWAMP data base and help local
HOA’s with their maintenance plans for these privately owned
ponds – Public Works now trained on SWAMP program and
can conduct inspections. Council to revisit SWAMP at April
20, 2020 Work Session

1. Infrastructure Maint. and Expansion – Action Items Continue work on I & I inspection program – Short liners
installed in sanitary sewer lines in 2018 and 2019; more to
be done in 2020
Complete both Halstead Drive/Farmhill Circle road project and
Enchanted Lane/Tuxedo Blvd road project – Almost complete
with Ram situation; Enchanted has one issue with
subcontractor in order to close out
2018 Mill & Overlay projects moved to 2019; will continue to
update – Overlays completed

Jennings Cove catch basins to be done in-house – PW ran out
of time in 2019, will work on these in 2020
Continue to monitor Co Rd 44 Forcemain project – to be

Research high-speed internet infrastructure options –
discussed at June 17, 2019 Work Session; may revisit later
this year

- National Night Out – scheduled for August 4, 2020
Continue re-face on City Newsletter and Police Newsletter – both
were completed in 2019
Update to Finance, Administration, Public Works, and City Council
pages on the City website – Not completed, to be done in 2020

There has been little interest in a Citizen’s Academy in the last few
attempts, but Police with continue to evaluate ways to engage with
residents and/or students – Haven’t given up on this idea, still
evaluating
Continue to explore partnership with Crime Prevention Fund and
potential fundraising options with the goal of implementing the Gun
Range at Police department – Not being pursued at this time

Continue successful collaborations with Westonka Schools, West
Metro DTF, Lake Area Emergency Management, Lake Minnetonka
SWAT, plus WCC, Gillespie Center, TRPD, LMCD, MCWD, and
PSCWMO – This is ongoing and is working well; no changes

(d) sod installation timeline for new homes (and how CO’s are managed) –
Community Development worked with Red Oak vendor to rectify most
issues in 2019

Review and implement a plan to address ADA issues for city
facilities (buildings, parks, etc.) – ongoing process
Finish quotes process to implement new phone system and voice
mail system for City Hall – new phone system and voice mail
systems purchased and installed for City Hall in Aug/Sept

Continue discussions with fire departments serving Minnetrista to
ensure adequate future fire protection (future fire district?) – update
from Mound Fire Chief in January 2020 on FD finances
Continue to monitor workloads in Public Works and Public Safety
areas for future staffing levels – in July 2017, City Administrator
discussed possible 1.0 FTE additions in both Public Works
and Police – neither were needed; continue to monitor based
on workload and future needs

Successful and timely completion of 2019 and 2020 budgeted road
projects – 2019 road projects went well; have started process
for 2020 road projects already
Additional funding for a 3rd election process in 2020. A presidential
primary will occur in late February/early March 2020. All precincts
will need to be operational; need to meet 46-day in-person
absentee and 7-day direct balloting prior to election day –
increased elections budget for Presidential Primary in March
2020

watershed project – ongoing
No changes made to Tree Replacement & Environmental
Enhancement fund for future uses and continue to evaluate – to

Continue to look for ways to partner with Westonka School district
for shared amenities – ongoing, SRO partnership a big
success
Consider Green Step Cities program (introduced in 2018) –

Improved partnership with Three Rivers Park District – their
overall plan, grant money, etc. – ongoing partnership
Explore cost effective tree sale options – probably not viable
without a grant mechanism for city to conduct this idea

radar”, but determine when timing is right to do this study
beyond the 2019-2020 Strategic Plan time frame – timing
probably still not ripe to do

Continue with bringing zoning map/zoning regulations into
compliance with recently approved Comprehensive Plan
Update – started, should be completed by end of 2020
Continue to work on water fund infrastructure and
maintenance per the utility budget, financial management
plans, and CIP – did in conjunction with 2020 budget
Continue to monitor use of fund balance reserves in
supplementing annual budget process – use of general fund
reserves; discussed interfund loans, but not used

Continue to monitor use of fund balance reserves in
supplementing annual budget process – accomplished with
quarterly financial updates and discussed with reserve
fund level(s) and 2020 budget during process in 2019;
looked again with recent water fund decision on how
much to bond for on southwest Water Tower project
