By apportioning the data of those who wanted change to their preferred system (using the information from figs 9 & 13 of the report) and adding it in with the data from those wanting to stay with their present system (fig 9 of the report) one can gauge the opinions of the respondents from each area.

is across the county, the majority of residents in the areasin which the changes from 3 to 2-tier

would have the most impact
