Summary. This regulation prescribes re-sponsibilities, guidance, and procedures forArmy chaplain recruiting. This regulationalso provides guidance for funding the Chiefof Chaplains Recruitment Program.Applicability. This regulation applies tothe Active Army, the Army NationalGuard, and the U.S. Army Reserve.Impact on New Manning System. Thisregulation does not contain information thataffects the New Manning System.Internal control systems. This regula-tion _is not subject to the requirements of

AR 11-2. It does not contain internal con-trol provisions.Supplementation. Supplementation ofthis regulation and establishment of formsother than DA Forms are prohibited with-out prior approval from HQDA(DACH-PEP), WASH DC 20310-2700.

Interim changes. Interim changes to thisregulation are not official unless they are au-thenticated by The Adjutant General. Userswill destroy interim changes on their expira-tion dates unless sooner superseded' or re-scinded.

4. Responsibilitiesa. The Chief of Chaplains (CCH), under

AR 10-5, is responsible for procuring quali-fied clergy to serve as chaplains to meet Ar-my requirements. The CCH will—

(1) Establish policy and exercise overallsupervision for recruiting and accessioningchaplain candidates and chaplains for theActive Component (AC), Army NationalGuard (ARNG), and A r m y Reserve(USAR).

(2) Accession sufficient chaplains annual-ly to—

(a) Meet active duty authorized andbudgeted end strengths.

(b) Provide approved applicants for ap-pointment in the ARNG.

(c) Fill unit chaplain vacancies in theUSAR Troop Program Units (TPU).

(d) Meet total Army mobilization re-quirements in the Individual Ready Reserve(IRR).

(3) Support pluralistic practice of religionby procuring clergy from denominationalendorsing agencies recognized by the De-partment of Defense Armed Forces Chap-lain Board.

(4) Accession a pool of potential chap-lains through the ARNG and USAR Chap-lain Candidate Programs.

(5) Emphasize to all denominational en-dorsing agents the need for quality chaplaincandidates and chaplains. Special attentionwill be given to shortages of particular de-nominational clergy and to affirmative ac-tion goals.

(6) Coordinate participation of the Chief,National Guard Bureau (CNGB), and Of-fice, Chief Army Reserve (OCAR), in thisprogram.

(7) Coordinate Recruitment Programfunding and resource and support require-ments with the Office of the Deputy Chieffor Staff Personnel (ODCSPER), CNGB,OCAR, and U.S. Army Recruiting Com-mand (USAREC).

(8) Coordinate policy with the U.S. Ar-my Reserve Components Personnel and Ad-ministration Center (RCPAC) and OCARfor awarding retirement point credits forReserve chap la in recrui t ing . (See AR140-185.)

(9) Arrange the preparation, update, anddissemination of advertising, audio-visualaids, static displays, publications, pam-phlets, and brochures for this recruitmentprogram.

(10) Publish recruiting information annu-ally in the Chief of Chaplains InformationLetter.

(1) Assure participation by all appropri-ate ARNG elements in the CCH Recruit-ment Program.

(2) Budget and fund ARNG participa-tion in the CCH Recruitment Program andin the A R N G Chap la in C a n d i d a t eProgram.

(3) Within resources, fund Active DutyGuard/Reserve (AGR) Chaplain and Chap-lain Assistant positions to recruit ReserveComponent (RC) chaplain candidates andchaplains.

(4) Maintain the policy of awarding re-t i r emen t point credi ts for c h a p l a i nrecruiting.

(5) Manage the ARNG Chaplain Candi-date Program and report activities in sup-port of this program as indicated inparagraph 6.

c. The Chief of the Army Reserve will—(1) Assure participation by all appropri-

ate Army Reserve elements in the CCH Re-cruitment Program and budget and fundUSAR participation in this Program andthe USAR Chaplain Candidate Program.

(2) Budget and fund AGR Chaplain andChaplain Assistant positions to recruitchaplain candidates and chaplains.

