CITIZEN’S CHARTER
Department of Horticulture was bifurcated from Agriculture Department,
in the year 1993. Directorate of Horticulture started functioning w.e.f 1st August, 1993
and headed by Joint Director of Horticulture .The Officers and staff in the Directorate
of Horticulture were transferred from existing sanctioned post of officers and staff of
Agriculture Department on the basis of 60:40 Ratio initially excluding scheme borne
posts, which was later made 50:50.
Directorate of Horticulture started functioning as a full-fledged
Department since 1997.

OBJECTIVES
1. To enhance Horticulture production, improve nutritional security and income
support of the farming community.
2. Uplift the economic condition and livelihood of the rural population.
3. Ensuring higher income to farmers through efficiency improvement in the
production, supply chain and market linkages of horticulture produce.
4. Promotion of horticulture as an integrated activity involving animal husbandry,
silviculture, apiculture, fisheries etc.
5. Create opportunities for employment generation for skilled and unskilled persons,
especially unemployed youth.
6. Eradication of jhuming practice and create opportunities for permanent
settlements.

ORGANISATION
The Department of Horticulture is functioning with 1 (one) Directorate, 8 (eight)
Divisions, 4 (four) Sub-Divisions, 39 (thirty nine) Horticulture Circles and 8 (eight)
Horticulture Centres for demonstration and production of quality seedlings .

DUTIES
A – DIRECTORATE
Directorate of Horticulture is headed by Director of Horticulture. The promotion of
Horticulture and all related activities are planned, executed and monitored by
Government of Mizoram through the Department of Horticulture. The Director of
Horticulture provides technical back up for the Development of Horticulture in the
States, so that production and productivity show an upward trend. This is achieved by
way of implementation of various schemes, demonstrations, trainings, supply of
quality planting materials and inputs etc. The aims are achieved by the extension
services provided through 8 (eight) Divisional Offices, 4 (four) Sub-Divisional Offices
and 39 Circle Offices
B – DIVISION OFFICES
Horticulture Division offices are headed by Divisional Horticulture Officers. Division
office is responsible to implement horticultural development works as allotted by Head
of Department, in accordance with proposals/suggestions for development of their
respective jurisdiction of Division submitted to Head of Department.
C – SUB DIVISION OFFICES
It is a subordinate office to Division and headed by Sub-Divisional Officers, and
functions as field establishment under Division.
D – HORTICULTURE CIRCLE OFFICES
Circle Officer is headed by Circle Horticulture Officer (CHO)/Horticulture Extension
Officer (HEO) (Group A). The main duties of CHOs/ HEOs is to disseminate the
knowledge of horticultural technology to farmers. Their primary role is to aid the
farmers and farming societies to make better decision to increase Horticulture
production. They are the Liaison Officers between the farmers and Government, guide
the farmers on how to maximize their crops yields and profits, provide guidance and
demonstration on the latest technologies and impart training to advantage of such
technologies.

POWERS AND DUTIES OF OFFICERS AND EMPLOYEES
DIRECTOR OF HORTICULTURE :
Director of Horticulture, serving as the Administrative Head of the Horticulture
Department in the State, exercises all the technical, Administrative & Financial power
as exercised by the Head of the Department in Govt. of Mizoram.
He/ She controls all the Horticulture Development affairs in the state and shall issue
special instructions/ directions considered necessary for administrative and
professional measure. Any major policy matter relating to Horticulture activity/
Professional activity shall be undertaken by him/ her in consultation with other senior
Officers of the Department. He/ She is also responsible for preparation of the budget
and appropriation for the Department for consolidation and approval of the
Government.
JOINT DIRECTOR OF HORTICULTURE (TWO) :
There are two Joint Directors in the Directorate of Horticulture under whom 6 (six)
Deputy Directors function as Sectional Heads, who are assisted by HDOs & HEOs.
The Joint Directors of Horticulture assist the Director of Horticulture in the
performance of his/ her duties and responsibilities. He/ She is responsible for getting
finalized all the establishment and technical matters, and any other jobs assigned by

CENTRALLY SPONSORED SCHEMES
1) Mission for Integrated Development of Horticulture (MIDH) :
MIDH is a Centrally Sponsored Scheme for the holistic growth of the
horticulture sector covering fruits, vegetables, root & tuber crops, mushroom,
spices, flowers, aromatic plants, coconut, cashew, cocoa and bamboo. While
Government of India (GOI) contributes 50% of total outlay for developmental
programmes in all the states except the states in North East and Himalayas. In
case of North Eastern States and Himalayan States, GOI contribution of
development is 90% and another 10% by the state.

