Ministry of Tribal Affairs, has commissioned a national study to Disha
Foundation on ‘Tribal Livelihood Migration’ during September 2017-20. The
study was conducted in 12 States, comprising of source States – Odisha,
Jharkhand, Chhattisgarh, Madhya Pradesh, Rajasthan, Maharashtra, Gujarat;
and destination States – Goa, Punjab, Kerala, NCR Delhi, Telangana. The
study was focussed on building in-depth understanding of tribal livelihood
migration, reasons of migration, sectors of their employment during migration,
migration corridors, & vulnerabilities of tribals during migration. The study also
investigated existing programme and policy mechanism to address migration
related issues, their successes and gaps in the implementation at state and
national level. As per study, lack of migrant’s specific real time data is biggest
challenge for the state & national governments to formulate suitable
strategies and policy decisions for welfare of migrant workers at source as well
at destination states. This has been realized strongly on many fronts in the light
of facts and circumstances in the prevailing COVID19 situation.
Context
To support execution of National Migration portal and application at state and national level to capture migration data
Facilitate evidence-based policy formulation and implementation using data from National Migration Repository
Technical support to various government departments for inclusion of migrant workers into existing programs at source and destination states.
Empower migrants through migration information manual to demand and access services, rights and entitlements related to health, livelihood and social security before and during migration.
Objectives of CoE
In the light of above-mentioned study findings and Disha’s long standing contribution in migration sector, MoTA has recognised and promoted Disha Foundation as a National Centre of Excellence in Migration, Health and Development, to serve as a secretariat for Ministry of Tribal Affairs on migration and related development issues. The centre would facilitate co-ordination with national key line ministries and state governments for evidence-based policies and programs towards inclusion of migrants.
MoTA has taken proactive step in the form of National Migration Data Repository to bridge existing data gap, and create evidence-based policies to address the welfare of tribal migrants. Disha’s CoE will support execution of national migration repository in India. This repository will act as dedicated and credible government data source on migration for informed decisions on programs and policies. Artificial intelligence will be used in the repository to create data analytics for informing evidence-based policymaking. Disha will liaise with Ministry of Tribal Affairs, other related national key line ministries, and state governments for successful execution of national migration data repository and evidence based convergence and co-ordination of meaningful tribal migrant inclusive programs at state and national level.

Disha Foundation is working since 2002 for the empowerment of tribal and other migrant communities and low economic groups of India through capacity building, livelihood training and leadership development. Disha has set up MRC (Migration Research and Resource Centre) at Nashik, Goa and NCR Delhi district, has formed a cadre of para legal –Shramik Mitra (Friend of Labour) who are trained by District Legal service Authority, who facilitates legal support and social security assistance to their fellow workers, that enables and helps in sustainability of the project. These paralegals are present at both source level (in villages) and at destination cities. Through this unique model, Disha has been able to provide registration, skill training, job linkages, financial support, legal support, increased access to social security and health services to more than 5 lakh migrants in past few years. These activities have been further supported and enhanced by research, advocacy and other interventions at local, national and global level.
