n la amplia y variada geografía colombiana, convergen factores de interés geopolíti-co que son agudizados por las nuevas tendencias de globalización y por el accionar Edelictivo transnacional de las organizaciones narcoterroristas que delinquen en

nuestro país. De allí surgen nuevos desafíos que deben ser enfrentados decididamente por la Armada Nacional en los casi un millón de kilómetros cuadrados de espacio marítimo, fluvial y terrestre bajo su responsabilidad, con el propósito de contribuir efectivamente a garantizar la seguridad de quienes viven en Colombia.

En este contexto la Armada Nacional se ha formulado dentro de su Plan Estratégico Naval, una estrategia coherente con los esfuerzos nacionales e internaciona-les en la lucha contra el narcotráfico denominada “Cerrando Espacios”, la cual va dirigida a evitar que el narcoterrorismo use los espacios marítimos, fluviales y terrestres bajo responsabilidad de la Armada Nacio-nal como rutas del narcotráfico y que utiliza para nutrir sus acciones terroristas mediante la producción y trafico de narcóticos; así como el ingreso al país de los insumos químicos que se requieren para el procesa-miento de los estupefacientes en las selvas colombia-nas y la introducción de las armas, municiones, explosi-vos y contrabando, fruto de su negocio ilícito.

Esta estrategia se fundamenta en el fortalecimiento del programa de control e interdicción marítima, fluvial y terrestre en los tres escenarios operacionales: el Mar Caribe, el Océano Pacífico y los ríos colombianos, donde la Armada Nacional focaliza su estrategia en la guerra al narcoterrorismo. En ellos se busca fortalecer la fuerza mediante la recuperación, mantenimiento, modernización y adquisición de medios navales y

aéreos; hacer más efectiva la aplicación de la fuerza de forma conjunta y combinada y lograr un apoyo logístico permanente y más eficiente.

Mirando al Pacífico Colombiano, a través de un mayor esfuerzo de recursos y permitiendo así cerrar esa nueva brecha que han abierto las organizaciones narcoterroristas para el tráfico de narcóticos y el ingreso de precursores químicos, armas, municiones y explosivos. El Pacífico Colombiano presenta dos aspectos geográficos que ameritan un empleo diferen-te de los medios para contrarrestar el accionar delicti-vo de las organizaciones narcoterroristas en esta zona del país: Al norte, es acantilado rocoso con hermosas bahías y ensenadas y al Sur, formado por una larga llanura anegadiza con un “andén fluvial” tupido de manglares y cruzado por un laberinto de brazos, caños y esteros. Estas características disímiles convierten la costa pacífica colombiana en un corredor para los narcoterroristas que se han apostado allí para desa-rrollar sus actividades de procesamiento, almacena-miento y trasporte.

hroughout the extensive and diverse Colombian geography a convergence of geopolitical factors occur that is exacerbated by the transnational character of the Tcriminal narcoterrorist organizations (NTOs) operating in our country and their new trend

towards globalization. This situation presents new challenges within more than one million square kilometers of maritime, riverine, and land areas under Colombian Naval Forces responsibility which must be addressed in order to contribute effectively to guarantee the security of people living in Colombia.

Within this setting, the Colombian Navy has formulated within its Strategic Naval Plan, a coherent strategy, with national and international forces, to fight against narco-trafficking called “Closing the Gap”. This strategy is aimed at denying narco-terrorism the use of the maritime, riverine, and land areas, under Colombian Navy responsibility, as narco-trafficking routes and areas to nourish its terrorist actions by means of the production and trafficking of narcotics; also to include the introduction of chemical agents required for the processing of narcotics in the Colombian jungle, arms, munitions, explosives, and contraband – fruits of their illegal business.

The strategy is based on strengthening programs of riverine, maritime, and land control in three operational environments: The Pacific Ocean, the Caribbean Sea and Colombia's rivers. The Navy keeps working to focus its efforts in these regions in its fight against narcoterrorism. The objectives are: to strengthen the naval service through the salvaging maintenance, modernization, and

acquisition of naval and air assets; to improve the effectiveness of joint and combined operations, and to achieve a more efficient and robust logistical support.

Looking Towards the Pacific. Through a greater force of effort will allow the Navy to close the new gap that has been opened by NTOs for drug trafficking and the introduction of precursor chemicals, arms, munitions, and explosives. The Colombian Pacific region has two geographical characteristics that merit the use of different means to resist the crimanl activity of the NTOs in this area of the country. The northern Pacific coastline is characterized by rocky cliffs with beautiful bays and inlets, while the southern coastal region consists of a wide tidal floodplain forming a waterborne conduit of dense mangrove swamps and a labyrinth network of streams, channels, and estuaries. These dissimilar characteristics make the Colombian Pacific coast a perfect corridor for narco-terrorists who have invested in the area to carry-out their processing, storage, and transportation activities.

La Consolidación del Caribe Colombiano, como epicentro de la lucha contra el tráfico de narcóticos, es la manera como la Armada Nacional busca incremen-tar su participación en la lucha contra este flagelo, en un escenario considerado como centro de gran con-fluencia marítima mundial, el cual, hasta hace pocos años, se había constituido en la ruta marítima predilec-ta de los narcoterroristas en su tránsito hacia Centroa-mérica, Norteamérica y Europa, ruta que aun continúa

vigente dada su cercanía geográfica con los mercados de consumo y las ventajas

que presta en el apoyo para el transporte.

