The Central Coast Regional Plan 2036 was launched on 14 October 2016. The Regional Plan represents a whole of Government commitment to the vision and directions for the Central Coast. It provides an overarching framework that guides the preparation of detailed land use plans, the determination of development proposals and informs infrastructure funding.
The Regional Plan sets planning priorities for the Central Coast, with medium and longer-term actions to be determined according to rates of growth and change in our population and economy over the life of the document.
The Regional Plan is accompanied by a two-year Implementation Plan that sets out governance, tasks, responsibilities and timing for delivery of the Regional Plan.
The Central Coast Implementation Plan 2018-2020 (Implementation Plan) is the second two-year implementation plan to ensure accountability to realise the vision of the Regional Plan. The priorities have been adjusted towards the next phase of planning for the region’s growth and change to 2036.
PurposeThe Regional Plan is only as good as its delivery. Achieving the vision for the Central Coast is a shared responsibility between the NSW Government, Central Coast Council, along with business, industry, institutions and the community. Responsibility for delivering the goals set out in the Regional Plan is also shared.
The purpose of this Implementation Plan is to:
• Identify priorities for the next phase of implementing the Regional Plan.
• Ensure ongoing collaboration and agreement on the implementation of the Regional Plan
• Identify the role of NSW Government agencies and Central Coast Council involved in implementing the focus areas
• Outline the Central Coast Delivery Coordination and Monitoring Committee’s role in overseeing the delivery of the Regional Plan
• Inform the review and update of the Regional Plan (review to commence this implementation period).

Implementing Central Coast Regional Plan 2036The delivery of the 110 actions of the Regional Plan will be through 7 implementation focus areas. These focus areas best articulate the immediate priorities for the Regional Plan’s implementation.

Indicative timing for actions are as follows:
• Immediate – 0-2 years

Each of the 110 actions in the Regional Plan is implemented through a mix of mechanisms including:
• Ongoing work of local plan preparation and assessment of site compatibility certificates and referrals. This is how the ongoing strategies of the Regional Plan are considered and implemented at a local and regional scale.
• Council’s preparation of local land use strategies to implement the directions of the Regional Plan and consider against the ongoing strategies of the Regional Plan. This is how the Regional Plan is implemented through strategic planning at a local scale.
• Catalyst projects to deliver on the vision of the Regional Plan and the immediate priorities of the Regional Plan implementation. The ongoing strategies of the Regional Plan are also considered and implemented through catalyst projects.
The alignment of public and private infrastructure and service delivery plans with the spatial priorities identified in the regional plan is also important to deliver on the vision for the Central Coast region and will inform work on the focus areas.

Focus Area 1
Promote economic growth, jobs and development in strategic centres and growth corridors
Deliver the Southern Growth Corridor Strategy and progress precinct planningThe Southern Growth Corridor Strategy is being prepared by Council to reflect the directions of the Regional Plan.
The strategy will aim to protect the natural attributes of the corridor facilitating better transport access along the corridor and achieving more diverse economic growth opportunities and potential increased density in key centres including Kariong, West Gosford, East Gosford and Erina.
Following the finalisation of the strategy, precinct planning will be an important step in implementing the outcomes of the strategy and is expected to include land use planning changes to enable the proposed development outcomes.
Council is to deliver the Southern Growth Corridor Strategy, commence a precinct plan for one centre and deliver a precinct plan for another centre along the Southern Growth Corridor during the 2018 to 2020 Regional Plan implementation.
Deliver the Northern Growth Corridor Strategy The Northern Growth Corridor Strategy is to be prepared by Council to reflect the directions of the Regional Plan. The strategy for the corridor will aim to develop complementary roles for Wyong and Tuggerah centres, connect to and develop growth opportunities in and around the Warnervale Town Centre and respond to natural hazards which affect the area, such as flooding.
The Northern Growth Corridor Strategy will integrate and align with strategic land use planning outcomes identified in the Greater Warnervale and Lake Munmorah Structure Plan, currently being prepared. These three land use strategies will work together to provide guidance for staging and sequencing of development in the northern part of the region in the future.
Following the finalisation of the strategy, precinct planning will be an important step in implementing the outcomes of the strategy and is likely to include land use planning changes to enable the planning outcomes.
Council is to deliver the Northern Growth Corridor Strategy and the Lake Munmorah and Greater Warnervale Structure Plans during the 2018 to 2020 Regional Plan implementation.
Progress the Bus Headstart and the Rapid Bus Package for the Central Coast to implement the NSW Future Transport Strategy. The Department will work with Transport for NSW to identify priority bus corridors and opportunities for bus rapid transit.
The regional growth corridors and renewal of local centres are the potential focus for future transit improvements with immediate bus routes improvements and the introduction of frequent services supporting increases in connectivity between strategic centres and local centres.
The location of bus stops along these corridors and around centres will need clusters of intensified land uses so that businesses and households can benefit from the demand for homes with public transport access.
Planning for communities to be better connected by an integrated transport system that prioritises safe walking, cycling and public transport, and links communities with local centres, employment areas and the Northern and Southern Growth corridors will make it easier for people to use public transport to get to work, recreation and services.
Transport for NSW is to commence Bus Headstart for the Central Coast and Central Coast Rapid Bus Package during the 2018-2020 Regional Plan implementation. The department and Council will provide a supporting role regarding land use considerations.

