Living on campus will give you many opportunities to develop relationships with students, faculty and staff members. We hope that in addition to handling your busy academic schedule, you will also have time for recreation during your stay here in Budapest. As an adult member of the CEU community, you are kindly asked to respect the rights of others and be accountable for your actions. This alphabetical guidebook is an important part of the Housing Agreement / Lease Agreement that you will sign upon moving into the Residence Center, and we hope it will clearly set forth the regulations of the Center for you. Congratulations, you have been awarded accommodation in theCEU Residence Center and it is our pleasure to welcome you amongour privileged students.

Getting to CEU Campus (Nador u. 9 .)Consider 45 minutes to get to the main campus. Take any bus thatstops opposite the CEU Residence Center and go to the final station,"Örs Vezér tér". Take the metro to "Deák tér. The campus is 5 min.walk from Deák tér.

4 free nights systemStudents in single rooms or students in double rooms with singleoccupancy may register guests for up to 4 nights per monthwithout being charged the overnight fee during the academicyear. This applies when an extra bed has not been requested.The monthly 'quota' is non-transferable and non-cumulative (e.g.unused 'non-fee nights' from February cannot be transferred toMarch). When the resident has used all his/her quota for the month,i.e. from the 5th night onwards, a fee of the overnight guest with anextra bed request will be charged. It is not possible to re-register theguest in a different room from the 5th night. For safety reasons allguests have to be registered upon arrival at the Reception bycompleting a registration form. Upon departure, the guest has tocheck out by signing the form again.

Abandoned propertyAny/all items of personal property remaining on the premises of theCenter following the termination of the Housing Agreement will beconsidered as abandoned and discarded personal property. Suchproperty shall be held for a period of 10 days. If it is not claimed bythe residents within this period, the property shall be destroyed ordiscarded.

Access to the Residence Center during nightThe entrances are closed between midnight and 6 a.m due tosecurity reasons. During this time you can enter only at the mainentrance by placing your CEU ID card onto the terminal installedthere. If you have problems or don’t have your ID card with you,please ring the bell and the security guard will assist.

Accommodation Reporting FormNot all students will need this form for the residence permit, pleasefind more information athttp://www.ceu.hu/studentlife/services/onlineorientation

BLANK FORM for residence permit can be picked up at the StudentLife Office, the reception of the Residence Center can notprovide this form.

Filled out forms should be given to the reception to be signed by anauthorized representative of the Residence Center. This processtakes one weekday.

Bambus BarIt is open 24 hrs. Service is provided from 6 p.m. till midnight, onFridays and Saturdays till 1 a.m. The Bambus Bar has wirelessinternet access.It is not allowed to bring food or drink to the bar from elsewhere.

Bed linenBed linen is changed once a week on the scheduled cleaning day. Ifyou experience quality problems with the new bed linen, you mayask the replacement at the reception.

Bicycle racksBicycles may be kept in the backyard bicycle room (key can becollected from the security guard) or at one of the open air rackslocated in the backyard. Bicycles should not be brought into thebuilding or tied to benches, rails and trees in the garden. Improperlyparked bicycles will be removed by the staff.

CEU does not take responsibility for damages and/or stolenbicycles. It is strongly recommended to lock your bike.

CafeteriaThe cafeteria offers breakfast, lunch and dinner. For lunch anddinner the 3-course student menu with filtered water is HUF 870. Avoucher for 7 meals is available at a reduced rate, HUF 5700.Daily offers are available as well. Cash is the only accepted form ofpayment at the cafeteria. Students are asked to bring their ID card tothe cafeteria and present it to the cashier in order to receive thediscounted student rate.

It is not allowed totake out silverware, glassware, plates, etc. from the cafeteria /Bambus bar only in case you leave HUF 3000,- as a deposit atthe cashier. Plastic boxes are available for take away, or you canbring your own.bring food and drink into the restaurant / Bambus bar fromelsewhere.

Certificate of AccommodationAll resident students will need this form when they apply for theirresidence permit or registration card. 1st year students willautomatically receive it upon arrival with their welcome package. Ifyou need to extend your residence permit during the academic year,you may turn to the reception, they will issue a new one signed byan authorized representative of the Residence Center (this proceduretakes one weekday).

