What is a Comprehensive Plan?

• Planning document providing framework and policy direction decisions

• Identifies who we are, who we want to be, and a plan to get there

• Provides a long-term basis for future policies, regulations and budget decisions

• May include transportation, water resources, public facilities, natural resources, envir. protection, econ. dev., housing, education, cultural resources, etc.

• Fiscal accountability, economic feasibility, cost/benefit, and priorities are built into the action plan

• Developers/citizens know what we want to be• Creates branding for the region

Attributes of an Effective Comprehensive Plan

• Citizens and affected organizations have extensive opportunities for input

• Complies with NY SEQRA Laws

• Long-range (10-15 years)

• Continual review and revision
