1. INTRODUCTION

1.1. OBJECT

This document gives a detailed view of the cell planning process in use forNortel GSM Wireless. It is intended to explain activities of cell definition that areperformed to meet or exceed customerÕs requirement in term of coverage andtraffic.

1.2. SCOPE

This document details the cell planning process into a breakdown of activitiesand focus on the deliverables of each phases that ensure a reliable and efficientdefinition of cells.

A standard denomination of teams is used to define responsibilities for workcompletion, but the actual allocation of responsibilities is defined on a projectbasis. For example, ÇÊsite acquisition teamÊÈ refers to the team that isperforming the site acquisition task without specifying if it is a Nortel team, aCustomer team, or a third party team. NortelÕs practice is to define a matrix ofresponsibilities to document this for each project.

3.2. DEFINITIONS

Cell Planning Tool

A generic name for the software tools used by the Cell Planning activity.

Cellular planning tool database

A database, owned and managed by cell planning that contains all informationrelated to the RF design for a project : field, antennae, model, sites ...

Clutter

A clutter is a statistical description of a given type of environment above theground, defined on radio propagation criteria.

Global Site Database

This database is the project database, it is shared between all teams, andprovide financial, purchase, and technical data.

Quality of coverage

One of the three following definitions shall be selected according customer (orcontractual) request :

1. probability for electromagnetic field to be equal or superior than agiven value at the edge of the cell

2. percentage of the cell area where electromagnetic field is equal orsuperior than a given value

3. probability for electromagnetic field to be equal or superior than agiven value inside a cell

4. CELL PLANNING PROCESS OVERVIEW

4.1. PHASES DESCRIPTION

The Cell Planning consists in three phases, preliminary tasks, design andimplementation. This section describes these activities and the links betweenthem.

The first phase main objective is to gather hypotheses (antenna heights andtechnical data (such as terrain database, link budget calculation, trafficdimensioning, propagation model ...) in order to start the cell planning design.

The second phase objective is provide a cell planning (target site locations,frequency planning, TRX planning, and a tuned propagation model).

The third phase covers the cell planning implementation (final site locations,coverage concession, frequency planning, TRX planning, network engineeringsupport, radio acceptance support).

The main task of ÇÊdesignÊÈ is Site determination activity. Model tuning,frequency planning and TRX planning may be part of this phase but notnecessarily. These activities may also be done during the implementation part.Outputs of design are documented by the cell plan report.

Theoretical site locations specified during the site determination activityrepresent target. SAQ tries to find real locations which are the best matchingwith site location criteria. Design iterations may be necessary to adapt initialdesign to the site constraints.

5. CELL PLANNING DETAILED ACTIVITIES

5.1. PRELIMINARY TASKS

5.1.1. HYPOTHESES GATHERING

Most of assumptions are derived from the RFQ, from meetings with thecustomer or from Nortel commercial decisions (products used). Hypothesesgathering consists in collecting from various sources information that arerequired for cell planning (coverage target, BTS equipment information, siteconstraints, existing sites, traffic information, frequency information).

· gather cell planning hypotheses as specified in the cell planningreference document.

· propose a deployment strategy if required.

5.1.2. TERRAIN DATABASE SELECTION AND IMPROVEMENT

Digital Terrain Map (DTM) is a mandatory input for cell planning. Purchase of aterrain database is a deal between cost, delay and accuracy. Then, it is requiredto perform several checks on the terrain database data (heights, clutters,vectors, geographical continuity) to validate it (this is detailed in [A3]). RFsurvey reports and alternative sources of information (paper maps) may alsocontribute to improve the initial data accuracy.

· purchase of DTM with appropriate accuracy in regards to cost anddelay

· check the database consistency and updating using alternative sourceof information, including results of RF survey.

· improve the database when needed (include updates, requalifiedclutters)

5.1.3. LINK BUDGET

The link budget calculation specifies for each type of environment (urban,suburban, rural ... ) and each type of product ( indoor BTS, outdoor BTS,coupling system, antennas type ...) a maximum cell radius based on the Qualityof Service requirements (quality of coverage). These radius are used to producecell counts that give an idea of the number of sites required to meet the RFQ (orcontract) requirements.

· specify the different cases (defined by environment or equipment ) totake into account for link budget calculation

· compute link budgets calculation (a tool based on a propagation modelis used).

· determine the Equivalent Isotropic Radiated Power (EIRP).· define the outdoor minimum field

5.1.4. TRAFFIC DIMENSIONING

This activity aims at defining areas where traffic is the main constraint and leadsthe design. This may be identified by a positive difference between the numberof erlangs required on an area and the number of erlangs calculated from thenumber of sites used to cover that area. The type and configuration of cell sitescan be mapped on traffic area.

5.1.5. CELL COUNT

This activity consists in calculation of the number of cell sites required to bothfulfill traffic and coverage requirement, in relation with choice of equipments.The cell count may be performed as a bid support task, to quote cell sites , orbefore design phase, to work out the number of cell sites that will be positioned.In the first case, several scenario may be considered in relation with the choiceof equipments

5.1.6. MODEL DESIGN

This activity includes the choice of a propagation model, its calibration to focuson the major cell planning requirements linked to a contract. The propagationmodelling process assumes that the terrain database is validated. Thepropagation model is specific to a terrain database (or a part of it). Model tuningprocess details can be found in [A2]. If required, radio measurements might bespecified to study specific environments.

5.2.1. SITE DETERMINATION

This activity consist in determination of each site position and characteristics toachieve compliance with coverage and traffic requirement. Coverage maps areissued to represent the result of this design step.