Deliver a Traffic and Parking Report and commence delivery of short, medium and long-term car parking strategies. In response to transport and parking issues identified through the Revitalisation of Gosford City Centre during the 2016-2018 implementation of the Regional Plan, a Traffic and Parking Subcommittee was established to ensure a coordinated response to traffic, parking and movement issues.
The subcommittee has identified that parking in Gosford City Centre is multi-faceted where a diverse group of users who compete for limited spaces over varying times of any day. This includes commuters using parking spaces to access the Gosford Station early in the morning and city based employees who park all and the retail and service users who come and go throughout the day.
Resolving the competing needs for car parking in the Gosford City Centre and other strategic centres within the region (e.g. Woy Woy, Tuggerah, Wyong) will require a multi-agency approach to determine short, medium and long-term parking strategies. In the first instance this will be focused on supporting Council’s work to identify parking options for Gosford City Centre but could include opportunities to expand strategies to other strategic centres in the region.
Transport for NSW Future Transport Plan identifies the hub and spoke network of services in regional areas that will provide better connections between communities and improved access to regional cities and centres.
The Department will work with Transport for NSW to ensure any car parking strategies (particularly commuter car parking strategies) will focus on a hub and spoke network model where connections will be focused on regional NSW and regional and strategic centres rather than a network focussed on Sydney.
The Department will lead the delivery of a Traffic and Parking Report and the Traffic and Parking Subcommittee to progress preparation of short, medium and long-term car parking strategies. Transport for NSW, Roads and Maritime Services and Council will contribute to the report through the Subcommittee.
Nationally Significant Interchanges ProjectThis project has been identified by the Central Coast Regional Leadership Executive as a priority for the 2018 to 2020 Regional Plan implementation.
The Kariong and Warnervale M1 Pacific Motorway Interchanges are located on the main road freight corridor between Sydney and Newcastle. Industrial land is strategically located adjoining these interchanges which are capable of B-Double capacity.
The project seeks to implement strategies and actions in Directions 2,3,4,5 and 7 of the Regional Plan to remove constraints inhibiting development of large scale industrial uses, freight, manufacturing and logistics businesses around the interchanges. Facilitating development around the interchanges will support the regional economy and create more jobs within the region.
A multi-agency and Council working group will identify issues affecting development, options to resolve these issues and preparation of a prioritised action plan. Expansion options would be considered where feasible, but the priority is resolution of existing issues.
The working group would also consider planning matters relating to other employment lands within the region.
The Department with the multi-agency working group will lead the delivery of the project during the 2018-2020 Regional Plan implementation.

