YVONNE WELDON, Chairperson, Metropolitan Local Aboriginal Land CouncilYvonne Weldon is a proud Wiradjuri woman and she maintain strong ties to her

homelands of Cowra and the Riverina areas in New South Wales.

From a young age Yvonne developed a strong passion and commitment to bringing about positive change for Aboriginal people and communities.

Yvonne is the current elected Chairperson of the Metropolitan Local Aboriginal Land Council, a Board member of DVNSW and a Board member of Redfern Jarjum College. She has a passion for improving the lives of all through health, social justice, Aboriginal advancement, children’s rights, education, child protection, research and evaluation.

Yvonne has held key positions with the NSW Government and Aboriginal Community Controlled sectors. In 2016 Yvonne was shortlisted for the Queenslander Literary Awards, Unpublished Indigenous Writer – David Unaipon Award category and was awarded the 2017 Allen & Unwin Faber Writing Academy scholarship.

EAMON WATERFORD, Acting CEO, Committee for SydneyEamon Waterford is currently the Committee for Sydney’s Acting CEO, an influential business-led urban policy think tank. During his time at the

Committee, in his current role, as well as in previous roles as Head of Strategy and as Director of Policy, Eamon has led urban policy development across Greater Sydney and across diverse policy areas, including co-authoring Committee reports on density done well, value capture, road pricing, smart cities and affordable housing. Eamon is a passionate advocate for affordable housing and rebalancing jobs and opportunities across Sydney.

Prior to working at the Committee, Eamon was the Head of Policy for Youth Action, the Peak Body for young people, and small and large not-for-profit agencies in the human services industry. Eamon is also a Board member of the NSW Council of Social Services and has a Masters of Political Economy.

CR KHAL ASFOUR, Junior Vice President SSROC, Mayor of Canterbury-BankstownKhal was first elected as Councillor of the former Bankstown City Council in

2004 and held the role of Deputy Mayor from 2008 to 2011. He also served as Mayor of Bankstown from 2011 to 2014 and again in 2015.

More recently, Khal was elected as the inaugural Mayor of the City of Canterbury Bankstown, the largest council in NSW by population, with more than 350,000 residents, and gross regional product estimated at $14.29 billion.

One of his passions and priorities is assisting residents in need and ensuring the local community has the opportunity to have a say in the future of Canterbury Bankstown.

Khal is dedicated to building stronger ties between council and the community; sporting groups and associations; service clubs; registered clubs; and businesses across the city, and works closely with them for the benefit of all residents.

THE HON ANTHONY ROBERTS MP, NSW Minister for Planning, Minister for Housing and Special Minister of State

The Hon Anthony Roberts MP is the NSW Minister for Planning, Minister for Housing and Special Minister of State. Elected as the Member for Lane Cove in 2003, Anthony previously served as the NSW Minister for Industry, Resources and Energy from December 2013 to January 2017 as well as the Minister for Fair Trading from March 2011 to December 2013. Prior to becoming a Member of the NSW Parliament, he served as Mayor of Lane Cove Municipal Council and was an adviser to former Prime Minister John Howard. A former Captain in the Australian Army Reserves, Anthony proudly served in peace keeping operations in Bougainville as part of Operation Bel Isi.

KAREN WALSH, CEO, Shelter NSWKaren joined Shelter NSW as CEO in late 2017. Prior to joining Shelter NSW, Karen held two General Manager roles at SGCH from 2010 to 2016, leading the

social and affordable housing strategy, policy and delivery; business and service improvement; community regeneration and placemaking; and more recently leading the Group business growth strategy strategic partnerships, innovation and impact.

Karen’s early career in the UK was in child protection and disability services. Her career in Australia includes 12 years in NSW State Government in senior and executive roles in Aboriginal housing, public and community housing leading strategy and reform; strategic policy and partnerships; community regeneration; business development and improvement; and service planning and contracting.

Karen is a qualified social worker, and holds two Masters Degrees - in Social Policy (UWS) and an Executive Masters in Public Administration (USyd/UNSW), is an Associate of the Institute of Public Policy and Governance at University of Technology, Sydney, and is a Graduate of the Australian Institute of Company Directors. Karen has held directorships on a number of not for profit Boards, including peak bodies.

