Sigsbee Park celebrated its 50th anniversary May 29.

The celebration was highlighted by the stu-dents of the school performing song and dance routines empha-sizing the diversity of the past 50 years of music and dance. The students were separat-ed by grade, with each

grade paying homage to one of the previous five generations.

Naval Air Station Key West’s MWR Child

Development Center was awarded National Association for the Education of Children (NAEYC) accreditation last week, making it the only childcare facility in the Lower Keys to earn that distinction.

The road to accredi-tation began nearly two years ago when Cristina Chaves took the reins as CDC Director in August 2007.

“When I got here I started to work on it,” she said. Chaves transferred from a base in Texas that had just completed the lengthy process of accreditation.

The NAS Key West facility’s last certifica-

tion was in 2004 and the NAEYC standards were upgraded in 2006 to add more requirements and higher expectations in 10 areas, including curricu-lum, staff certification, management and family interactions. NAS’ CDC re-accreditation was due in this year.

“It’s been a wonderful journey, but a long one,” Chaves said.

All but two scores were above 100 percent. Only 80 percent is required for accreditation.

“I was happy to see that because I know how hard the staff worked,” she said.

“That is our life, that is what we lived for,” said Lead Teacher Carmelita Delostrinos as she point-ed to the eight oversized binders submitted for the accreditation process.

Although the 2009 hurricane pre-dictions put the amount of hurri-canes expected this year at aver-

age, the Sunshine State is still preparing in case of a major storm.

As part of the state’s annual hurricane exercise, members of the Florida National Guard, B Company, 2nd Battalion, 151st

Aviation (Security and Support) stationed out of Cecil Field, Jacksonville, Fla., con-ducted training missions at Naval Air Station Key West this week.

The Navy began to imple-ment NAEYC’s practices in 1986, according to Bette Colter, Child and Youth Program Specialist with Commander, Navy Installations Command Headquarters Fleet and Family Readiness.

With the passage of the Military Child Care Act (MCCA) in 1989, accreditation became mandatory for all military CDCs, Colter noted. The MCCA also included guidelines on curriculum and staffing.

“In 1998, President Clinton applauded military childcare,” she added. “The president said, ‘Military Child Development Programs have attained a repu-tation for abiding commitment to quality in the delivery of childcare.’”

Colter reviews each instal-lation CDC candidacy and annual report before they are submitted to ensure that they are compliant with the NAEYC to ensure “clear understand-ing and descriptions of com-

pliance with NAEYC stan-dards and criteria.” She also acts as a liaison between the CDCs and NAEYC when ques-tions or concerns arise.

According to Chaves, the Navy’s expectation is that CDCs must meet NAEYC. All centers in the Navy must get NAEYC accredited.

“It’s like a gold star of quality,” she said.

The National Association for the Education of Young Children began 80 years ago as the National Association for Nursery Education as a way to ensure quality nursery programs, producing publica-tions on childcare and early childhood education. In 1985, NAEYC established its accredi-tation program.

“The association (NAEYC) is a very strong advocate for the best practices for educating chil-dren,” said Stephanie Olmore, director of Program Assessment & Compliance.

Areas in which the CDC received the highest scores were those in which the center is going above and beyond the NAEYC standards.

“It’s really quite commend-able,” Olmore added.

MWR Child and Youth Program Director Brian Pauly said Chaves “holds herself to higher standards. She steps it up and says ‘we’re not going to be average.’

“I am extremely proud of Tina and the entire CDC staff,” Pauly added.

The formal NAEYC accredi-tation letter noted that the NAS Key West Child Development Center is “one of the first pro-grams in the country to earn the mark of quality represent-ed by the reinvented NAEYC Accreditation system.”

“Achieving accreditation has always been a notewor-thy accomplishment,” Colter said, adding, “Considering the work entailed and the high standards required, NAEYC accreditation in 2009 by NAS Key West CDC is especially commendatory.”

“We practiced air move-ment of people such as a FEMA (Federal Emergency Management Agency) direc-tor and also supply, things like meals and water,” said Company Commander Maj. Tom Warner. “We would also help with damage assessments,

particularly bridge assessments and roadways here in the Keys. Anything the state and county needs us to do.”

The training, which includ-ed locating helicopter landing points near medical facilities through the Keys and familiar-izing pilots and personnel with areas, also gave the Florida Guard the chance to work with their North Carolina detachment.

“We’ve never worked with them in person,” Warner said. “We’re seeing how we work together and how people devel-

Rickel, also the technical inspec-tor and enlisted flight instruc-tor in charge of the helicopter’s hoist training said the training period has come with some great “lessons learned.”

“We’ve gotten a lot out of it, with the movement, setting up the advanced party, having the convoys come in,” Rickel said. “We didn’t have any major items forgotten but learning what would have been nice is a great dry run rehearsal for an

actual mission.”The training at NAS Key West

has also helped the guard units to practice in a new environ-ment.

“The training has been very good, we’ve conducted numer-ous sorties and our people are focused on operations in a real-world mission. They’re able to concentrate better on what we’re doing than when we train at home,” Warner explained.