Check in procedure(also see registration form and guest)Upon arrival to the Residence Center, students are requested tocheck in at the reception desk. They are asked to complete aregistration form, to sign the CEU Residence Center Housingagreement / Lease Agreement, and the Rules and Regulations, andto set up a time for room check to complete the damage declarationform. Students receive a welcome pack and a keycard that openstheir room.

Check out procedure3 days before checking out the Center, students are requested to setup a time for room check with the reception. The room check isdone on the day of departure between 8 am and 4 pm. In casedeparture is before 8 am, the room needs to be checked on the daybefore departure.

Guests have to check out upon departure by signing theregistration form again. Failing to check out properly would resultin charges for the additional nights.

CleaningLounges and corridors are cleaned from Monday to Sunday between8 am and 4 pm. The staff cleans the rooms (including bathrooms)and provides clean bed sheets once a week, towels are not provided.Rooms are cleaned some time from Monday to Friday, between 8:00a.m. and 4:00 p.m. The cleaning schedule is posted on the centralbulletin board on each floor. Students are not allowed to changetheir cleaning day. If you would like to avoid cleaning in the

morning, the latest time you can postpone the cleaning to is 11 a.m.,after that cleaning is not guaranteed. First cleaning is due one weekafter arrival. Cleaning staff will respect the privacy of students, andwill knock before entering the rooms. Housekeeping andmanagement has the right to enter the rooms. If needed, the garbagebin should be put on the corridor in front of the door; thehousekeeping staff will empty it between 8 am and 4 pm each day.If the resident does not let the cleaning staff enter the room, thecleaning will be postponed to the following week.

It is each resident’s responsibility to keep his/her room in a cleanand sanitary condition. In order to maintain a suitable level ofcleanliness in the room, it is not allowed to postpone cleaning in 2following weeks.

If extra cleaning is needed due to inadequate use of theroom/bathroom the cost of the cleaning will be charged to thestudent (2.200 HUF for the room, 3.300 HUF for the bathroom). Ifthe room will need an immediate extra cleaning the ResidenceCenter will charge the student without any previous warning.

Students are responsible for keeping the communal premises (TVlounges, study room, kitchens) tidy including own dishes and cutleryused in lounges/kitchens.

Community expectationsLiving on campus implies the responsibility to contribute to thequality of life in the residential community. All communities expect

their members to uphold their standards of behavior and tocontribute to the welfare of the group. Residence Center policies andprocedures are designed to provide an academic living environmentconsistent with CEU policies, to help students understand theirresponsibilities as residents, and to provide fair and consistenttreatment for all on-campus students. To be acceptable, all behaviormust respect the dignity of others and the qualities of diversity. It isrequested from all students to show respect for the Center’sstaff and all community. Students can ask the Dormitory StudentServices Manager and/or their RCs to mediate when an amicablesolution cannot be reached. Refusal to communicate with a staffmember or ignoring a staff member’s request constitutes a violationof the Residence Center Rules and Regulation. If the resident feelsthat the request of the staff member was not reasonable, or that theattitude or manner of the staff member was not appropriate, theresident still has to respect the authority of the staff member andmust cooperate. In such cases, after the incident, the resident shouldsubmit a formal complaint in writing to the Dormitory StudentServices Manager describing the staff member’s conduct.Suggestions or ideas for ways to improve the quality of life shouldbe discussed with the RCs first.

ComplaintIn case of an incident, students may complete the Form ofComplaint available at the Reception. It will be investigated andreplied by the Residence Center Management.

ComputerCEU Residence Center has 2 PC labs.

The IT administrators, if accompanied by a security guard, areauthorized to check the CEU IT network in students’ rooms toensure that it operates properly, and no illegal software is installedon the computers. In severe cases they may even disturb the ongoingwork. Students are financially responsible for accidental orintentional damage on the CEU owned computers.

All CEU policies and guidelines concerning the use of thecomputing resources apply to the use of the Center’s computerfacilities and private laptops. For further IT related issues andregulations please see the Guidelines for Use of Network andComputing Resources on the CEU Website

Computer labsThere are two computer labs on the first floor, the big PC lab is asilent lab, the small PC lab in front of the IT helpdesk is the chat lab.Computer labs are open to all CEU students (non-residentsincluded).

Opening hours: non-stop,assistance is provided from Monday to Friday9 am. – 10 pm, andon Saturday – Sunday 1 pm. – 7 pm

Non-resident students have to register as daytime guest at thereception.

