Agenda Item No.1. Confirmation of minutes of the 172ndmeeting of Executive Committee held on 29.07.2012 at

New Delhi

It was noted that 172ndmeeting of Executive Committee was held on 29.07.2012 at New Delhi and the minutes of the same were circulated to all the members through

e-mail on 21.08.2012 with the view that if any suggestion/objection in respect of

correctness in the minutes is observed that may be discussed at the time of meeting or members may kindly send their suggestion/objection within 10 days

from 21.08.2012 to discuss the same in next meeting.

Executive Committee did not observe any incorrectness in the minutes,

therefore, confirmed the same.

It was noted that Government of India was conveyed the decision in respect of

With reference to your letter No. R.17011/203/2012-EP(IM-1) dated 19.07.2012 on the subject mentioned above, I am directed to say that after going through the relevant record following observation have been made:- S.No. 17P. Dr Harinath Mishra is a Non PG teacher who was treated ineligible in 2011 due to long gap from 2003 to 2009. In 2012 long gap has been filled by submitting the experience of RNM Motihari College from 6.01.2003 to 22.12.2007.Further teacher has submitted experience of Sri Ganganagar Ayurved College but name of the teacher is not present in list of teaching staff of 2010 therefore treated as ineligible. S. No 52L Dr. Jyoti Chaurasia is PG in Sharir Kriya but has submitted experience from 19.7.2010 to till date in Sri Sai Aligarh College in Sharir Rachana. As Sharir Rachana is non allied subject for Sharir Kriya therefore treated ineligible. Teacher was also treated ineligible in 2011 due to same reason. College clarified that it was a typographical error and the teacher is in Sharir Kriya Department from 16.5.2011 for which the college has submitted letter dated 16.5.2011. Further teacher was found in duplicity with Rani Dhullaiya college in 2012 but as per clarification given by the teacher she had joined Rani Dhullaiya college but had resigned on 30.1.2012 from Rani Dhullaiya College simultaneously Sri Sai College has shown the teacher as working regularly from 19.7.2010 in their college which is contradictory to the statement given by the teacher therefore teacher has been treated ineligible. As per the appointment letter of Sri Sai Aligarh College teacher was joined in Kayachikitsa as Reader but at the time of visitation shown in Swasthvritta therefore teacher has been treated as lecturer due to less experience in Swasthavritta. S.No 18R. Dr Rakesh Kumar Singh has been shown working from 12.1.2009 to 31.12.2009 in Jammu Institute which was not mentioned in 2010. Further name of the teacher is also not found in 2009 list of teaching staff of Jammu Institute Ayurvedic College therefore treated as ineligible. S.No. 37P Dr Durga Sharan Singh is pending on account of controversial experience as he had submitted variation in data in 2010 and 2011 visitation. In 2010 he has shown total teaching experience in Dravyaguna but in 2011 he has shown total

S.No 49P Dr Nand Kishore Jaiswal has submitted experience of Punjab Ayurved College Sri Ganganagar from 21.01.2009 to 09.08.2009 and name of the teacher is present in list of teaching staff of Punjab Ayurved College Sri Ganganagar. Further previous experience of the teacher was verified from Nitishwar Ayurved Medical College Muzzafarpur and was present in 2005,2007,2008 list of teaching staff of Nitishwar Ayurved Medical College Muzzafarpur in the department of Sharir Kriya.(enclosed) In view of the above, following conclusion may be made, in case

of Sl. No. 49P may be considered as eligible teacher but there will

be no change in recommendation of the college.

Moreover College or the teacher has not submitted any clarification regarding false period, therefore treated ineligible.

4. Sl.No. 8- Dr. C.V. Koteshwar Rao is working in SSRAMC,

Inchal college from the year 01.06.2005 to till date but name of the teacher is not available in list of teaching staff of the year 2006 and 2007. Moreover College or the teacher has not submitted any clarification regarding false period, therefore treated ineligible.