Warner also complimented the NAS Key West team and said the air station was very accom-

modating, even on short notice.“When we first contacted Key

West the response was ‘What do you need,’” he said. “They wel-comed us with open arms.”

While getting familiarized with the area, the guard unit also got a chance to meet with and form relationships with the local com-munity emergency responders.

“Everything has gone well. We’re working as one unit and that’s great,” Rickel added. “Now we have a plan, and in case of an actual hurricane strike, things will go smoothly.”

“Sigsbee Elementary remains a vital part of the Navy community here. When peo-ple receive orders to Key West, their first questions are always about schools,” he said.

Later in the day the school held a “Family Fun Festival,” which featured a silent auc-tion, face painting and a disc jockey.

Silent auction donations ranged from local restau-rant gift certificates - Sunset Lounge, Salsa Loca, Goldman’s Deli, Hurricane Hole and the Dolphin Deli - to a weekend stay at the Islander Resort,

tour packages with the Yankee Freedom, White Knuckle Thrill Ride and Historic Tours of America and jewelry from Diamonds International, Pacific Jewelry and Peachy Keen.

The silent auction raised $4,000, which will be split between Sigsbee Charter School and the Sigsbee Parent Teacher Organization.

“The event was a huge success,” said Leslie Crabbs, president of Sigsbee Charter School. “We really had a lot of support from the military.”

Organizations that donat-ed their time were the Army Special Forces Underwater Operations School, the NAS Key West Chief Petty Officers Association, Fleet Readiness Center Southeast Det. Key West, Navy Munitions Command Southeast Det. Key West, Naval Branch Health Clinic Key West, Sigsbee Elementary teachers

and the Charter School Board.The Monroe County School

Board plans to keep Sigsbee Elementary open until the 2010-2011 school year. The Sigsbee Charter School Governing Board Team hopes to open Sigsbee as a charter school this year.

“The military child needs a place where they can feel accepted immediately and be in an environment that under-stands their unique needs in a timely manner,” said Crabbs. “The Key West community

needs this charter school, to offer a diverse educational experience, one that taps on the unique environment here and capitalizes on the many treasures that abound in the Keys.”

Either way, the Auto Skills Center staff will demonstrate oil changing techniques at its first Basic Car Care Clinic June 20 at the center on Boca Chica. The clinic will run from 1 - 2 p.m. and is free to all MWR-eligible patrons.

The clinic will be the first in a series to introduce techniques and skills for owners who would like to know more about maintaining their vehicles. Upcoming clinics will include such maintenance items as checking fluids, changing fuses and bulbs, using jumper cables and changing tires.

“Basic car care was often included in driver’s education classes,” said Arthur Johnson, Auto Skills Center manager. “Young drivers today don’t often know how to check the basics, which, if neglected, can be costly in terms of repair.”

The chief of naval per-sonnel announced plans to expand the

Navy’s Perform to Serve (PTS) program to include all Sailors, E-6 and below, with 14 years or less of service, beginning June 1 as described in NAVADMIN 161/09.

PTS is a centralized reser-vation system that helps the Navy manage reenlistments of Sailors with less than 10 years of service, or Zones A and B. The expansion of the PTS program allows the Navy greater flexibility to control the number of Sailors in spe-cific ratings and provides bet-ter advancement opportuni-ties for Sailors, while helping

the Navy manage manpower requirements.

“The Perform to Serve pro-gram is an essential tool that allows us to provide stable and predictable manning to the fleet. It will allow us to keep a balanced force based on expe-rience, skill sets and senior-ity matched to requirements,” said Vice Adm. Mark Ferguson, chief of naval personnel.

The NAVADMIN expands PTS to include Zone C Sailors with 10 to 14 years of ser-vice. Therefore, all E-6 and below Zone C Sailors with an End of Active Obligated Service (EAOS) date on or after Feb. 1, 2010 must sub-mit a PTS application regard-less of their reenlistment intentions. However, Zone C Sailors selected for or already advanced to chief petty offi-cer are exempt.

In addition to members of the chief petty officer com-munity, exemptions include Sailors currently under per-manent change of station (PCS) orders, Sailors with an approved conversion package and Sailors with an approved selected reenlistment bonus (SRB) precertification.

According to statistics from the Center for Career Development, in 2008 almost 90 percent of Sailors who applied for PTS remained in their cur-rent rating. Quality Sailors who

hold ratings in overmanned fields may be offered reenlist-ment in an undermanned rat-ing. However, Sailors with a poor performance history may not be granted permission to reenlist.

“Our future is in our E-4, E-5, and E-6 petty officers who should see advancement opportunities in their future in an organization that rewards the best performance,” said Ferguson.

Sailors should consult their career counselors about 15 months prior to their EAOS to complete the required paper-work and request their com-mand submit a PTS applica-tion, regardless of their inten-tions to re-enlist.

The Navy College Learning Center (NCLC) is in its fifth year of

operation and has awarded certificates of completion to more than 180 active duty ser-vice personnel who took the two-week, fifty-two hour Pre-ASVAB Prep course.

