Students Diego Amador (Finney), Desteny Carrillo (Los Altos), Andrea Castro, (Veterans), Colton Cherry (Heritage), Preston Cortez (Daly), Joshua Duong (Vista Square) , Gyzelle Espinoza (Otay), Angelina Laxamana (Wolf Canyon), Sebastian Marquez (Rice), Luna Gomez (Castle Park), Sofia Petroulias (Valley Vista), Karissa Rodriguez (Valle Lindo) , Kayla Rosenberg (Hilltop Drive) led the Pledge of Allegiance. They also shared highlights about their respective schools.

School administrators accompanied the students to the meeting. The artwork displayed in the Dr. Lowell J. Billings Board Room was prepared by Castle Park, Finney, Heritage, Hilltop Drive, Los Altos, Otay, Rice, Valle Lindo, Valley Vista, Veterans, Vista Square, Wolf Canyon, and Daly Academy.

President Bunker thanked the students for sharing about their schools and presented each with a Certificate of Appreciation and a stylus pen engraved with the District's name.

3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN REPORTS, AWARDS, AND HONORS

A. Presentation of Newly Hired and Promoted Employees

There were no introductions.

B. Recognition of2017-18 District Classified Employee of the Year

Dr. Thiel stated the District is proud of the work of its classified employees and that the Classified Employee of the Year program was reintroduced this year. He said 19 schools and one department participated and that a committee selected Custodian II Jesus Cancino (Chula Vista Hills). Dr. Thiel added that Mr. Cancino has served at the school for 17 years, and he is a valued member of the community, loved by staff, students, and parents.

President Bunker presented Mr. Cancino with a Certificate of Recognition and congratulated and thanked him. Dr. Thiel shared that all 20 candidates for Classified Employee of the Year will be recognized at a District reception on May 15.

C. Recognition of Thurgood Marshall and Corky McMillin Elementary Schools Theater Teacher Antonia De Jerez for Her Appointment to the Visual and Performing Arts Standards Advisory Committee

Dr. Escobedo said that in January 2018, the California State Board of Education appointed 21 members to the Visual and Performing Arts (VAPA) Standards Advisory Committee. He introduced District VAPA Teacher Ms. De Jerez, one of only two teachers in the county appointed to the Committee. Dr. Escobedo said that Ms. De Jerez was a great sixth grade teacher, and that she now does amazing arts things with the students, shares her expertise, and influences VAPA throughout the state.

President Bunker presented Ms. De Jerez with a Certificate of Recognition. Board Members congratulated her.

D. Report on District Cohort Schools: Castle Park, Myrtle S. Finney, Lilian J. Rice, Valle Lindo, Valley Vista, and Wolf Canyon Elementary and Daly Academy for the 2016-17 School Year

Dr. Ciriza introduced Principal Lead Dr. Debra Mclaren (Wolf Canyon), who presented Legacy Cohort members: Principals Dr. Carmen Emery (Valley Vista), Veronica Konkoly (Rice), Erik Latoni (Valle Lindo), Alicia Moreno (Castle Park), Dr. Beverly Prange (Finney); Associate Principals Veronica Delgado (Rice) and Lisa Lines (Wolf Canyon); and Coordinator Joseph Prosapio (Daly Academy). The group reported on efforts to support Local Control and Accountability Plan (LCAP) goals, California Assessment of Student Performance and Progress (CAASPP) results, and cohort work to further students' social-emotional and physical development. They also answered questions from Board Members.

Board Members thanked and commended the presenters and remarked on several aspects of the presentation.

F. Report on Equity in the District for the 2017-18 School Year

Dr. Ciriza said the District has been working hard on equity and introduced a team led by Executive Director of Research, Evaluation, Accountability, Analysis, and Instruction Services Ernesto Villanueva. Mr. Villanueva, Dr. Mclaren, Principal Jacob Ruth (Chula Vista Hills), and Teacher Rosa Martinez (Hilltop Drive) provided an update on progress in improving equity access for all students in the District. They highlighted areas such as work with Dr. Jeff Duncan-Andrade and with the Multi-Tiered System of Support (MTSS) framework. Presenters also answered questions from the Board.

Board Members thanked the presenters, commended District staff and encouraged them to continue the work, praised Dr. Escobedo for leading the effort, and said the Board is excited and supports this work. Dr. Escobedo thanked Board Members for their kind words and said it takes the Board and its vision in a team effort, that he appreciates Chula Vista Educators (CVE) President Susan Skala and Ms. Martinez [who is also CVE Vice President] for being instrumental in this work, and that the values of the District and CVE are meshing and creating a synergistic effect that has garnered state recognition. He shared that the California School Boards Association (CSBA) requested an interview to discuss these efforts as well as District safety measures and how the District helps students with trauma. Dr. Escobedo added that the University of Southern California recommended the District for the interview.

4. COMMUNICATIONS TO THE BOARD OF EDUCATION

A. Chula Vista Classified Employees Organization

Chula Vista Classified Employees Organization President Peter Zeitler said Dr. Escobedo has made a difference in the District, thanked him for implementing the Classified Employee of the Year program, and remarked that Dr. Thiel was instrumental in getting the process off the ground. He spoke about cuts to computer technician and library time, saying that maybe it is time to look into funding those positions through the District. Mr. Zeitler acknowledged Mr. Cancino, saying he will do anything for the school and does not like the spotlight. He thanked the Board for working collaboratively and the Facilities Department for the work done during Spring Break on the

cafeteria serving lines at Castle Park and Rice. Mr. Zeitler also thanked Child Nutrition Services Director Jeff Landers for making a big difference in the food quality and on getting parents to submit lunch program applications. On a personal note, he congratulated his son and daughter-in-law who just had a baby boy.