5. Sl.No. 29- Dr. Venkatesh Joshi completed PG in 2009 but

has shown experience from 2006. As pre PG experience is not accepted therefore teacher may be treated as Lecturer from June 2009 onwards.

6. Sl.No. 34- Dr. Lakshmi Bapu Hulkund has completed PG in

May 2010 but has shown experience from 05.09.2006. As pre PG experience is not accepted, therefore teacher may be treated as Lecturer from May 2010 onwards.

7. Sl.No. 16- Dr. Prashant Kulkarni has been shown with the

experience from 04.10.2006 to till date in Kayachikitsa but as per the visitation report dated 15.05.2007 the teacher was in Shareer Kriya department. As college has not submitted any proof regarding change of department from Shareer Kriya to Kayachikitsa therefore experience in Kayachikitsa may be considered from date of visitation in 2008, hence the teacher is treated as Lecturer due to less experience of teaching in concerned subject.

8. Sl.No. 18- Dr. Sadarla Koteshwar has been shown with the

experience from 28.12.2006 to till date in Shalya Tantra but as per visitation report dated 15.05.2007 the teacher was in Kaumarbhritya department. As college has not submitted any proof regarding change of department from Kaumarbhritya to Shalya tantra therefore experience in Shalya tantra will be considered from date of visitation in 2008, hence the teacher is treated as Lecturer due to less experience of teaching in concerned subject.

In view of the above, considering Sl. No. 29 and Sl.No. 34 as eligible lecturer consequently there is enhancement of total number of eligible teachers from 37 to 39 but there will be no change in recommendation of the CCIM in respect to the college.

Punjab observation have been made:- S.No11- Dr. Achyutanand Jha is a Non PG teacher with the experience of PBN Institute Madhubani from 01.04.1987 to 23.06.2008 as Lecturer whereas the college was not permitted by CCIM from 1997-98 onwards thus there is long gap of teaching of 11 years. Further teacher has been found in duplicity with Gaur Brahman Rohtak and Saint Sahara Ayurved Medical College has also informed that the teacher has been relieved from service on 20.02.2012. S.No. 23- Dr. Harendra Nath Upadhya is Non PG teacher with the experience of Rajkiya Shri Dhanwantri Ayurved Mahavidyalaya Buxar from 01.06.1986 to 21.05.2003 as lecturer whereas the college was not permitted by CCIM from 1997-98 onwards thus there is long gap of teaching of 6 years therefore has been treated ineligible. S.No-31 Dr. Ripunjaya Mishra is a Non PG teacher with the experience of Rajkiya Shri Dhanwantri Ayurved Mahavidyalaya Buxar from 29.06.1984 to 21.05.2003 as Demonstrator whereas the college was not permitted by CCIM from 1997-98 onwards thus there is long gap of teaching of 6 years therefore has been treated ineligible. S.No 35 Dr. Parmanand Shrivastava is a non PG teacher with the experience of PBN College from 20.12.1986 to 11.10.2007 as lecturer whereas the college was not permitted by CCIM from 1997-98 onwards thus there is long gap of teaching of 10 years therefore the teacher has been treated ineligible moreover the Prasuti tantra and Strirog department remains vacant. S.No 6 Dr. Sunil Kumar Jaiswal was absent on the day of visitation and found in duplicity with SGM Ghazipur. Moreover teacher had submitted resignation to the CCIM from Saint Sahara Ayurveda College Bhatinda dated 20.06.2011. S.No 15 Dr.Roshan Lal Saggar who resigned on 09.09.2011 and was relieved and has rejoined college from 01.02.2012. Teacher may be considered as eligible as he has submitted appointment letter and joining in this respect. S.No 10 Dr. Rajendra Ojha has given experience of Shri Brij Kumar Ayurved Chikitsa Mahavidyalaya Sita Madi from 16.05.1994 to 10.03.1999 but the said college had never been permitted by CCIM hence the experience of the Lecturer is of unrecognized Institute so the teacher is treated ineligible. S.No 20 Dr. Surender Prasad Dixit has been treated as ineligible due to variation in experience as submitted in the year 2009,2010,2011 and 2012.

