II. MAJOR DEVELOPMENTS OF THE DAY
Union Ministry of Home Affairs, on 17.05.2020, issued the revised guidelines regarding lockdown restric�ons, to contain COVID-19. As the lockdown was extended up to 31.05.2020, widespread relaxa�ons were given in the restric�ons. MHA has reiterated to the States/UTs that despite widespread relaxa�ons
given in lockdown restric�ons under revised guidelines, States/UTs cannot dilute the restric�ons imposed in MHA guidelines. They may prohibit certain other ac�vi�es or impose restric�ons, as deemed necessary on the basis of ground level analysis of the situa�on.

Hon'ble Union Human Resource Development Minister, Shri Ramesh Pokhriyal 'Nishank' announced the dates of remaining examina�ons of CBSE Class X and XII in New Delhi today. The Hon'ble Minister said that the examina�ons of Class X will be
conducted for the students of North East Delhi only, while the exams of class XII will be held for students across the country including North-east Delhi. All examina�ons will be between 10:30 am to 1:30 pm.

Technology Development Board (TDB), a statutory body of the Department of Science and Technology (DST), is proac�vely suppor�ng the efforts of the scien�sts, technologists, entrepreneurs, and industrialists towards preven�ng and containing the spread of the COVID 19 pandemic by providing financial support for commercializa�on of these technologies. In addi�on, TDB is also scou�ng for novel solu�ons for suppor�ng
the country's efforts in tackling the health care emergency that the world is facing.In the last few weeks, TDB, through its evalua�on process, has processed a large number of applica�ons under various domains. Till date, TDB has approved six projects towards commercializa�on, which include thermal scanners, medical devices, masks, and diagnos�c kits.

Ÿ Shri Yogi Adityanath, Hon'ble CM, Orders 10,000 Pool Tes�ng Every Day, 1 Lakh Covid Beds
Amidst a massive influx of migrants into the state, Shri Yogi Adityanath, Hon'ble CM issued direc�ves to raise daily pool tes�ng of samples from 6,500 to 10,000 per day to check spread of coronavirus. He also sought increasing covid-19 beds from 75,000 to 1 lakh for infected pa�ents during a high-level mee�ng with Team 11 at his office-cum-residence in Lucknow. Mr Avanish Awasthi Addi�onal Chief Secretary, Home and Informa�on, said, the Hon'ble CM approved the health department's two-pronged strategy to ba�le the virus amidst a record 1.5 lakh arrival of migrants on Sunday, taking the count to 16.5 lakh since reverse migra�on kicked off.
U�ar Pradesh's Government to Bring Migrants Home in Buses, Trains
Shri Yogi Adityanath, Hon'ble CM, U�ar Pradesh asked all the states to send details of migrant workers from the state stuck in various parts of the country since the lockdown first came into effect on March 24. Mr Awanish Kumar Awasthi, Addi�onal chief Secretary, home, said the government will bring migrants by train from distant states, say, in South India, while buses will be deployed to bring migrants from the neighbouring states.

Ÿ Delhi Government Allows Autos, Buses; Odd-Even For Shops in Markets; No Salons
Markets and shopping complexes can reopen on an odd-even basis in Delhi and buses, autos and taxis can run with limited passengers, Shri Arvind Kejriwal, Hon'ble Chief Minister said as he gave details of lockdown 4 extended in the capital �ll May 31. Standalone shops will also be allowed but salons will stay shut for now, he said.
“We have to gradually move towards opening up economic ac�vi�es. Un�l we have a vaccine, it won't get over. We will
have to learn to live with coronavirus," Shri Kejriwal said, adding that masks and physical distancing would remain an impera�ve in the city, which is among the metros with the most number of coronavirus cases in India.
"When corona came into India, we were not prepared. We did not know how to prepare. In the last one and a half months, we have made provisions for separate hospitals, tes�ng kits, ven�lators," the Hon'ble Chief Minister said. The changes will not apply to containment zones or areas which are worst affected by coronavirus. Metro trains, schools, colleges, malls and cinemas will stay closed for now, Shri Kejriwal said.