(3) Maintain the policy of awarding re-t i r e m e n t po in t credi ts fo r chap la inrecruiting.

d. The U.S. Army Reserve PersonnelCenter (ARPERCEN) Staff Chaplain willmanage the USAR Chaplain Candidate/Staff Specialist Program and will—

(1) Receive, technically review, and trackthe following:

(a) Applications for the USAR chaplain-cy, including applicants for active duty.

(b) Branch transfers into the USARchaplaincy.

(c) Transfer from the ARNG chaplaincyto the USAR chaplaincy.

(d) Integration into the USAR of chap-lains released from active duty.

(2) Provide information to individuals in-quiring about the Army Chaplain Candi-date Program and the chaplaincy for theARNG and USAR.

(3) Report activities in support of thisprogram as per paragraph 6. Copies will besent to OCAR and Staff Chaplain, US Ar-my Forces Command (FORSCOM).

e. The staff chaplains of each major Ar-my command (MACOM), if any, having el-ements located within the Territorial UnitedStates will support Chaplain Branch recruit-ing and procurement as follows:

(1) Appoint a MACOM level chaplainpoint of contact (POC) for coordinatingchaplain recruiting activities.

(2) Assure budget manpower guidance(BMG) to implement chaplain recruitingactivities within the MACOM.

(3) Supervise the CCH Recruitment Pro-gram within the MACOM.

(4) Assure periodic training in chaplainrecruiting for each chaplain.

(5) Participate in annual recruitmentplanning activities sponsored by the StaffChaplain, FORSCOM.

(6) Report activities in support of thisprogram as indicated in paragraph 6./ The Staff Chaplain, FORSCOM, will

manage the CCH Recruitment Programwithin FORSCOM, coordinate with otherMACOMs and appropriate agencies, andsupervise the Program for the ARNG to en-sure a total Army recruiting effort. TheFORSCOM Staff Chaplain will—

(1) Develop a coordinated 3-year totalArmy-wide plan for recruiting and acces-sioning chaplain candidates and chaplainsfor the ARNG, USAR, and active dutyChaplaincy. This plan will be updated andpublished annually 9 months prior to theopening of each fiscal year and will be pro-vided to'all MACOMs and installations.This plan will include the following:

(a) Recrui t ing activi t ies wi th in allMACOMs covered by this regulation.

(b) Numerical accessioning goals,fcj Priority chaplain positions to be

filled.(d) Recruiting training activities.(2) Formulate the plan with chaplain

representatives of all MACOMs and eachcontinental US Army (CONUSA) meetingat his or her direction.

(3) Present the plan at the annual Com-mand Chaplains Conference.

(4) Manage recruiting training activitiesthrough the CONUSA chaplains, and moni-tor recrui t ing t ra ining at appropriateMACOMs.

(5) Coordinate usage of static chaplaindisplays provided by OCCH.

(6) Prepare and disseminate chaplain in-terest news releases for publication in de-nominational news media.

(7) Coordinate, with USAREC and withARNG and USAR Technician TrainingSchools, the inclusion of Chaplain Candi-date/Chaplain recruiting information intheir curricula and training materials.

(8) Assign AGR Chaplain (0-6) at HQ,FORSCOM with primary responsibility forrecruitment. -The AGR chaplain will servethe normal AGR length of tour unless ex-tended by the CCH, with approval of NGBor OCAR and ODCSPER.

(9) Coordinate the assignment of AGRChaplain and Chaplain Assistant in eachCONUSA Chaplain Office for recruitment.They will serve the normal AGR length oftour unless extended by the CCH, with ap-proval of NGB or OCAR and ODCSPER.

(10) Program, budget, and supervise ex-penditures of FORSCOM resources for allaspects of FORSCOM chaplain recruitingactivities. Appropriate funding should befor the Active Component (AC), theARNG, and the USAR.

(11) Formulate command operating pro-gram BMG goals for implementation of thisprogram by each installation, CONUSA,and Major U.S. Army Reserve Command(MUSARC) 9 months prior to the openingof each fiscal year.