The matter was further examined and after going through the record submitted by the college in 2010 it has been observed that the college had submitted the certificates of the previous experience in respect of these teachers in 2010. In view of the above, eligibility of the teachers may be considered.

6. RA Podar Ayurved

With reference to your letter No. R. R.17011/136/2012-EP Dated 20.02.2012 on the subject mentioned above, I am directed to say that after going through the documents submitted by the college at the time of hearing and forwarded by the Govt. of India following observation have been made:

The college while furnishing the details of teaching staff as per proforma mentioned the passing year of the teacher in question as 2003. Therefore, considering the lack of experience (08.02.2002 to 30.08.2007 – Kayachikitsa- Ramarao Patil Ayurved College, Purna) the teacher was treated as Lecturer. As now college has submitted that teacher has passed in 2001, hence he fulfills the experience of 5 years as Lecturer, therefore, may be treated as Reader.

Executive Committee ratified the same.

Agenda Item No.4. Extension of period of Legal Consultant

It was noted that Mr. KN Subudhi was engaged to look after the legal work of the Council. The term of the Legal Consultant is going to be expired on 31.08.2012.

The matter for further extension of the tenure of Mr. KN Subudhi as Legal

Consultant was placed before Executive Committee.

Executive Committee extended the tenure of Legal Consultant for further

eleven months.

Agenda Item No.5. Requirement of number of beds under

section 13A for opening new Unani Medical

College.

It was noted that Govt. of India was forwarded proposals under section 13A for

opening new Unani Medical College, to open new PG Course and to increase intake capacity for further necessary action.

In this regard, it was noted that availability of atleast 100 beded hospital in Indian

Medicine is eligibility criteria for applying under Section 13A as per Regulations namely: - Establishment of New College, opening of new or higher Course of study

of training and increase of admission capacity by a Medical College Regulations,

2003”. It is further submitted that Govt. of India has been examining the matter of permission to Unani Colleges on the basis of 50 beded functioning hospital.

Moreover, Govt. of India has sent a letter vide R.17012/011/2012-UD dated

18.07.2012 advising Central Council that “only Government approved criteria

should be applied for making recommendations for grant/denial of permission for ASU Colleges”.

It was considered that whether 100 beded Unani hospital or 50 beded Unani hospital is taken into consideration while processing the matter.

Keeping in view the fact that Govt. of India has been examining the matter of permission to Unani Colleges on the basis of availability of at

least 50 bedded hospital (1:1 student bed ratio) in previous year and has

made provision of 1:1 students bed ratio in recently notified Minimum Standards and Requirements of Ayurveda. Therefore, Executive

Committee decided that 50 beded Unani hospital be considered for intake

capacity of 50 seats while processing the matter for making

recommendations to Govt. of India for Unani Colleges under Section 13 A/13 C.

Agenda Item No.6. Matter related to recommendation of CCIM in

respect of the Kashmir Tibbia College, Hospital and Research Centre, Srinagar, J & K for admission to

the BUMS course for the academic session 2012-13

under section13C/A of the IMCC Act, 1970 –reg.

It was noted that a letter vide R.17012/011/2012-UD dated 18.07.2012 was

received from the Ministry referring the Council letter No. 11-11/2012-Unani dated

22.06.2012 wherein Council has sent recommendations of Kashmir Tibbia College and Deptt.’s letter No. Z.28015/15/2011-EP-IM-2 dated 20.07.2011. The letter

states that the decision of the Central Council regarding PG qualification as an

essential qualification for Lecturer in Unani College is neither approved by the Government of India nor notified by the CCIM so far. As per Indian Medicine

Central Council (Minimum Standards of Education in Indian Medicine) Amendment

Regulations, 1995, the essential qualification prescribed for the teachers is

Degree/Diploma in Unani medicine from University. The Department is examining the cases in terms of the approved criteria by the Central Government and the

relevant provisions under notified Regulations and Act.

