Solution to a successful economic stimulus package - -9

Small enterprise has a critical role to play in America's economic recov- ery, especially in rural areas. So when Congress takes up legislation to refuel our economy, small entreprene-ui-ihip should be the centerpiece.

Microenterprise~wner-operated businesses that provide self employ- ment and perhaps hire a few employ- ees--create most new rural jobs. Be in- + ning farmers and value added agric ture bring additional vitality to rural America. There's no better time than now for federal policy to invest in these proven rural development strategies.

Here's how Congress can do it: Provide a direct incentive for rural

enterprise by establishing a Microen- terprise and Beginning Farmer Investment Tax Credit of up to $10,000 to stimulate small business expansion and new farm and business startups.

Fund more rural small business loans, training and technical assistance

by increasing funding for the Rural Microentrepreneurs Program. An in- crease from $4 million to $25 million in this n e w f a r m program would pay long-term dividends.

Add funds to tke successft~l Value Added Producer Grants Program. which makes grants to family-size farmers and ranchers to launch new ventures to establish local markets and to process and market high value crops and livestock. An added $24 million would bring the program to the $40 million authorized by t h e l a m hill.

These three provisions would jump start rural economy and plant the seeds of long-term rural vitality through entrepreneurship. Congress should embrace them as it develops legislation to prompt economic recov- ery in America. . - -

The I&E Club is an opportunity for individuals to turn ideas into products or businesses and a chance for existing business_owners to hone their skills and share their valuable experience. The PK Partnership committee which includes Susan Dier Graf Holdrege Area Chamber, Marcy Brandt, Minden Chamber; Monica Boyken, Phelps County Development Corporation; Lisa Stadler, Keamey County Eco- nomic Development Agency; Sharon Hueftle, South Central Economic Development District; and Dena Beck, Rural Economic Assistance Program have modeled this after the successful I & E club created by Terry Whipple in Wisconsia-

Dena Beck, REAP Business Specialists states, "according to the Center for Rural Affairs' statewide small business needs assessment conducted earlier this year, 88% of people surveyed were interested in a networking organization. The PK Innovator and Entrepreneur Club will be an effective avenue for our businesses. The Rural Enterprise Assistance Project-REAP (a program of the Center for .

Rural Affairs) is thrilled to partner with PK to make this I & E Club happen and hopes to replicate in other parts of the state."

I strongly believe this kind of Club is what so many of our talented Entrepreneurs need to move their ideas into reality. Watch for specifics in the January Newsletter. I encourage anyone, even if you already have a business and have an idea for expansion, whatever the idea or invention please come and share in a safe environment and get the support you need to make it a reality. "This is a real opportu- nity to network, learn about key components of running a business, and speak to professionals and ser- . vice providers. Ultimately, our goal is to help the local communities grow through entrepreneurism," Monica Boyken of PCDC stated. Please keep this date in January and February open for this event.