Focus Area 2
Address land use needs west of the M1 Pacific Motorway
Deliver and implement the Interagency and Council Action PlanThe Central Coast Implementation Plan 2016-2018 priority action relating to Focus Area 2 was about integration. An Interagency and Council Action Plan reports on the progress of rural and resource related actions in the Regional Plan. This action plan:
• Documents key biophysical and social attributes on which decisions are based.
• Outlines the policy and statutory framework and role of government agencies within the area.
• Identifies the scope and timing of future work programs and projects of state agencies and Council to achieve the actions in the Regional Plan.
• Recommends potential changes for land use planning instruments and/or policy frameworks that are required to improve land management (for potential inclusion in Council’s comprehensive Local Environment Plan).
The Department will, with relevant agencies and Council, implement the actions of the Interagency and Council Action Plan during the 2018 to 2020 Regional Plan implementation.
Deliver the region wide Special Infrastructure Contribution PlanPreparation of a region wide Special Infastructure Contributions Plan will assist in coordinating the delivery of state and regional infrastructure to support the timely and efficient release of land for development. The Special Infastructure Contributions Plan will also ensure that new and intensified development contributes to the associated cost and that development which occurs outside of the planned sequencing, pays a greater proportion of infrastructure costs.
The Department will lead the delivery of the Special Infastructure Contributions Plan in consultation with agencies and Council during the 2018-2020 Regional Plan implementation.

Focus Area 3
Improve knowledge of housing and employment land supply and demand to support better decision making
Continue improvement of infrastructure prioritisation, sequencing and funding processes and their alignment with planning There are many actions that can be taken to improve the alignment of infrastructure delivery and land use planning.
The Department with relevant agencies, Council and infrastructure providers will continue to improve infrastructure prioritisation, sequencing and funding processes and their alignment with planning and development. This includes:
• Regular housing and employment supply updates to Central Coast Delivery, Coordination and Monitoring Committee,
• Regular meetings with infrastructure agencies such as Roads and Maritime Services to align work programs and identify obstacles to infrastructure delivery,
• Delivery of the region wide Special infastructure Contributions Plan,
• Planning decision-making that takes account of infrastructure delivery timelines and vice versa.
Continue the Housing Monitoring ProgramThe Regional Plan implementation for 2016 to 2018 commenced a housing monitoring program. This involved The Department with Council gathering and validating relevant data to understand housing and residential land supply and included collation of data for:
• approvals and completions,
• planning proposal and site compatibility certificates,
• existing zoned but not development land and
• investigation areas not yet zoned.
This provided a stocktake of the current housing and land
supply in the region and aided in understanding the potential housing pipeline.
A residential land supply audit commenced in 2016 to 2018 implementation to identify the constraints to delivering that housing pipeline.
The Housing Monitoring Program will continue during 2018-2020 implementation of the Regional Plan. Changes or improvements to the planning system processes to accommodate delivery of housing will be form part of the program.
A housing delivery project will follow on from the preparation of the housing monitoring program. The project will consider discrete housing needs of different community members – weekend visitors, seasonal and aged housing needs, housing diversity, social and affordable housing and identify whether the region’s offering is meeting these needs. It will provide solutions to resolve constraints to delivering the potential housing pipeline.
Outputs of the Housing Monitoring Program will inform Council’s Housing Strategy which is identified in Council’s 2018/2019 Delivery and Operational Plan.
The project will be supported by a industry consultation to assist understanding the housing pipeline and barriers to delivery.
The Department will continue to improve the housing monitoring program during the 2018 to 2020 Regional Plan implementation.
Continue the Employment Lands Monitoring ProgramThe Employment Lands Monitoring Program is to continue during 2018-2020 implementation of the Regional Plan.
The Department will monitor the take up of employment lands and work with relevant agencies and Council, through the agency and Council working group to effectively meet industry demand with adequate supply.
The Department will continue the employment lands monitoring program and use it to support decision-making.