In addition to the enrollment in the Pre-ASVAB class, active duty Sailors, Coast Guardsmen and Marines have either enrolled in the classes with temporary orders or during off-duty hours. Adult Family Members have also taken advantage of the many pro-grammed learning modules.

The Learning Center Program is a product of PLATO Learning, Inc., an industry leader in developmental edu-cation solutions. The curricu-lum resource delivers thou-sands of hours of instruction in reading and writing and math, science, life skills and a multitude of other academic disciplines aimed at support-ing the widest possible range of learner needs. Its database is the largest in the industry.

Persons who are mandated to take College Level Examination Program (CLEP) tests as a pre-requisite to receiving Tuition Assistance will find that the Learning Center is exactly what is needed to increase test scores. Individuals scheduling the CLEP via the Navy College office can set up a cost-free account with

the Learning Center and use the pre-programmed modules on their own schedule. They may also be allowed to report to the center for a two-week period in lieu of reporting to work by approval of the command career counselor, who can be reached at 293-2481.

Active duty personnel who must retake the ASVAB may be eligible to receive tempo-rary orders allowing them to participate in the 52-hour Pre-ASVAB Preparation Class. The ASVAB class involves a mini-mum of 26 hours per week Monday through Friday, from 9 a.m. to 3 p.m.

Instruction is designed to improve test scores in Paragraph Comprehension, Word Knowledge, Arithmetic Reasoning, Mathematics Knowledge, General Science, and Mechanical Comprehension.

Referral for the ASVAB Prep Class is made by the career counselor and approval obtained for attendance dur-ing working hours may be

possible by running a request chit. Once approval is received for participation, the roster is sent to the NCLC facilitators to ensure reservation of class time and computer assign-ment. Other students inter-ested in off-duty enrollment may register at the learning center in person. A certificate of completion is provided to the student for inclusion in their personnel file.

Active duty personnel, adult family members, retirees, and reservists are eligible to enroll for preparation modules. These include preparation modules for the GED, ACT, SAT, CLEP, CBEST and college placement exams. Active duty personnel and adult family members who intend to enroll in col-lege should consider using the pre-programmed modules as a refresher prior to challenging their courses.

If weather forecasters could tell you with 100 percent certainty a hurricane will

strike the Keys on September 10, 2009, what would you do between now and then?

Obviously no one can make such a forecast with any skill. You should always be ready for a potential hurricane strike. With the initial seasonal hur-ricane forecasts are out of 12 - 13 named storms, 6 - 8 hur-ricanes and 2 - 3 major, early indicators are pointing to an “average” hurricane season this year.

So what exactly does “aver-age” mean?

Average means everyone needs to prepare for the worst. It only takes one storm to destroy a city and more impor-tantly, the lives of the unpre-pared. The current forecast also calls for a near-average chance of a major hurricane hitting the U.S., both along the east coast (32 percent chance,

31 percent chance is average) and the Gulf Coast (31 percent chance, 30 percent chance is average). The Caribbean is also forecast to have an aver-age risk of a major hurricane.

Remember, seasonal fore-casts made in April are just an educated guess on what to expect. The global and tropical computer models used in these forecasts are not exact and usu-ally change. That’s more of a reason to be prepared.

Meteorologists and other scientists look at many fac-tors when making a forecast. Right now they see indications of increased levels of vertical wind shear in the atmosphere which tends to decrease Atlantic hurricane activity. Sea surface temperatures (SST) in the tropical Atlantic over the past several months are also at their coolest level since July 1994. For the amateur weather-guesser, cooler-than-normal waters are good news because it means less heat energy for developing hurricanes. Cooler temperatures also mean high-er barometer readings and

stronger-than-normal trade winds. Put all these weather “ingredients” together and it’s not a very inviting environ-ment for hurricane formation and growth.

Another weather phenom-enon forecasters look at is El Niño. El Niño is a disruption of the ocean-atmosphere sys-tem in the Tropical Pacific that has a big impact for weather and climate around the globe. Atlantic hurricane activity is lowest during El Niño years and highest during La Niña or neutral years. For the upcom-ing season it looks like the cur-rent weak La Niña conditions will transition to neutral and perhaps weak El Niño condi-tions (50 percent chance).

One thing is for certain; eventually a hurricane will come to the Keys. It could be in 2009 or it may be 100 years from now. The potential for disaster here requires you to be ready just like putting on a seatbelt each time you start your car. You never expect to get in a crash but one day it could happen and you’ll be

glad you buckled up. Be ready to put on those house shutters and get out your pre-prepared hurricane plan of action.

Remember the only thing that defines a “bad” hurricane season is the hurricane that strikes your area.

T he following is an article I wrote in May 2008. I looked it over and I can’t

think of too much more to say - even after reviewing les-sons learned from the 2008 Tropical Storm Season that had us both shelter (TS Fay) and evacuate to safe-haven Orlando (Hurricane Ike); not to mention the near misses of Hannah and Gustav.

That said, I would like to add the following: The devastation

of the 2005 season is well behind us but so is some of that corporate k n o w l e d g e . Many of our shipmates and c o - w o r k e r s have since left the NASKW

team. Some of our new folks have not experienced tropical weather before or been sta-tioned 140 miles out to sea

with only one way in and one way out.