Ÿ Punjab to Provide 100 Per Cent Potable Piped Water Connec�ons to All Rural Households By 2022, Captain Amarinder Singh, Hon'ble Chief Minister
Captain Amarinder Singh, Hon'ble Chief Minister, Punjab on Monday said the state was all set to provide 100 per cent potable piped water connec�ons to all the rural households by 2022, with a whopping 50 per cent of these households already covered with individual household water connec�ons. In a Video Conference with Shri Gajendra Singh Shekhawat, Hon'ble Union Jal Shak� Minister, the Hon'ble Chief Minister said that as of April 1, 2020, of the 1,634 habita�ons in which ground water was impacted, 477 had been provided potable water, and the state was commi�ed to covering all rural households with piped water supply connec�ons by March 2022, in line with the target of the Punjab Government even before the conceptualiza�on of Jal Jiwan Mission by the Central Government.
Ÿ Lockdown 4.0: Punjab Issues Guidelines, Public Transport to Ply in Non-Containment Zones
Following MHA guidelines on lockdown 4.0, Punjab Government has allowed movement of persons within the state from 7 am to 7 pm, barring the containment zones. Night curfew, however, will be strictly implemented across the state from 7 pm to 7 am. While ending the curfew from Monday, the state has extended the lockdown �ll May 31.
Allowing movement of vehicles including public transport within the state, it has allowed Inter-State Buses with mutual consent of other states. For taxis, four wheelers and cab aggregator it shall be limited to one driver and two passengers. For rickshaws and auto-rickshaws, one driver/puller and two passengers. For two wheelers and bicycles, it shall be limited to one rider or wife and husband or with one minor child. OPDs in government and private hospitals have been allowed. Sports complex and stadia without spectators has also been allowed. While shops in rural and urban areas have been allowed, restaurants have only been allowed to operate for home delivery & take-away in staggered manner. Barber shops and haircut salons (both in rural and urban areas) have been allowed with condi�on of no over-crowding.
Ÿ Captain Amarinder Singh, Hon'ble Chief Minister, Punjab Launches People-Friendly RTI Helpline for Prompt Response to People's RTI Related Queries
Captain Amarinder Singh, Hon'ble Chief Minister, Punjab launched a special, people-friendly 'RTI Helpline”, paving the way for the people of Punjab to get prompt answers to their RTI related queries with a simple phone call. With a dedicated number (+91 172 2864100), the new helpline will make the RTI Act implementa�on more effec�ve by expedi�ously addressing the growing number of RTI queries and clarifying all doubts in the minds of the ci�zens. Describing the ini�a�ve as another step in his government's concerted efforts to promote transparency in func�oning and governance at every level, the Hon'ble Chief Minister said the helpline would enable the people to take full advantage of their fundamental right to free speech and expression, unequivocally guaranteed in Ar�cle 19(1)(a) of India's Cons�tu�on.
Launched from the Punjab State Informa�on Commission (PSIC) premises, in pursuance of the advisories issued by the Government of India, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT), the helpline will be accessible to all ci�zens, including government officials represen�ng public authori�es, from 10:00 a.m. to 4:00 p.m. on all working days (i.e. Monday through Friday).
According to an official spokesperson, the Punjab State Informa�on Commission, which exclusively deals with RTI ma�ers in the state, has been receiving increasing numbers of queries and inquiries from ci�zens regarding the RTI Act. It has generally been observed that a large sec�on of people, who wish to seek informa�on under the Act, are not adequately conversant with the provisions and procedures to secure such informa�on. Those seeking informa�on, including in ma�ers pertaining to the 'life and liberty' of ci�zens, are located across Punjab, the state capital Chandigarh and the rest of the country, including Non-Resident Indians (NRIs), said the spokesperson, explaining the ra�onale behind the launch of the helpline service.

