Description of Duties1. Lead the procurement function in ILO, ensuring transparent, ethical, efficient and cost-effective purchasingand contracting services.

2. Provide direction and guidance to Bureau staff and promote the development of knowledge and relevant

skills within the team.

3. Coordinate organization-wide procurement planning and strategy development. Develop the associatedBureau work programme and establish and monitor standards to ensure high level work performance.Ensure the availability of adequate human and financial resources.

4. Reflecting international best practices and regular client feedback, ensure that appropriate policies,procedures and processes emphasising competition, transparency and integrity are in place and followed,resulting in cost-effectiveness, procurement system efficiency and financial audit compliance. Ensure that allinternal processes and tools are documented and supported.

5. Provide advice to ILO managers including senior management on all issues related to purchasing andcontracting.

6. Anticipate emerging procurement trends and challenges and advise on directions to be followed.

DESIRABLE PROFILEThe set of qualifications below is indicative of the type of experience, education, language skills andcompetencies expected for this position.

EDUCATIONAn advanced university degree (Master's degree or equivalent) in business or public administration,procurement, management, law or related field. Professional certification in the field of procurement isdesirable.

EXPERIENCEA minimum of 15 years of experience in negotiating and administering purchasing and contracts, asubstantial part of which at the senior management level. Experience at the international level is required,preferably gained working in a United Nations System organization or another comparable large public sectorentity. Experience working with an advanced ERP system, preferably Oracle is desirable. Field experience adesirable asset.

LANGUAGESExcellent command of English or French with a very good working knowledge of the other language.Knowledge of Spanish would be an advantage.

APPENDIX I CONDITIONS OF EMPLOYMENT

- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internalrules.- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-fourmonth period (for non Geneva-based positions)- A successful external candidate will be on probation for the first two years of assignment.- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by theInternational Civil Service Commission. The ILO is international public sector employer and salary and otheremployment conditions are not negotiable.