If you are one of those new folks I ask you to heed the advice of those more expe-rienced team members as well as ready yourself for the upcoming tropical storm sea-son by first reading this edition of the SMF from cover to cover and then take the appropri-ate actions to make yourself ready.

For our more experienced team members, please set the example when it comes to hurricane preparedness and please look out for those who have recently arrived. Pay spe-cial attention to those mid-summer arrivals. Although we participated in the May 2009 hurricane exercise (HURREX), Citadel Gale, NAS plans another mini-HURREX in July to review our procedures and assist those who PCS into the area before peak season (mid-August through late October,

according to the National Weather Service).

So the only thing I can say right now is, “Are you ready?”

asking the same question. “Ready for what XO?”

Here is what I am talking about. We work, day in and day out, to meet our military mission. We train in our rate, MOS, occupation or warfare specialty; we equip ourselves with the proper tools and weapons to get the job done; we keep ourselves physically fit, we use Operational Risk Management (ORM) to man-age the risks inherent with military and base support operations and so on. The bot-tom line is we do all these things to be, say it with me now, READY!

Readiness on the homefront is just as important, more so in Key West if you think about it. Hurricane season is now upon us. Whether the season is active like 2005 or quiet like 2007 it only takes one tropical storm or hurricane to put the NAS Key West Hurricane Plan into action. This issue of the Southernmost Flyer is a great tool to guide you and your

family to be as prepared as you can be for such an event.

Part of being “ready” is having an evacuation plan. Depending on the storm fore-cast track and intensity, the commanding officer of NAS Key West, working in concert with local, county, and state officials, may order an evacu-ation of NAS Key West mili-tary members, government civilians, and their families to our out-of-area safe heaven.. An evacuation order needs to be taken very seriously. Evacuations must be done expeditiously, but safely. Have a plan. Review it frequently. It may be a good idea to run your own evacuation drill at home to ensure that you have thought of everything before the actual event. Buttoning up the homestead, securing valuables and making sure you have enough cash on hand are not things that any of us do every day. By plan-ning and practicing the plan we become better prepared for the unthinkable.

One of the most critical aspects of an evacuation is accounting for the where-abouts and well-being of every-one. NAS Key West’s Evacuation

Control Center (ECC) pro-vides the vital link between the personnel who remain at the air station and evacuated personnel. A 24-hour watch is set up at Orlando’s Navy and Marine Corps Reserve Center and manned by watchstand-ers from NAS Key West depart-ments and tenant commands. This watch will track the storm’s progress and effects, coordinate communications, find the resources requested by the commanding offi-cer, and many other tasks to ensure that evacuated per-sonnel and their families are kept informed of the situation, and to assist in the return and recovery operations after the storm passes.

An accurate muster is essen-tial to a quick recovery. The ECC needs to know the location and recall number of every evacuee. That information is essential because, depending on the spe-cific damage caused by the hur-ricane, certain skill sets may be urgently needed to start repairs at the air station. The ECC will contact the needed personnel, and coordinate their transpor-tation back to NAS Key West. If

I wasn’t on the job too long after taking command when I had to deal with my

first Key West area hurricane. Hurricane Ike swung close last September and forced us to evacuate. Fortunately,

the Keys were spared a direct hit. This year, f o r e c a s t e r s are predicting a relatively quiet hurri-cane season but whether you have one storm or a dozen, the one that hits

you turns a good summer into a bad one. Preparing for that ONE storm before it gets here is what everyone should

be doing now.Many military families here

have little or no experience regarding hurricane prepara-tion and survival. The ever-changing weather patterns haven’t tossed anything in our direction since the hurricane-filled summer of 2005. This issue of the “Southernmost Flyer” contains important infor-mation relevant to all Naval Air Station Key West personnel and their families. There are many other checklists available at local stores. Be prepared, stay informed, and take care of your shipmates.

Hurricane evacuations are a part of life in the Keys. In cooperation with other emer-gency management officials, the commanding officer of the base will make the determina-

tion of shelter in place, relo-cate to a base shelter or evacu-ate. Last season NAS Key West began using the One Call Now automated phone message system to keep department heads and tenant commands informed of rapidly changing situations. Review evacuation checklists so that when the order is given, you know what to do. You can’t take everything with you so now is the time to prepare. Review your contact information on Navy Family Accountability and Assessment System (NFAAS) and Total Workforce Management Services (TWMS). Mustering, evacuation orders and entitle-ments are based upon these online services.

Your hurricane prepara-tions should include a review

of personal property insur-ance policies. If your car has a base decal, it’s supposed to be insured. Many Sailors have learned hard financial les-sons by not being adequately insured. It’s well worth the affordable cost to protect your personal property. For active-duty military families, one of the benefits of living in a gov-ernment housing home is no-cost, personal property insur-ance for up to $20,000 with a $250 deductible.

