B.2.MostEffectiveworkofcurrentCCMFromaverylimitedobservation,itseemsagreeablethatcurrentCCMhasimprovedconsiderablyinadministrativeandtechnicalcapacity,althoughmaynotsatisfyallmembers.Oneinformantindicatedthat2007incident,whenthedisbursementofGFATMround4grantswaspartiallystoppedduetomis‐management,was“ablessingindisguise…..­wherecurrentCCMlearnedtobeprudent,moretransparentand,accountable….”(NM).ThefactthatcurrentCCMwassuccessfulforRound8and9shouldbeattruibutedtomoreparticipationofkeystakeholders,especiallycivilsocietymembersinthetechnicalworkinggroup(TWG),inwritingwinningproposals(seeE.1.).InformantsalsosuggestthattheCCMGovernanceManualwasimproved,relationshipbetweenPRsanddevelopmentpartners,especiallywithandamongtheoversightteamwasmuchbetter,andaccessforparticipantsoutsideofJakartatocontributeideaswassignificantlybetter.Infact,currentlyCCMhasasmallfundtorunanofficethatemploystwoadministrativesecretaries.ThisfundisutilizedtoserveCCMsecretariatonly.ThisispartlyduetothecontributionofNACandUNAIDSandpartlytohavingtheexperienceofresolvingchallenges.C.INVOLVEMENTOFCIVILSOCIETYINCCMC.1.CCMMeetingInthegovernancemanual,CCMshouldmeetatleastonceevery3monthsorfourtimesannually.Meetingisorganizedregularly,sometimesmonthlywhennecessary(especiallytheTWG3).MeetingsarenecessaryespeciallyintheearlystageofCCMwhennoteverymemberunderstoodwhatCCMwasandtheirresponsibilities.Meetingagendawaspreparedandcirculatedinadvance.Especiallynowthatithasanofficespaceandadministrativeassistance.Membersareallowedtoadditemontheagendawhentheagendawasreadattheopeningofthemeetingandbeforeclosing(on“otherbusinessmatters”).Itwasnoted,however,thatinearlierdayswhenthePRswereonlygovernmentandtherewasnofundforasecretariat,meetingswerenotasefficientasatpresent(2008onward)whenCSOsareallowedtobePRsandasecreteriatofficeisrunning.Still,somemembersfeltthatnotificationformeetingsweremanytimestooshort,agendasometimestoothick.

Therewerediffeterenttypesofmeetings.Regularmeetingsmaybeconductedbydifferentsegment(disease)ofCCM,butithasoversightandplenarymeetingswhereeverymembermustattend.CCMevenhasanextraordinarymeetingwhenurgentmattersneedspeedyoverightanddecision.Forplenarymeeting,anumberofmembersnotedthattherewereoftenseriouslacksofattendance,especiallyfromgovernmentmembers.Manytimesitwasdifficulttomakedecisionsduetofailureofachievingquorum(2/3oftotalmembers).Intheplenarymeeting,observerswereallowedtoattendwithpriornotice.Thoseallowedarerelevantwiththethemesandneedforthemeeting.Priornoticeissentthroughavailablemailistandanyoneinterestedtocomecouldsendane‐mailtogetpermissiontojointhemeeting.ThereisnospecificinvitationforCSO.Thiscomplieswiththenewgovernancemanual.Duringmeeting,however,theyarenotallowedtobedirectlyinvolvedinthedecisionmakingprocess,allconcernsandideasshouldbechannelledthroughtheirrepresentativememberswhohastherighttospeak.Theproblemis,accordingtoobersvers,meetingscheduleswerenotwellcirculatedandtoooften,meetingswereclosedforobservers.Arenotesanddecisionsmadeavailabletothepublic?Websiteisstillunderconstruction.Therefore,theywerenotpubliclycirculated.Notesanddecisionswerecirculatedamongmembersthroughe‐mails.Thepublicmayinquireandgetnotesanddecisionsfromtheirrepresentatives.Allinformantsagreethatthewebsiteiscriticaltoinformthepublicalthoughnorulesandregulationshavebeendiscussed.Oneinformantsaid,forexample,thatifthewebsiteisonlypublishedinEnglish,theimpactswillbeverylimited.CurrentlyJOTHI–anAPN+networkmember,publishedCCMinformationinBahasaIndonesia4.Unfortunately,theconstuctionoftheinformationisnotyetfinished(asper21January2010).Since2008,CCMIndonesiareceivedverysmallGFfinancialassistance(US$43thousands)torunCCMSecretariat,constructawebsite,andpayforlimitednumberofvisitationtotheprovinces.VisitationintheprovincesisacoordinatedactivitybyCCMtoachieveanagreedgeneralobjectiveandnottoserveindividualmemberofCCM.Therealneed,accordingtoamember,isUS$244thousands5.CCMmembersshouldcontributetofillthegap.CSmembersarenotallowedtousethefundtostrengthentheirparticipationatCCM.Externalfundingisusedforthispurpose.DocivilsocietymembersoftheCCMprepareforCCMmeetingsinadvance?Inprinciple,theydo.Theyareallowedtoraiseissuesanddemandclarification.Theymaysubmittheirrequesttotheoversightcommitteeifmattersareofurgentnatureratherthanwaitforthethreemonthlyplenarymeeting.Theproblem,notedbyagovernmentrepresentativeandPR,isthatCSmemberswerenotrecruitedbytheirownconstitutentsbutselectedorinvitedby4GFATMinformationisalsoavailableonNACwebsite–currentlyunderconstruction.5Basedoncoststooperationalizeanactiveandeffectivesecretariat(hireprofessionals,officerent,activitiycosts)sothattheoversightcommitteemayperformtheirresponsibilities.