In this regard, it was noted that as per decision of Central Council non-PG teachers

are being considered as ineligible if appointed after 12.05.2010 in case of Unani

Colleges.

Govt. of India in its letter has conveyed the advice to the Council that only

Government approved criteria should be applied for making recommendations for grant/denial of permission for ASU Colleges.

Executive Committee decided that as notification has not be made till

date, therefore, existing notified regulations be followed , and Government of India be informed for the same.

Agenda Item No.7. Complaint received against Dr. M. Faseer Ahmad, Member, CCIM.

It was noted that a Complaint (alongwith some photographs)was received from the

Principal of Iqra Unani Medical College, Jalgaon in the office of CCIM against Dr. M. Faseer Ahmad, member, CCIM that during the visitation of Iqra Unani Medical

College, Dr. Faseer Ahmed brought some outsider Dr. M. Farooqui along with him,

even the other two member (Dr. Aliya Aman and Dr. Khalid Zaman) suggested Dr. M. Faseer to send him out.

(The same complaint was also received by Vice-President-Unani)

The former Vice-President had made an enquiry Committee but former President,

CCIM did not agree to it.

The matter has been lying pending since April, 2012. Now the newly elected Vice-

President (Unani) has proposed an enquiry Committee consisting of following

members to enquire the matter:-

2. Dr. Tabrez Akhtar Lari 3. Dr. Ariz Qadri

Executive Committee approved the same with the replacement of Dr.

Shaikh Shabul Hameed in place of Dr. Tabrez Akhtak Lari.

Agenda Item No.8. Representation of Vaidya Jagjit Singh,

Member CCIM.

It was noted that Vaidya Jagjit Singh, Member CCIM vide letter dated 24.07.2012

has stated that, it has been asked to pay an amount Rs.7,14,835

(4,24,885+2,89,950) to pay as a result of some unilateral enquiry. That in the said

enquiry my objection were never taken into consideration and even so much so

that the facts and observations given by me in my representation were never

discussed referred to in the order. That rebuttal of such issue raised by me was

required under the established law of the land. Further, it has been asked that my

subsequent representation were also not paid heed to.

In view of the above fact my whole case may please be reviewed”.

Executive Committee constituted a sub committee consisting of following

members to review the matter:-

Agenda Item No.9. Ratification of the decision of President,

CCIM in respect of Court Fees pertaining to

SLP in CCIM vs Atreya Ayurved College & ors.

It was noted that filing of SLP against Judgment of Hon’ble High Court of

Karnataka Bench at Bangalore undermining the provisions of IMCC Act, 1970 and

have also raised questions mark on the very locus standi of the CCIM to approach

the Courts in pursuance of its statutory mandate.

In this regard, the Retainer vide his e-mail had asked for release of Rs.1,01,000/-

(Rupees one lakh and one thousand only) for purpose of Court fee for filing the

SLP. As per information received from Advocate-on-record, the court fees in the

matter will amount to over Rs. 50,000/- since the SLP is directed against over 150

writ appeals.

In addition to the above, the proposed SLP being is also directed against the

Judgment passed by Ld. Single Judge, amounting to another 153 more appeals.

Thus, the total cost of Court fee would be Rs.1,01,000/- (Rupees one lakh and one

thousand only).

The above amount has been released to the Retainer for the filing Court Fee

pertaining to SLP in CCIM vs. Atrey Ayurved College & ors as per order of

President, CCIM.

Agenda item No. 10. Inclusion/Recognition of MD (Ayurveda)

degree of Babasaheb Bhimrao Ambedkar

University, Muzaffarpur in the Second

Schedule of Central Council act, 1970.

It was noted that Post- graduate degree awarded by Babasaheb Bhimrao

Ambedkar Bihar University, Muzaffarpur is not included in the Second Schedule of

IMCC Act, 1970. It was notedthat after receipt of the proposal through Govt. of India vide letter No. R.12013/22/97 Ay. Desk dated 22.07.2006 The University

was asked to furnish the detailed information in respect of recognition of degree as

cancelled copy of degree, copy of curriculum and syllabus followed by University.

