Chapmanslade Voice of the Village Questionnaire 2017 Results
Revision 1, Nov 2017 1
Dear all,
During the summer a team of volunteers delivered and collected the Village
Questionnaire. We are very pleased that of the 600 delivered to villagers aged 11yrs
and over, a total of 358 were returned which is a very good rate of return.
My thanks to the Village Plan Steering Group for organising the questionnaire and more
recently devoting a very large amount of time to analysing and reporting the results.
Some of the results are as expected and there are some surprises but the information
does provide an insight into the views of the residents of our village. Chapmanslade has
evolved over time and will continue to do so. There will be demands on the
infrastructure of the village, and of the residents to maintain the village facilities.
Based on the results detailed in this report and subsequent village meetings, I am
confident that the Parish Council and all the residents of the village will be better
equipped to plan for the future and ensure that we continue to develop our village for
the benefit of all.
Thanks again to everyone who has been involved in the questionnaire.
Keith Muston
Chair
Chapmanslade Parish Council
Notes about this Results Report
1. The excel spread sheet from which this report was derived can be found on the
village website at: http://www.chapmanslade.org.uk
2. When reading the Results tables given for each Section, the percentages shown
have been calculated using the number of people who answered that particular
question – not the number of people who handed in a Questionnaire.
3. When reading the Results tables, the DNA column shows the number of people
who ‘Did Not Answer’ that particular question.
4. Regarding ‘Comments and Additional Thoughts’. So many villagers provided
comments in response to the questions in the Questionnaire that it was
impossible to reproduce exactly every comment that was made. For this report
some comments and suggestions have been paraphrased so that they can be
counted together. The ‘Frequency’ column shows the number of similar or
exactly the same comments recorded.
5. When attempting to interpret these results, please bear in mind that the results
for each Section are not ‘stand alone’. A broader perspective will need to be
taken by reviewing the results for other Sections, especially Section 6.
Chapmanslade Voice of the Village Questionnaire 2017 Results
Revision 1, Nov 2017 2
RESULTS SUMMARY
The details of responses can approximately be summarised as follows:
• Traffic and roads:
o There is considerable concern about the volume and speed of traffic through
the village, and the number of large lorries, particularly when the High
Street is congested at either end of the school day.
o No single solution to address traffic issues was clear, but provision of off-
street car parking and traffic calming measures would help.
o Improvement to the pavements and provision of street lighting should be
sought to help pedestrians.
• Community:
o The consensus was that people are pleased to live in Chapmanslade and the
numbers of on-going events are sufficient, although more provision for
young and elderly residents could be made.
• Facilities and utilities:
o There was some agreement that the facilities in the village are good, but that
improvements could be made.
o In particular, toilet facilities at the recreation ground, litter/waste bins and
walking/cycling routes could be improved.
o Broadband, electrical supply and mobile phone reception needs
improvement in some parts of the village.
o Bus services could be improved, with a service to Warminster being most
often requested.
• Natural Environment
o The appearance of the village could be improved, and green spaces should
be protected.
o It was clear that the access to the open countryside was sufficient, but there
were some comments about the need to improve footpaths and bridleways.
• Development
o It was unclear whether there should be new homes in the village; but, if so,
these should be affordable (to buy or rent) and preferably low-rise on a
small development within the village boundary.
o Any development should have off-street parking.
• About You – and your Likes and Dislikes
The majority of residents responding to the questionnaire were 46-75 years old,
either retired or employed by others.
All age groups want to keep fit and active and would support improved facilities
that help to achieve this aim.
Most of us like living in Chapmanslade because of its location, the friendliness of
neighbours and the community spirit. Issues around traffic and the street scene
were cited as being most in need of improvement, with better community facilities
being suggested, in particular a shop/café meeting place.

RESULTS OF SECTION 1. Roads, Pavements, and Traffic
Traffic concerns were high on the list of issues raised by the Voice of the Village initiative. In
this section we want to gain evidence whether this remains a top priority or not, and to gather
your ideas of what might be done to alleviate these problems.