In the big PC lab color printing, copying and scanning facilities areavailable.It is prohibited to drink or eat in both PC labs.

CoolingOfficially the cooling period is between 1 May and 15 October, butit might change depending on the weather conditions. Students canadjust the temperature in the room with the thermostat.

Damage Declaration form (DD form)Students will receive the DD form during the check in procedure inorder to identify damage that exists at the time of moving in, forwhich the student will not be held responsible. Any damagediscovered in the room may be reported within two days afterarrival.How to fill in the damage declaration form:Please find the form attached

Damage and other feesIf a room is damaged in any way, and it is not indicated in the DDform or violating the House Rules, the student will be charged theamount of the damage/fine. Students will be informed about theamount via e-mail. The cost of damage is payable at the receptiondesk within 30 days.

A payment in installments is possible when the amount is over15 000 HUF (payment is due in two installments within 2 months).Damage fee over 30 000 HUF is payable in 3 installments within 3months. This does not apply to the respective period just beforedeparture in which case the payment is due before departure thelatest.

Students are also responsible for any damage caused on the commonpremises. All rules apply to guests, and students are held responsiblefor the behavior of their guests as well as any damage they maycause.Before leaving CEU, graduating students need to ensure that they donot have any outstanding financial issues at the Residence Center inorder they can progress in the Leaving Procedure and collect theGeneral deposit at the Budget and Finance Office.The Student Records Office will withhold sending the diplomas andofficial transcripts unless all outstanding debts are paid according tothe CEU "Policy on Holds."

Electrical appliance(also see hair dryer and ironing)It is forbidden to use any electrical and/or cooking appliance in therooms/common areas including but not limited to irons, electricheaters, hot plates, grills of any type, electrical ranges, toasters orwater boilers.Forbidden electrical appliances used in the room or in the commonlounges will be collected by the housekeeping and are returned bythe end of the academic year.

Extra bed(also see guests)Residents in single rooms or in double rooms for single occupancymay reserve an extra bed /extra mattress for an overnight guest..Guests must check in and pay upon arrival at the reception desk.Guests have to check out upon departure by signing the registrationform again.The cost of accommodation is 2600 HUF per night including anextra bed, bed linen and free use of sport facilities. This rate is notinclusive of the local tax which is an extra 300 HUF per night.

The extra bed will be delivered to the room within 2 hours afterregistration.Extra beds are not automatically provided if you have a guest in the4 free nights policy (this policy applies if the request is without extrabed) and the guest stays more than 4 nights. You have to ask for theextra bed in case of extension of the guest’s stay.

Fitness center, swimming pool, saunaIt is open for all CEU students, faculty and staff

Opening hours are subject to change. Due to maintenance it isclosed for certain days during the AY, students are informed inadvance.

Rules and regulations are placed in the swimming pool /fitness roomarea. The locker key may be requested at the reception desk afterdepositing your ID card. It is compulsory to use swimming cap inthe swimming pool.

Green hotelThe Residence Center is a “Green Hotel”, please switch off thecomputer, the lights and the air-conditioner if you are not in yourroom. Please also follow the recycling policy of the ResidenceCenter.

Guests(also see check in/check out procedure, registration form)Resident students can have guests: one student (in single room or indouble room with single occupancy) can only have one guest pernight in his/her room and the student must be present during theguest's stay. Students in shared rooms are not allowed to haveovernight guest in their rooms. Guests may stay up to 60 days peracademic year.

It is the responsibility of the residents to register their guests andthey will be held accountable for all their actions in the ResidenceCenter.

Preferably the resident student should fill in the guest reservationform at least one day prior to the arrival of the guest. (pre-registerthe guest)For safety reasons all type of guests (listed below) have to beregistered upon arrival at the Reception by completing aregistration form. Upon departure, the guest has to check out bysigning the form again.Failing to check out properly would result in charges for theadditional nights.

Daytime visitorsThey can stay until 12 midnight in the Residence Center free ofcharge. Guests staying after midnight will be considered asovernight guests. In he event of a daytime guest stays after midnightand does not modify his registration at the reception, he has to payHUF 8000.

Overnight guests with separate room requestUpon availability, residents may reserve a single room for theirguests for 5 500 HUF / night, a double room for 8 500 HUF / night.These rates are not inclusive of the local tax which is an extra 300HUF / person / night.