The matter was considered by Education Committee (Ayurveda) in its meeting held

on 16th Aug, 2007 and following decision was taken:-

“Education Committee agreed to send the recommendation to Government of India

for inclusion of the same in Second Schedule to IMCC Act 1970 for the period

which permission has been given by the CCIM for conducting PG Course in Rasashastra & Dravyaguna by Government College, Patna”.

The Decision of the Education Committee (Ayurveda) was ratified by Ayurved

Committee in its meeting held on 17th Aug, 2007 and subsequently by CCIM. Accordingly letter (ref. No. 27-3/2004-2006-Univ.) response has been received so

far. The copy of the same was sent to the Government Ayurved College, Patna.

Again reminder vide letter No. 27-3/2004-2012-Univ. dated 31.03.2012 was sent to the Registrar, Babasaheb Bhimrao Ambedkar Bihar University, Muzaffarpur was

sent but that desired information has not been received so far. In absence of

desired information it could not be possible to take the necessary action in the

matter. However, as per information made available by the college as under:-

From year 2005-06 for enrolment Bihar Sanyukt Parishad has been authorize for

combined test for which correspondence is being made.

It is also noteworthy to mention here that Government of India is granting the

permission to the college time to time for admitting students in Rasashastra &

Bhaishjya Kalpana.

In view of the above, issue was placed before the President, CCIM and as per

instructions of President, CCIM matter was placed before the Executive Committee.

Executive Committee decided to send the recommendations to Government of India.

Addl. Agenda Item No.1. Information in respect of 71 teachers

It was noted that Executive Committee in its meeting held on 19.06.2012 while

considering the matter in respect of 71 teachers the President, CCIM clarified that minutes of the Sub-Committee were prepared but are not traceable at the

moment. After discussion it was decided to refer the matter to the next meeting of

Executing committee/ if minutes are not found then the matter may be examined

again by the Committee constituted for the purpose.

In this regards, it was noted that minutes of the Committee which were not

traceable at that moment, after tracing the same were placed before President, CCIM. The President , CCIM has constituted a Sub-Committee consisting following

members to examine the matter as minutes are signed by only one member (Dr.

P.K. Jain) out of three members.

Addl. Agenda item No.2. Rate of payment to be made to

Advocate Shri RK Upadhyay & Shri TK

Joseph, Retainer.

It was notedthat Executive Committee in its meeting held on 19.06.2012 while

considering the Agenda regarding the payment to Retainer Mr. TK Joseph and Mr.

RK Upadhyay in respect of the common matters decide that payment of pending Bills till now be made considering the each case separately. It was also decided

that Vice-President (Ayurved), Advocate Sh. RK Upadhyay and Retainer should

prepare the guidelines in the matter and to place before the next meeting of

Executive Committee.

In this regard, it was noted that post of the Vice-President (Ayurveda) is lying

vacant and election for the post is scheduled on 06.09.2012.

It was noted that State Council of Unani Medicine, Kolkata (W.B.) is granting

registration to unqualified persons inspite of repeated request. Moreover,

Registrar, State Council of Unani Medicine, Kolkata (W.B.)while attending the workshop organized by the CCIM was also asked not to grant registration to

unqualified persons but he did not bothered to it.

Further, it was noted that after going through the information furnished by the

State Council of Unani Medicine, Kolkata (W.B.) it has been observed that

institutionally (190) and non-institutionally (4905) qualified practitioners are

registered with State Council of Unani Medicine, (WB) Kolkata.

Executive Committee decided that a letter be written to the Registrar of

State Council of Unani Medicine, Kolkata to cancel all the registration of

unqualified persons (not possessing the recognized qualification by the

CCIM) under intimation to the Central Council. The decision of Supreme

Court in the matter is also be sent to the State Council of Unani Medicine,

Kolkata while writing the letter to State Council

Addl. Agenda item No.4. Letter received from Dr. Jayaprakash

Narayan former Vice-President

(Ayurveda) regarding TA Bill.