Ÿ Himachal Government Extends Lockdown Till May 31
The Himachal Pradesh Government has extended the lockdown �ll May 31 and has directed authori�es concerned to implement the guidelines of the Na�onal Disaster Management Authority (NDMA) and Na�onal Execu�ve Commi�ee, except those related to public transport and government offices. The order extending the lockdown was issued by Mr Anil Khachi, Chief Secretary, who is also the Chairperson of the State Execu�ve Commi�ee (SEC). New guidelines will be applicable based on risk profiling of the districts into the red (hotspots), orange and green zones and orders with respect to opera�ons of government offices will be issued by department of personnel, the no�fica�on read.
As per the MHA's orders, all domes�c and interna�onal air travel, except for domes�c medical services, domes�c air ambulance and for security purposes, will remain prohibited. Trains and educa�onal ins�tu�ons, including schools, colleges, training and coaching ins�tutes, will also remain closed. Hotels, restaurants and hospitality services, except those meant for housing, health, police, government officers, healthcare workers, stranded persons and for quaran�ne facili�es and canteens at bus depots railway sta�ons and airports, shall remain closed. Restaurants shall be permi�ed
to operate kitchens for home delivery. All social, sport, religious poli�cal gatherings shall remain prohibited. All places of worship shall also remain closed.
Inter-state public transport, including plying of buses is allowed by MHA, except in containment zones, but state is yet to take a decision on the issue. The district magistrates have been authorised to decide curfew hours. Persons above the age of 65 years, those with co-morbidi�es, pregnant women and children below the age of 10 are to stay at home. No ac�vi�es shall take placed in containment zones, except for provision of essen�al services.
Ÿ Hon'ble Chief Minister Launches One Na�on One Ra�on Card Scheme for State
Shri Jai Ram Thakur, Hon'ble Chief Minister launched 'One Na�on One Ra�on' card scheme under the Interstate Portability Scheme of Department of Food, Civil Supplies and Consumer Affairs for all migrant labourers. Hon'ble Chief Minister said that this would help the consumers to take ra�on from any fair price shop in the country. He said that this would be done through Na�onal Portability Scheme of Ra�on Card. He said that it would benefit about 67 crore people of the country and lakhs of people of the State.

Ÿ Government Schools to Open Administra�ve Offices in Haryana
Haryana Government has decided to allow the government schools to open their administra�ve offices to carry out urgent and unavoidable administra�ve func�ons while ensuring strict compliance of norms issued by Ministry of Health (MoH) for the containment of COVID-19. Sta�ng this here on Monday, an official spokesman said that Shri Manohar Lal Kha�ar, Hon'ble Chief Minister has approved a proposal in this regard. It is per�nent to men�on here that the state government had already allowed the private schools of Haryana to open their administra�ve offices. He said that all the concerned Principal/Head of the government school, one clerk, one computer operator and peon/gardener would be allowed to be present in the school. However, he clarified that ailing or pregnant women would not be called on to perform du�es.
The spokesman said that decision to open administra�ve offices in all government schools of the state has been taken to carry out urgent and unavoidable administra�ve works in schools such as prepara�on of salary bills, ensuring delivery of library books to the students, distribu�on of textbooks to the students lying in buffer stock, maintenance and cleanliness of school premises.
Ÿ Only Those Who Test Nega�ve Will Be Allowed to Enter Haryana, Says State Home Minister Says Shri Anil Vij, Hon'ble Home Minister, Haryana
Shri Anil Vij, Hon'ble Home Minister, Haryana said that only those who test nega�ve for the coronavirus would be allowed to enter Haryana. Haryana will either seek a recent nega�ve test report or perform tests at the borders using rapid tes�ng kits before allowing a person to enter the state. Those seeking an e-pass will also have to produce a nega�ve report.
Shri Vij said that more than 70 per cent of cases in the state are from four districts – Gurgaon, Faridabad, Jhajjar and Sonipat – bordering Delhi, and so the Haryana government is also crea�ng specific guidelines for people who live in the state but work in the na�onal Capital. A majority of the people who tested posi�ve in these four districts had either contracted the virus directly from Delhi or their contacts who work in Delhi, an officer told the newspaper. “Thus, we need to exercise extreme restraint and monitor the situa�on closely,” the officer said.
JAMMU AND KASHMIR
Ÿ J&K Government to Take Call on May 19
The Jammu and Kashmir Government today ordered that guidelines/instruc�ons already in force in the Union Territory during lockdown 3.0 issued on May 3 will con�nued �ll May 19 when the Government will make detailed assessment of the situa�on and take call on lockdown 4.0 which has been extended �ll May 31 and guidelines for which were released today by the Union Ministry of Home Affairs. An order extending the lockdown 3.0 guidelines �ll May 19 was issued late this evening by Mr BVR Subrahmanyam, Chief Secretary, who also happens to be the Chairperson, State Execu�ve Commi�ee.
The order came minutes a�er the NDMA extended lockdown �ll May 31 countrywide. No�ng that the fresh guidelines released today require State and UT Governments to delineate Red, Green and Orange Zones based on their assessment and prohibit or regulate such other ac�vi�es or impose restric�ons as deemed necessary, the order said this will require detailed assessment of the spread of COVID-19 in Jammu and Kashmir. In view of this, the Government ordered that the guidelines/instruc�ons issued vide Order dated May 3 shall remain valid �ll May 19.