For the graduation period one night deposit has to be paid at the timeof the reservation. In case of visa application the total sum has to bepaid in advance according to the Hungarian law.

Failure of registration of an overnight guest will result in acharge of HUF 8000/night /occasion. At second notice exclusionof the student from the Residence Center will be initiated.

Hair dryerIt can be borrowed for one day from the reception desk. A deposit ofHUF 5000 is required. Students have to make sure to return the hairdryer right after they have used it.

HeatingOfficially the heating period is between 15 October and 1 May, butit might change depending on the weather conditions. Students canadjust the temperature in the room with the thermostat.

ID card(also see access to the Residence Center during night)All residents must show their CEU ID card when requesting roomkey-cards. Visitors must register for a visitor card at the receptioneach time they enter the building.Access through the backyard entrance is possible with your ID card,but only till midnight. ID card must be presented /placed to theterminal installed at the main entrance during night betweenmidnight and 6 a.m.The Security guards and receptionists are authorized to check the IDcards at any time in the building and the premises.

InternetThe Center has two computer labs with broadband Internet access.

Students’ access to the internet and to the IT systems via a privatelaptop will be blocked immediately, if proper security does not existon the respective laptops. Internet plugs shall be found in each room,and LAN cable is provided by the IT staff.Wi-Fi Internet system is available on the ground floor.

IroningIrons can be borrowed from the reception desk and can be used inthe laundry room. A deposit of 5000 HUF is requiredStudents have to make sure to return it right after they have used it.Ironing boards can be found in the laundry. The laundry is the onlydesignated place for ironing, it is forbidden to use iron in the roomfor safety reasons. Violators of this rule will be charged 5000 HUF.If the carpet is burnt by iron, the replacement of the carpet is 40 000HUF

The on-site IT administrators are in charge of solving all hardwareor software related problems. Each student is allowed to turndirectly with her/his IT related problem to the on-site IT

administrators, who will do their best to fix the problem as soon aspossible. If the problem – due to the complexity of the request -cannot be solved by the on-site personnel, then the central CEU ITService Desk will be involved.

The Helpdesk administrators of the IT Department are exclusivelyresponsible for operating IT equipment (desktops, laptops, etc.) ofCEU, they are not in charge of supporting private laptops of thestudents.

KeycardUpon arrival to the Residence Center students receive a keycard thatopens their room and the lounges of the floor.It is forbidden to give key-cards to anyone else or to have themcopied for that purpose. If a student loses his/her keycard or does notfollow the above guidelines, he/she will be held responsible for alldamage or losses. It’s a student’s responsibility to carry his/her keyat all times.Students who find themselves locked out of their room five timesor has lost his/her key-card will be charged a fine of 1000 HUF.

KitchenThere is a small kitchen on each floor in the ‘B’ wing.

Kitchens include an electric stovetop, exhaust fan, sink and tworefrigerators. Students provide their own cookware and dishes.Common courtesy requires that students clean up after themselves inthe kitchen.The door has to be closed at all times.

Never leave cooking food unattended.Do not use the kitchen for private parties.

It is forbidden to use extra hot plates in the kitchen lounges and inthe TV lounges on the floors, only the electric appliances providedby the Residence Center can be used. RCs and housekeeping havethe right to confiscate any appliances found in the lounges and theyare returned by the end of the academic year.

LaptopsIn every room there are plugs for the internet. Laptops can be usedwith LAN cable, LAN cable is provided by the IT staff. The NovellSystem (NAL) will not be available via this connection.

IT administrators are exclusively responsible for operating ITequipment (desktops, laptops, etc.) of CEU, they are not in charge ofsupporting private laptops. However, the IT administrators willassist students how to log into the CEU’s or Business School’s ITsystems by using a private laptop, they will check security solutionson private laptops. Students’ access to the internet and to the ITsystems via a private laptop will be blocked immediately, if propersecurity does not exist on the respective laptops.

All CEU policies and guidelines concerning the use of thecomputing resources apply to the use of Center’s computer facilitiesand private laptops.

LaundryA laundry with washing and drying machines is available in thebasement. The laundry is open 24 hours a day.

Washing machines and dryers are operated with tokens that can bepurchased for 300 HUF at the reception desk.

Students are asked to fill out the Laundry Form posted on themachines, your room number and expected end time of yourwashing has to be indicated.

Luggage roomThe reception desk or the security services should be contacted inorder to use the safe and the Luggage Room.