Revision 1, Nov 2017 4
Your Comments and Additional Thoughts - Roads, Pavements, and Traffic
1.1 Traffic Calming / Speeding Frequency
Install SIDs (Speed Indicator Devices) at either end of the village 6
Have speed bumps either end of the village like those in Norton St. Philip 5
No yellow lines because they allow traffic to speed and will not work 5
No speed bumps - they are dangerous / noisy and will not work 2
Traffic calming should be concentrated at both ends of the village 2
Have chicanes or cobbled areas at either end of the village to emphasise speed limit
change to 30mph when entering village centre
2
No chicanes (like Norton St. Philip) 2
20 mph limit along the whole of the High Street 2
Install average speed cameras at either end of the village 2
Exit from Short Street is v. dangerous especially when foliage / verge not cut back 2
Make it less convenient as a through route by having single lane controlled sections
at entrances to village like Westbury Leigh
1
Have more 30 mph speed limit signs 1
Have an updatable sign showing number of vehicles caught speeding each month by
the Speed Watch team
1
Extend 30mph limit past Huntenhull Farm 1
Extending speed limit down Huntenhull Lane has made no difference 1
Extending 30mph limit between Chapmanslade and Short Street - drivers will think
not warranted and may speed up when going along High Street
1
Farm vehicles speed along the lanes 2
More Police speed checks / higher visibility 2
1.2 Traffic Congestion / Safety at School drop-off and pick-up times Frequency
Drop children away from school at parking area(s) e.g. village hall, Barters, Green
Farm, field next to Green Farm, then organise a "walking bus" or a people carrier
21
School should actively address the problem and document in a Travel Plan - with
support from the Police and the community
6
Have a safe school crossing with lights and a crossing monitor 6
Use yellow lines, clearly marked residents-only parking and zigzags to create
passing places and improve visibility
6
Have a crossing in centre of village to link pavements on both sides of the road 4
Encourage parents to car share / car pool 4
Lorries mounting the pavement at congested times is a huge concern for us 2
Reduce the number of children from outside the village (increases the problem) 1
Introduce a bus service for Corsley children now that their school has closed 1
Restrict parking to one side of road only 1
Resident- only parking and double yellow lines would increase parking problem 1
Would only support provision of car park with proper management, i.e. crossing
and crossing monitor
1
Better pavements would encourage more parents / carers to walk to school 1
Have a 20mph speed limit at school times 1
Change parking system by having a parking / drop off area next to school hall (on
current grass area) then exit other side of church by the new houses
1
Residents who think they 'own' a parking space on the road are mistaken and are
just as much a problem for congestion as parents
1
Introduce penalties, tax or fines for parents driving kids to school gates 1
Moving the school is the only way to reduce congestion 2
Let's celebrate having a good school in the village. For 90% of annual daytime
there is no school related congestion. Put up with the congestion 4

Revision 1, Nov 2017 5
1.3 Other Comments Frequency
Poor condition of pavements throughout the village makes it dangerous for the
elderly, young children, wheelchair users and pushchairs 12
Pavement parking forces pedestrians to walk in the road. Particularly dangerous for
the elderly, wheelchair users and buggies 6
Road surface from Dead Maids through Chapmanslade needs re-surfacing as a
priority. Especially dangerous for cyclists 6
Remove or move telephone box at top of Huntenhull Lane because it impedes
visibility 3
Have double yellow lines at dangerous places along the High Street (like the bend
at Green Farm and top of Huntenhull Lane) 3
Pavements should be widened wherever possible as v. narrow in places. Uncut
verges encroaching does not help 1
Re-install cats eyes 1
Re-install white lines along edge of road 1
Passing area in Huntenhull Lane past Mill Lane has concrete blocks which several
cars have hit
1
Poor street lighting dangerous for the elderly 1
Street lighting should be turned off at midnight 1
Make residents use their garages or be penalised as in Bristol 1
Replace traffic mirror opposite village hall entrance because difficult to see
approaching traffic
1
Need double yellow lines in the turning area at the top of Brimhill Rise because it
is difficult for bin lorries and delivery vehicles
1
Because traffic issues are heavily impacted by housing developments, traffic issues
should be tackled as a priority before any further developments are considered

younger ones explain and help with new technology 1
Flower display show where folks of all ages create displays. Mere have done one
which raised £5000 1