Abriendo los Ríos Colombianos al desarrollo del país, a través de la garantía de su uso legítimo, se constituye en una prioridad para la Armada Nacional, dada la importancia que representa para Colombia la promoción y el desarrollo de la navegación fluvial, asegurando el tránsito libre y seguro en las principales arterias fluviales. La consolidación y fortalecimiento de las Brigadas Fluviales de Infantería de Marina permiti-rá cubrir las principales cuencas hidrográficas alejan-do la amenaza del narcoterrorismo que emplea nuestros ríos para transportar sus insumos y productos de las áreas de cultivo y centros de producción en el interior del país, a los centros de acopio, almacena-miento y puntos de despacho en las costas colombia-nas.

La Armada Nacional no ahorra esfuerzos en la lucha contra el narcoterrorismo, y por esto en el desarrollo de la presente estrategia se ha comprometido el empleo total de sus cuatro componentes: Naval, de Guardacostas, de Infantería de Marina y Fluvial. El Naval, comprometido en el incremento de las opera-ciones de interdicción marítima en la zona económica exclusiva y desarrollando inteligencia y alerta tempra-na a través del arma submarina, fortalecido con la adquisición de plataformas marítimas y aéreas; el de Guardacostas, afianzando los resultados en la lucha antinarcóticos en el mar territorial, aguas interiores y línea de costa y concretando la modernización de sus unidades rápidas de interdicción, así como el desarro-llo de sus estaciones de guardacostas; el de Infantería de Marina, desarrollando operaciones de control y protección de la población y sus recursos; y el Fluvial,

cumpliendo las operaciones de interdicción en los ríos y aumentando su fuerza con la implementación de nuevos elementos de combate y la construcción de unidades tipo Patrullera de Apoyo Fluvial.

La estrategia “Cerrando Espacios” se basa en el fortalecimiento de las capacidades de cada uno de los componentes de la Armada Nacional y en la aplica-ción más efectiva de su fuerza en los tres escenarios descritos, para lograr la obtención de resultados operacionales significativos que lleven a la eliminación de la infraestructura logística del terrorismo y contri-buir así al objetivo común del pueblo colombiano de ganar la guerra a las organizaciones narcoterroristas y consolidar un clima de seguridad.

Consolidating the Colombian Caribbean, as the epicenter of the fight against narco-trafficking, this is the manner the Colombian Navy will look to increase its participation in this conflict; in a scenario considered a major convergence zone for world shipping, of which, until just a few years ago was the preferred maritime route the narco-terrorists for shipping to Central America, North America, and Europe It is still a choice route due to its geographical proximity to consumer markets and the logistic advantages it provides.

Opening the Rivers to develop the country through the guarantee oft of the country by guaranteeing their legitimate use is another top priority for the Colombian Navy, given the importance of Colombia for the promotion and development of river navigation, assuring safe and free passage. The consolidation and reinforcement of the Marine Corps' Riverine Brigades will allow for an adequate coverage of the major waterways. This will deny the narcoterrorist use of our rivers for the transportation of supplies and products from the cultivation areas and production centers in the interior of the country, to the collection, storage, and delivery points on the Colombian coasts.

Our “Closing the Gap” strategy is based on strengthening the capabilities of each component and increasing the effectiveness of their employment in each of the three operational environments described above. The final goal is to achieve significant operational results that lead to the elimination of the logistics infrastructure of terrorism. This will contribute to Colombia's common national objective of winning the war against the NTOs and consolidating a secure environment.

The Navy is not holding back in any way in the fight against narcoterrorism. Our strategy calls for the total employment of the Navy's four operational components: the Navy, the Coast Guard, the Marine Corp, and Riverine Brigades. The Navy component is committed in the increase of high seas interdiction operations and the development of intelligence and early threat operations with submarine units enforced through the acquisition of maritime and air assets. The Coast Guard component is responsible for

el territorio colombiano, los terroristas han establecido centros de acopio de narcóticos desde donde los distribuyen, al igual que insumos, armas, municiones, explosivos y contra-bando, para lo cual emplean los espacios marítimos y fluviales como sus corredores de movilidad. El dominio y control de estas áreas y rutas, así como de los puntos focales donde éstas convergen, tiene implicaciones trascendentales para la seguridad nacional y regional.

Agencias de seguridad e Inteligencia de los Estados Unidos han identificado y definido tres corredores principales de movilidad del narco-tráfico (México – Caribe, Pacífico y Europa), que consolidan una zona de tránsito entre los países productores en Sur y Centroamérica y los países consumidores en Norteamérica y Europa. Esta zona, con aproximadamente seis millones de millas náuticas cuadradas compromete la totalidad de las aguas colombianas (que corresponden a un 9% de la zona de tránsito), sobre las cuales se estima que fluye más del 80% del tráfico por vía marítima y hacia el cual está orientada la estrategia “Cerrando Espacios”.

“Cerrando Espacios” desarrolla un programa de control e interdicción marítima, fluvial y terrestre, cuyo objetivo específico es combatir la produc-ción y almacenamiento de estupefacientes y negar al narcoterrorismo el uso de los espacios marítimo, fluvial y terrestre como rutas para el tráfico ilícito de estupefacientes, así como para el ingreso de precursores químicos e insumos para su elaboración, de armas, explosivos, municiones y contrabando, para destruir la infraestructura logística de los grupos narcote-rroristas y lograr su desarticulación. Con este programa se busca el incremento de la cobertura y efectividad de las operaciones actuales de interdicción en el Mar Caribe, en el Océano Pacífico y en las vías fluviales; y la recuperación, complementación, modernización y adquisición de unidades, medios y equipos navales, aéreos, de guardacostas, fluviales y de Infantería de Marina, así como el aumento del pie de fuerza para desarrollar dichas operaciones.

a Armada Nacional ha diseñado una estrategia a mediano plazo que tiene por objeto derrotar a las organizaciones narcoterroristas que se han constituido en uno de los peores flagelos que ha azotado nuestra sociedad. Esta estrategia busca orientar los esfuerzos de la institución mediante un adecuado empleo de los componentes Naval, de Guardacostas, de Infantería de Marina y Fluvial en el combate contra el narcotráfico, para afectar severamente a las estructuras logísticas de los grupos narcoterroristas. El cumplimiento de este objetivo hace imperativo el incrementar y mantener el control territorial para cerrar los espacios costeros, marítimos y fluviales a estas organizaciones, que los han empleado como rutas para consolidar su ilícito.