In the past, the Navy paid families to evacuate and pro-vided special allowances if families were displaced from hurricane-damaged homes, however, don’t expect to make a windfall profit if government reimbursement is provided. Watch what you spend and

treat every expense as if it was coming from your personal budget. There’s no guarantee the Navy will provide the same allowances and benefits as they did in the past. Keep an eye on your expenses and pay the bills when they are due.

We rush to evacuate and it’s easy to lose focus on what’s important: Safety. Accidents happen when we lose our focus. Several years ago, an air sta-tion family lost their home to an unattended cooking fire while they were packing their car for evacuation. Keep an eye on safety this hurricane season.

Hurricanes are a fact of life in the Keys. The time to get ready for a hurricane isn’t when it’s churning a few hundred miles offshore. Prepare now before the storms form.

Measuring the powerSAFFIR-SIMPSON SCALE

The Saffir-Simpson scale categorizes hurricanes based on the storm’s wind speed, storm surge and the degree of damage expected. A storm’s strength is classified by categories from one to five.

CATEGORY ONE

★ Sustained winds of 64-82 knots (74-95 mph) with a storm surge of 4-5 feet above normal. There is normally no real damage to building structures, except for unanchored mobile homes and sheds. Poorly constructed signs, piers, trees, and shrubbery normally sustain damage, along with coastal flooding of low-lying areas.

CATEGORY TWO

★ Sustained winds from 83-95 knots (96-110 mph) with a storm surge 6-8 feet above normal. At this point, minor structural damage occurs including poorly constructed roofs, doors, and windows. Expect significant damage to mobile homes, poorly constructed signs, and piers. Low lying areas will begin flooding up to four hours prior to the storm making landfall due to the storm surge in the wake of the storm. Small craft in unprotected anchorages will break moorings.

CATEGORY THREE

★ Sustained winds from 96-113 knots (111-130 mph) with a storm surge 9-12 feet above normal. Mandatory evacuation for all non-essential service members and their families will occur. Expect significant structural damage to small residences due to storm surge and sig-nificant flooding, as well as loss of power due to blown over telephone poles and trees. Mobile homes and poorly constructed signs will be destroyed.

CATEGORY FOUR

★ Sustained winds from 114-135 knots (131-155 mph) with a storm surge 13-18 feet above normal. Expect extensive damage including roof and wall failures on small residences due to high winds and high storm surge. Expect the storm surge to begin flooding up to five hours prior to the storm making landfall. Docks and piers will sustain major damage or be destroyed. Expect the loss or damage of small craft either anchored or docked on the island.

CATEGORY FIVE

★ Sustained winds of 136 knots or higher (156 mph or higher) with a storm surge generally 18 feet above normal. Expect catastrophic damage to occur, including complete structural failure of residences and massive flooding of the entire island. Significant land erosion will occur as well as the loss of all foliage.

Only three Category Five hurricanes have made landfall within the continental United States in recorded history resulting in significant coastal damage, catastrophic structural failure, and a great loss of life. These include the Hurricane of ‘35, which made landfall in the Middle Keys; Hurricane Camille, which made land-fall in Mississippi in 1969; and Hurricane Andrew, which made landfall in South Florida in 1992. Hurricane Katrina, which made landfall in eastern Louisiana in August 2005; Hurricane Rita, which made landfall along the Texas/Louisiana border in September 2005; and Hurricane Wilma, which made landfall over south-ern Florida in October 2005 all reached Category Five strength but decreased in intensity prior to making landfall.

Experience shows that the use of short, distinctive given names in written as well as spoken com-

munications is quicker and less sub-ject to error than the older more cum-bersome latitude-longitude identifica-tion methods. These advantages are especially important in exchanging detailed storm information between hundreds of widely scattered stations, coastal bases, and ships at sea.

Since 1953, Atlantic tropical storms have been named from lists originated by the National Hurricane Center. They are now maintained and updated by an international committee of the World Meteorological Organization. The orig-inal name lists featured only women’s names. In 1979, men’s names were introduced and they alternate with the women’s names. Six lists are used in rotation. Thus, the 2008 list will be used again in 2014.

The only time that there is a change in the list is if a storm is so deadly or costly that the future use of its name on a different storm would be inap-propriate for reasons of sensitivity. If that occurs, then at an annual meeting by the WMO committee (called primar-ily to discuss many other issues) the offending name is stricken from the list and another name is selected to replace it.

Several names have been changed since the lists were created. For exam-ple, on the 2007 list (which will be used again in 2013), Dorian has replaced Dean, Fernand has replaced Felix, and Nestor has replaced Noel.

In the event that more than 21 named tropical cyclones occur in the Atlantic basin in a season, additional storms will take names from the Greek alpha-bet: Alpha, Beta, Gamma, Delta, and so on. If a storm forms in the off-season, it will take the next name in the list based on the current calendar date. For example, if a tropical cyclone formed on December 28th, it would take the name from the previous season’s list of names. If a storm formed in February, it would be named from the subsequent season’s list of names.