JACOB SAULWICK, City Editor, Sydney Morning HeraldJacob Saulwick is the City Editor at the Sydney Morning Herald. Jacob joined the SMH in 2007. He has worked as a business reporter, an economics

correspondent, and a political correspondent in the federal parliamentary press gallery. More recently he spent four years as the paper’s transport reporter. His role as City Editor involves covering urban affairs, council politics and development, as well as transport issues and state politics.

GARY WHITE, Chief Planner, Department of Planning and Environment As Chief Planner for the NSW Department of Planning and

Environment, Gary is responsible for overseeing projects that will deliver an easier and more efficient planning system as well as providing expert advice on projects that will help our communities in the long term.

With almost 40 years planning experience, Gary has held some of the most senior planning positions both in NSW and Queensland. This includes City Planner for Ipswich City Council, Deputy Director-General for Queensland’s Department of Infrastructure, Local Government and Planning and later as the Department’s first Government Planner, as well as roles within the private sector participating in all aspects of the National Planning Agenda. In November 2017 the Planning Institute of Australia bestowed Gary with the ‘NSW Planner of the Year’ award and in May 2018, the ‘National Planner of the Year’ both acknowledging his outstanding achievements in planning.

STEVEN MANN, CEO, Urban Development Institute of AustraliaSteve Mann has been part of the Property Fund Management and Development sector for 27 years

working in senior roles with Stockland, Westpac Property, Schroders and Aevum Limited. He has been managing development projects across Australia in a broad range of sectors including office, industrial, retail, residential, retirement living, airport and civic buildings.

Most recently Steve has been working in the Public Sector as the Manager Property and Business Development at Wyong Shire Council, where he managed the strategic planning economic and property development teams. Steve has recently commenced as the UDIA National CEO as well as the acting NSW CEO.

ALICE THOMPSON, Cities and Regions National Lead, KPMGAlice has extensive experience in policy and planning across all three levels of

government, including City Deals, metropolitan governance, major urban renewal projects and infrastructure investment. Alice was previously Senior Advisor to the Prime Minister for infrastructure, transport, cities, regional development and local government.

DOMINIC SULLIVAN, General Manager, PAYCE Consolidated LimitedDominic has over 20 years property experience spanning both the public and private sectors, in legal, commercial

and public roles. He was previously a commercial lawyer with the Crown Solicitors Office, and also served as Mayor of Randwick City for six years. Dominic holds a Bachelor of Laws (Hons) and Bachelor of Arts (Hons).

Dominic has extensive experience in property development, approvals and transactions, as well as public relations and corporate affairs across a number of property sectors, including residential, retail and childcare. He has been with PAYCE since 2004, and has been involved in a number of investments and projects, including its flagship mixed use development at Wentworth Point, as well as PAYCE’s major housing renewal project with the NSW Government at Washington Park.

DR MARCUS SPILLER, Principal and Partner, SGS Economics & Planning Pty Ltd.Dr Marcus Spiller is a Principal, Partner and Director of SGS Economics

& Planning Pty Ltd. His consulting experience spans land economics, regional development, housing policy, infrastructure funding and policy co-ordination systems. He has taken up secondments as lecturer in urban economics at Melbourne University, adviser to the Minister for Planning and Housing in Victoria and senior executive in the Queensland Department of Housing, Local Government and Planning. He is an Adjunct Professor at RMIT University and at the University of NSW, an Associate Professor at the University of Melbourne, a former member of the National Housing Supply Council and a former National President of the Planning Institute of Australia.

ALAN BRIGHT, Manager of Strategic Planning, Randwick City CouncilAlan Bright is the Manager of Strategic Planning at Randwick City Council, one of the largest metropolitan councils in

Sydney. Alan has held this position for 4 years and prior to this worked in private practice as well as senior positions with NSW Planning and Environment and the City of Sydney council.