La Armada Nacional tiene un área de responsa-bilidad de más de un millón de kilómetros cuadrados, caracterizada por poseer una geografía diversa y agreste. Es una zona particular que comprende áreas terrestre, marítimas y los ríos de la Patria. En algunas áreas rurales y zonas selváticas cercanas a la costa en

he Colombian Navy has developed a medium-range strategy to achieve victory in the fight against the NTOs which have constituted as one the worst conflicts to have affected our society. This strategy looks to align our institutions' forces through employment of its Naval Components, the Navy, Coast Guard, and Marine Corp in the fight against narco-trafficking to cause a severe affect to the logistic structure of the narco-terrorists. To complete this objective it is impera-tive to increase and maintain territorial control to close the coastal, maritime, and riverine spaces to these organizations who have used them to consolidate their illegal activity,

The COLNAV has responsibility for an area of more than one million square kilometers, consisting of a diverse and challenging geography. It is a particularly complex zone that includes land and maritime areas and the rivers of the country. In some rural areas and jungle zones close to the territorial coast of Colombian, the illegal armed organizations have established centers of narcotic accumulation from which they distribute, as well as precursor chemicals, armaments, muni-

tions, explosives and contraband. They use these maritime and riverine areas as mobility corridors. The dominion and of these areas and routes as well as where these areas and routes converge. Has transcendental implications for regional and national security and stability.

Security and Intelligence agencies of the United States have identified and defined three principal drug smuggling mobility corridors (Mexico – Caribbean, Pacific, and Europe), which consoli-date a transit zone between producing countries in South and Central America and consumer coun-tries in North America and Europe. This zone of approximately six million nautical square miles includes the totality of Colombian waters (corre-sponding to a 9% of the transit zone). There is an estimated flow of maritime drug traffic over Colombian Waters that represents more than 80 % of the narcotics moved by sea in the region. The “Closing the Gap” strategy is focused precisely to revert this situation.

“Closing the Gap” develops a program of maritime, riverine, and territorial control and interdiction with the specific objective to combat the production and storage of narcotics and deny narco-terrorism the use of maritime, riverine, and

land areas as routes for illegal trafficking of narcotics. These routes are also used for the import of precursor chemicals and materials for its elaboration, arms, explosives, muni-tions, and contraband. The goal is to destroy the logistic infrastructure of these narco-terrorist groups and achieve to dismantle them. This program seeks to increase surveillance in all areas under the Navy's

responsibility, to increase the effectiveness of current interdiction operations in the

Caribbean Sea, the Pacific Ocean and the principal rivers, and to provide

the necessary manpower and assets to carry out these

operations.

La Armada Nacional se ha adaptado a las exigencias de la guerra asimétrica que ha planteado el narcoterrorismo, a través del empleo flexible de sus medios, lo cual ha permitido el cumplimiento de múltiples misiones en nuevos y exigentes ambientes operacionales y logísticos.

El control de los espacios marítimos, las aguas interiores, las vías fluviales y la porción terres-tre de su jurisdicción en el territorio de la Nación, se ha logrado gracias a un esfuerzo mancomunado y coordinado de los componen-tes Naval, de Guardacostas, de Infantería de Marina y Fluvial, apoyados por la Aviación Naval.

La adecuada conjugación de los medios de la Armada Nacional permite desarrollar opera-


ciones contra el narcotráfico a través de accio-nes en las cuales participan unidades aéreas, de superficie, submarinas, fluviales y tropas en tierra, que efectúan interdicción marítima y fluvial, alerta temprana, exploración, vigilan-cia, reconocimiento, inteligencia humana, de comunicaciones y de señales, captura de cabecillas, así como localización y destrucción de laboratorios y centros de acopio.

Adicionalmente se ha robustecido la capacidad de efectuar operaciones conjuntas con las demás Fuerzas Militares, operaciones coordina-das con otros órganos de seguridad y entidades del Estado y operaciones combinadas con la participación de otros países (especialmente con los estados Unidos a través del Acuerdo de Interdicción Marítima vigente desde 1997), lo cual, complementado con la cooperación internacional, representa una gran fortaleza para bloquear las rutas de narcotráfico y mejorar significativamente el control de nuestras aguas jurisdiccionales en el Mar Caribe, en el Océano Pacífico y nuestra jurisdicción terrestre y fluvial.

EMPLOYMENT OF ASSETS

The Colombian Navy has adapted to the exigen-cies of an asymmetric war brought about by narcoterrorism through the flexible employment of assets which has allowed for the completion of multiple missions in new and necessary environ-ments, operationally and logistically.

The control over maritime spaces, interior waters, the rivers and the terrestrial portion of its jurisdic-tion in the territory of the Nation has been achieved thanks to an integrated and coordi-nated effort of Naval, Coastguard, Marine Corps and Riverine components with the support of Naval Aviation.