governmentanddevelopmentpartners.Therfore,theiraffiliationwiththeirconstituentsisquestionableandhowtheyprepareforameetingisnotveryclear.AnobservationtoalimitedsampleofattendancesheetsrevealedthatonlyveryfewCSmembersregularlyattendplenarymeeting.Therefore,preparatorymeetingsamongthemselvesprobablyarerarelyhappened.SomemembersindicatedthatinformalmeetingswereheldamongCSmemberstoaddresscertainissuesandconcerns,especiallylately.C.2.CSConsultationConsultationbetweenandamongCSmembersandtheirconstituentsisverylimited.ObserversandandsomeCCMmembersdeniedthatthiseverhappened.Infact,forTBandMalaria,thisisproblematicastheydonothavestructuredconstituents(veryfewforTB6).AfewCSmembershasitsownmailinglistsanduseitforcommunication,notnecessarilyconsultation.ThereisastrongfeelingamongobserversthatCSmemberdonot“feelorthink”thattheyareobligedtoreportbacktotheirconstituents.Ifanythingcouldbecalledconsultation,somediditinformallythroughe‐mailsorwhentheymettheirconstituents(ingroupmembers)incertainoccasions.Inadditiontothat,amemberinformantclearlyindicatesthatconstituencyisaproblematicconceptsincetheyhaveneverhaveanydiscussionsandconclusionsandagreeuponasetofnormsorrulestodealwiththismatter.Intheabsenceofanyagreementsaboutconstituency,thisassessmentcapturedasenseof“playsafely”or“donotriskyourself”amongdozensofcommunityorganizations(inHIV&AIDS)whichmaytargetonselfformisunderstandingoranythingthatgoeswrong.Thisisaveryseriousissuethatneedtobeadrressedverysoon.Asnotedearlier,thishastodowiththewayCSmemberswereselectedandelected.Inadditiontothat,CSissupposedtooutreachdifficulttoreachpopulation(suchasprisoninmates,sexworkers,migrantworkers,etc.).Ifthewebsiteforlargercommunicationplatformisconstructed,themechanismisavailable,atleasttonetworksandanyorganizedcommunitygroups.But,asindicatedbyonemember,themechanism,rulesandregulationsaboutthishavenotbeendiscussed.AconcernisreflectedonthefactthatsincetheChairandCo‐chairofTWGresigned(becausetheyarerepresentingPRs),noreplacementhavebeenappointedwhileitisrealizedthatthesepersonsandtheirpositionplayverycrucialroleinprovidingtechnicaloversighttoCSmembers.