Hurricane Season is here, and living in Key West means there is a good pos-

sibility of having to evacuate. Given this, there are four Chief of Naval Operations (CNO) man-dated items for all Department of the Navy (DoN) personnel: enrollment in the Defense Travel System (DTS) Web site, obtain-ing a Government Travel Charge Card (GTCC), updating your Navy Family Accountability & Assessment System (NFAAS) account, and updating your Total Workforce Management System (TWMS) self-service account.DEFENSE TRAVEL SYSTEM

Per NAVADMIN 315/08, DTS is

the Department of Defense (DoD) mandated electronic order writing system when DoN personnel go on official Temporary Duty Travel (TDY) or if there is a need to evacu-ate due to a natural disaster. All mil-itary personnel must be enrolled in DTS, or they will not receive reim-bursement after an evacuation until enrollment is completed and DTS orders are written. Military family members and DoN civilians and their family members will be issued separate evacuation orders by their sponsor’s command using a different system than DTS. DTS travel advances and claims will be processed online, and all non-DTS advances and travel claims will be filed with the Jacksonville Travel Processing Center (TPC) by com-pleting a paper travel voucher. The

main advantages of DTS are quick advances for those who are ineli-gible for a GTCC, as well as quick payment of travel claims upon return of an evacuation, most times within two to three work days, vice two to three weeks with TPC. GOVERNMENT TRAVEL CHARGE CARD

Per NAVADMIN 316/08, all DoN personnel are also mandated to have a GTCC. GTCCs shall be used during all official TDYs and evacu-ations to pay for essential needs such as gas for vehicles, food, lodg-ing, tolls, rental car (if needed), and

even withdrawing cash advances; however the GTCC SHALL NOT be used for non-essential items such as gifts and entertainment. All card transactions are recorded, and any fraudulent use is punishable under the UCMJ. The process to obtain a GTCC can take one to three weeks, so contact your command GTCC Coordinator today.

NAVY FAMILY ACCOUNTABILITY & ASSESSMENT SYSTEM

During the Navy-wide hurri-cane exercise held in May, several personnel did not have accurate recall information listed in NFAAS. NFAAS is used to account for all DoN personnel and their family members during and after a natu-ral disaster. NFAAS was used for Hurricane Ike in September 2008 when all Key West DoN person-nel and their families were ordered to evacuate to the Orlando safe haven. Updating NFAAS takes only a few minutes and can be accom-plished at https://navyfamily.navy.mil. Log in using the sponsor’s SSN and date of birth, then click on the “My Info” tab. All information contained within is pulled from the Defense Enrollment Eligibility Reporting System (DEERS) data-base. If your DEERS information is inaccurate, contact PSD Key West.

TOTAL WORKFORCE MANAGEMENT SYSTEM

Finally, all DoN military and civil-ian personnel in Key West must update their TWMS information as well. This is where family informa-tion is pulled from to draft evacu-ation orders for military and Navy civilian family members. Login to https://twms.nmci.navy.mil/selfser-vice/. In the left-hand column, click on “Personal/Recall Information.”

One of the biggest concerns during Hurricane Ike, aside from accounting for personnel and family members, was having suf-ficient personal funds, so be sure you and your family are prepared now. Remember, it’s not a question of “if” a hurricane will affect Key West; it’s a question of “when.”

MedicalIn the event of a hurricane evacuation from Key West, and medical treatment is neces-sary, active duty members and their families who are enrolled in TRICARE Prime should fol-low the criteria below while traveling:

Emergency Medical Care: Go directly to the nearest civilian or military hospital emergency room.

Urgent Care: For non-emer-gent care, but a medical con-dition that cannot wait until

you return to Key West, con-tact Humana Military Health Services at 1-800-444-5445. They can help you find the nearest civilian medical facil-ity and can authorize the visit.

Pharmacy Services: If a net-work provider prescribes you medication, ask the provider for the location of the near-est network pharmacy. Please be advised that co-payments may be charged for prescrip-tions from a network pharma-cy. Save all receipts to submit for reimbursement later. If you suspect that you will need refills during a possible evacu-ation, we highly recommend that you obtain the refills at

the Branch Health Clinic Pharmacy prior to the evacua-tion. Do not wait until the last minute to attempt a refill.

Upon return to Key West:Active duty personnel: Retain your receipts and any paper-work associated with your treatment and contact the Branch Health Clinic Health Benefits Advisor for possible reimbursement.

Family Members: If you obtained medical care dur-ing an evacuation, you should contact the TRICARE Service Center at the Branch Health Clinic with appropriate

receipts so that proper reim-bursement can be made.

Non-TRICARE Prime patients should obtain medical care using the normal procedures as outlined for the TRICARE Standard and TRICARE Extra programs. For assistance, these members can contact Humana Military Health Services at 1-800-444-5445.

DentalIn the event of a hurricane evacuation from Key West, and emergency dental treatment is necessary, please follow the instructions below:

Emergency/Urgent Care for Active Duty Members

For emergency dental care that cannot wait until you return to Key West:

Contact a licensed dental provider in the area to which you have been evacuated. Use the Yellow Pages or other resources to assist you with finding a licensed dentist.

Upon arrival at the dental office, contact the Military Medical Support Office (MMSO) at 1-888-647-6676. When prompted, select option 2, and then option 2 again to reach Dental Claim Assistance.