The adequate correlation of Colombian Navy assets permit to execute operations against narcotraffic through actions in which Naval Aviation, Surface, Subsurface and Riverine Units, as well as Marine Corps troops participate in order to execute maritime interdiction, riverine interdiction, early warning, exploration, surveil-

>>lance, reconnaissance, human, communications and signal intelligence, capture of criminal leaders, as well as localization and destruction of laboratories and accumulating centers.

Additionally the Colombian Navy has strength-ened the capacity to conduct joint operations with other Colombian Military Forces, coordinated operations with other Colombian security agen-cies and State entities and combined operations with other countries' security agencies and military forces (specially with the United States

through the Maritime Interdiction Agreement which has been effective since

1997) which, in addition to international cooper-ation, represent a great strength for blocking the routes of the narcotraffic and enhance in a significant way the control of the jurisdictional waters of our country in the Caribbean, in the Pacific Ocean and in the terrestrial and riverine areas of responsibility of the Colombian Navy.


LÍNEAS DE ACCIÓN

Con el desarrollo de las siguientes líneas de acción se pretende dotar a la Armada Nacio-nal de las capacidades adecuadas para enfrentar la amenaza narcoterrorista:

FORTALECIMIENTO DE LA FUERZA: Fortale-cer los componentes Naval, de Guardacostas, de Infantería de Marina y Fluvial, a través de la recuperación, complementación, moderniza-ción y adquisición de unidades, medios y equipos; todo ello unido a un mejor entrena-miento y una apropiada motivación de los hombres, incrementando así la capacidad de combate. Este fortalecimiento se soporta en el fortalecimiento de operaciones conjuntas y combinadas.

APLICACIÓN MÁS EFECTIVA DE LA FUERZA: Incrementar la efectividad de las operaciones de interdicción marítima y fluvial, detección de cultivos ilícitos, destrucción de laboratorios y centros de acopio y captura de narcoterroris-tas; a través del mejoramiento de la inteligen-cia y la movilidad.

AUMENTO DE LA COBERTURA DE VIGILANCIA Y RECONOCIMIENTO: Aumentar la cobertura en los escenarios naval, fluvial y terrestre, mediante el incremento de la disponi-bilidad operacional, la optimización del apoyo logístico y el mejoramiento de los sistemas de Comando, Control, Comunicaciones, Información, Inteligencia, Adquisición de Blancos, Vigilancia y Reconocimiento (C3I2ABVR).

MAYOR COLABORACIÓN: Mejorar la coordi-nación, corresponsabilidad y efectividad de esfuerzos, desarrollando y manteniendo acuer-dos bilaterales y regionales con otros países, organismos multilaterales y entidades guberna-mentales para la consecución de objetivos mutuos.

MAYOR INTEROPERABILIDAD: Mejorar la capacidad que poseen las Unidades para interoperar con unidades de otros componentes de la Armada Nacional, con Unidades de otras Fuerzas, con Unidades de la Policía Nacional y demás organismos de seguridad del Estado y con las Armadas y otras agencias de países amigos con el objeto de lograr una mayor efectividad en el desarrollo de operaciones conjuntas, combinadas y coordinadas contra el narcotráfico.

El desarrollo de estas líneas de acción tiene como meta principal duplicar la cobertura fluvial y marítima entre los años 2007 y 2010, mediante el desarrollo y activación de nuevos medios y un efectivo empleo de los mismos.

The development of the following action lanes will provide the Navy the capabilities required to counter the narcoterrorist threat:

FORCE STRENGTHENING: Strengthening the Naval, Coastguard, Marine Infantry and Riverine components, by repairing, enhancing, modernizing and acquiring new units and assets and improving training and personnel motivation will increase the combat capabilities of the force. This force strengthening is supported by joint and combined operations.

MORE EFFECTIVE APPLICATION OF FORCE: . Increase the effectiveness of maritime and riverine interdiction operations, the detection of illicit crops, the destruction of laboratories and collection centers, and the capture of narco-terrorists. This will be accomplished through improved intelligence and mobility.

INCREASED SURVEILLANCE AND RECONNAIS-SANCE: Augment coverage in the naval, riverine, and terrestrial environments through the increase of operational readiness, the optimization of

logistic support, and the improvement of Com-mand, Control, Communications, Information, Intelligence, Target Acquisition, Surveillance and Reconnaissance (C3I2TASR).

INCREASED COOPERATION: Improve the coordination and effectiveness of efforts by developing and maintaining bilateral and regional agreements with other countries, multilat-eral organisms and governmental organizations for the attainment of a common objective.

INCREASED INTEROPERABILITY: Enhance the capability of our units contain to interoperate with units from other components of the Colombian Navy, with units of other Military Forces, with units of the Colombian Police and other state security agencies, and with the navies and other agencies of friendly countries in order to achieve a better efficiency in the development of joint, combined, and coordinated operations against narcotraffic.

The principal goal of these action lanes is to duplicate the riverine and maritime coverage between 2007 and 2010, through the develop-ment and activation of new assets and through an effective use of them.

n la Jurisdicción de la Fuerza Naval del Pacífico existe presencia de estructuras de las FARC, ELN y de algunos grupos emergentes. Esta es una zona donde predomina la selva húmeda tropical, de alta pluviosidad, vegetación densa, manglares y carencia de vías carreteables. Los grupos terroristas utilizan el camuflaje que ofrece la selva y los esteros de las cuencas de los ríos del área para enviar la droga a bordo de lanchas “Go Fast”. El reaprovisionamiento de combustible lo realizan con buques pesqueros en alta mar.