D.CCMPERFORMANCE

D.1.Mitigationofconflictofinterest

OnememberindicatedthatcurrentCCMdoesnothavetheproperleadershiptomitigateconflictofinterest.TheCCMhaveadministrativemechanism7,butoversightfunctionandcontrolisgenerallyweak.Othermembersaremoreoptimisticaboutthis,especiallyafterpainfullessonof2007whenfundswerefreezedduetomismanagement.Therearenumberofexampleswhenthisissue6TherewasasuggestionthatTBisintegratedwithHIV&AIDSforobviousreasons7AllCCMmembershavetodeclarewhenconflictofinterestispresent.

isobservedandresolvedwell.Forexample,Dr.NafsiahMboi,theSecretaryofNAC,whowerepreviouslymemberofTWG&CCMsteppedoutofTWGandmemberofCCMwhenNACbecameoneofHIV&AIDSPRforround8and9.AcodeofconductforCCMmembershasbeendraftedandimplemented.Thiscodeofconduct,amongothers,regulateswhenamemberconnectedoraffiliatedwithaPRisallowedtoattendameetingornotifthemeetingistodiscussmattersrelatedtothatPR.D.2.OversightofGFsupportedgrantsMostinformantsagreethatthisisimproving,especiallywiththesupportofamorefunctioningsecretariat.Theoversightisconductedbyprofessionalstaff.Somemembers,however,indicatethatoversightinformationislimitedtocertaininformationonperformanceofPRs,exchangerates,LFAvisits,etc.Moreinformationonhowtheavailablesecretariatfundcouldbemoreeffectivelyutlized,otherexternalsourcesthatareaccessibleforCSOmembers,availableexpertisetoassistCSOoncertainissues–willbeappreciatedbyCSOmembers.LimitedresourcesatthesecretariatconsequentlylimitthecontrolmechanismofCCM.Observerscouldnotcommentonthissinceitisnotdisclosedtothepublic.D.3.IdentifyingpriorityissuestoincludeingrantproposalsThisissueistackledbyTWG.OnHIV,TWGismakingreferencetotheStrategicPlan.TheperfomaceofTWGonHIV&AIDShasimprovedsignificantly.Partly,theyareabletohavemoreextensiveandsignificantconsultationswithstakeholders,includingcivilsocietyintheprovinces.OnePR,however,complainedthattherewerecertaintechnicalissuesthattheyfeltwerenotwellconsultedwhichresultedinseriouslackoffundtoperformcertainactivities,suchasoutreachintheirprograms.withinthePRprograms(especiallyinRound8forHIV&AIDS).Inaddition,aCSCCMmembercomplainedthattherewaslackofrepresentationofCS,especiallyaffectedcommunities,inTWG.Thismaybeduetohistoricalbiaswhenmemberswereappointed,nonetworkofkeypopulationwasavailable.Thisisdisturbing,accordingtothismember,asCSCCMmembersdonotattendCCMmeetingveryregularly.Thismeansthattheyarenotwell‐informedandmaynothavemuchtosayintheidentificationofimportantissues.Thismemberalsosaidthat“CCMroleisonlytoendorsewhateverTWGdecisions.JustlikeinmeetingatourPeople’sAssembly…”(DG).D.4.Generatingambitious,highqualityfundingrequeststotheGlobalFundOnthissubject,mostmembersagreethatcurrentCCMisperfomingmuchbetter.Infact,IndonesiawasconsideredasoneofthebiggestrecepientsofRound8and9.Themechanismtogetinputfromstakeholdersintheprovincesisbetternow.D.5.RespondingtoandfixingproblemswithGlobalFundgrantsAlthoughprogressisacknowledged,mechanismtoresolveproblemsremainsaseriousconcern.Equippedwithabettergovernanceandprojectimplementation