B. Chula Vista Educators

Ms. Skala thanked Board Members for their vision and support in making the MTSS come to life and Dr. Escobedo for his kind words; and said she would never have believed so much could be accomplished in such a short time. She commented that Friday, April 20, is National Day of Action to Stop Gun Violence in Schools, a day promoted by the California Teachers Association. Ms. Skala said CVE will prepare talking points and ideas for teachers on activities for the day and asked Board Members to share any ideas they may have. She acknowledged and thanked Resource Specialist Program (RSP) teachers who were at the meeting, adding the program is in need of a makeover and that a few of the teachers will share their experiences during Oral Communications. Ms. Skala stated that CVE is willing to work with the District on finding solutions and that a process is in place to establish a committee for that purpose. She shared concerns regarding Personal Necessity Leave (PNL) and expressed the desire to work with the District on defining what PNL is and what it is not.

President Bunker called a recess at 8:59 P.M. and reconvened at 9:09P.M.

5. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken.

RSP Teachers Shannon Cleator, Shannen McKinney, and Jody Phillips addressed the Board on concerns related to RSP Itinerant Teachers in the District and expressed a willingness to work with the District to identify solutions. Ms. Skala read a statement by RSP Teacher Nichole Johnson regarding similar concerns.

President Bunker thanked the RSP Teachers for sharing their concerns with such eloquence and passion. Board Member Tamayo asked for clarification on RSP Itinerant Teachers not having a job description.

Dr. Escobedo and Dr. Thiel clarified there is one-for RSP Teachers­and that "itinerant" refers to RSP Teachers who travel to other schools. Board Member Tamayo also asked about RSP Itinerant Teachers not having keys and Board Member Reyes asked about paying for their own supplies. Dr. Escobedo said he will look into those issues.

After the Consent Calendar was approved, Board Member Tamayo mentioned the retirement of Executive Director of Language Development and Instruction Emma Sanchez. He said Ms. Sanchez has been in education for 31 years, has done an amazing work, and has an amazing talent that the District is losing. Board Member Tamayo mentioned that the impact Ms. Sanchez has had in the lives of so many children is remarkable and that teachers talk about her skill set and her great service to the District. He commented that the person who replaces Ms. Sanchez has really big shoes to fill and recognized and applauded her.

Ms. Sanchez thanked Board Member Tamayo for his kind words and said she indeed has been at the District for 31 years and an additional four years in Los Angeles, commenting that the time went very fast. She shared that working in education has been her life and the District has been her family; that it has been an honor to serve such an amazing educational community; that she can say Chula Vista Elementary School District is the Number 1 district in the county, state, and nation; and she is proud to have served here. Ms. Sanchez remarked there are many people she is thankful for-Board members, superintendents, administrators, District staff members, teachers, parents, and students. She stated that she has many memories and wonderful stories and that she will leave loving what she does and with much gratitude. Ended by thanking everyone for an amazing journey and for the support.

Vice President Humphrey addressed Ms. Sanchez saying she has known her for many years. She commented that every time she thinks of Ms. Sanchez, two words come to her mind-grace and class, adding that Ms. Sanchez always has time for everyone, no matter how busy she is. Vice President Humphrey said Ms. Sanchez is a special person, thanked her, and stated it has been a joy knowing her.

7. PUBLIC HEARINGS Public Hearings

A. Conduct Public Hearing on The Learning Choice Academy- Chula Vista Charter School Petition

Dr. Ciriza said the District received a charter petition for establishment of The Learning Choice Academy (TLC)- Chula Vista. She introduced TLC Executive Director Debi Gooding and Assistant Director Mary Leeds. Ms. Gooding also introduced TLC English Learner Coordinator Laura Moreno. The group provided a presentation highlighting the charter's program and answered questions from the Board.

President Bunker opened the public hearing and asked if anyone wished to be heard.

Association Director, School Development for Southern California Dr. Jennifer Reiter-Cook; and Science Teacher Rhonda Wixon spoke in support of the charter petition. Julie Haslim also submitted a Request to Be Heard card but did not approach the podium when called.

President Bunker closed the public hearing.

B. (1) Conduct Public Hearing; and

Mr. Esquivel explained that every two years, the State Allocation Board revises the developer fees that are implemented on new development within the state, in this case for the District. He said these fees are not applicable to developments within Mello Roos and most fall outside of the Community Facilities District, mostly in western Chula Vista. Mr. Esquivel stated the District is looking to increase residential and commercial rates over the next two years and if approved by the Board, the increased rates will be in effect in 60 days-on June 11.

President Bunker opened the public hearing and asked if anyone wished to address this item. No one spoke. President Bunker closed the public hearing .

(2) Adopt Resolution Approving and Adopting a Developer Fee 2017-18.87 Justification Study for New Residential and Commercial/ Industrial Development and Adopting the Fees Established Therein

Mr. Farias: • Shared that he visited Kellogg, Palomar, and Veterans and had very

positive experiences at all three sites.

Mrs. Humphrey: • Said she visited Vista Square.

12. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Said he continues working with the whole issue of school safety and

improving District processes. Added he looks forward to talking with the CSBA reporter next week.