La fuerza actual de la Armada Nacional en este escenario incluye a la Fuerza Naval del Pacífico, con sus unidades de guerra y apoyo de superficie y unidades aeronavales; el Comando de Guardacostas del Pacífico con 02 Estaciones y 02 radares de vigilancia VTS; 01 Brigada Fluvial de Infantería de Marina con 03 Batallones Fluviales y 02 de Asalto Fluvial con sus elementos de combate fluvial y una Base Naval de apoyo logístico.

Con el fin de neutralizar las organizaciones narcoterroristas y su accionar delictivo en esta extensa y difícil zona del país, se contem-pla el incremento en número y efectividad de las operaciones de control e interdicción fluvial en los esteros y ríos de la Costa Pacífica, especialmente los ríos San Juan, Guapi, Patía, Mira y demás ríos que desembocan en el Océano Pacífico, logrando con ello una mayor cobertura de Guardacostas en las aguas interiores y el mar territo-rial y del Componente Naval en la Zona Económica Exclusiva; proyectando además, con el apoyo de la Fuerza Aérea, un efectivo cubrimiento del espacio aéreo en el Pacífico colombiano.

n the Jurisdictional Area of the Pacific Naval Forces Command there are narco-terrorist units of the FARC, ELN and new emerging criminal groups. Tropical rain forest is dominant. The zone is characterized by rain, dense vegetation, mangroves and a notable lack of paved roads. NTOs utilize the cover of the forest canopy and the estuaries in the river basins to ship illegal drugs on board “go-fast” boats. Offshore, fishing ships act as fueling stations.

Current Pacific Naval Force assets include combat and support surface units and aircraft; the Pacific Coastguard Command with 02 stations and 02 surveillance radars VTS; one Marine Corps Infantry Brigade with 03 Riverine Battalion and 02 Riverine Assault Battalion, each one with its riverine combat elements and one Naval Base for logistic support.

To neutralize the NTOs and end their criminal activity in this extensive and difficult zone of the country, the Navy will increment the number and effectiveness of riverine control and interdiction operations, especially in the San Juan, Guapi, Patia, Mira Rivers and their tributaries. It will increase the level of Coastguard surveillance in inland waters and territorial seas, as well as surveillance by the Naval Component in the Exclusive Economic Zone; likewise, it will optimize control of the air space with support from the Colombian Air Force.

Estos grupos utilizan el secuestro, la extorsión, el abigeato y el narco-tráfico para financiar su lucha armada en contra del Estado y de los habitantes de la región. El narcotráfico es la actividad más lucrativa para la obtención de recursos; utilizan la modalidad de tráfico de drogas por medio de lanchas tipo “Go Fast”, pesqueros costaneros, buques de línea y artefactos submarinos o sumergibles. Esta zona, de clima predominantemente seco, se caracteriza por su vegetación dispersa y amplias y arenosas playas que proporcionan a los narcotraficantes múltiples rutas para su ilícito.

In the Jurisdictional Area of the Caribbean Naval Forces Command the threats are narco-terrorist groups of the FARC, ELN, ERP and new emerging criminal groups. These groups use kidnapping, extortion, robbery and drug trafficking to finance their fight against democracy and the inhabitants of the region. Drug trafficking is their most lucrative activity and provides for their resources. Besides “go-fast” boats, they also use coastal fishing boats, merchant ships and submersibles. This zone has a predominantly dry climate, extensive and dispersed vegetation, and sandy beaches that provide multiple easily accessible routes for drug-traffickers.

Current Caribbean Naval Force assets include combat and support surface units, submarines and aircraft; the Caribbean Coastguard Command with 07 stations and 04 surveillance radars; one Marine Corps Infantry Brigade with seven tactical units; two Riverine Battalions with their riverine combat elements and two logistic support naval bases.



El propósito es incrementar y hacer más efectivas las operaciones de control del mar y espacio aéreo en la jurisdicción de la Armada Nacional en el mar caribe, fortalecer las capacidades de Guardacostas en aguas interiores y mar territo-rial y de las unidades del componente Naval para operar en la zona económica exclusiva, con énfasis en las áreas de convergencia de las rutas de narcotráfico, tráfico de armas, municiones y explosivos y contrabando.

The plan is to increase the effectiveness of interdiction operations and surface and air space control in the area under jurisdiction of the Navy in the Caribbean Sea. Additionally, the Colom-bian Navy will strengthen the capabilities of the Coastguard to monitor inland waters, territorial seas, and littorals, and will strengthen the capa-bilities of the naval component to operate in the exclusive economic zone; with an emphasis on controlling choke points along the drug, weap-ons, ammunition and explosives trafficking routes.

The main projects in this region are:

The development of Coastguard stations in San Andres, Coveñas, Barranquilla, Isla Fuerte and Puerto Bolivar. Each one of them will have fast interdiction boats, helicopters, logistic support infrastructure, communica-tions, intelligence and surveillance system based on VTS technology.

l escenario fluvial, con una extensión total de 15.774 kilómetros de ríos y una longitud de ríos principales navegables por la Armada Nacional de 8.917 kilómetros, sufre igualmente la amena-za del tráfico de narcóticos y de insumos químicos líquidos y sólidos para el procesamiento de la droga. Cerca de estas arterias fluviales existen cultivos de hoja de coca que además de ser la base del negocio del narcotráfico, depredan el medio ambiente con una relación de cuatro hectáreas de selva destruidas por cada hectárea de hoja de coca sembrada. En todas las áreas de responsabilidad fluvial de la Armada Nacional existe la presencia de grupos narcoterroristas, principalmente de las FARC y grupos emergente de delincuencia organizada, que atemorizan a la población civil y destruyen sus recursos.