For the past 4 years Alan has worked closely to coordinate council’s response to the CBD to South East Light Rail Project currently under construction through the suburbs of Randwick, Kensington and Kingsford. A key aspect of this response has been a new affordable housing plan and preparation of a planning strategy informed by the award winning K2K Urban Design Competition. A key outcome of the strategy and affordable housing plan will be the development of over 200 affordable housing units in the Kensington and Kingsford town centres for essential key workers by 2031. A key milestone in the achievement of this outcome was the recent inclusion of Randwick City Council in State Environmental Planning Policy No.70 – Affordable Housing.

Alan has a Master of Urban Management from the Technical University Berlin and a Bachelor of Planning from UNSW, Sydney.

DR LINDSAY TAYLOR, Founder and Senior Partner, Lindsay Taylor LawyersLindsay holds a BA/LLB from the University of NSW, a PhD in law and

economics from Macquarie University and was admitted to practice in 1985. Lindsay’s PhD in law and economics focused on infrastructure funding, development contributions and planning agreements in New South Wales. He also has a post-graduate Diploma in Urban Studies.

Lindsay is an experienced local government lawyer with over 32 years’ specialist practice experience and is a leader in his field. He has been widely published in refereed journals and is a regular speaker at seminars and conferences.

Lindsay acts for over 40 metropolitan, regional, rural and coastal councils, state government agencies and private sector clients. He has particular experience and expertise advising and representing the firm’s clients on matters concerning development contributions, planning agreements, works-in-kind agreements, water and sewerage infrastructure charges, and public works and infrastructure matters relating to development.

STUART PENKLIS, Head of Residential, MirvacStuart was appointed Head of Residential in April 2017 and has more than 20 years of experience in the property industry, including a number

of senior roles in his 15 years with Mirvac, across investment and development in multiple sectors. Since joining Mirvac in 2002, Stuart has played a lead role in securing and delivering a diverse set of the Group’s large-scale residential and industrial development projects, such as Harold Park, The Moreton, Hoxton Distribution Park and Calibre, Eastern Creek, in Sydney.

LUCY HUGHES TURNBULL AO, Chief Commissioner, Greater Sydney Commission Lucy Hughes Turnbull AO is an urbanist, businesswoman and philanthropist with a longstanding interest in cities, and technological and social innovation. She chaired the Committee for Sydney from 2012 to 2015.

In 2015 she was appointed Chief Commissioner of the Greater Sydney Commission, tasked by the NSW state government to assist in delivering strong and effective strategic planning for the whole of metropolitan Sydney.

Mrs Turnbull was the first female Lord Mayor of the City of Sydney from 2003-4 and in 2011 she became an Officer of the Order of Australia for distinguished service to the community, local government and business.

In 2012 Mrs Turnbull was awarded an honorary Doctorate of Business by the University of NSW, and in 2016 was appointed Adjunct Professor at the Faculty of Built Environment, University of NSW. In 2017 Mrs Turnbull was awarded an honorary Doctorate of Letters from Western Sydney University which she received for her substantial and sustained service and contribution to the University and the Greater Western Sydney region.

JOHN BROCKHOFF, Principal Policy Officer, Planning Institute AustraliaJohn is a strategic planner and policy advisor on infrastructure, housing policy

and governance. John has managed the development of PIA’s housing policy positions in NSW on affordable housing, value capture and reform of the planning system.

John has led the technical development of Sydney’s Metropolitan Strategy. This included building an evidence base for the distribution of settlement and employment based on the economic performance of alternative pathways for Sydney’s growth.

John has contributed to NSW Government policy for infrastructure funding in growth centres and urban renewal areas and prepared the State’s Integrating land use and transport policy package. In private practice John has contributed to the assessment and mapping of social infrastructure and affordable housing needs in partnership with SSROC. Qualifications: BSc(hons), Master of Environmental Planning, Executive Master of Public Administration.