Opening hours: 6:00 a.m. — 10:00 p.m.Resident students moving out of the Center may leave their luggagein the luggage room. Students will receive a confirmation paperfrom the security service. Belongings can be collected by showingthis paper and an ID. The Center stores the belongings left in theluggage room up to six months. After this, neither the ResidenceCenter nor CEU shall be responsible for the left luggage and noclaims concerning the left luggage shall be fulfilled. The luggageroom can be used only by resident students and only a limitednumber of luggage per person can be stored due to the lack of space.The number of luggage is limited to 2 boxes / size: 44*40*45 cm /

MailStudents who receive mail or package will be informed on the noticeboard at the reception. If you await a package and it has to be paidupon delivery, you are requested to leave the delivery cost at thereception in advance.Student ID card should be presented when retrieving a package.We cannot keep mail for anyone once they leave the ResidenceCenter. If mail is delivered after you leave, it will be automaticallyreturned to sender.

Maintenance in the room / common areasThe management will do every effort to avoid disturbances. In caseof urgent maintenance of rooms and common areas the quiet hoursmight be suspended. In case of noisy scheduled maintenance work isneeded the management will inform students in advance.In case of urgent maintenance is needed, the student will beinformed and has to move out from his/her room to another withintwo days.Residence Center staff has the right to enter the room if the residentis not present for improvements, repairs and maintenance.

Misconduct and offensesIn the event of any misconduct or offense, the rules and regulationsof the Code of Ethics and the Residence Life Code of CentralEuropean University shall apply. If an immediate sanction isdeemed necessary, the Dormitory Student Services Manager willpromptly submit a complaint directly to the Vice President forStudent Services who, in consultation with the COO, will decidewhether to submit the claim to the Planning and Budget Committeeor to the Disciplinary Committee. The persons or university bodythe complaint was lodged with may decide upon an immediatesanction, including expulsion from the Residence Center within areasonable time. In the event of disagreement over an immediatesanction, the student may file a complaint with the DisciplinaryCommittee or an appeal of the decision of the DisciplinaryCommittee to the Grievance Committee, respectively.

The Disciplinary Committee or the Grievance Committee has theright to suspend the immediate sanction pending its final decision.

Outdoor sports grounds(also see tennis court)Basketball/football/volleyball court, tennis court is available. Sportsequipment (basketball, volleyball, football, table tennis rackets, etc.)can be borrowed at the reception.

ParkingThe daily rate is HUF 600/day, but resident students can use theparking area of the Center for a discounted monthly fee of 10 000HUF/month /car and 5 000 HUF/month/motorbike.

PartyStudents have the possibility to organize events / parties in Don PubLow for a deposit of 10 000 HUF. This will be held back till thenext working day. If there was not either damage or need for anextra cleaning caused at the venue of the party, it will be paid back.In case a bigger room is needed a conference room (if available) canbe reserved the same way for a deposit of 25 000-40 000 HUF,depending on the size of the room.Students may organize general events, public parties in the BambusBar. An approval has to be requested from the Dormitory StudentServices Manager.

For any party an application form must be filled in 3 days prior tothe party. Students may rent technical equipment (if available) fortheir party by using the same form. Parties must end by 4 am.

The lounges on the floors are not allowed to use for private partiesor for spontaneous gatherings.

PetsPets are not allowed in any area of the Residence Center.

PhonePhone calls can be received on the extension sets located in thecorridors on each floor, but these sets can be used for makinginternal calls only.For external calls the public phones on the ground floor should beused. International calling cards can be purchased at the receptiondesk.

Policy on HoldsFailure to meet any obligation to the university and the ResidenceCenter, including those conditions set forth in the individual'senrollment confirmation form and financial obligations, will resultin suspension of access to student services. These include—but arenot limited to—issuance of transcripts and diplomas, access to anyof the following: the CEU computer network; the CEU Library;medical services; the University Information System (rentalaccommodation database, matriculation form, class registration);research grants and fellowship stipends. The Policy on Holds will beapplied until the obligation is met and the hold is cleared by therespective office.

Posters / pictures on the wallStudents may put posters up on the board provided in the room.However, if you put posters on the walls and damage is caused thenyou will be billed for the repair. We do not recommend any kind ofadhesive product for use on walls as they will remove the paint and/or leave residue behind. In case of wall damage a fixed amount hasto be paid. Please see damage declaration form for costs.The use of pins and tacks on walls is strictly prohibited.

