The list of cases considered for placing before the TEC is given at Annexure-Il The recommendations of the committee on the new/old proposals discussed in the meeting are given at Annexure —111 A & B. The recommendations of the committee based on the findings of the trial runs/ joint inspections carried out by CPCB and SPCB are given at Annexure — IV. The recommendations of the committee regarding grant of renewal permission fc( utilization of hazardous waste subsequent to the inspection by CPCB are given at Annexure —V. The cases where applicants have not responded even after thirty da ys notice period was given to respond, the committee recommended that such cases be deemed to tie closed. The Eleventh Meeting of the Technical Expert Committee on "Evaluation of proposals forutilization of the hazardous wastes as a supplementary resource or for energy recovery, orafter processing" was held at CPCB, Delhi on 21 05.2014. List of the participants is enclosedat Annexure I.

Shri B. Vinod Babu, I/c HWMD, welcomed the members and invitees of the Committee andinformed that the cases which could not be discussed in the 10tn meeting of the TEC will bediscussed in the meeting including the 4 new cases which have been received for approvalfor utilization of HW under Rule 11 of the HWM Rules, 2008. The list of cases considered forplacing before the TEC is given at Annexure-Il

The recommendations of the committee on the new/old proposals discussed in the meetingare given at Annexure —111 A & B.

The recommendations of the committee based on the findings of the trial runs/ jointinspections carried out by CPCB and SPCB are given at Annexure — IV.

SPL is brokenmechanically into smallpieces (100 to 300) andprocessed in crushingsection to reduce thesize to 15 mm andtransferred to rotaryfurnace kiln (400°C).After this the SPL is fedto hydro reactor cooler.The hydro reactor isdecanted for furthertreatment with lime toform finished product.

The committee was informedthat the processing forutilization of SPL assupplementary fuel in cementkiln has been developed byJNARDDC, Nagpur for whichfinancial support has beenprovided by NALCO.

The proponent has enteredinto an agreement withNALCO.

Based on the processdescription. the committeerecommended the following;

1. Spent Pot Liningto be utilized formanufacturing ofindustrial CarbonFuel

Inspection of the facilityonce the information isreceived from the projectproponent aboutcompletion of installation ofrequisite facilities.

On receipt of satisfactoryinspect:on report,permission may be granted,without further referring tothis committee for 45 daysof trial processing of SPLup to 2500MT during whichCPCB & SPCB team mayvisit and monitor theoperation.

3. The findings of trial runmay be placed before thiscommittee for furtherconsideration.

The committee observed thatthe drill cuttings from thedrilling operations will bemixed with ordinary soil andwill be used in construction ofwell pad. The committee alsoobserved that onlycontaminant in the drill cuttingscould be from the drilling mudto the extent of a maximum of0.25%. Further the mud used

SPL is crushed intosmall pieces followed bytreatment with causticsoda and water which isfurther filtered. Theliquid containing fluorideis further treated withcalcium and furtherfiltered to get CaF2, Thefiltered which is in wetform is dried using dryerto get final product i.e.Casting powder

After presentation, thecommittee suggested thefollowing;

- A fresh analysis of SPL forboth leachable and totalconcentration of CN, Nitrideand F

- A revised scheme ofprocessing along with airpollution control and effluentdisposal systems.The characteristic of the finalproduct particularly inrespect of leachable F andON and its application.

Thecommittee recommended theproposal subject to inspectionof the unit for trial utilizationstudy.

Since the facility at AdityaAluminium is already existingfor use of spent anode butt forproducing pre-baked anodes,the committee recommendsthe proposal.

The waste resingenerated from the DMplant will be used assupplementary fuel inthe rotary kiln.

It is reported only 20 Kg ofspent resin per annum will beutilized as a supplementaryfuel in captive kiln.

Since the quantity is less andno adverse emissions areexpected from kiln, thecommittee recommends grantof approval for utilization ofSpent resin to be utilised as asupplementary resource incaptive kiln.

*Wh i le considering this case the committee was informed that the units which had obtainedpermission for use as carburiser but had not been able to show its use at the user end evenafter expiry of permitted period, all such units may be issued a show — cause notice as to whytheir permission granted earlier should not be withdrawn.

Accordingly, the unit submittedthe proposal which may bediscussed in the meeting.The committee in its earliermeeting . suggested to giveanother opportunity to appearin the next meeting of thiscommittee along withrepresentative of user industry(who is prospective utilizer ofproposed product made fromSpent Pot Line). Accordinglythe unit was informed.

The committee observedthat the treated oil basedcuttings contains solublesalts which may leachwhile utilizing in roadmaking. Moreover, the oilcontent is still upto 1 %.The committee thereforeobserved that theproposal is notenvironmentally soundutilization. The committeehowever suggest thatutilization of oil basedcuttings without acidtreatment may beexplored in cement kilns.

The committee observedthat despite car severalopportunities given to theproponent, no responsehas been received fromthe unit.

The committee thereforerecommended that thematter may be closed andthe unit be informedaccordingly.

In compliance with earlierrecommendations of thecommittee, the unit wasjointly visited by the officialsof CPCB and OdhishaSPCB. The inspection reportreceived from CPCB ZonalOffice may be discussed forgrant of approval for an initialperiod of one year.

The committeerecommended to extendvalidity of the permissiongranted for a further periodof one year.

The committee observedthat wet method forremoval of cyanide wasadopted in place of earlierproposal of heat treatment,thereby high TDS effluent isexpected to"-generatesbleed water after few cyclesof recycling.
