Background: The School of Manufacturing and Construction have submitted an extension to Scope of Registration which relates to the provision of additional training qualifications under the Manufacturing Training Package to support an existing commercial contract. Recommendation 4/12/2 That the University Program Planning Committee approve the New Program Concept and Business Case for MSA30309 Certificate III in Surface Preparation and Coating Application and direct the School to complete the Curriculum Approval form and forward to School Board, then Curriculum Committee for approval. Planning, Quality & Review Directorate has reviewed the Program Concept and Business Case Form and provides the following ratings and comments for consideration by the University Program Planning Committee to be read with attached documentation: Rating Comments Overview/Rationale for Program Good Relates to commercial agreement with
Transfield Services that requires an additional qualification to support existing training delivery.
Need & Demand Fair Provides additional 20+ students on first instance on back of existing commercial activity.
Competition None This is a restricted access agreement between Transfield Services & UB.
Funding Source/Revenue Estimate Good Has met all commercial viability tests.
Staffing Ok Provided by existing staff and supervision arrangements.

1.1 Apologies Executive Office Maxine Linane. 1.2 Welcome The Chair welcomed everyone to the first School of Manufacturing & Construction Board Executive Meeting and advised that the meeting had been called to deal with one specific but important matter in relation to an addition to Scope Qualification.
2. Item of Business - Learning & Teaching Matter 2.1 Scope of registration addition – MSA30309 Certificate III Surface Preparation and
Coating Application.
This is a new qualification but falls under a package we already deliver – MSA07. The reason for adding the qualification is the client; Transfield SA deems this qualification more appropriate because it reflects the actual work tasks on site. It was noted that this qualification is not included in the latest HESG Course Funding List but at this stage this will not have an impact as it is a Fee For service activity. The Executive voted unanimously to submit this application to UPPC for approval.
