Ruspav will be located near Sibur’s petrochemicals operations, 400 km east of Moscow, and is expected to be operational in 2015. Demand for surfactants in the CIS is growing at more than 6%/y. The surfactants are used mainly in home and personal care products, and oil and gas applications, as well as in other industries. Sibur will contribute its raw materials, production and logistics capabilities to the joint venture. It will also, given its longstanding experience of the Russian petrochemicals market, support the development of the surfactants business in oil and gas markets in Russia and the CIS. Solvay’s Novecare, a worldwide leader in surfactants, will provide its expertise in surfactant technologies, its knowledge of formulations and market applications and its customer network, particularly in the home and personal care and oil and gas markets, including global key accounts with a strong presence in the region. In a related development, the site planned for the Ruspav manufacturing facility has successfully passed an environmental audit. In late 2011, Sibur completed the acquisition of the land plot within the Ethylene Oxide and Glycols facility of Sibur Neftekhim in Dzerzhinsk for the development of the new production plant. The environmental assessment of the site was carried out by Golder Associates, an international leader in the sphere of environmental consulting services. In 2011, Golder successfully completed the Phase I environmental assessment of the site for the prospective construction of new production facilities. During the course of the Phase II environmental site assessment carried out in 2012, the surface and subsurface environmental conditions of the site were documented and soil and groundwater investigations were carried out in order to identify possible contamination. As a result of the works conducted by Golder, no impacts were identified that may affect the construction of new chemical production facilities or development of the existing facilities in the investigated area. The new company will be established during 2012, with plans to begin manufacturing cosmetic ingredients for personal care products in 2H 2013. Initial and future investment is slated to total $6 M. Ajinomoto currently supplies more than 3000 cosmetic ingredients in about 50 countries around the world. ChemPoint will manage order placement and fulfilment, as well as technical assistance and support for the surfactants. DuPont Capstone fluorosurfactants are based on short- chain chemistry that cannot break down to perfluorooctanoic acid (PFOA) in the environment [see also p 3]. They offer customers the same or better performance as their predecessors without a compromise in fluorine efficiency. The fluorosurfactants are used in a variety of materials such as paints and coatings, adhesives, waxes and polishes, and industrial cleaning products. They enhance formulations by substantially reducing surface tension and by improving properties such as wetting and spreading, levelling, penetration, foaming control, chemical stability and thermal stability.
