Note 1: This Timeline is based on the minimum requirements outlined under 13 C.F.R Section303.7; a recent survey citing that 60% of COGs respondents had 1 to 2 FTEs working onC&ED related activities, and secondary sources citing that the strategic planning process requiresa minimum of 1,000 or more hours.

December 7, 2011- January 13, 2012: Recruit Strategy Committee1. Engage TCOG Governing Body on December 15, 2011

a. Strategy Committee will meet 4 times, providing necessaryfeedback and support for the CEDS. Must have 51% Private Sectorrepresentation and good geographic representation. Give TCOGGB list of private sector industries we are seeking representationfrom.

b. Recruit individuals that a good fits for the committee byrecommendation of TCOG Board and others.December 15, 2011- January 13, 2011: Conduct 3 Reconnaissance Surveys

1. 3 quick tours of several communities in the region by individuals notfrom Texoma. TCOG staff will record their impressions of the area as amethod of indicating community needs and possible planning goalsand objectives

a. Answer questions like:i. What is the general character of the community?

ii. How do people use the land?iii.

How are people housed?iv. How do people travel?

v. What public services are available?vi. How do people make a living here?

vii. What are the characteristics of the people?viii. What are the planning resources of this area?

January 13, 2012- February 1, 2012: Conduct TCOG GB and StrategyCommittee interviews

1. Up to 25 interviews2. Education on their roles as TCOG GB members or Strategy Committee

members in this CEDS process3. Collect thoughts and opinions about a broad list of area needs in their

community, local economy, and for regionalism in Texoma.

February 1- February 7, 2012: Schedule 1st Strategy Committee Meeting1. Review of the CEDS schedule and explain the process2. Educate them on the role of the strategy committee and the EDA

requirements3. Schedule hard dates and times for the 2nd, 3rd, and 4th meetings of the Strategy

Committee

February 1- February 22, 2012: Conduct Additional Interviews1. Talk with individuals of diverse set of expertise, interests, and geographic

location2. Collect thoughts and opinions about needs in their community, local

economy, and regionalism in Texoma.

February 23- March 2, 2012: Start Preparation of Presentation on StatisticalData & Interview Insights for Strategy Committee & Public Hearings

Week of March 5, 2012: Strategy Committee Meeting #2

1. Review statistical data and insights gleaned from interviews about the needsin Texoma2. Collect feedback from the strategy committee about the needs identified and

encourage their support in public hearing meetings from March 19- March 30(review the schedule with them)

March 9 March 16, 2012: TCOG Staff Prepare for Public Hearing Series #11. Handouts about our region2. Presentation of CEDS process and then statistical data and interview insights3. Prepare the feedback tool for public hearing participants

a. Perhaps a list of broad themes and requesting open ended feedbackand thought about each. We will collect that paper as feedback.b. Open the floor for any comments and feedback after the presentation.

March 19- March 30, 2012: Public Hearing Series #1 (6)1. Review of statistical data and interview insights. Review (education) of CEDS

planning process.

2. Collect feedback from public hearing attendees about regional needs.

April 2- April 20, 2012: TCOG Staff Build and Development Goals,Objectives, and Performance Measures

1. Conduct SWOT analysis based upon all needs identified2. Build a list of corresponding policies, goals, objectives, programs, and

activities that address SWOT items3. Development Regional Strategies, Performance Measures and Benchmarks

for each policy, goal, objective, program or activitya. Strategiesb. Outputsc. Outcomes

Week of April 23, 2012: Strategy Committee Meeting #31. Review the SWOT analysis2. Refine policies, goals, objectives, programs, and activities for clarification3. Identify any that might not be there4. Prioritize areas

April 20- April 30, 2012: TCOG Staff Prepare for Series #2 of PublicHearings

1. Development method of presenting information2. Prepare a feedback tool that asks about priority of goals, objectives, etc3. Leave room/time for further feedback on any these materials- new goals, new

benchmarks, clarification, etc

May 1- May 11: Series #2 Public Hearings (6)1. Review the SWOT analysis2. Refine policies, goals, objectives, programs, and activities for clarification3. Identify any that might not be there4. Prioritize areas

May 11- May 16: Formalize the feedback about goals and objectives so theyare included with materials in the Board Focus Group

1. Prepare a summary2. Prepare a feedback tool for the TCOG GB to return to us that has their

individual votes on the refinement of objectives/strategies the subsequent

priorities thereof.