Professor Bill Randolph, Director, City Futures Research CentreBill Randolph joined the Faculty of the Built Environment in 2004, setting up the City Futures Research Centre in

2005. The Centre is a key part of UNSW’s ERA 5 rated urban research concentration.

At CFRC, Bill leads a research team specializing in housing policy, urban development and planning policy issues and city analytics. He has 40 years’ experience and an international reputation as a researcher on housing and urban policy issues in the academic, government, non-government and private sectors. His housing and urban research portfolio has focused on a number of themes: housing market dynamics, socio-spatial inequality, high density housing, planning policy outcomes, housing affordability, affordable housing policy and urban renewal.

LUCY COLE-EDELSTEIN, Director, Straight-TalkLucy is one of Australia’s leading community engagement specialists. With over 30 years’ experience in the private, government and non-

government sector, Lucy is a highly experienced facilitator and stakeholder engagement practitioner.

Lucy excels in designing and implementing community and stakeholder engagement processes. She has particular expertise in the design and facilitation of deliberative engagement processes including citizen juries, panels and forums, 21st Century Town Hall Meetings and smaller scale activities. Lucy delivers training and master classes in deliberative techniques and facilitation and works closely with new Democracy Foundation and key government agencies providing strategic advice and design input and support.

MONICA BARONE, CEO, City of SydneyMonica has been the Chief Executive Officer of the City of Sydney since 2006. In this time, she has overseen the development and implementation of

the City’s long-term vision for Central Sydney - Sustainable Sydney 2030.

She manages approximately 2000 staff, an annual Capital expenditure and Operational expenditure budget of approximately $880 million and $11.6 billion dollars of net assets including the Council’s commercial property portfolio. The City will be providing for a capital works program of $1.8 Billion over the next 10 years. In 2016 the City of Sydney processed over five billion dollars of new development. The City’s major projects are the CBD Light Rail (initiated and partially funded by City of Sydney but now managed by Transport for NSW) and the $13 billion Green Square Urban Renewal site. Since her appointment, the City has completed hundreds of infrastructure projects including active transport, community facilities and parks - winning over 90 national and international awards. Monica holds a Masters in Creative Arts, was a 2014 ‘100 Women of Influence’ finalist, is a member of the Australian Institute of Company Directors and a member of Chief Executive Women.

CHARMAINE JONES, Executive Officer, of Inner Sydney VoiceCharmaine Jones is the Executive Officer of Inner Sydney Voice,

an organisation with a strong emphasis on providing opportunities for the voiceless to have input into the decisions that affect their lives. Charmaine has been involved, personally and professionally, with community development and tenant participation activities in the social housing arena for many years. Charmaine is an advocate for liveable cities with people, not buildings, as the focus and is a firm believer in affordable and accessible housing as a human right, not a privilege.

ALLAN COKER, Director Planning and Development, Woollahra CouncilAllan is a town planner with considerable experience in local government planning, senior management and place making.

He has been the Director of Planning (or equivalent) in three Sydney Councils and is currently the Director of Planning at Woollahra Municipal Council.

In 2013 Woollahra Council joined the “Future Cities Collaborative” a program to inspire city leaders to build great cities and make great places. This participation initiated a transformational change to the way Woollahra Council manages its premium bay side shopping village – Double Bay and its iconic Victorian high Street, Oxford Street Paddington.

Place Plans were prepared for both centres. This was the first time that Woollahra Council identified all the things it needed to do to make these great places. Allan has, with considerable success, led the process to embed place making as a core activity within Woollahra Council. He has also participated in the SSROC planners’ group in addressing the shortfalls in local infrastructure financing so that Councils will have the money required to make urban precincts which are going through intensification more attractive and liveable.

NAMOI DOUGALL, General Manager, SSROCNamoi is an influential decision-maker and highly regarded advisor and strategist with political, commercial, government and legal expertise.

She has worked for all tiers of government and has broad policy experience, including in local government, health, environment, and waste.

Namoi, in the position of General Manager, currently leads the Southern Sydney Regional Organisation of Councils (SSROC), guiding the SSROC Secretariat through a change management process, and maintaining its strong procurement and advocacy work.

With a career that has ranged across various disciplines, Namoi brings a wealth of experience and knowledge to her work, along with a strong commitment to what is fair, inclusive and effective to ensure best outcomes for local communities.
