Pursuant to due call and notice thereof, a Special Meeting of the Village Council was called to order at 8:15 P.M. on Wednesday, May 31st, 1961 at the Red Oak School. located at Red Oak Drive and Sherwood Road, Minneapolis 21, Minnesota.

Mayor Crane called the meeting to order and explained the purpose of conducting the hearing on Proposed Water Service Extension. in an area between Highway 10 to North Village limits and from Edgewood Drive to West Spring Lake Park Road. He than turned the meeting over to Engineer. Les Knutson.

Mr. Knutson explained that petitions were received by the Council until April 1st, 1961 for Water Service. From these petitions the Council asked for and received a Preliminary Report from the Engineer •.

-After receiving this report, the Council felt that abutting areas may also want Water Service, and taking into consideration that certain connections would be necessary to properly loop the system, some areas were extended beyond the petitioners homes.

The Engineer stated that a rough estimate of the 'entire cost would be $181,500.00. This would mean an estimated assessment of $4.15 per front foot plus a $115.00 Service Connection charge per home.

The Fiscal Agent than explained the financing of the Project. Mr. Ehlers stated, the only change the Council contemplates is the financing of Assessments from a 15 year option to 10 years. keeping in mind the future needs of the Village, such as sewer or storm sewers.

Using a 10 year plan, as an exacple"as8Wnirtgit t s a $400.00 t!'~: " e,s ,srnent. it would amount to about ~53.20 a year, or.15¢ a day to payoff the Capital part of the Water Works Improvement.

Anyone wishing to pay up their Assesssment without interest may do ~o within 30 days after the Assessment roll is adopted, or they can pay it up anytime with interest up to December 31st in the year payment is made. ,

The Mayor asked if there ' were any Petitions for or against the Proposed Project.

The Mayor than asked if' there were ~ any who wished to go on record as f'avoring this Proposed Water Project.

The f'ollowing people indicated they were in f'avor of' the Water Extension:

Mr. Meyers explained that this Project will f'inish up everything North of' Highway 10. He also stated that the Council, and he agrees w:t,th theo .. that · Aroadeve10poent should be encouraged in ivater Frojtrlis beoause it is cheaper in, the longrun. He said "we know now f'rom experience that a year f'rom now we will be getting requests f'or Water f'rom some of' these streets that have petitioned against it.

The Attorney complimented the Village f'or installing the Water Main system as it's strictly a job of' developing the areas by Laterals now, Using New Brighton as an examp1e,0f' a Village expanding their Water System by streets instead of' area, which is more costly.

He explained that the Council could order improvements f'or one street if' there is a def'inite reason such as a health hazard.

Mr. Christensen arrived at this point - 8:50 P.M.

Mr. Knutson explained the reasons f'or the seemingly excessive cost of the Service Connection as being due to usage of' copper and brass fittings and pipe, etc,

The Water Rates were read by the Fiscal Agent f'or the benef'it of those present.

Mr. Ehlers explained the costs of' Water Assessments on Project 1960-3. Figures set are - .0025 cent per f'oot for Area. The cost of' Lateral Assessment for people butted on 12 inch mains is $4.00 per foot on f'rontage.

Mayor Crane stated that the resid'ents created a "real storm" of protests (on Fairchild) when Project 1960-3 was installed. It was' just a matter of' 6 months that they petitioned f'or water on that same street.

The regular meeting of the Village of Mounds View was called to order at 8:10 P.M •• Monday June 12th. 1961 at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minnesota.

Mayor Crane declared that the Public Hearing on the house to be moved to the North t of Lot 7, Block 1, Greenfield Addition was open for discussion. Mayor Crane asked for objector's. None came forth. The owner assured the home owners near the property that he would occupy the house and not rent it. Motion by Crane to permit the house to be moved onto the North t of Lot 7, Block 1, Greenfield Addition, seconded by Malvin. 3 Ayes for approval.

Motion by Malvin, seconded by Hodges to accept the Minutes of the Council meeting of May 22nd, 1961 as presented. 3 Ayes for approval.