Bowls green 1
2.7 Other Comments Frequency
Not sure what is available for the elderly and vulnerable so cannot comment. Need
better promotion of existing groups / clubs
4
Isolated older folk without family help should be a concern for the community.
Hisomley is a fine example to all young people
1
Has a Neighbourhood Watch Scheme ever been discussed? Is there one? 1
Enjoy current activities immensely 1
Cannot impose activities / events - need to be offered by those willing to run them 1

Your Comments and Additional Thoughts – Facilities and Utilities
3.1 Additional / Enhanced Facilities Frequency
A Shop / Community store selling essentials and local produce. 20
A shop would provide social interaction on a daily basis 3
A café would be a great meeting place 3
Post Office / Shop like Dilton Marsh 2
A Shop with essentials for those with transport difficulties 2
Safe cycle routes to nearby towns (Warminster and Frome) 4
Do we have a Notice Board? If not perhaps at the bus stop near the pub 2
Would love a central community open space where villagers of all ages could meet
up (like they have at Dilton Marsh).
1
More bins would increase litter. People should take their litter home with them 1
People who drop litter rarely do so because of a lack of litter bins 1
Would be good to have some benches along walks to sit and admire the views 1
Village would lose its charm by adding bins, more pavements or safer jogging
areas. Beauty of living here is running cross country & pretty roadside flowers
1
3.2 Village Hall and Recreation Ground
3.2.1 Suggested Village Hall Improvements Frequency
An additional small room to be used for meetings / clubs - especially if the main
hall is in use. Would need access to the toilets
11
IT facilities for clubs, meetings, cinema: Broadband, projector, screen, flip charts 3
Improved / additional vehicular access to the village hall. Would a limited access
opening onto the road going to Conygarth Farm be possible?
3
CCTV 3
External appearance of the hall could be improved (made more attractive) 1
A better variety of cups, plates and crockery would be good 1
Clean up the site. Remove rubbish, clean patio and boule’s area (still in use?) 1
Bar area could do with being modernised / made larger 1
3.2.2 Additional Recreation Ground Facilities Frequency
Improved/upgraded Health, Fitness & Play facilities. See 2.6 COMMENTS 2
The club house (pavilion) looks sad and neglected. Is it in use? 1
Bigger bins at the children’s play area. When full, the badgers pull out contents 1
Recreation ground is used by dog walkers which is unpleasant for children who
play there (dog mess, aggressive dogs)
1
3.2.3 Suggested Village Hall Activities Frequency
Fitness classes for all ages - including mums who rely on their evenings for keeping
active and meeting people
2
Should open more regularly for village clubs and events - including for older
members of the community
1
Health & Wellbeing activities/classes. See Section 2 COMMENTS 2.4 1
3.2.4 Other Village Hall Comments Frequency
I would like the timetable to be available via the website and Facebook.
NOTE: It already is on the website
2
Why is there nothing on the door telling you how to book the hall / a contact point? 1
The Hall is at the end of the village, so when there are events it's a long way to
walk back in the dark
1
Is there a list of activities that go on at the hall and the Recreation ground? 1
Village Hall refurbishment went well 1