(12) Report activities in support of thisprogram as indicated in paragraph 6.

g. The CONUSA Staff Chaplain is theprimary manager for implementing the

CCH Recruitment Program throughout theCONUSA area. The CONUSA Chaplainwill— . '

(1) Under the FORSCOM Chaplain,manage the CCH Recruitment Program forthe USAR and supervise the Program forthe ARNG.

(2) Supervise the AGR'Chaplain andchaplain assistant personnelrprpvided underf(9) above in implementing the RecruitmentProgram in the Reserve Component (RC).

(3) Direct the AGR Chaplain'to—'(a) Maintain a data base of unit vacan-

cies in the ARNG and USAR in the •CONUSA area.

(b) Provide information packets and ap-plication packets, as requested.

(c) Monitor applications for appoint-ments to fill unit vacancies indicated by es-t ab l i shed procedures , such as theIntensively Managed Force and denomina-tional balance.

(d) Provide information by means of tele-phone, written communication, interviews,and meetings concerning appointment pro-cedures under AR 135-100.

(e) Collect and compile information forrecruiting reporting and transmit such in-formation to FORSCOM.

(f) Plan, conduct, and evaluate periodicrecruitment training for the ARNG andUSAR chaplains in the CONUSA area!

(g) Develop, coordinate, and implementa comprehensive program to visit educa-tional institutions, ecclesiastical"officials,and gatherings of the clergy.. (h) Serve as CONUSA POC for coordi-nating installation recruitment activity.

(i) Serve as CONUSA POC for support-ing ARNG recruiting activity.

Q) Serve as CONUSA POC'for coordi-nating MUSARC recruiting activity.

(k) Provide technical review for allUSAR chaplain and chaplain .candidateapplications.

(I) Provide technical review support forall ARNG chaplain and chaplain candidate 'applications.

(m) Be p r i m a r y rec ru i t e r for theCONUSA Chaplain.

' (4) Program, budget, and supervise ex-penditure of CONUSA resources for all as-pects of CONUSA chaplain recruitingactivities.

(5) Publish command operating programBMG goals for implementation of this pro-gram by each MUSARC and make availa-ble similar guidance, on .request, to StateArea Commands (STARC).

(6) Maintain liaison with denominationalendorsing agents in support of recruitment.

(7) Upon receipt of an application, in co-ordination with the STARC/MUSARC se-nior superv i so ry chapla in , appoint achaplain sponsor for the applicant.

(8) Report activities in support of thisprogram as indicated in paragraph 6.

h. MUSARC and STARC chaplains willmanage this program within their respectivecommands, and actively recruit chaplaincandidates and chaplains. These chaplainswill-

(1) Supervise recrui t ing activities ofsubordinate command chaplains.

(2) Provide training in support of theCCH Recruitment Program.

(3) Coordinate" retirement point creditsfor recruiting activities. ,'

(4) Budget for activities in support of theMUSARC/STARC CCH RecruitmentProgram.

(5) Serve as primary coordinator of chap-lain applicant interviews under AR135-100. .

(6) Encourage ARNG and USAR chap-lain participation in active recruitment, toinclude—' .

(a) Clergy and seminary visitations in co-ordination with the CONUSA chaplain.

(b) Invitations to clergy and seminariansto visit Multiple Unit Training Assemblies(MUTA) and annual training'(AT).

(c) Participation in community programsas a representative of the Chaplaincy.

(7)'Report activities in support of theCCH Recruitment Program as indicated inparagraph 6:

i. Installation chaplains will manage theCCH-Recruitment Program at their instal-lations. Installation chaplains will—

(1) Appoint a chaplain POC to adviseand assist in the implementation of thisprogram.

(2) Coordinate implementation of thisprogram with the supervising MACOMchaplain.

(3) Coordinate with the CONUSA Chap-lain for conducting recruiting training.

(4) -With approval of the CONUSAChaplain, establish liaison with nearby sem-inaries and clergy groups.

