Apologies: 2.1 Attendance List - 2017/18 o Cr Melky questioned the motivation behind this attendance list register and the need to introduce this list o Mayor Ryan discussed the importance of attending committee meetings o CEO confirmed that the other committees will have the same register which is an internal document however it is in a different format o Cr Satour expressed her disappointment in the lack of discussion prior to this document being published 3. Disclosure of Interest o Cr Melky declared a conflict of interest on Item 6.12 on this agenda o Cr Auricht declared a conflict of interest on Item 6.7 on this agenda o Cr Paterson declared a conflict of interest on Item 6.11 on this agenda o Mayor Ryan and Councillor Price noted that both have children attending St Philips College which is on Item 6.8 on this agenda 4. 5. Business Arising:

5.1 Item 6.3 from 2 July Minutes 2018 - 80 Hartley Street Updateo Director Technical Services advised that there is no response yet from the letter sent to

the Development Consent Authorityo Cr de Brenni confirmed that the access closure on Hartley Street, shortage of 2 car

parks and the access from the laneway were approved by the Development Consent Authority

5.2 Item 9.3 from 2 July Minutes 2018 - United Petroleum 194 Stuart Highway Updateo Director Technical Services informed the committee that United Petroleum has advised

him that they are proceeding with 194 Stuart Highway development and that he is meeting with United Petroleum for further discussions

5.3 Item 6.9 from 2 July Minutes - 32 Adamson Avenue Updateo Cr de Brenni informed the committee that the Development Consent Authority rejected

this application and no permit was issued

6. DCA Applications for July 2018

6.1 Lot 8618 - 24 Railway Terrace - PA2018/0308 Alterations to parking layout for an existing restaurantConditions: Separate Verge Permit, Sight Lines & Other Major Development Conditions as required

o Director Technical Services presented the committee with a slideshow which showed the current conditions on the surrounding verge along McDonald’s and a proposal for the applicant to upgrade the verge in lieu of the shortage of 6 car parks

o The presentation showed ways to rejuvenate the visual appeal of the area through means of landscaping, screening of roadside infrastructure and paving the footpath for safer use and to attract more pedestrian traffic

o Director Technical Services expressed concerns with regard to the lack of success on the Parking Contribution Plan through the Consent Authority

o A Verge Development strategy will be proposed as a new recommendation to the Consent Authority in lieu of the Parking Contribution Plan

o The Committee supported the draft response

6.2 Lot 385 - 2 Goyder Street - PA2018/0297Subdivision for the purpose of a unit titles scheme in 2 stages to create 9 units and common property including one vacant lot for stage 1 Conditions: Basic Stormwater, Sight Lines

o Cr Auricht asked if there is a shortage of units in Alice Springs as a numerous amount of units are currently being constructed

o Cr Melky believes that there is no shortage. Discussion ensued with regard to the current market situation

6.3 Lot 3268 - 58 Bradshaw Drive - PA2018/0277Unit Title Schemes subdivision to create 5 units and common propertyConditions: Basic Stormwater, Kerb Crossovers, Separate Verge Permit, Sight Lines,Car parking outside of CBD

Councillor Melky declared a conflict of interest and left the meeting at 7:34 am

o Discussion ensued with regard to the fees and charges and the unspecified works done by previous officers on this application

Motion: That the current fee be applied and previous fee advise corresponded be notpursued

Action: Manager Developments to send a further response on the amended fee

o Manager Developments said that a further response was sent to the Consent Authority advising the applicant that any construction on top of the drainage easement is forbidden

6.5 Lot 45 - 38 Hartley Street - PA2018/0278 Change of use from shop to 'restaurant and shop'Conditions: No conditions required by Alice Springs Town Council

6.6 Lot 1928 - 39 Milner Road - PA2018/0295Subdivision for the purpose of a Unit Titles Scheme to create 2 units and common propertyConditions: Basic Stormwater, Separate Verge Permit, Sight Lines

Councillor Auricht left the meeting at 7:50am

6.7 Lot 7140-6 Lyndavale Drive - PA2018/028523.25m high telecommunications facility with associated antennas and equipment shelterConditions: No conditions required by Alice Springs Town Council

o Discussion ensued with regard to the proximity of the tower to the residents, lack of community consultation and the placement of signage

o Cr de Brenni informed the committee that the applicant has been advised by the DCA to do a letter drop notification and door to door knocking around the neighbourhood

Motion: That a further response notifying the Development Consent Authority about Council’s concerns being

i. The lack of community consultation //. The proximity to residential location

Hi. The lack of clear and visible signage notifying residents within the area on this development

o To be noted that Cr Melky declared a conflict of interest later on in the discussion of this application due to the lack of clear information on the applicants details

o Discussion ensued with regard to finding avenues on obtaining the actual names of applicants to aid this committee when declaring conflict of interests

o Manager Developments to contact Department of Infrastructure, Planning and Logistics for clear information on future applications

6.15 Lots 2102 & 9120 -19 & 19A Roberts Crescent - PA2018/0319 Consolidation to create one lotConditions: Basic Stormwater

Action: Manager Developments to send a further response advising that the closure of the laneway were initiated by Council, therefore no conditions or fee is applicable.

9.3 Review of application & their relevance to the Development Committee meeting agenda

o Discussion ensued with regard to what items should be discussed and whether Council officers restrict applications to those not discussed at the Development Consent Authority meeting due to the time constraints

Action: Director Technical Services to review applications and their relevance for discussion in the Development Committee meeting

9.4 Affordable Rentals -o Discussion ensued with regard to the economic data of construction jobs, rental price

increase, trends and the current real estate market o Cr Melky advised that information is accessible on the REINT and realestate.com

website

Motion: That Council invites REINT to a Council committee meeting and provide information on the current real estate market and trends in Alice Springs