3.3 Utilities In the Village Frequency
Broadband - Good service along the High Street (Virgin, BT fibre) - but not at
some outlying areas of the village e.g. Huntenhull Lane
7
Mobile signal - Wouldn't like to see a mobile phone mask in the village in order to
improve signal
2
Gas - Would like mains gas - at an affordable connection price 1
Refuse collection - emptied bins left strewn across pavements 1
DAB Radio - reception can be poor 1
Post - A (second) later post collection if possible please 1
Street Lighting - Improved low level to better illuminate the pavements 1
Cleaning - Better / more regular street cleaning and blocked drain / gully clearing 1
3.4 Transport Links
3.4.1 Bus Service Frequency
Would like to have more local bus services - but is it unrealistic to expect? 10
Current bus service is expensive, unreliable and inconvenient - otherwise would
use. An earlier bus to Frome in the morning would be good
9
It would be great to have a better, more frequent, bus link to Warminster 6
Better bus services would mean fewer cars - less car dependency 2
More / better advertising of bus timetable 2
Link to Dilton railway station in time for trains 1
Lack of adequate bus service is one reason why elderly move out of the village 1
A bus shelter with an up-to-date timetable 1
Could a private / community transport service be set up? 1
More local buses would help teenagers and young people travel to surrounding
towns - fewer car journeys
1
Bus timetables do not link with train times so do not use 1
3.4.2 School Busses Frequency
Bus No. 53 taking children to Kingdown is often full so children have to stand 1
Most village children go to Kingdown. The bus service is expensive (for 2 kids
costs £1600 pa) especially as there is a free bus service to Maltravers
1
3.5 Other Comments
3.5.1 General Frequency
The Village Hall, recreation field and the Three Horseshoes are the core of the
village
1
If the Village Hall is a village asset why does the hall committee not report to the
Parish Council?
1
The Three Horseshoes is excellent as a pub and as a focal point for the village 1
3.5.2 Dog Poo isn’t Nice Frequency
There should be no dog waste bins. Who would empty them? 4 People who take their dogs on walks through the fields / woods should clean up after them -
just as on pavements 2
Many dog owners leave them to run free leaving their poo in our gateway 1

Your Comments and Additional Thoughts – Natural Environment
4.1 Street Scene Issues & Opportunities Frequency
Make use of gardens and planted borders to enhance both the environment and the
street scene
4
Make entrances to the village more attractive e.g. village signs (like Suffolk) and
flowers
4
Create a lovely green space focal point in the village - a 'go to' space for everyone.
The field between Green Farm and the bungalow would be ideal.
2
The number of properties that have high fences, walls, and hedges along the High
Street - it looks so unfriendly
1
Residents could litter pick and keep an eye on areas when out walking, including
footpaths / green spaces
1
Fewer cars lining the High Street would be good 1
A line of windmills would be nice 1
School permanently park their bins on the pavement - looks unsightly 1
Chapmanslade Voice of the Village Questionnaire 2017 Results
Revision 1, Nov 2017 12
4.2 Protection of Green Spaces Frequency
Protect green spaces from development. Specifically mentioned areas: the field
between Green Farm and the bungalow, Huntenhull Lane, Thoulstone old golf
course, agricultural land, the woods, the recreational ground
10
Supportive of an area used for renewable energy in the right place 4
Protect green spaces except for a car park for school drop-off and pick-up 3
More development needed for young families to buy a home instead of protecting
open spaces
2
Protect fields by my house (BA13 4AX) for dog walking / exercise 1
Need to protect wildlife in our rural village. Noticeable decline in wildlife from the
development that has already taken place
1
Longleat doesn't manage the woods - it looks bare in places / unmanaged 1
4.3 Footpaths / Bridleways and Access to the Countryside Frequency
Need greater / safer footpath access for wheelchair, mobility scooter and kids
buggy users. This became very evident during the recent Explorer Trail event.
Footpath CHAP 1 (along the top of Black Dog Woods) is a good example
8
Replace stiles with Kissing Gates to give easier access to our footpaths for the less
agile, buggy users, etc.
6
Need better / more regular footpath maintenance 3
Have a local Walking Group and adopt a 'Walkers Welcome' scheme. 3
When kissing gates were installed at Mount Pleasant to Wood Lane names were to
be placed to acknowledge generous donations. What happened?
2
Need better drainage for all footpaths 2
Need better / safer access for cyclists 2
Residents could litter pick and keep an eye on areas when walking footpaths 1
Publicise our lovely footpaths with a map / brochure online and in the Bridge. We
could become a tourist attraction - great for the pub!
1
A quarterly village fun event to bramble and nettle bash the footpaths with a social
component - perhaps combined with a dog walk to incite young people along
1
Bridleways only cut every 4yrs at lower level so always overgrown at head height.
Could do with local group to help maintain
1
The Parish Council has not been proactive / effective in getting footpaths cleared -
either by landowners or volunteers and dealing with Wilts Council when unlawfully
closed by landowners
1
4.4 Community Use Frequency
Nature Reserve / garden with wildlife, picnic benches and even an outside gym /
'keep fit' course would be great
5
Community Garden in Richard Ballam's field next to Chapmanslade Motors - with
a small car park
2
Community "Natural Environment' events / initiatives could bring many parts of
the community together
1
Community Garden could be a park type area 1
Would support community Green Energy scheme 1
It would be good to see more outdoor exploring in the woods e.g. den building or
bush craft