ATTENTION – THIS MMSO INFORMATION IS ONLY VALID UNTIL JULY 31, 2009.

Starting August 1, 2009, active duty members must contact Dental United Concordia at 866-984-2337 for assistance.

Emergency/Urgent Care for Dependants/Family MembersFor emergency dental care that cannot wait until you return to Key West:

Call United Concordia at 1-800-866-8499 and request a listing of licensed dental pro-viders for the area to which you have been evacuated.

They can provide you with a listing of all local dentists who will accept United Concordia Insurance.

If we evacuate to Orlando, the safe haven offers many recreational opportuni-ties for Sailors and their fami-lies. Keep in mind that our mission is to safely evacu-ate, and then quickly recover the air station when ordered. Until the commanding officer authorizes the return, keep in touch with your supervisor, stay safe and be ready!

Adequate insurance coverage: An importantpart of hurricane preparationsFROM THE NAS KEY WEST STAFF JUDGE ADVOCATE’S OFFICE

With the 2009 Hurricane Season in full swing, people are stocking up

on emergency supplies, like batteries and bottled water, preparing their homes, and establishing evacuation/shel-tering contingency plans with their families. Additionally,

people should remember the importance of proper insur-ance preparation. Adequate insurance coverage is a tool that will look after your assets during a hurricane and there-after, while you look after your family.

Four years ago, many Key West citizens learned a diffi-cult lesson about the need for proper insurance, as they wit-nessed the devastating effects of Hurricane Wilma. Many people in the community, including servicemembers and government employees, found their homes and vehi-cles flooded and much of their personal property destroyed. Unfortunately, many people were uninsured, or found that their existing insurance poli-cies were inadequate to cover their loss.

It is very important that everyone evaluates their insurance needs. Take a few

moments to review your cur-rent insurance policy, or to evaluate your need for insur-ance. If you have renters insur-ance, homeowners insurance, or automobile insurance, make sure you understand the extent of your policy, the limit of your coverage, and the amount of your deductible. It is particularly important to know whether the policy cov-ers the sort of damages associ-ated with hurricanes, such as wind and flood damage. Some standard renters insurance policies that do not cover flood losses, and a number of hom-eowner’s policies that require the purchase of additional flood or wind coverage. If you simply do not have insurance coverage, make sure you have a financial plan in place to address potential losses from a hurricane.

Those people who rent prop-erty or reside on base should

seriously consider obtaining some form of renter’s insur-ance. If you reside on base, you are eligible to file a claim with the government for your loss, but your reimbursement will be limited to the depreciated value of your damaged goods, not the replacement value. Renters insurance, in contrast, compensates you at replace-ment value - not depreciation value. And, your claim will be processed significantly quick-er. The cost of renters insur-ance is usually affordable, and can provide varying amounts of coverage depending on an individual’s needs.

Once someone obtains the proper insurance coverage, he or she can enter the hurricane season secure in the knowl-edge that they are covered if their property is damaged or destroyed. Ask yourself the fol-lowing questions:

(1) If my home, apartment,

or government quarters are flooded, damaged, or lost dur-ing a hurricane, will I be reim-bursed for the loss or damage to my personal belongings?

(2) If my car, boat, or motor-cycle is flooded, damaged, or lost during a hurricane, will I be reimbursed for the loss of these vehicles?

(3) How much will I be reim-bursed for my loss?

(4) Is there a deductible?Of course, anyone consid-

ering the purchase of a new insurance policy should com-pare the costs and scope of coverage from various insur-ance companies before decid-ing on the policy best for them. Just as you would ask your-self about your evacuation contingency plan, as part of your hurricane preparations, you should also ask yourself the above four questions, and make sure you are able to answer them fully.

FROM NAS KEY WEST PUBLIC AFFAIRS

Approaching hurricanes get most in the Keys thinking about heading

north to evacuate. However, not every Key West-bound hurricane triggers an evacu-ation.

Naval Air Station Key West typically follows Monroe County hurricane procedures. Here in Monroe County, the forecasted strength of the approaching storm largely determines whether elected officials order an evacuation of Monroe County or not.

Local ShelteringCategory 1 and 2 storms may not trigger an evacuation of the Keys but military person-nel and their families may be ordered to leave government housing and move into tem-porary shelter until the storm passes. Depending on weather conditions and the threat of

flooding, families in military housing can be ordered to des-ignated, on-base shelter spaces until the storm passes. Monroe County also opens hurricane shelters at designated schools for those residing in town.

The updated NAS Key West hurricane instruction provides sheltering information for the base. If ordered to local shel-ters, the sheltering notice will be posted to the base Web site www.cnic.navy.mil/keywest.

Families sheltering on base should pack clothing, food, water, and hurricane emergen-cy kits (including flashlights and batteries) to take with them to the shelter. Conditions can be cramped but families are expected to remain only until the threat is passed. Family pets cannot remain in military housing areas or be brought to designated shelters. A pet shelter has been designated in the Supply Warehouse, Bldg. A-931, on Boca Chica. All pets must be caged and have a sup-ply of food and water.