5.2.2. MODEL TUNING

This activity is not mandatory but may occur during the design or theimplementation phase. The model tuning might be required if the level ofconfidence in the terrain database or in the model is not high enough. TheÇÊradio measurement validation processÊÈ (see [A4] ) details the method ofoperation.

5.2.3. TRX PLANNING

Based on the contract subscriber profiles and contract products the trafficplanning specifies the TRX configuration for each site. If the required capacitycannot be provided by a site location then cell splits may be necessary. A newsite determination step might have to be done.

· determine (or confirm) the number of TRXs per cell needed to satisfythe customer's traffic requirements.

5.2.4. FREQUENCY PLANNING

Assign frequencies according to the available RF channels in order to minimisethe interference. A C/I (Carrier to Interference) map is created to determine thelevels of interference. These two activities (frequency allocation and C/Ianalysis) are repeated until the frequency plan is acceptable.

Once the cells have been positioned and the number of TRXs per cell has beenset (or confirmed by the TRX Plan), frequencies must be allocated to each cellin a way which minimises interference using tilts and azimuths.

If frequency hopping is used, the C/I calculation with fixed frequencies isconsidered as a worst case.

5.3. IMPLEMENTATION

5.3.1. SITE SELECTION

A procedure to select sites shall be define and agree on a project basis, sincethe breakdown of responsibilities between the Customer, subcontractors andNortel teams is never the same.

Candidate sites brought back by SAQ team are evaluated according to the siteselection procedure. Cell Planning must participate in this procedure to checkthat the choice sticks to design, or to take actions (design iterations).

When a site is selected, a site nomination form shall be issued to record thedecision. It contains the site location, the antenna height, the azimuths, the tilts(see A10). This form must be signed by the Cell planning team, the Siteacquisition team and the Transmission team.

If data change on a site nomination form, the team responsible for the changeissues a site nomination change form. The same approval process as for sitenomination applies.

· choose a single real location per theoretical site, this location issupposed to be the best among the proposed ones .

· share data (site location, antennae height, azimuths, tilts) between cellplanning, site acquisition, and transmission teams.

5.3.2. COVERAGE CONCESSIONS

It may occur that no candidate sites can match the criteria which implies a localproblem (coverage holes, poor quality of service, high interference level ... ).Cell planning specifies the exposure, and propose a solution (add one moresite, increase the height of a site...).

A coverage concession form (see A12) is issued to explain the problem andthe proposed solution. This forms is a support for discussion with customerproject management, which is expected to sign it when an agreement has beenfound.

Concession forms are stored in the coverage concession log, to share data atthe project level.

Cell planning activity is an input for RSV activity. The RSV support is anhandover between CP team and RSV team. The two teams shall agree adeliverable plan that they cover the RSV needs in terms of contents and delay.

Cell planning remains owner of the cell planning tool database during RSVprocess and design iterations may be necessary to maintain global consistencywhen RSV implement local modification.

Application Engineering

CP provides Application Engineering with radio parameters for datafill purpose(neighbouring, frequency plan, TRX planningÊ...).

Transmission Planning

CP make sure with Transmission Planning that respective plans are compatiblein terms of site locations, antennas and dishes heights, frequency used.

Site Acquisition

Cell Planning provide Site Acquisition with theoretical locations, then bothevaluate potential sites and select one.

Site Survey

Cell Planning collaborates with Site Survey to make sure that there is nochange or limitation that impacts the radio coverage and checks their SiteSurvey Report.

Site Engineering

CP checks site parameters provided by Site Engineering that impacts the radiocoverage (antennae position, building heightÊ...).

Radio Survey

Radio survey provide radio measurements to CP for site selection. Thesemeasurements allow to qualify a clutter, to check the radio spectrum around asite, to tune the propagation model or/and to nominate a site (whenmeasurement is required by a cell planer).

CP provides a document specifying the mission : type of measurement (indoor,outdoor, roads ...), locations, mean to get access on site, available frequency toperform radio tests, specific requirements about radio reports (special type ofplotted map, format of measurements files).

Radio Site Verification

CP helps Radio Site Verification to define acceptance criteria when required inthe contract and/or to optimise the BSS part of the network.

8.2. CELLULAR PLANNING TOOL DATABASE

This database is the site database of the Cellular planning tool, it reflects thesite status from the cell planning point of view and is owned by cell planningteam. This database is created during the site determination activity and isupdated after frequency and traffic planning activity.

During the implementation phase the database must be updated with info from :

8.3. MAPS LOG

All maps leaving the cell planning team are named, archived and recorded. Themaps are stored as computer files, and a text file is used to record the mapsdetails.

8.4. SITE FOLDERS

Candidates site folders, site survey report, site technical dossier must beindexed by theoretical site, to find out quickly all data related to a theoreticalsite.

This ÇÊpaper databaseÊÈ is updated by the SAQ team whenever new reports ornew information on an existing site location are gathered.

A site nomination form is issued and signed for each site by cell planning, siteacquisition and transmission teams. A site nomination change form is issuedand signed for each nominated site where changes occur (height, exactlocation...). The team responsible for the change issues the form and makessure that the other teams sign it.

These forms must be stored with the Site Folders.

8.5. GLOBAL SITE DATABASE

This database is created by SAQ when they start their activities. This databasecontains all data related to a site ( cell planning parameters, SAQ, SE, SS data).

This database is the only official database for all teams. It can only be updatedusing site nomination or the site nomination change form signed by CP, SAQand transmission teams.

This database is under the responsibility of the Nortel project management,each team has a read only access to the database.

8.6. COVERAGE CONCESSION LOG

The coverage concession log is a paper folder which contains all cell planningstudies (coverage maps, QoS calculation) related to design deviations.