It was noted that the letter dated 28.07.2012 alongwith a TA Bill from Dr.

Jayaprakash Narayan former Vice-President (Ayurveda) has been received asking

for payment of TA Bill. In this regard, it was noted that Govt. of India has

constituted “National Council for Clinical Establishments”. As per previous

nomination the name of Dr. Jayprakash Narayan, Prof. S. Khaleefathullahand Dr.

Stanely Jones was notified by the Govt. of India. Accordingly Govt. of India issued

the letter to all concerned, simultaneously CCIM was asked to make the payment

of TA/DA for the same. Meanwhile the membership of Dr. Jayprakash Narayan was

ceased and Dr. V.P. Tyagi was elected as Vice-President (Ayurveda). Accordingly, a

letter was sent to the Govt. of India to notify the name of Dr. V.P. Tyagi and Dr.

V.P. Tyagi was requested to attend the same, however, Dr. Jayprakash Narayan

also reached the venue to attend the same. The Govt. of India allowed both Dr.

Jayprakash Narayan and Dr. V.P. Tyagi to attend the meeting.

It has been stated that as per the invitation of the Directorate General of Health

Service, Ministry of Health & Family Welfare, he participated in the first meeting

held on 01.06.2012 at Nirman Bhavan, New Delhi.

Later, he came to know that the then Vice-President(Ayurved) Dr. Ved Prakesh

Tyagi was also invited for this meeting. The Director allowed both of them to

attend the meeting and we both attended the same.

Later Dr. V.P. Tyagi said that he will not claim TA bill and asked him to submit the

TA Bill, hence he submitted the same for sanction.

If agreed, payment of TA Bill may be made to Dr. Jayaprakash Narayan in view of

the above.

Executive Committee agreed to make the payment of TA bill submitted by

Addl. Agenda item No.5. Incorporation of para in respect of Cut

of date.

It was noted that various colleges are filing various Court cases under different

High Courts against the denial of the permission by the Govt. of India. The CCIM

is taking two different views in these court cases i.e one in case of denial by the

Govt. of India where CCIM has also not recommended for permission and another

where CCIM has recommended for permission. The CCIM is filing CA with the

approval of the President of CCIM. It is also noteworthy to mention here that

college are filing Court cases at the verge of the last date of admission i.e. 31st

October in Ayurved, Unani and Siddha college. Moreover, Hon’ble Supreme Court

of India has revised the cut of date of admission in the colleges i.e. 15th

September. The matter for incorporating one para in respect of cut of date in the

CAs to be filed by CCIM in future was placed before the President, CCIM. The

President, CCIM asked to place the matter before the Executive Committee for

consideration and decision.

It was noted that Executive Committee in its meeting held on 19.07.2012 while

considering the fact that Minimum Standards and Requirement of Ayurved College

and hospital has been sent to the Press of Govt. of India for notification and

Minimum Standards and Requirement of Unani & Siddha College and hospital are

under progress for notification, therefore, it felt necessary to have an interacting

workshop with the President/Secretary of the management/Principal of Ayurved,

Unani and Siddha Colleges and Director of AYUSH of the State decided that the

workshop is to be organized by CCIM on 07.08.2012 to deliberate the essentiality

of maintaining Minimum Standard Requirements of Ayurved, Unani, Siddha

Colleges & Hospitals as well as to implement the same in Ayurved, Unani and

Siddha Colleges in order to maintain the standard and quality education.

Further, the Secretary, Department of AYUSH has consented to address the gathering. After confirmation Federation of Indian Chamber of Commerce and

Industry (FICCI), Federation House, Tansen Marg, Connaught Place has been

booked for the same of Rs.1,78,428/-. In this regard, other guidelines may be decided by the Executive Committee.