manualandpainfullyexperiencefrom2007hasmadecurrentCCMmoreproactiveandaccountable.However,onemembercomplainedaboutthefactthatmanytimes,memberscouldnotcometothemeetingandrepresentedbyjuniorlevelstaffswhodidnotknowmuchabouttheissuesandhasnoauthoritytomakeanydecision,ortoresolveproblemsorissuesbeingdiscussed.AmongCS,only30%ofthemwereactivememberswhoregularlyattendmeetingandactivelyengagedinshapingandimplementingCCMagendas.AnothermembersuggeststhatsometimesmiscommunicationwithLFAcomplicatesproblemsolving,especiallywhenitcomestoissuesoffinance.Anobserverindicatesthatconcertedefforttoimproveearlydetectionisneeded.D.5.OthersOnemembersuggeststhatlackoforganizationalexperienceofmanyCCMmembers(especiallyCSO),lackofqualitydatabase,andlackofcapacitytocomposearguments(especiallyafewmemberofCSOfromaffectedcommunities)andlackofopenness(generally)contributetothecurrentperformanceofCCM.Manymembersdemonstratedlackofcommitmentandawarenessthattheyareresponsibletothepeoplethattheyrepresent.Manyissueswerenotaccommodatedbecauselackofopennessandtransparency.E.ROLEOFCIVILSOCIETYANDTHEIRPERFORMANCEE.1.TranslatingcommunityneedsImprovedasconsultationmechanismbetweenTWGandstakeholdersisimproving.ActivemembersofCSinCCMareseasonedexpertandactivists.Theiraspirationsandideasarerespectedbytheircolleaugesandthecommunity.Theyarealsotrustedbytheircommunities.Somenewmembers,however,requiremoretimetolearnandgaintrustamongtheircommunities.TooptimizeCSinput,moreCSmembershouldbeelectedintoTWG.Onememberisconcernedwiththefactthattheirmembershipisexpiring.ItmaynotbeeasytosubstituteseniorandactiveCSmembersintheCCM.LearningfromfailureinRound78,NACinitiatedtoaccessmorestakeholders,especiallycivilsocietymembers,intheprovincesandfacilitatetheirparticipationinRound8proposal.Theresultwasawell‐doneproposal.SimilarprocessinRound9withsimilarresult.CCMobserver,however,notedlackoftransparencyonthis.OnememberalsonotesthatCivilsocietyneedsanumberofcapacitybuildingintechnicalknowledgeandinadvocacy.Sometimesthereisanimpressionthattheirideasandconcernsarenotbeingappreciatedandaccommodated.OneinformantsuggestthatideastostrengthenCSmemberofCCMtobecomeequalpartnerswereoncenotwidelyreceived.“It’s(theargument)inonlygoodonpaper!Inreality,ourCSOsarenotready”(FL).Equally,topromoteCSOasPRwasnotesasilyacceptedbygovernmentanddevelopmentpartners–althoughafteralengthydebateandadvocacy,itwasaccommodatedthroughvotingmechanism.

E.2.GrantmonitoringWiththeappointmentofIndonesianPlannedParenthoodandNahdatulUlama,itisdemonstratedthatCSisis considered as an important stakeholder in implementation and grant monitoring.Amonitoringmechanismisbuiltininprogramimplementation.CCMissupposedtohavemonitoringvisitevery6month.Itisnotedbyobserver,however,thattobeabletomonitorGFsupportedgrantsmechanismfortransparencyshouldbeimproved.Thismeansthatminutesofmeetings,newagendasorplans,andanyrecommendationsbytheoversightcommitteeormonitoringandevaluationresultsshouldbepublishedandsharedwidelyamongmembersandtheirconstituents.DialoguesoutsideoftheCCMmeetingshouldbeheldregularly.E.3.SelectionofCSmembertoCCM(alsoonFairness)TheselectionprocessforcivilsocietyforthenextCCMperiod2010‐2012hasbeengoingonoverthelastfewweeks.DuetolimitedtimeandanumberofotherissuessuchastheapprovalofRound9,theprocessofselectionwasdelayedandthemembershipofthe2007‐2009CCMextendeduptoDecember2009.Thepresentselectionprocessforcivilsocietyhasnotbeenasopentoothercivilsocietycolleagues.Nonoticeoranyinformationontheongoingprocessispublishedinmembermailsistorwebsite,oranyformofpublicmedia.AccordingtotheGlobalFundguidelinesandIndonesiaGovernanceManual,theselectionprocessofcivilsocietymembersoftheCCMmustbefair,openandtransparent.Itwouldhavebeenbetterifmoretimewasavailablefortheselectionprocess,sothatthewidercivilsocietygroupsandcolleaguescouldbeinvolved.Accordingtoourinformants,criteriaandprocessofselectionarenowbeingdiscussed.Itwasusedtobedictatedbythegovernment.InthecurrentelectionofnewCCMmembership,thereisanopportunitytoimplementrulesinthemanualwhereCSmembersmayopenlynominatetheirconstituents.ThisisnowpossibleassomedegreeofrepresentationistherewithinCCM.However,fairnessisaverydifficultissueasCSinCCMisrepresenting5broadcommunitygroups.WhiletherearehundredsoforganizedcommunitygroupsforHIV&AIDS,forexample,thereisonlyafeworganizedgroupsforTBandnoneforMalaria.AmongHIV&AIDScommunities,thereareanumberofunresolvedturfissuesthataffectharmonyandunityofdifferentnetworksandgroupsofpeopleaffectedbyHIV&AIDS.Inthelackofpublicmechanismissue(suchasawebsite9)itisdifficulttodeterminewhomshouldtheyinformedandhow.Mostofthemsupporttransparency,butdonotknowwhattodowithit.Onrepresentationofvulnerablegroups,thepresentCCMmembersdohaverepresentationofpoplelivingwiththedisease(TBandHIV).Membersareveryopentohaverepresentativesofvulnerablegroupssuchassexworkers,IDUcoalition,MSM,andthelike.Theproblem,againisthatpreviouslymembership9WebsiteiscurrentlytheonlydoableandagrreablemechanismintheshortrungivenavailablefundintheCCMsecretariat.