Ÿ Lockdown 4.0: Chandigarh Administra�on Issues New Guidelines
In new guidelines issued by the Chandigarh administra�on it was announced that all UT Administra�on offices will func�on from 10 am to 5:30 pm. All the shops in internal sector markets (neighborhood markets) which were earlier allowed to open on an odd-even basis will now be allowed to open from 10 am to 6 pm on all days except the weekly off day. There will be strict emphasis on adhering to the social distancing norms.
The public dealing offices like Sampark Centres, RLA, Sub-Registrar office shall remain open. The general public can meet officers for their personal grievances from 10 am to 12 pm. Private offices have been advised to operate with 50 per cent of their staff while encouraging the rest of the employees to work from home. The Central government offices, offices of neighbouring states, banks etc. will have different office �mings to avoid simultaneous travel by office-goers and conges�on on roads. The shops in markets such as in Sector 46 Rehri Market, Sector 22-D, Shastri Market, Sector 15 Patel Market, Sector 41, Krishna Market, Sector 19, Sadar Bazar and Palika Bazar, Sector 18 Gandhi Market, Sector 27 Janta Market etc. will remain open on odd-even basis. The shops �mings will be from 10:30 am to 6 pm. The Sector 17 market,
Sector 34 market and shops on sector dividing roads are permi�ed to remain open. However, the shop �mings will be from 11 am to 6 pm. Street vending will be allowed on already earmarked vending zones on odd-even basis to those vendors authorised by the Municipal Corpora�on. Only the registered street vendors of Municipal Corpora�on will be permi�ed under strict social distancing norms. All malls such as Elante Mall, DLF Mall, Centra Mall and mul�plexes will remain closed, including essen�al shops, eateries and offices located in the mall.
Sweet shops and bakeries will be permi�ed to open. However, they will not be allowed to provide any dining facility within their premises. Home delivery of cooked/packed food will be allowed. The restaurants will be permi�ed to operate only for home delivery of cooked food.
All non-AC buses will be operated in tri-city with the consent of the neighbouring states. There will be a flat rate of Rs 20 per �cket. The passenger vehicles such as cars and taxies will be allowed. There will be maximum three persons in a vehicle. The auto-rickshaws are permi�ed to ply in the city on the condi�on that only one passenger is carried. The two wheelers can ply without a pillion rider. The pedal/cycle rickshaws will be allowed with only one passenger.

Ÿ Rajasthan: Employment Exchange to Address Mismatch Between Demand and Supply of Labourers
The department of Informa�on and Technology (IT) and RSLDC have started developing a portal for the labour employment exchange to ensure giving jobs to the migrant
workers as announced by Shri Ashok Gehlot, Hon'ble Chief Minister. Through this, the mismatch between demand and supply of workers in the state will be addressed. The industrial units can raise their demands on the portal. So far, over six lakh migrant workers have returned to the state.