Addl. Agenda Item No.09. Financial Assistance to State Boards/Councils

for computerization/updation of State

Register of Indian Medicine

It was noted that 50th report of parliamentary Standing Committee on Action

Taken Notes on the recommendations contained in the 40th report of the committee related to Deptt. of AYUSH regarding updation of the Central Register of

Indian Medicine. The Committee has taken strong view for not updation of Central

Registers of Indian Medicine and Homeopathy in coordination with both the

Councils.

Further In absence of updation of State Registers of Indian Medicine, the elections

of the CCIM are not being held at appropriate time. Besides, non updation of Central Registers of Indian Medicine has also been objected by DGCAR several

times.

Moreover with this background the issue regarding updation of Central Register of

Indian Medicine as well as revision of State Registers of Indian Medicine was discussed in the meeting of the Registrars of all State Registration Boards/Councils

held on 7th June, 2011. In which problems of non-updation of State Registers of

Indian Medicine was discussed. State Boards stated that they are having acute

shortage of staff and financial assistance from State Government.

Keeping in view the above facts it is further submitted that for providing

computerization of state register of Indian Medicine in respect of ISM practitioners, a letter dated 21.2.2012 and subsequent reminders thereof dated 24.4.2012 and

25.6.2012 have been sent by this Council to the Registrars of all State

Registration Boards with the intention to provide them financial assistance for computerization/updation of State Register of Indian Medicine.

In this connection it was noted that 25 State Registration Boards/ Councils, are in

function at present. But in response to the above said letters, only Eleven State Registration Boards/Councils have furnished their requirement/estimated cost to

be incurred by them for completion the above said task and the required

information from rest of State Registration Boards/ Councils, is yet to be received.

It is hereby further pointed out that as per instruction of then President CCIM, all State Registration Boards/Councils were requested to furnish the required

information in a performa. A copy of the said performa was sent to all State Boards

but most of them did not follow the instruction of CCIM and furnished total estimated cost likely to be incurred by them directly/ without performa.

However, total amount claimed for by the eleven state boards of the council come to Rs. 39,18,725 /- (Thirty Nine lakhs Eighteen thousand Seven Hundred Twenty

five only).

Therefore, as requested by this council, an amount of rupees 16.00 lakhs (sixteen

lakhs) has been sanctioned by Govt. of India to disburse the same to all state registration boards/ councils for updating/ computerization of State Register of

Indian Medicine so that observation of the Parliament Committee and objection of

DGACR, may be settled.

Council of Srimanta Sankaradeva

University of Health Sciences.

It was noted that Joint Secretary to the Government of Assam, Ministry of Health

& Family Welfare, Department, Dispur, Guwahati vide their letter

No.HLB.119/09/70 dated 25.6.2012 stated that under Rule 18(1) (f) of Srimanta

Sankaradeva University of Health Sciences Act, 2007 one member to the General

Council of Srimanta Sankaradeva University of Health Sciences is to be nominated

for constitution of the General Council.

It has also been requested to nominate one member to the General Council of the

University of Health Science from your end accordingly and intimate the same

directly to the Registrar SrimantaS ankaradeva University of Health Science,

Guwahati.

The Executive Committee may kindly consider and nominate one member of CCIM

for General Council of Srimanta Sankaradeva University of Health Sciences,

Guwahati.

Executive Committee nominated to Dr. Ved Prakash Tyagi, President,

CCIM as member to the General Council of Srimanta Sankaradeva

Addl. Agenda Item No. 12. Reporting of the incident happened during

the workshop at IPGTAR, JAMNAGAR (GUJARAT).

It was noted that Central Council has organized a three days National Syllabus

workshop from 16.8.2012 to 18.8.2012 at Jamnagar, Gujarat. On the inaugural day, few students gathered in front of the Auditorium and expressed their protest

as well as shouted slogans against newly notified minimum standards and

Requirements of Ayurveda College and Hospital. The President alongwith other

members of CCIM tried to pacify them and had an interaction with them. Students appeared to be confused as they did not know the actual facts about the

Notification of Minimum Standards Requirements of Ayurveda college and Hospital.