La fuerza actual de la Armada Nacional en este escenario incluye dos Brigadas Fluviales con 08 Batallones Fluviales y 03 Batallones de Asalto Fluvial con sus respectivos elementos de combate fluvial pesados, livianos y una base naval de apoyo en el sur.

Su objeto es consolidar el control fluvial en los principales ríos del país bajo responsabilidad de la Armada Nacional, a través del fortalecimiento del poder de combate, el aumento de la cobertu-ra, la movilidad y la permanencia de las unida-des tácticas de las Brigadas Fluviales.

here are more than 15,774 kilometers of rivers in the riverine area of responsibility, of which 8.917 kilome-ters are navigable. This area is also threatened by narco-trafficking and the flow of precursor chemicals. There are extensive coca leaf cultivations near the inland waterways. These cultivations are the basis for the production of pure cocaine, and since coca farmers have to destroy four hectares of jungle to plant one hectare of cocaine, the natural jungle is suffering extensive environmental damage. The FARC and emerging criminal organized groups that reap fear and destroy public resources are present throughout the Colombian Navy's riverine area of responsibility.

Currently, the Colombian Navy's Riverine Force consists of two Riverine Brigades with 8 battalions, 3 riverine assault battalions, their respective riverine combat elements and a naval base providing logistic support.

La Armada Nacional es la Fuerza Militar más compleja en cuanto a su forma de operar, ya que su responsabilidad incluye el territorio marítimo nacional, una jurisdicción terrestre y responsabilidad sobre los ríos de nuestro país. Ello implica el poseer unidades especializadas con capacidad de ejecutar operaciones en cada uno de estos escenarios o en varios en forma simultánea. Por tal motivo, la Armada ha organizado sus unidades opera-cionales en cuatro componentes así: un Componente Naval, un Componente de Guardacostas, un Componen-te Fluvial y un Componente Terrestre.

El Componente Naval está conformado por la Fuerza Estratégica de Superficie (fragatas misileras), por la Fuerza Submarina (submarinos oceánicos), por los Buques Auxiliares (entre los que se incluyen entre otros los Buques Multipropósito, las Unidades tipo LCU y los buques oceanográficos) y por la Aviación Naval, la cual posee aeronaves de ala fija entre las que se incluyen los Patrulleros Aeromarítimos y los aviones de transporte y apoyo, así como aeronaves ala rotatoria que incluyen helicópteros navales y helicópteros de transporte y apoyo.

El componente de Guardacostas constituido por Patrulle-ras Oceánicas, Patrulleras de Mar, Patrulleras de Costa, Lanchas Interceptoras y además por las Estaciones de Guardacostas.

El Componente Fluvial incluye a las Brigadas Fluviales, las cuales tienen bajo su mando Batallones Fluviales (BAFLIM), Batallones de Asalto Fluvial (BSAFLIM) y Puestos Fluviales Avanzados (PFA). Además cuenta con Unidades fluviales como las Patrulleras de Asalto Fluvial (PAF) tanto livianas como pesadas, Patrulleras Rápidas de Río (LPR) y Elementos de Combate Fluvial (ECF) livianos y pesados, así como Estaciones Móviles de Apoyo Fluvial (EMAF).

El Componente Terrestre está conformado por las Unidades de la Primera Brigada de Infantería de Marina y por las Fuerzas Especiales. Entre sus Unidades tácticas se cuentan los Batallones de Fusileros de Infantería de Marina (BAFIM), los Batallones de Contra-guerrillas de Infantería de Marina (BACIM), los Batallo-nes de Comando y Apoyo de Infantería de Marina y las Agrupaciones de Fuerzas Especiales Urbanas (AFEUR).

Aunque en teoría cada componente tiene una orientación específica en cuanto al tipo de teatro de operaciones en el cual desempeñarse, existe una flexibilidad dada por factores como la interopera-bilidad, la interconectividad y el Comando y Control que les permite operar en forma conjunta de tal manera que, de acuerdo con la situación operacional presente, las unidades involucradas en cada operación, independientemente del componente al cual pertenezcan, se complementan entre sí propor-cionando a la Armada Nacional la capacidad de hacer un uso más efectivo de sus medios en cualquier tipo de escenario y de situación en los niveles táctico, operacional y estratégico.

LOSING THE GAP


he Colombian Navy is the must complex Military Force in terms of its operating ways, considering that its responsibility includes the national maritime territory, a terrestrial jurisdiction and our country's rivers. This situation implies the need to possess specialized Units with the ability to execute operations in each of these scenarios or in several of them simultaneously. For this reason the Colombian Navy has organized its opera-tional Units in four components as follows: a Naval Component, a Coastguard component, a Riverine Component, and a Terrestrial Compo-nent.

The Naval Component is conformed by the Surface Strategic Force (Frigates), by the Submarine Force (Oceanic Submarines), by the Auxiliary Ships (including among others the Navy's Multipurpose Ships, the LCU type Units and the oceanographic ships) and by the Naval Aviation which has fixed wing aircrafts including Maritime Patrol Aircrafts and transportation and logistic support airplanes, as well as rotary wing aircrafts such as naval helicopters, and transport and support helicopters.

The Coastguard Component is conformed by Ocean Patrol Vessels, Sea Patrol Vessels, Coast Patrol Vessels, Intercepting Boats and by the Coastguard Stations.

