    Public policy is the sum of government activities,whether pursued directly or through agents, as thoseactivities have an influence on the lives of citizens.

    Public management policies are Government-wideinstitutional rules and routines that guide, constrain,and motivate the public service, typically managed bycentral agencies (e.g. Ministry of Civil Service, PublicProcurement Authority etc.)

    Approaches to policy studies

    Three general approaches

    1. Analycentric approach : It focuses on individualproblems and solutions ; its scope is micro-scale and itsoutcome is of technical nature. Its aim is to identify themost effective and efficient solution in technical and

    economic terms2. Policy process approach : Its focus is political processand stakeholders ; scope is mesoscale and outcome is ofpolitical nature

    3.Meta-policy approach : It is a system and context

    approach ; scope macro-scale and outcome is of structuralnature

    Meaning of Meta Analysis

    Meta-analysis refers to the analysis of analyses. Itrefers to the statistical analysis of a large collection ofresults from individual studies for the purpose ofintegrating the findings. It connotes a rigorous

    alternative to the casual, narrative discussions ofresearch studies which typify attempts to make senseof the rapidly expanding research literature. (Glass,1976)

    In a meta-analysis, research studies are collected,coded, and interpreted using statistical methodssimilar to those used in primary data analysis. Theresult is an integrated review of findings that is more

    objective and exact than a narrative review 25