2) Pradhan Mantri Krishi Sanchai Yojana(PMKSY) :
This is one of the sub-schemes of National mission for Sustainable Agriculture
(NMSA) being implemented recently. To overcome irrigation problem in dry
season, Government of India layout this scheme so as to manage on farm water
in meaningful and judicious way.
Activities/Programmes under PMKSY :-
i) Micro Irrigation at Open field
ii) Micro Irrigation under protected cultivation
iii) Micro Irrigation at Open field in Oil Palm

3) Rashtrya Krishi Vikash Yojana(RKVY) :
RKVY was launched from 2007-2008 by the Department of Agriculture &
Cooperation (DAC), Ministry of Agriculture, Govt. of India in consultation with
the Planning Commission. Horticulture Department implements this scheme
from the year 2010-2011. The Nodal Department in the state is Agriculture
Department, and Horticulture Department is one of the implementing
departments only.
Activities/Programmes under RKVY :-
i) Infrastructure & Assets

4) Article 275 (1):-
Under the provisions of Article 275 (1), grant amounting to Rs. 22.40 lakhs
only have been sanctioned during 2018-2019 through Social Welfare
Department, Govt. of Mizoram for implementation of the following :-
i) For giving assistance in terms of farm inputs like manures, seeds, tools &
technology transfer to farms at Serchhip Division.
ii) Intensive cultivation of Aloe Vera at Siaha Division.
iii) Construction of Individual Water Tank to farmer’s field at Khawzawl
Division.
iv) Protected cultivation of Tomato (Drip Irrigation) at Aizawl Division.
5) NEC:
Currently, there are 4 (four) on-going NEC funded projects under Horticulture
Department as below:-
1. Cultivation of Grapes on Commercial scale in Cluster Area at Hnahlan,
Champhai District
2. Establishment of Scion Bank & Root Stock Bank for Citrus at Maudarh,
Lunglei District & Rootstock Bank for Grapes at Mualkawi, Champhai District
3. Plantation of Black Pepper at Sairum, Sihphir, Mizoram
4. Improvement of M.Orange Orchards at Leng Village, Serchhip District
5. Programme Under Coconut Development Board

OTHER RELATED ACTIVITES
1) IFAD(FOCUS)
FOCUS (Fostering Climate Resilient Upland Farming in the North East) is a
project funded by IFAD (International Fund for Agricultural Development) with its
Headquarter in Rome. The Project will work on four selected Districts of Mizoram
viz. Champhai , Kolasib, Serchhip and Mamit District and will cover a total of 272
villages. Four (4) Departments i.e Agriculture, Horticulture, Animal husbandry and
Soil &Water Conservation Department will work together for the project.
The activities are being started from the current financial Year 2019-2020 and
marketing cell will be established under Horticulture Department.
2) NABARD
Under NABARD (National Bank For Agriculture & Rural Development )
warehousing scheme 2013-2014, Transit and Rural Godown construction has been
taken up with the total project cost of Rs. 1500 lakhs @ Rs. 300 lakhs per No of
transit Godown at Centre of Excellence, Thingdawl (KolasibDistrict) and
Horticulture Centre, Sairang whereas 9 Nos of Rural Godown @ Rs. 100 lakhs
per No is being constructed at Centre of Excellence, Lunglei (Lunglei Division) ,
Serchhip, Serchhip District, Khawzawl, Champhai District, Ngopa, Champhai
District, Ngopa, Champhai District, Tuidam, Mamit District, Mamit, Mamit
District, Lawngtlai, Lawngtlai District, Siaha, Siaha District.