Motion by Crane, seconded by Hodges to accept the Minutes of the Special Meeting of the Village Council held May 31st as presented ; 3 Ayes for approval.

Civil Defense report was given by C.D. Director, Kenneth Ballenger. He reported that the Civil Defense "Circle of Safety" program gave Safety Checked stickers to 76 cars in two days. He announced that a new 72 hour class for Civil Defense members would begin June 20th.

Trustee Hodges presented a petition signed by residents on Lois Drive, etc. requesting the removal of rats from the Judicial Ditch. Hodges reported that a representative of the Gopher Exterminating Co. ahd the Clerk examined this area. This Company subsequently submitted an estimate of-from forty-five to seventy dollars by using gas and not poison bait. Motion by Hodges, seconded by Malvin to spend up to seventy-five dollars for rat removal in this infested area. 3 Ayes.

Trustee Hodg es reported on the Recreation Committee Meeting held June 7th, 1961 at the Village office. The Committee will open the bids on June 21, for the installation of the fountains to be used in the Village parks. He reported that night watch lights will be installed on Greenfield and Lambert Parks. He announced the selection of Mr. Joseph La Voie as the new Park Maintenance Superintendent. Motion by Hodges, Seconded by Crane that Mr. Joseph La Voie be hired as Mounds View Park Maintenance Superintendent. 3 Ayes for approval.

Mayor Crane reported on the Police Commission Meeting held June 1st. He said that the Police will make extra effort to enforce the 10 P.M. Curfew Ordinance for children under 18 years.

Mayor Crane read the, monthly report of' the Police Department f'or May. During 535 Patrol hours. there were 133 calls in the Village. 4 persons to jail . 8 hcfspital runs and 44 tra£f'ic tags issued. An electric Speed time~ was used on Co. Rd. H-2, wh~re 87 cars were checked.

Mayor C~a~e reviewed the Dogcatcher's report £or the months of March ~d April~ ,

~~tistee M~ivirt reported that further Complaints £rom individuals rega~di#~ tHe o~eh sewer drain on the Herrman property at 2439 Ridge Lane. This matter to be referred to the Attorney.

Mayor Crane reported on the taxes within the Village, reviewing the tax structure, and its relative mill rate to other areas,

An amendment to the Ordinance granting the Gas Franchise to No. States Power Co. was submitted in a letter signed by Mr. E. V. Bergstrom, Supervisor Extensions Department o£ N.S.P.. The amendment ,.wou1d replace Section 2 in the present Ordinance #83 "No gas mains shall hereafter be laid by the Grantee except upon application to the Village Engineer, and permission therefore granted by said Village Engineer, subject to the approval, however, by the Council by Resolution".

Motion by Crane, seconded by Hodges to accept this as a substitute for the present Section 2 o£ Ordinance #83, also that this be referred to the Village Attorney f'or incorporation into~ rather than an amend­ment of the Ordinance. 3 Ayes £or approval.

Paul Boogl Admirl~s~rativ~ Clerk reported that L10yd Blanohard, Clerk recommended Mrs. Pat~ibia Raveling be hired as a Clerk-typist on June 19th. Motion by Malvin to hire Mrs. Raveling as a full time (40 Hour week) Clerk-Typist at $1.50 per hour beginning June 19. Seconded by Crane. 3 Ayes for approval.

Mayor Crane read a copy of the findings and conclusions in the matter of the Expansion of the Anoka County Airport dated June 9th.

Mayor Crane introduced Mr. Comstock, Engineer, who spoke on the North Suburban Sewer District and the legislatives action thereon, and read two Resolutions passed by the Fridley City Council pertaining to the Sewer.

The matter of awarding the contract for the l'later Fil teration Equipment was referred to the June 26th, meeting. Representatives from the firms of the two lowest bidders agreed to write a letter to the Village Office requesting the two week extension.

Motion by Crane, seconded by Malvin to approve the licenses submitted (List attached). 3 Ayes for approval.

Motion by Crane, seconded by Malvin to approve the ten Peddler's Licenses. 3 Ayes. (List attached).