Posters on the doors facing the corridor will be removed. Postingsigns and posters in common areas without the prior approval of theDormitory Student Services Manager is not allowed. Any posterdeemed to be offensive will be removed.

Presence during the yearStudents who will be away from the Residence Center for acontinued period longer than 4 weeks are required to vacate theirrooms and check out properly. This does not include theChristmas/New Year holiday period.Belongings may be stored in the storage room.

Printing QuotaEach student is allowed to print a definite number of pages duringtheir studies free of charge. The printing quota is monitored by theIT administrators. In case one runs out of the printing quotaadditional pages can be bought via the Finance Office of the CEU(contact: Monument Building - Nádor Str. 9., Mezzanine Floor, cashdesk opening hours: 9 a.m.-1 p.m.)

The printing quota can be refunded in case of bad quality prints,students have to show the bad quality prints at the IT Helpdesk inthe Residence Center, the Helpdesk will approve the number of badquality pages and make steps to credit these pages.

Prohibited activitiesProhibited activities that are illegal or pose danger to the community1. Commission of any offense prohibited by the laws of Hungary.2. Use, sale, possession or distribution of any drugs, possession andpromotion of drug paraphernalia.3. All conduct of violence or any other activity including sale ordistribution of hate paraphernalia and music, which may present adanger to the safety of the Residence Center’s community.4. Use, possession, display or storage of any weapon, dangerousinstrument, explosive device, fireworks, or dangerous chemical.5. Distribution and/or sale by students of alcoholic beverages.6. Students are expected to respect their community and the staff atall times.7. Drunken and/or disorderly conduct will not be tolerated and issubject to sanctions. Repeated offences will result in dismissal fromthe Residence Center.

Prohibited activities that are demoralizing or infringeupon the rights of others1. Willfully or defiantly violating or promoting violations of theterms of the Residence Center Rules and Regulations or the CEU’sCode of Ethics2. Violating any disciplinary sanction imposed for an earlierviolation.

3. Interfering with any CEU-sponsored activity.4. Failure to comply with the directions of authorized agents actingin good faith in the performance of their duties, including RCs, CEUand CEU Residence Center management/staff, law enforcement orsecurity officers.5. Failure to provide information upon request by CEU and CEUResidence Center personnel or agent acting in good faith orfurnishing incorrect information, including false identification.6. Endangering, threatening, intimidating, bullying or causingphysical harm to any member of the CEU community or to oneself.7. Interfering with any disciplinary process, including but notlimited to, tampering with physical evidence or inducing a witnessto provide false information or to withhold information.8. Any attempt to commit or conceal an act of misconductprohibited by rules is subject to sanctions to the same extent ascompleted acts.

Prohibited activities that constitute fraud or violationagainst property1. Defacing rooms with nails, tacks, paint, staples, glue, tape,screws, graffiti, glow-stickers etc. is prohibited.2. Unauthorized presence in or unauthorized use of the Center’sproperty, resources, or facilities.3. Misrepresenting oneself or an organization as an agent of theCEU or the Residence Center.4. Forgery, falsification, unauthorized alteration, or misuse ofdocuments, records, or identification, including, but not limited toelectronic software and records.

5. Initiating, causing or contributing to any false report, warning orthreat of fire, explosion or other emergency.6. Possessing property the student knows or has reason to believemay be stolen or misappropriated, including illegal software.7. Misuse, theft, misappropriation, destruction, damage, orunauthorized use, access, or reproduction of property, data, records,equipment or services belonging to the CEU or the ResidenceCenter or to another person or entity.

Prohibited activities that are discriminatory or violateanother individual’s person or dignity1. Engaging in any act of physical violence against another memberof the community.2. Engaging in discriminatory activities or using discriminatory orhate rhetoric deemed inappropriate by designated CEU official, onthe basis of age, ethnicity, gender, disability, color, national origin,race, religion or sexual orientation.3. Engaging in hazing, harassment or repeated unwanted contactagainst another member of the community.4. Engaging in any sexual harassment, offense, including but notlimited to, sexual assault or public indecency.