Evacuation

An evacuation is typically ordered when a hurricane force winds are expected to reach Category 3 strength or higher (in excess of 111 mph). An evacuation may also be ordered in cases where hurri-cane conditions can be similar to a Category 3 storm, such

as storm surge or strong wind gusts.

NAS Key West follows the orders of Monroe County elected officials regarding evacuations. Military per-sonnel and their families are directed to the safe haven in Orlando and the air station is closed. No one, including pets, is allowed to remain in govern-

ment housing areas.Evacuations are part of the

Keys lifestyle and NAS Key West takes family safety seri-ously. The predicted path of the storm and its strength drives the decision to evacuate or shelter on station. Military personnel and their families need to be prepared for any circumstance.

Hurricane checklists for the Key West military family

Now is the best time to get together every-thing you may need for

the next hurricane emergency. There are two circumstances that you should be prepared for - local sheltering or evacuation. First, prepare your home. Bring inside: lawn furniture, trash cans, hanging plants, outdoor decorations or ornaments, or anything else that can be car-ried by the wind. Close win-dows and doors, then close hurricane shutters. Note: Tape does not prevent windows from breaking, so taping windows is not recommended.

SHELTERSIf ordered from Truman Annex or Sigsbee Park to locally shel-ter, evacuees should bring:• Blankets, sheets, pillows.• One gallon of water per

person per day (enough for three days), and non-perish-

able canned food that does not require cooking. Items such as ready-to-eat meats, fruits, vegetables, canned juices, high-energy foods such as peanut butter, jelly, crackers, granola bars, trail mix, and other snack foods.

Proof of residence, social security cards, insurance policies, birth and marriage certificates, stocks, bonds and other financial certifi-cates, irreplaceable photo-graphs, wills, deeds, com-puter backup files and cop-ies of recent tax returns.

Bring toys, games, cards and books for amusement.

EVACUATIONIf given the order to evacuate Key West for the safe haven in Orlando, evacuees should:• Identify ahead of time where

to go if told to evacuate. Learn the best evacuation routes to take. Get the tele-phone numbers of places you may go, as well as a road map in case you need to take alternative or unfamil-iar routes.

If time allows, call or e-mail an out-of-town contact to let them know where you are going and when you expect to get there.

• Fill the gas tank of your car.• Take with you proof of resi-

dence, social security cards, insurance policies, birth and marriage certificates, stocks, bonds and other financial certificates, irreplaceable photographs, wills, deeds, computer backup files and copies of recent tax returns.

• Make sure your neighbors have safe transportation.

• Take cash and/or traveler’s checks. (Remember, ATMs and “pay at the pump” services will not work in a power outage.)

• Make sure you take pet food, litter, cages or carriers, rabies certificates, leashes, collars with identification tags, and favorite toys with you. A photo of your pet is also a good idea, in case you are separated from the animal.

• Bring medications.• Pack food and water for the

long trip in the car.• Bring amusement items for

the trip.

The season for hurricane evacuation and moving is here. Whether you’re moving or temporarily evacuating, trav-eling by air or by car, across the state or the country, you can - and should - take your pets with you. It will take only a little extra effort and planning.

As you prepare to leave your home, pack a “pet travel kit” with your pet’s things. If you are traveling by air, be sure to

make your pet’s reservations well in advance. If traveling by car, never leave your pets unattended in a vehicle.

If you will be staying in a motel, make reservations in advance at animal-friendly facilities. Finding such a motel is easy. You can search the Internet or check out travel books for pet-friendly accom-modations. During emergen-cies, such as hurricane evacu-ation, most motels will accept pets if you have kennels for them. Upon arrival at your destination, if you need to board your pets, you can find kennels in the phone book yel-low pages or on the Internet. If you lose your pet, immediate-ly contact animal shelters in the area to provide your pet’s description and your contact information so your pet can

be returned to you if turned in to a shelter. It’s a good idea to have a picture of your pet with you in case they are lost.

Your pets are part of your family and will adapt to your move or evacuation if you give them a chance. As stressful as moving or evacuating is, it is much less stressful for your pet than being left behind to fend for itself or being placed in an animal shelter hoping for a new family. Pet Travel KitSturdy kennel: Keep cats and small dogs in kennel while

traveling; kennel may be lined with newspaper or “puppy house training pads” that can be thrown away in case of “accidents.” A cardboard box is not a suitable kennel.

Identification, collar, tags and leash: Keep collar with tag on your pet at all times; tag should include your name, address and phone number; ideally a tag will have an alter-nate phone number; micro-

chip provides permanent identification and is available at local veterinary clinics and the Florida Keys SPCA Animal Shelter on Stock Island.

Health papers: Vaccination record including rabies certifi-cate; health certificate signed by vet within 10 days of travel is required if traveling across state lines.

Photos: Current photo of pets to help you locate them should they get lost.

Food, water and dishes: One-week supply.

Medication: Heartworm pills, flea preventive, prescrip-tion medications.

Litter, litter box, scoop and plastic bags: For disposal of dog and cat waste.

Bedding, toys, chew sticks, treats: Take your pet’s favorite things.