4.5 Additional Community Comments Frequency
Concern that any Natural Environment / green spaces initiatives would fail to be
maintained
4
Saw the Parish Steward at work recently - very impressed 2
This is a great village to live in. Too much tinkering will destroy it 1
Our environment suffers huge pollution from traffic on the High Street. Must
reduce traffic volume
1
Too much land taken up by horse owners (horsification). Very bad for the
environment, wildlife and flora
1
We need a village plan to prevent greedy developers using our village as a means to
create money for themselves

Chapmanslade Voice of the Village Questionnaire 2017 Results
Revision 1, Nov 2017 15
Your Comments and Additional Thoughts – Development
5.1 If New Homes Provided – What Type and Size? Frequency
Need more affordable housing for more young families to join the village 8
If more retirement / sheltered housing, need better infrastructure and support
(transport, shop, etc.). Would be better in towns
3
There is definitely a lack of affordable entry-level properties. Would support
development which would address this issue
3
More places to rent (affordable) 2
Don't need any more houses for older, middle class, comfortably off 1
Definitely no flats 1
Bungalows 1
5.2 What Type of Development Would be Appropriate? Frequency
Small 'organic' development (if needed). No large (9-20 homes) development 6
Small development better than one big one by a developer looking for a big profit 2
Good quality Housing Association development stitched into existing matrix 1
5.3 How and Where Should Developments be Situated? Frequency
Barters Farm development should be allowed to go ahead (with limit of 29 houses) 3
‘In-fill' houses have made the village architecturally interesting. A corporate /
standardised image would be inappropriate
3
Preserve green spaces rather than more building 2
The level of 'in-filling' has been excessive but inevitably people will seek to profit
from selling parts of their gardens
2
The site at the west end just before the boundary would take at least 6 impressive
and desirable homes
2
Converting houses into flats will make parking problems worse 1
Any new housing should be well connected to existing village assets (pub, school,
Village Hall)
1
Barters Farm or further along the road towards Westbury is a sensible site for
further development
1
The roadside field by Green Farm Industrial units shouldn't be developed as it
contributes to the rural street scene
1
5.4 What Principles should be Applied to any New Housing? Frequency
Should be sympathetic to existing housing 8
Off street parking should be an essential requirement 6
Design of new houses should be of high quality to promote a positive appearance of
the village and maintain integrity of existing houses
5
Any development must have good road access 2
Chapmanslade Voice of the Village Questionnaire 2017 Results
Revision 1, Nov 2017 16
5.5 Other Development Comments Frequency
Traffic issues should take priority over any further developments. More building
would mean more traffic problems
9
Need to be open to new development to allow a mixed diverse community to thrive.
Otherwise we're doomed!
6
Definitely no more development. Village will be spoilt by additional development,
especially those in back gardens
5
We moved to Chapmanslade village. Don't want to turn it into a town. Enjoy living
in a small community
4
Village infrastructure insufficient to support any more housing (school, transport,
sewage, no shop, etc.)
2
There is no identifiable need for more development in the village 2
If Barters Farm goes ahead that should be it. No more development 2
The Structure Plan is the blue print for any new development so villagers
preferences are not relevant
1
West Wilts has more than met its core strategy targets so no need for more houses 1
Building affordable housing for young families will reduce the number of 'outsider'
children in the school easing the traffic problems
1
More houses should only be built when there are more jobs in the village 1
Moved here 11yrs ago. Always thought it was a lovely village, but now looking to
move because of traffic, parking in High Street and too many houses. Far too busy
1
Moved here recently from an area where continued development destroyed the
community. After 1yr we are amazed at the difference here. If you lose it, it will
never come back