Prohibited activities that impose hazard to thephysical safety of others1. Using of any electrical and/or cooking appliance in the roomsincluding but not limited to hot plates, grills of any type, electricalranges, toaster-ovens or water boilers. Any questions aboutappliances prior to use must be directed to the Dormitory Student

Services Manager. Housekeeping has the right to confiscate anyillegal appliances found in the residents’ rooms.2. Smoking on the premises except at one of the outdoor designatedareas.3. Using candles and incense are expressly forbidden in theresidence rooms. Additionally, the burning of any substance or theuse of any sort of open flame is prohibited.4. Setting fires, intentionally or recklessly, misusing or damagingfire safety equipment, including, but not limited to, alarms, heatsensors, smoke detectors, hoses, fire extinguishers, and emergencytelephones.5. Unjustified setting-off of the building’s fire alarms will result inthe student’s charge for damages and subject to disciplinary action..

Prohibited activities that violate the right of others toa peaceful, clean and orderly living environment1. Playing music or television in the room loudly is strictlyprohibited regardless of the quiet hours. “Loud” is when any otherresident outside of the room hears the noise through the wall or thedoor, and finds this level of sound disturbing.2. Entertaining guests and/or being loud in the room and engaging inany other behavior that is disruptive to others.3. Engaging in disorderly, disruptive, or reckless conduct of anysort, which interferes with the activities of others, is prohibited onthe premises.4. It is each resident’s responsibility to keep his/her room in a cleanand sanitary condition.5. Disposing of trash elsewhere, but in the provided trashreceptacles.

6. Posting signs and posters in common areas without the priorapproval of the Resident Counselor.

Quiet hours(also see security service)The following hours are deemed “Quiet hours”, which means thatnoise levels has to be kept at a minimum level both in individualrooms as well as public areas.Monday – Thursday & Sunday: 10:00pm – 8:00amFriday, Saturday, & holidays: midnight – 9:00amCourtesy hours apply all day!During the Study and Exam Weeks, Quiet hours will be 24 hours perday from the last day of classes until the last day of exams.

In case of urgent maintenance of the rooms and common areas thequiet hours might be suspended. In case of noisy maintenance workis needed the management will inform students in advance.

Recycling policyStudents are asked to follow the recycling policy of the Center, andcollect paper, glass, metal and plastic waste separately from otherwaste. There are recycling boxes placed in the lounges on eachfloor, in the study room and near the reception desk area. Studentsare asked to collect recyclable waste there. Used batteries andmedical waste can be disposed of separately in the laundry area.

RefrigeratorYou will find 4 common refrigerators on each floor. Students arerequired to keep the common refrigerators sanitary and clean spoileditems out of the refrigerator.

The common refrigerators are emptied of all food items and cleanedon a regular basis. Students will be informed beforehand and askedto wrap and label all food items they would like to keep. TheResidence Center is not liable for any discarded food which was notlabeled before. Students can rent a small refrigerators for their roomfor 25 000 HUF per academic year. The rental agreement can besigned and the rental fee paid at the reception desk. The refrigeratorwill be delivered to your room in 2 weeks after signing the rentalagreement. Students are expected to keep their refrigerators cleanand they must not deface them (ie. no stickers, paint, markers etc)You can order a refrigerator from February for 15 000 HUF. At theend of the semester or academic year, the refrigerator must bethoroughly cleaned prior to the student’s departure and will bechecked by the Housekeepers. In case of damage not indicated on

the DD form, a fee will be charged to the student account. Thehousekeeping staff has the right to remove the fridge in case it needsmaintenance. Students will be informed in advance.

It is not possible to use your own refrigerator in the room.

Registration Form(also see check in procedure and guests)Upon arrival at the Reception all residents (students, guests) areasked to complete a registration form.Upon departure overnight guests have to check out by signing theform again.

Failure of registration of an overnight guest will result in payment ofHUF 8000/night /occasion which is payable both from the student orfrom his/her guest conjointly. At second notice exclusion of thestudent from the Residence Center will be initiated.

Guest registration:preferably the resident student informs the reception and pre-registers the guest; upon arrival, the guest has to check inand sign the form, or

both the student and the guest have to be present at theReception, orthe guest arrives the Residence Center, fills the form in andwaits for the signature of the accepting student. The guestcan not leave the lobby until the student host arrives andsigns the form, too.