The Riverine Component includes the Riverine Brigades which consist of Riverine Battalions (BAFLIM), Riverine Assault Battalions (BASFLIM) and Advanced Riverine Posts (PFA). Under this Component we have also Riverine Units such as Heavy and Light Assault Riverine Patrol Vessels (PAF), Riverine Fast Patrol Boats (LPR), Heavy, and Light Riverine Combat Elements (ECF) and Mobile Stations for Riverine Support (EMAF).

The Land Component consists of units of the Marine Corps First Brigade and Special Forces. Included in its tactical units are the Marine Rifle Battalion (BAFIM), Marine Counter Guerrilla Battalion (BACIM), Marine Command and Support Battalions, and the Urban Special Forces Groups (AFEUR).

Although, in theory, each component has a specific orientation in terms of theater of operation in which each unit operates, flexibility exists due to factors such as interoperability, interconnectivity and Command and Control which allows these units to operate jointly. This permits the use, accord-ingly to the present operational situation, of units of different components in a way that lets them complement each others' weaknesses, giving the Colombian Navy the capability of making better use of its assets in any type of scenario and situation in the tactical, operational and strategic levels.

A través de la inteligencia y sistemas de exploración aéreos, de superficie, submarinos y costeros, la Armada Nacional efectúa en forma permanente operaciones de vigilancia y reconocimiento en sus aguas jurisdiccionales.

Through intelligence and air, surface, subsurface and coastal reconnaissance systems, the Colombian Navy executes permanently operations of surveillance and reconnaissance in Colombia's jurisdictional waters.

Cuando se produce la detección de motonaves o lanchas “go-fast” sospechosas de narcotráfico, la plataforma que ha efectuado la detección procede a informar a un centro de operaciones para su respectiva evaluación. Los medios más efectivos para detectar lanchas “go-fast” sospechosas de narcotráfico son los patrulleros aeromarítimos (por su gran capacidad de cobertura) y los submarinos oceánicos (por su capacidad de vigilar ocultos bajo la superficie).

Fase 1: Vigilancia, reconocimiento y detección:Phase I: Surveillance, reconnaissance and detection:

When a vessel or a go fast type boat suspicious of narcotrafficking is detected, the platform that has made that detection passes the information to an Operations Center for evaluation. The most effective assets for detecting suspicious go-fast boats are the Maritime Aircraft Patrols (because of its huge coverage capability) and the oceanic submarines (because they have the ability to carry out surveillance activities hidden below sea surface).

El centro de operaciones evalúa y procesa la información. De acuerdo con su evaluación procede a desplegar los medios disponibles para la ejecución de la operación de interdicción, unidades tipo fragata (preferiblemente con helicóptero abordo) y patrulleras de mar (con cubierta de vuelo y capacidad de proporcionar combustible a helicópteros navales) que se encuentran en el área de operaciones.

Operations center evaluate and process the information. In accordate with the evaluation, the Operation Center proceeds to deploy available assets to carry out the interdiction operation such as Frigate type units (preferable with a helicopter onboard) and Maritime Patrol Boats (with a deck and the capacity to provide fuel to naval helicopters) operating in the area.

Se inicia la operación de interdicción marítima del contacto sospechoso con el empleo de helicópteros navales (el principal medio de interdicción marítima por sus características de movilidad, maniobrabilidad y permanencia) y de lanchas interceptoras. Normalmente una unidad de superficie o un patrullero aeromarítimo, por sus capacidades de Comando

y Control, es la que asume el mando en la escena de acción. Las Unidades de superficie son las encargadas de brindar apoyo

logístico a los helicópteros navales y a las lanchas interceptoras involucradas en la operación.

The operation of interdiction against suspicious contact begins with the employment of naval helicopters (the best asset to carry out interdiction operations considering its mobility, maneuverability and permanence capabilities) and interceptor boats. Usually a surface unit or a Maritime Aircraft Patrol will assume the command in the scene of action due to its inherent capabilities of Command and Control. Surface units are in charge of provide logistic support to the naval helicopters and to the intercepting boats which are involved in the operation.

Una vez interceptado el blanco sospechoso, se efectúa el respectivo registro. En caso de que se encuentren indicios de narcotráfico se procede a la incautación de material y a la captura de personal por parte del personal de la lancha interceptora.

Once intercepted, the suspicious target is registered. In case where there are signs of drug smuggling, material will be seized and personnel aboard will be detained by personnel on the interceptor boat.

Se inicia la operación de interdicción fluvial de la lancha sospechosa con el empleo de las unidades mayores de superficie como unidades de comando, control y comunicaciones; unidades interceptoras de Guardacostas, grupos de asalto fluvial, tropas de tierra y apoyo de helicópteros. Una vez efectuada la interdicción se procede al registro y captura del personal y material.

The riverine interdiction operation of the suspicious boat begins with the use of major surface assets as Command and Control platforms; Coastguard interceptor boats, riverine assault groups, ground troops, and helicopter support. Once the interdiction is complete personnel and material are secured and registered.

A través de la inteligencia y de sistemas aéreos de exploración, la Armada Nacional efectúa vigilancia y reconocimiento en forma permanente con el fin de detectar lanchas sospechosas del narcotráfico y de las ONT en las vías fluviales dirigiéndose a las costas. Esta información es enviada a los centros de operaciones para su evaluación.

Through intelligence and air reconnaissance systems, the Colombian Navy detects boats suspicious of drug smuggling and those belonging to narcoterrorist organizations (NTO) in the riverine routes going to the coasts. This information is sent to operation centers for evaluation.