(5) Prepare and present chaplain activitybriefings in the civilian sector.

(6) Ensure that the installation PublicAffairs Office announces significant chaplainactivities to the local media.

(7) Coordinate and host local clergy andseminarians for installation tours, clergy

.day activities, and religious-social activities.' (8) Counsel each assigned chaplain who

honorably separates from active duty con-cerning the potential of continuing serviceas an ARNG or USAR chaplain.

(9) Supervise chaplain candidate trainingwhere applicable.

(10) Invite ARNG and USAR chaplainsin the area'to appropriate installation chap-lain training.

(11)' Maintain and disseminate chaplainrecruiting materials and information. ' •

(12)'Budget and supervise execution oflocal funding for activities directed towardchaplain recruiting.

(13) Coordinate post-wide chaplain par-t i c i p a t i o n in the CCH R e c r u i t m e n tProgram.

(14) Act as a POC for chaplain appli-cants requiring an interview per AR 601-70or AR 135-100 where no ARNG or USARchaplain is available, and coordinate this in-terview with the CONUSA chaplain.

(15) Report activities in support of thisprogram per paragraph 6.

(1) Use opportunities to inform membersof the c i v i l i a n sector about chapla inactivities.

(2) Generate interest in the AC, ARNG,and USAR Chaplaincy, maintaining closeliaison with his or her particular—

(a) Ecclesiastical endorsing agent.( b ) D e n o m i n a t i o n a l c l e r g y a n d

seminarians.(c) Clergy conferences.(d) Ministerial associations.(e) Seminaries.(f) Potential chaplain applicants.(3) At the direction of the CONUSA,

STARC, or installation chaplain, conductin te rv iews of chaplain appl ican ts (AR601-70 or AR 135-100) as required, andsubmi t the s ta tement of i n t e rv i ew toDACH-PEP.

(4) Implement chaplain recruiting activi-ties required under this regulation.

(5) Report personal recruiting activitiesto the supervisory chaplain as required.

5. Focus of recruiting and initiativesa. This program will focus on attracting

highly qualified and motivated clergy whomeet the requirements for appointmentunder AR 135-100 for ARNG and USARchaplains and for concurrent active dutyunder AR 601-70.

b. Special recruiting emphasis will be di-rected toward individuals who are qualifiedto satisfy a specific need of the ArmyChaplaincy.

(1) Chaplain recruiters will place greatestemphasis on attracting chaplain candidateand chaplain applicants from shortage de-nomination, minority, and female clergyand seminarians. Active duty chaplain ac-cessions will be directed toward support ofthe denominational balance required to en-sure free exercise of religion and support ofthe Army's Affirmative Action Program.

(2) Recruiting publications, audio-visualaids, displays, and programs will be pre-pared to include the activities of chaplainsrepresenting shortage denominations, mi-norities, and women in the Chaplaincy.

(3) FORSCOM will coordinate wi thARPERCEN and with CONUSAs andSTARCs for special appearances of AC,ARNG, and USAR chaplains and chaplaincandidates representing shortage denomina-tions, minorities, and women for high visi-bility recruiting programs.

c. Additional focus on recruiting will beprovided by the Chief of Chaplains' annualstatement of goals and objectives.

6. Chaplain Quarterly RecruitingReport (RCS CH-43)

a. Preparers, routing, and due dates.(Telephonic reports (using the format foundon DA Form 5453-R) below CONUSA andMACOM level are encouraged.)

(1) The FORSCOM Chaplain will pro-vide CCH with a consolidated CONUS-wide report by the 20th calendar day afterthe close of each quarter.

(2) Commanders of MACOMs (includ-ing Alaska and Hawaii; excluding oversea

MACOMs that are exempt and MACOMsnot having an assigned staff chaplain) will—

(a) Consolidate reports from subordinateactivities.

(b) Submit reports to Cdr, FORSCOM,ATTN: AFCH, Fort McPherson, GA30330-5000 by the 10th day of eachquarter.