Focus Area 5
Revitalise Gosford City Centre
Deliver the Darkinjung Delivery FrameworkCollaborate with Darkinjung Local Aboriginal Land Council to strategically assess their land holdings and identify priority sites to create a pipeline of projects.
Strategic analysis would include land use, biodiversity, bushfire, flooding, mining, transport and infrastructure, as well as consideration of the status of native title claims on the land holdings, and alignment with Darkinjung’s Community Land and Business Plan.
A range of opportunities exist to assist Darkinjung Local Aboriginal Land Council to meet its objectives while advancing the goals of the Regional Plan.
The Department will work with Darkinjung Local Aboriginal Land Council and Council to establish a pipeline of development projects during the 2018-2020 Regional Plan implementation.
Implement delivery mechanisms to revitalise Gosford City CentreThis program in the 2016-2018 Regional Plan implementation delivered the Gosford City Centre Urban Design Framework and State Environmental Planning Policy, Special Infastructure Contributions Plan and Development Control Plan. The City of Gosford Design Advisory Panel was also established to support revitalisation of the Gosford City Centre.
The Department will lead the implementation of the Urban Design Framework through the following mechanisms during the 2018 to 2020 Regional Plan implementation:
• Gosford City Centre State Environmental Planning Policy, Special Infastructure Contributions Plan and Development Control Plan.
• Supporting Council and the Hunter and Central Coast Development Corporation’s programs for place management and development facilitation.
• Implement the new assessment and determination regime and facilitate the role of the City of Gosford Design Advisory Panel.

Support the integration of implementation priorities in Council’s work program
The Department will continue to focus on supporting Council to deliver and implement the strategies and actions of the Regional Plan. Each action in the Regional Plan is implemented through a mix of mechanisms at the local scale including:
• Rezoning and developing land consistent with the planned staging and sequencing of development in the region.
• Servicing land consistent with the planned staging and sequencing of development in the region.
• Local Strategy and Plan preparation consistent with directions in the Regional Plan.
• Commencement of a Comprehensive Local Environmental Plan program - including preparation of relevant strategies and policy guidance to inform a Comprehensive Local Environmental Plan to reflect Council Community Strategic Plan, strategic planning program and the Regional Plan.
The Department will provide strategic level policy guidance to support Council delivering and implementing the strategies and actions of the Regional Plan during the 2018 to 2020 implementation.

Focus Area 7
Coordinate Strategic Conservation Planning for the region
Continue implementation of the Strategic Conservation Planning ProgramThe Department has commenced strategic conservation planning in the region. This includes Strategic Biodiversity Certification in the Central Coast under the NSW Biodiversity Conservation Act 2016 and Strategic Assessment under the Environment Protection and Biodiversity Conservation Act 1999 for identified development impact areas in the region.
Strategic conservation planning aims to facilitate both the conservation and development outcomes in the Regional Plan and is one of several projects being undertaken for high growth locations in NSW.
The project aims to achieve:
• Defined development footprints which have State and Federal biodiversity approvals, and a
• Package of supporting conservation measures which could include:
o The identification of regionally significant biodiversity corridor linkages and targeted linkages and pinch points, for conservation and restoration,
o A series of supporting conservation measures which could include development contributions (e.g. via State and/or local development contributions) for land purchase and restoration and local planning amendments to increase protection (e.g. via land zoning and development controls) for critical habitat and linkages.
Responsibility for implementing the conservation and development measures identified in the final Biocertification will be shared by Government (State/local), developers and other land owners.
The project will:
• Identify relevant environmental values for conservation (biodiversity, landscape, corridor value and local networks)
• Identify the region’s proposed conservation outcome
• Identify the priority areas for conservation, based on defined criteria and the relevant environmental values
• Identify the mechanism to achieve conservation of priority areas
The strategic conservation planning program will be informed and complemented by work being undertaken by Council which will include:
• A Biodiversity Strategy
• An Urban Greening Strategy
• Local corridor planning
• Identification of more detailed ecological values
• Local biodiversity management and delivery projects such as ongoing land management and stewardship programs.
The Department will coordinate strategic conservation planning in partnership with Office of Environment and Heritage, Council and the Commonwealth during the 2018 to 2020 Regional Plan implementation.