President put the facts before them and explained how these minimum standards have been notified by the Central Council. The students then tendered their

apology and the Vice Chancellor as well as Director (IPGTAR) regretted for the

inconvenience caused by the students in the valedictory function. However, President, CCIM with his generosity accepted the apology of the students.

President, CCIM also thanked Shri Jaynarayan Vyas, Hon Minister of Health,

Gujarat State and Dr. Bharat Bogra, M.L.A as well as the CCIM member of Gujarat

State for their support to the Council.

The Workshop became a successful event with fruitful outcome.

Executive Committee noted the same.

Addl. Agenda Item No. 13. Air permission to the employee of

CCIM.

It was noted that CCIM has organized a National Workshop on UG & PG Syllabus

was held on 16-18.08.2012 at IPGTRA, Gujarat Ayurveda University, Jamnagar.

About 300 participants attended the above Workshop, therefore, following officials

were deputed to Jamnagar for assistance in above Workshop. It was necessary to

depute the following staff for smooth functioning. As Workshop had been

conducted on short notice and train tickets were not available, considering the

urgency, the officials were permitted to travel by Air. Moreover, 300 bags were

also being carried away with them.

Addl. Agenda Item No. 14. Visitation of the Ayurveda, Unani and Siddha

Colleges at the time of the examination.

It was noted that it has been brought to the notice of the President, CCIM and

members of the CCIM several time that teachers are not being appointed by the

colleges on regular basis, therefore, teachers are not attending the college

regularly. Some teachers are working on paper only. Hospitals are not functioning

properly. The colleges are preparing data for getting the permission. Therefore,

education of Ayurved, Unani and Siddha is hampering. Internees are not attending

the hospital for internship regularly. It is also learnt that some colleges are not

conducting examination fairly. The students are raising quarry in respect of quality

education while President, CCIM or members of the CCIM visiting the college time

to time.

In view of above as well as in view of the under section 20 of IMCC Act, 1970

which reads as under, Executive Committee decided to depute the members of the

CCIM to visit the examination center.

20. “Visitors at examinations –(1) The Central Council may appoint such

number of visitors as it may deem requisite to inspect any medical college,

hospital or other institution where education in Indian medicine is given or to

attend any examination for the purpose of granting recognised medical qualifications.

(2) Any person, whether he is a member of the Central Council or not, may be appointed as a visitor under this section but a person who is appointed as an

inspector under Section 19 for any inspection or examination shall not be

appointed as a visitor for the same inspection or examination.

(3) The visitors shall not interfere with the conduct of any training or examination, but shall report to the President of the Central Council on the

adequacy of the standards of education including staff, equipment,

accommodation, training and other facilities prescribed for giving education in Indian medicine or on the sufficiency of every examination which they

attend.”

It was also decided to take up the matter of visitation in respect of following States

at first instance:

The Executive committee decided to write a letter to all universities to

inform the date and venue of each examination in respect of the Ayurved,

Unani and Siddha Colleges to CCIM invariably of this year as well as in

future also.

It was also decided to ensure the regular classes of teaching and practical

training, existence/attendance of teaching staff regularly, functionality of

the hospital regular basis and continuous and intensive training of the

internees. The CCIM will visit the college at least quarterly on regular

basis. The Central council also depute inspectors to visit the college at the

time of examinations as per Regulations.

It was also decided to ask the colleges to upload the information in

respect of the staff, intake capacity, details of the students, CME etc. as

stipulated in Minimum Standard and Requirements of the College and

Hospitals within 15 days.

Executive Committee also decided that copy of recommendation alongwith

assessment sheet and visitation report be endorsed to the college

alongwith respective Vice-President also.

Society’s, College & hospital, Shahjahanpur(UP).

It was noted that Executive Committee in its meeting held on 19.07.2012 while

consider the Complaint against Dr. DP Singh Education Society’s, College & hospital, Shahjahanpur(UP) decided to conduct the surprise visitation of the

college. President, CCIM has suggested the following name:

At the time of the meeting President, CCIM was of the view that member of the

the Council till the further order.