Los centros de operaciones procesan y evalúan la información y la retransmiten a las unidades tipo fragata, patrulleras de mar u otras unidades de guardacostas para cubrir las salidas de los ríos hacia el mar (cuando sea del caso) y a las unidades del componente fluvial y tropas de Infantería de Marina que se encuentran en el área de operaciones para que procedan a efectuar la interdicción de la lancha sospechosa.

The operation centers process and evaluate the information and retransmit to the frigates, maritime patrol boats, or other Coastguard units in order to cover the mouth of the river (according to the present situation) and to the units from the riverine component, and Marine Corps that are in the area of operation for them to interdict the suspicious target.

La Armada Nacional ha venido demostrando claramente a los narcoterroristas que mientras no deseen buscar seriamente un proceso de paz negociada con el Gobierno, no tendrán refugio seguro alguno y que todos los esfuerzos institucionales estarán dedicados a conseguir su sometimiento a la justicia, con el fin de contribuir al restableci-miento de la seguridad de los colombianos. En búsqueda de este objetivo, desde Enero de 2000 hasta Diciembre de 2006, han sido capturados y/o abatidos un total de 5.641 narcoterroristas.

Dentro del objetivo de destruir el negocio de las drogas ilícitas, la Armada Nacional ha incautado, o partici-

pado en la incautación, año a año de importantes cantidades de alcaloides como resultado de sus operaciones de interdicción propias, conjuntas, coordinadas y las realizadas en cumplimiento del acuerdo marítimo con los Estados Unidos. La gráfica muestra el costo aproximado al arribo a las zonas de consumo, de los decomisos de cocaína realizados por la Fuerza Pública Colombiana y por la Armada Nacional (incluyendo los resultados obtenidos dentro del acuerdo marítimo) desde Enero de 2000 hasta Diciembre de 2006. Durante el presente año (enero a abril de 2007) se ha logrado la incautación de un total de 24.244 kilogramos de cocaína, cuyo valor en el mercado de los Estados Unidos es de aproximadamente seiscientos seis millones de dólares (US$606'000.000,00).

The Colombian Navy has clearly demonstrated to the narcoterrorists that if they do not wish to seriously look for a process of peace negotiated with the Government, they will not have safe refuge and that all the institutional efforts will be dedicated to obtain their submission to justice, with the purpose of contri-buting to the reestablishment of the security for all Colombians. In pursuit of this objective, from January 2000 to December 2006, a total of 5,641 narcoterrorists have been captured and/or killed.

Within the objective to destroy the business of illicit drugs, the Colombian Navy has seized, or participated in the seizure, year to year of significant amounts of alkaloids as a result of operations conducted on their own, coordina-ted jointly, and those realized in accordance with maritime agreement with the United States. The graphic shows the approximated cost of arrival to consumption zones, the cocaine seizures made by the Colombian Public Forces and the Colombian Navy (including the results obtained in conjunction with the maritime agreement) from January 2000 to December 2006. During the present year (January – April 2007) the Colombian Navy has seized 24.244 kilograms of cocaine, which costs in the United States approximately six hundred and six millions dollars (US$606'000.000,00).

En este contexto asimétrico, la Armada Nacional combina los diferentes medios de que dispone para hacer más efectivas sus capacidades. A través de la revisión permanente de la doctrina, de los procedimientos y de la innovación, se busca generar nuevas y mejores tácticas que le permitan a la Institución sacar de balance al narcoterrorismo en el corto plazo.

La Armada se adapta a las necesidades internas y externas que influyen en el cumplimiento de la misión; cada cambio se estudia adecuadamente para que la capacidad de respuesta de la Fuerza a los retos presentes y futuros sea más eficaz e innovadora. La transformación implica el empleo no solo de la tecnología, si no de todas aquellas herramientas que permitan reducir el tiempo de respuesta, adoptar modelos eficaces de evaluación y el uso del análisis operacional aplicado a las necesidades actuales, con proyección a las futuras.

La innovación debe producir nuevos productos de defensa y seguridad que el terrorismo no pueda igualar. El reto es producir más, aprovechando mejor los recursos de tal manera que las Fuerzas Navales y Fluviales puedan hacer un mejor uso de sus unidades, con el propósito esencial de obtener una mejor cobertura marítima y fluvial, mayor sostenimiento y permanencia de sus unidades, mayor disponibilidad operacional y aplicación eficaz de la fuerza para cerrar los espacios que los narcoterroristas pretenden utilizar para desafiar a Colombia y al Mundo.

ith ample power and recourses, narcoterrorism employs different and various forms in order to commit its criminal actions; it easily adapts to change and looks for alternatives to reach its criminal objectives. In this asymmetric context, the Colombian Navy combines its basic capabilities, those that must be innovative in form, to produce new and improved tactics and doctrine that places us in position to take away the balance from narcoterrorism in the short term. It not only means becoming more efficient, but different, because difference achieves tactical, operational, and strategic advantages that lead to success.

The Navy adapts to the internal and external necessities that influence the completion of the mission; each change is adequately studied so that the Force has the capacity to answer present and future challenges with more efficiency and innovativeness. The transformation implies the employment of, not only technology, but also those tools that permit us to reduce our time to respond, adopting efficiency evaluation models and the use of applied operational analysis to actual necessities with projections to the future.

Innovation must produce new defense and security products that terrorism cannot match. The challenge is to produce more, taking better advantage of resources in such a way that Naval and Riverine Forces find new methods of unit employment, with the main purpose of obtaining better maritime and riverine coverage, greater operational readiness and effective application of the force to close the spaces that the narco-terrorists try to use to defy Colombia and the World.
