RIVER VALLEY PROJECTS

• River Valley & Hydroelectric Projects-Use of river waters by constructing dams, barrages, weirs etc. for hydropower generation and to provide irrigation, flood control and drinking water facility.

• Category ‘A’ Project- > 10,000 ha of culturable command area and HEP > 50 MW.

• Category ‘B’ Project- < 10,000 ha of culturable command area having no submergence/inter-State domain and HEP from 25 MW upto 50 MW.

• Category ‘B’ project treated as category ‘A’- If located within 10 km from protected area under Wildlife Act/ Critically Polluted area/International and interstate Boundaries.

• Issue of TOR/EC-20 no of ToR and 11 ECs issued in last year.

HEPs in Uttarakhand

• CA 6736/2013 filed in SC after the June, 2013 flood in UK.

• SC on13.8.2013 directed no further grant of EC/FC to any HEP. Order modified on 07.05.2014 restricting it to 24 HEPs.

• Expert committees constituted from time to time (Ravi Chopra Committee, IIT Consortium, Prof. Vinod Tare Committee) as per directions of SC.

• Again, another Expert Body (Dr. B.P.Das) constituted on 3.6.2015.

• EB submitted first report on 19.10.2015 on the 6 projects(Lata Tapovan, Alaknanda, Bhyundar Ganga, Khirao Ganga , Kotlibhel IA, Jelam Tamak).

• MoEF filed affidavit on 6.1.2016 alongwith the EB report and policy framework on HEPs.

• Salient features of the Policy:- The entire flow in Alaknanda, Bhagirathi and Mandakini streams and that of

river Ganga after Devprayag cannot be stopped at any location. In regard to 1916 agreement, free, unfettered and uninterrupted flow of

natural course of water with minimum of 1000 Cusecs in the river has to be maintained.

Status of 6 HEPs Three HEPs namely Bhyunder Ganga, Khirao Ganga and Lata Tapovan may be

implemented in accordance with strict compliance of recommendations of expert body.

The two HEPs namely Alaknanda and Kotlibhel 1A should be asked to carry out considerable design modifications.

The Jhelum Tamak HEP has not been granted approval so far.

Request to grant 9 months’ time for CIA & CCA studies for three mainstreams and river Ganga.

• In the last hearing held on 26.4.2016, Hon’ble Supreme Court has asked MoWR and MoP to file separate affidavit.

• MoP filed affidavit on 05/05/2016 agreeing the stand taken by MOEF.MoWR filed on 31st May 2016 but it is not in agreement with the stand taken by the MoP and MoEF.

• Cabinet secretary reviewed with all the three secretaries on 17th June 2016.Secretaries from MoP, MoWR and MoEF deliberated on 28th June,2016.

• In order to have a consensus, meeting was held in chamber of Hon. FM 0n 8th July 2016.

COMBING SIANG UPPER STAGE –I & SIANG UPPER

STAGE-II

• GoAr. Pd. Allotted SUS-I (6000MW) to NHPC and SUS-II(3750 MW) to NEEPCO.

• MoWR proposed to combine both the schemes to have reservoir of capacity 9.2 BCM.

• Deliberation held at Cab. Sec/NSA/Dy. NSA/PMO level. • Committee constituted under CEO, Niti Ayog and reps. from MoEF, MoP,

MoWR. It has visited recently to Ar.Pd to discuss the subject with the local govt.

• MoEF conducted addl . studies. The 3 options emerged are:- SUS-I & II as separate scheme; (IC-9750 MW, submergence of forest area-

11750 ha, storage -1.782BCM) Combining both the schemes; (IC-10,000 MW, submergence of forest area-

14900 ha, storage -9.2BCM, submergence of Yingkyong town, part of Tuting and air strip)

SUS-I only (IC-6000 MW, submergence of forest area-7000 ha, storage -1.032BCM, 57 km free flow river stretch)

IMPACT OF SIANG BASIN STUDY

• Studied 44 HEPs-Recommended 29 and dropped 15

• The 15 dropped projects reconsidered and its status at present is as

River Regulated Zone (RRZ)

Salient Features

Flood Plain rivers : Rivers flowing at less than 300 m elevation until the formation of Delta close to sea level a) Prohibited Activities Zone (RCZ-PA)

Extend from river bank upto 500m from HFL without embankments. Extend from river bank upto 100m from HFL with embankments Entire area available on both sides of the river banks for ecologically sensitive area, National parks, Wild life Sanctuary etc.

b) Restricted Activities Zone (RCZ-RAI) Extend upto one kilometre from outer limits of RCZ-PA. (1.5 km from HFL) with out embankments. Extend upto 1.1 kms from existing embankment.(1.1 km from HFL) with embankments.

c) Regulated Activities Zone (RCZ-RAII) Extend upto three kilometres from outer limits of RCZ-RAI.

River Regulated Zone (RRZ) Draft Notification – Salient Features

Mountain rivers & hill streams : Rivers flowing at elevation between 1000 m and 300 m a) Prohibited Activities Zone (RCZ-PA)

• If slope of hill towards the river exceeds 30 degrees, RCZ-PA shall

extend upto a distance of 5 m from HFL. • If slope of hill towards the river is more than 10 but less than 30 ,

RCZ-PA shall extend upto a distance of 15 m from HFL. • If slope of hill towards the river is less than 10 degrees, RCZ-PA

shall extend upto a distance of 50m from HFL.

b) Restricted Activities Zone (RCZ-RAI) • Extend upto a distance of 100 m or the crest of hill, whichever is

less, beyond the boundary of RCZ-PA.

• Draft RRZ Notification has been circulated 8th Jan, 16 to all the states for Comments / Suggestions. Reminder issued in February and May.

• Comments received till date from states like Kerala,Maharashtra Karnataka,

West Bengal, Mizoram, Sikkim, Punjab, Uttarakhand, ANI, Pondicherry are under consideration.

•All the comments received essentially opposed the proposed RRZ