(3) Active Army installations will reportto their MACOMs (and send an info copyto the area CONUSA) by the 5th calendarday of each quarter.

(4) USAR, MUSARCs, and STARCswill submit reports to their area CONUSAsby the 5th calendar day of each quarter.

(5) ARPERCEN will report directly toCCH and send a copy of DA Form 5453-Rto the FORSCOM chaplain by the 10th cal-endar day of each new quarter.

(6) CONUSAs will—(a) Consolidate ARNG and USAR feed-

er reports and their own chaplain recruitingactivity statistics on DA Form 5453-R.

(b) Submit the consolidated reports tothe FORSCOM Chaplain by the 10th calen-dar day of each new quarter.

b. Format.(1) DA Form 5453-R, Chaplain Quar-

terly Recruiting Report, will be reproducedon 8'/i- by 11-tnch paper. This form is lo-cated at the back of this regulation.

(2) Automat ic data submissions areauthorized.

c. Frequency and as of date.(1) Report quarterly for the preceding

quarter.(2) The FORSCOM Chaplain will sub-

mit a year-end summary with the fourthquarter report on 20 October (as of 30September).

d. General guidance.(1) Reported data will include the last

day of the month.(2) Each command will furnish only the

information requested in its column (athrough g). The data will be divided accord-ing to component in columns h through j.Column k should equal the number in thecommand column.

(3) No input is required in shaded areas.(4) Instal la t ions, MUSARCs, and

STARCs only report chaplain recruiting in-formation within their command.

(5) ARPERCEN reports only chaplainrecruiting activity at its own headquarters.It does not consolidate any other reports.

(6 ) F O R S C O M , M A C O M s , andCONUSAs c o n s o l i d a t e r epor t s ofsubordinate commands and include theirown recruiting activity statistics.

e.. Specific guidance.(1) Section B, items 5 through 9.(a) Installations report statistics applying

to a 50 mile radius.(b) Other commands report statistics ap-

plying to their own areas of responsibility.(2) Section C, item 4.(a) Installations and NGB do not report.(b) MUSARCs and ARPERCEN report

only USAR data.(c) STARCs report only ARNG data.

(d) CONUSAs report consolidatedARNG and USAR data, but do not reportIRR data.

7. Fundinga. Funding for the CCH Recruitment

Program is the responsibility of all levels ofcommand.

(1) Program and budget documents atHeadquarters, Department of the Army,MACOMs with assigned staff chaplains,FORSCOM, CONUSAs, and MUSARCswill provide support for chaplain recruitingat subordinate levels.

(2) Similar documents will be providedby CNGB and STARCs for subordinates.

b. Commanders may authorize ARNGand USAR chaplains' and chaplain's assist-ants' man days, per diem and travel for ac-tivities in support of the CCH RecruitmentProgram.

(1) ARNG personnel will submit—(a) NGB Form 64 (Applicat ion for

School Training) to at tend approvedrecruiting training schools.

(b) DD.Form 1610 (Request and Au-thorization for TOY Travel of DOD Per-s o n n e l ) and wi l l request orders totemporary active duty for direct recruitingactivity.

(2) USAR personnel wil l submit DAForm 1058-R (Application for Active DutyTraining and Annual Training for Membersof the Army Reserve) and DD Form 1610(Request and Authorization for TDY Trav-el of DOD Personnel), as required, for re-cruitment training and direct recruitingactivity.

c. Commanders may authorize per diemand travel for Active Component in supportof the CCH Recruitment Program.

d. CCH will identify and provide re-sources required for Army-wide audio-visu-al aids, static displays,, pub l i ca t i ons ,pamphlets, brochures, and media advertis-ing in support of this program.

e. CCH will provide special recruiting in-itiatives in support of critical shortages inthe Chaplaincy. This includes maintainingdenominational balance in the Chaplaincyand meeting affirmative action goals.

/ Supplemental CCH funding may be re-quested to augment local command fundingto implement CCH Recruitment Programactivities.