Resident Counselor (RC)A Residence Center Council is established each year, composed ofResident Counselors representing the residents of the facility.Resident Counselors (RCs) are chosen for their positive attitude,leadership potential, and sense of commitment. They are responsiblefor:1. Communicating concerns, suggestions and criticisms from thestudents about residence life to the residence management andworking with the residence management to make positive changes tothe quality of life in the facility.2. Communicating important announcements concerning residencelife from the management and the central administration of CEU tothe students.3. Helping to make rules (and enforcing them) for student behaviorat the Residence, e.g., rules regarding quiet hours, use of the TVroom etc.4. Serving as "peer counselors" to the students. A peer counselor isan individual who serves as one initial point of reference forstudents experiencing adjustment difficulties and who refers theseindividuals, as necessary, to the CEU counselors (non-medicalservices).5. Responding to emergency situations

6. Sponsoring social and educational programs, and promoting thegrowth of a positive learning community on the floor area and in thebuilding.Resident Counselors work closely with the Dormitory StudentServices Manager.

SafeThe reception desk or the security service should be contacted inorder to use the safe. Location: in the basementOpening hours: 6:00 a.m. — 10:00 p.m.

Students must make sure that money, jewelry and other personalvaluables are stored safely. The CEU Residence Center is notresponsible for lost valuables from the rooms and commonpremises, is only liable for lost valuables stored in the safe. The safecan only be used by the students living in the Center and it is free ofcharge A deposit of 6000 HUF or 20 EUR is requested whenopening a safe, it can be picked up after the safe is emptied and thekey is returned to the security. All students can have their individualsafes. If the safe key is lost, the replacement fee is 24 000 HUF.

ScanningStudents can find scanning facility in the big computer lab.

SecurityThe reception is not allowed to give out the room numbers andphone numbers of residents because of security reasons. Securitycameras are installed in the common areas of the building.

Residence Center staff reserves the right to enter the room if theresident is not present for: cleaning; improvements and repairs;routine room inspections, maintenance; fire and safety inspection.

The sphere of action of the security guards is to keep the peace andorder of the Residence Center, when the house rules are notrespected, in order to ensure the preconditions of studying, peaceand relaxation. They report disturbances to the Dormitory StudentServices Manager. The security guards are authorized to check theID cards at any time in the building and the premises and they arerequired to check the ID cards of students/guests disrespecting thehouse rules.

The security guards patrol the building and impose regular and/orrandom checks on floors in order to maintain and respect the Quiethours and the preconditions of relaxation and studying. All offences/ incidents are reported to the Dormitory Student Services Manager.

The Storage and Safe room can be used with the help of the securityservice.

SmokingSmoking is NOT ALLOWED in any area of the Residence Center.Students wishing to smoke are required to do so outside the buildingat one of the designated smoking areas (at least five meters awayfrom the door):- at the bottom of the handicapped ramp at the main entrance- on the Bambus Bar terrace, between the two doors of the terrace(bar's door and photocell door)

Anyone caught smoking will be liable for a fine, 20.000 HUF.Students asked repeatedly to stop smoking will have to move out ofthe Center. Ash, used cigarette found in the room and on thewindow sill (also on the outside window sill) or burnt carpet will beconsidered as signs of smoking.Each room is equipped with a smoke detector for your protection.

Activating the smoke detector by smoking, lighting candles or usingforbidden electrical appliances in the rooms will result in a fine.Students found tampering with fire protection systems will becharged for damages and subject to disciplinary action.

Study roomThere is a study room on the ground floor next to the main entrance.Wi-Fi is available in this study room.There is another study room on the 10th floor, in wing ‘B’.

Table tennisUntil the middle of October it is located on the back terrace.As soon as one of the luggage rooms becomes empty the table tenniswill be placed there.Table tennis rackets can be borrowed at the reception.

Tennis courtTennis court is free of charge for students and it is available fromspring to autumn. Reservations can be made at the reception. Tennisrackets and balls can be borrowed at the reception.The tennis court has to be cleaned, the balls collected and returnedto the reception desk.

TV loungesThere is a TV lounge on each floor in the "A" wing.

TV lounges are also equipped with coffee machine, kettlemicrowave oven, and refrigerators. Any other electrical cookingappliances are not allowed.The door has to be closed at all times.

Wireless InternetWi-Fi Internet system is available on the entire ground floor for freeof charge.

Window sillIt is forbidden to store food or any other objects on the window sillas falling objects may cause accidents or damage to property.Violators of this rule will be issued a warning for the first offense,from the second time will be charged 5000 HUF / occasion.
