David Zeis at- tended a portion of the meeting by telephone. All other members were present. The meeting began with the Pledge of Allegiance. Vice Chairman Nick Moser called the meeting to order and proceeded as follows: Moser asked if there were any changes to the agenda. Austin Lafrenz made a motion to approve the agenda, seconded by Greg Good- man; motion carried. Greg Good- man made a motion to approve the minutes, seconded by Stanley Dick; motion carried. Stanley Dick, on behalf of the Cavalier County Com- mission, wanted to congratulate the Langdon-Munich-Edmore football team on their undefeated season and state championship win. Stan- ley Dick made a motion, seconded by Austin Lafrenz, to appoint Greg Goodman to the Census Commit- tee Board, motion carried. Stanley Dick made a motion, seconded by Greg Goodman, to approve signing the Building Contractor’s Agree- ment for work to be completed in the Weed building, motion carried. David Zeis joined the meeting by telephone. Terry Johnston, Road Supervisor, and Jeff Daley, KLJ, met with the commissioners. There was discussion on the bridge scour anal- ysis they have been working on, possible road safety projects and fu- ture DOT projects. After much dis- cussion on various options for the road foreman position, no decision was made on how to proceed. There was discussion on the possibility of GPS units in the motor graders and trucks. David Zeis stated it was not cost effective when it was last looked into, and stated he needed to leave the meeting until later. The commissioners decided to see if the new machines had free GPS trials with them. Greg Goodman stated he would also look into some op- tions. The commissioners reviewed the townships that are currently using contractors for blading and/ or snow removal. Stanley Dick suggested moving the Osnabrock snowplow truck to Langdon Dis- trict. Terry Johnston also stated he felt it is important to have a snow- plow truck in Langdon in case of an emergency. No decision was made, but later in the meeting it was de- cided to utilize the Osnabrock truck for the townships in the Langdon District south of Highway 5. At 10:00 a.m. Nick Moser stated that the County Delinquent Tax Sale was open and asked if anyone in attendance was interested in any of the parcels on the tax sale. With no response, he stated the sale would remain open. Terry Johnston in- formed the commissioners that Don Jonasson had stopped and stated that a culvert end in County 45 by CHS in Milton was covered and asked if it was okay if he were to put an extension on the culvert at his own expense. The commission- ers were in agreement. At 10:30 a.m. Nick Moser again asked if there was anyone in attendance want- ing to purchase anything from the County Delinquent Tax Sale. With no response, the tax sale was closed. The roadmen were in attendance for their semi-annual meeting with the commissioners. David Zeis joined the meeting again by phone. Numerous agenda items were re- viewed/discussed with the road- men. Anita Beauchamp, Clerk of Court, met with the commissioners and asked for approval to use some of the remaining capital outlay in her budget to clean carpets in her office. The commissioners were in agreement. Beauchamp also stated she was having trouble getting bids for the Court Facilities Grant. Aus- tin Lafrenz stated he would help her try to get bids. Crystal Beggs, HR, met with the commissioners and made a suggestion to change the work week in the policy manual to reflect it running from Saturday to Friday. Stanley Dick made a motion to change the work week from Sat- urday to Friday, effective January 1, 2020, seconded by Austin Lafrenz, motion carried. New timekeeping formats for the courthouse and So- cial Service employees, as well as a separate timekeeping format for the roadmen were reviewed. Beggs stated it is important to get most employees using the same format for timekeeping. Beggs also stated that she would have the Auditor’s Office scan the roadmen calendars/ timekeeping sheets to her monthly until they all seem to understand the new format, and that she would be training the rest of the employ- ees on their approved format on De- cember 5th. Austin Lafrenz made a motion to approve the new time- keeping format for the courthouse and Social Service employees, sec- onded by Greg Goodman, motion carried. November 19, 2019On November 19, 2019, at 8:30

a.m. the Board of Commissioners of Cavalier County, North Dakota, met at the Cavalier County Courthouse in regular session. David Zeis at-tended a portion of the meeting by telephone. All other members were present. The meeting began with the Pledge of Allegiance. Vice Chairman Nick Moser called the meeting to order and proceeded as follows: Moser asked if there were any changes to the agenda. Austin Lafrenz made a motion to approve the agenda, seconded by Greg Good-man; motion carried. Greg Good-man made a motion to approve the minutes, seconded by Stanley Dick; motion carried. Stanley Dick, on behalf of the Cavalier County Com-mission, wanted to congratulate the Langdon-Munich-Edmore football team on their undefeated season and state championship win. Stan-ley Dick made a motion, seconded by Austin Lafrenz, to appoint Greg Goodman to the Census Commit-tee Board, motion carried. Stanley Dick made a motion, seconded by Greg Goodman, to approve signing the Building Contractor’s Agree-ment for work to be completed in the Weed building, motion carried. David Zeis joined the meeting by telephone. Terry Johnston, Road Supervisor, and Jeff Daley, KLJ, met with the commissioners. There was discussion on the bridge scour anal-ysis they have been working on, possible road safety projects and fu-ture DOT projects. After much dis-cussion on various options for the road foreman position, no decision was made on how to proceed. There was discussion on the possibility of GPS units in the motor graders and trucks. David Zeis stated it was not cost effective when it was last looked into, and stated he needed to leave the meeting until later. The commissioners decided to see if the new machines had free GPS trials with them. Greg Goodman stated he would also look into some op-tions. The commissioners reviewed the townships that are currently using contractors for blading and/or snow removal. Stanley Dick

suggested moving the Osnabrock snowplow truck to Langdon Dis-trict. Terry Johnston also stated he felt it is important to have a snow-plow truck in Langdon in case of an emergency. No decision was made, but later in the meeting it was de-cided to utilize the Osnabrock truck for the townships in the Langdon District south of Highway 5. At 10:00 a.m. Nick Moser stated that the County Delinquent Tax Sale was open and asked if anyone in attendance was interested in any of the parcels on the tax sale. With no response, he stated the sale would remain open. Terry Johnston in-formed the commissioners that Don Jonasson had stopped and stated that a culvert end in County 45 by CHS in Milton was covered and asked if it was okay if he were to put an extension on the culvert at his own expense. The commission-ers were in agreement. At 10:30 a.m. Nick Moser again asked if there was anyone in attendance want-ing to purchase anything from the County Delinquent Tax Sale. With no response, the tax sale was closed. The roadmen were in attendance for their semi-annual meeting with the commissioners. David Zeis joined the meeting again by phone. Numerous agenda items were re-viewed/discussed with the road-men. Anita Beauchamp, Clerk of Court, met with the commissioners and asked for approval to use some of the remaining capital outlay in her budget to clean carpets in her offi ce. The commissioners were in agreement. Beauchamp also stated she was having trouble getting bids for the Court Facilities Grant. Aus-tin Lafrenz stated he would help her try to get bids. Crystal Beggs, HR, met with the commissioners and made a suggestion to change the work week in the policy manual to refl ect it running from Saturday to Friday. Stanley Dick made a motion to change the work week from Sat-urday to Friday, effective January 1, 2020, seconded by Austin Lafrenz, motion carried. New timekeeping formats for the courthouse and So-cial Service employees, as well as a separate timekeeping format for

the roadmen were reviewed. Beggs stated it is important to get most employees using the same format for timekeeping. Beggs also stated that she would have the Auditor’s Offi ce scan the roadmen calendars/timekeeping sheets to her monthly until they all seem to understand the new format, and that she would be training the rest of the employ-ees on their approved format on De-cember 5th. Austin Lafrenz made a motion to approve the new time-keeping format for the courthouse and Social Service employees, sec-onded by Greg Goodman, motion carried.