Collaborative and Coordinated Governance
Effective coordinated governance and collaboration are critical to successful delivery. Responsibility for implementing actions and monitoring the intended outcomes in the Regional Plan is shared with regional stakeholders including all levels of government, the private sector and the community. All stakeholders need to have a clear understanding of the priorities and deliverables. The Regional Plan needs to be incorporated into each stakeholders’ future activities.

The position is a high level strategic position, defining stakeholder responsibilities and facilitating accountability across Government for the delivery of the Regional Plan’s priorities.
Central Coast Regional Leadership ExecutiveThe Central Coast Regional Leadership Executive, which is a Department of Premier and Cabinet-led initiative, is a platform that supports closer working relationships between NSW Government agencies and the Council. The network encourages strategic collaboration, consultation, solution brokerage and engagement on the regional priorities of government.
Progress of implementation is reported to the Parliamentary Secretary and Regional Leadership Executive.
Central Coast Delivery Coordination and Monitoring CommitteeThe Central Coast Delivery, Coordination and Monitoring Committee (the Committee) is established under the Department of Premier and Cabinet’s regional governance framework as a task group to oversee and coordinate the implementation of the Regional Plan consistent with the Implementation Plan. The Committee is chaired by the Coordinator General for the Central Coast and meets bi monthly.
Representation on this Committee is about engaging relevant and operations-focused people from Council, agencies and organisations that are either responsible for the delivery of priorities or support the delivery of priorities.
Supporting GroupsThe Committee is supported by outcome-specific groups that bring together appropriate people to provide advice on issues or projects that support the delivery of the priorities.
Hunter and Central Coast Development CorporationThe Hunter and Central Coast Development Corporation has been tasked with supporting the delivery of Gosford City Centre’s revitalisation. This will include identifying development opportunities to drive economic growth in the region.
The Hunter and Central Coast Development Corporation strategic priorities include:
• Working with all levels of government and industry to unlock underutilised government-owned lands and repurpose government assets
• Leading the promotion and branding of Gosford.
• Delivering public domain and place-based projects with Council.
• Attracting private investment.

Delivery
The Committee will oversee this Implementation Plan 2018-2020, prioritising the immediate and emerging opportunities that continue us on the path to achieve the vision of Central Coast, a region with a healthy natural environment, flourishing economy and well-connected communities.
This implementation plan explains what immediate and emerging opportunities will be prioritised for the next two years. It also identifies why these priorities are needed to achieve the directions of the Regional Plan. It shows a clear line of sight between the four goals, 23 directions, 110 actions and 7 focus areas of the Regional Plan implementation and proposes the high-level strategic work program of the Department of Planning and Environment for the next two years. It also identifies the other work being undertaken by Central Coast Council and other state agencies that will support the delivery of the priorities.

Review Mechanisms
Annual Monitoring ReportAn Annual Monitoring Report will be prepared to monitor progress on implementation of the Regional Plan. This will report on goals, directions and actions through our focus areas and performance measures.
Implementation priorities will be reviewed, and a new program of work identified for each subsequent year.
The Annual Monitoring Report for 2018 provides an overview of what has been achieved in the first two years of implementing the Central Coast Regional Plan 2036. It reflects the efforts of all stakeholders to deliver on the priority actions and the accelerated program.
An Annual Monitoring Report will be released in November 2019 and November 2020 during the 2018-2020 implementation of the Regional Plan.
Regional Plan ReviewThe Regional Plan will be subject to a five-yearly review, or as necessary, to review and update the goals, directions and actions to ensure these remain effective to achieve the vision for the region.
A five-yearly review will consider regional performance, challenges and opportunities and incorporate the most up-to-date information provided through the census process and other available data sets.
A five-yearly review of the Regional Plan will be informed by the Committee as well as the Annual Monitoring Reports. During the 2018-2020 implementation of the Regional Plan work will commence on the Central Coast Regional Plan 2041.