toCCMwasbygovernmentappoinment.Currentlyisispossibleandverymuchencouragedtonominatemembersandalternatemembersfromvulnerablegroups.ItisrealizedthatsomegrpupswillbeleftoutduetolackofcommunicationwithcurrentCCM(suchasSexWorkers–male‐Female‐andTransgender),lackofrepresentationinotherforum,Notyetidentifiedandkeyaffectedpopulation(suchasmigrantworkers),andlackofcapacityinengagingmeaningfullyinanydecisionmakingprocesseswithgovernmentanddevelopingpatners.Amongobservers10,however,thereisaverystrongimpressionthatthewholeprocessofselectionistightlyclosed.Thereisnoinformationonmechanism,criteria,andselectionprocessavailabletotheconstituents.ThisfactisworryingandraisesomeseriousconcernsamongobserversandPRmembers.Favouritismandnepotismissuchacommonpracticeinourculture.Inadditiontothat,thereareconcernoverindicationthatthegovernmentmaywantmorerepresentationinCCMthatcouldreduceparticipationofcivilsociety.E.4.Selection/electionofcivilsocietyPrincipalRecipientsandSub‐RecipientsInformantssuggeststhattheywereinvolvedbutthisprocessislackingoftransparencyandconsultationwithnonCCMmembers(constituents).WithlackofregularattencanceofCSmembers,thisbecomesaseriousissue.Ourinformant(FL)forexample,indicatesthatnotonlyCSOmembersareoftenabsenceinregularmeetings,theysometimesendveryyoungandinexperiencerepresentativestothemeeting.E.5.RespondingtoandfixinggrantimplementationchallengesThereislimitedevidencethatCSmembersdorespondtothisissue.Previouslymentionedlackoftechnicalcapacityandattendanceinmeetingpreventsthemfromfunctioningwellforthispurpose.E.6.Communicationandconsultationwiththeirconstituencies&otherCSOsCSmembersofCCMsuggeststhattheyaredoingbetteratthis.MeetingsareconductedmoreregularlyandCSOmembersarealwaysinvolved.Thoseparticipateinthemeetingalwaysinformtheirownmemberorganizationsthroughtheirmail‐listorothermeans.ThereislimitedfundandmissionactivitiestoinformthepublicthatCCMmembermayuse,includingtoinformCSconstituentsintheprovinces.Oneobserverandadevelopmentpartnerinformants,however,suggestthatmeetingscheduleshaveneverbeenpublishedpubliclyandthattheyneverwitnessanyCSOmemberscommunicateandgetinputorfeedbackopenlyfromcommunityforums.Unfinishedconcstructionofwebsiteandunavailabilityofothermechanism(suchasaNewsletter)ispartofthecurrentlackofcommunication.

E.8.Possiblewaystostrengthentheprocessofselection/electionofcivilsocietymembersoftheCCMCurrentmembersacknowledgethatitisdifficulttokeepormakeeveryonehappyandsatisfied.Availabilityofdatabaseshouldhelptoidentifyprospectivemembers.Theprocessshouldstartearlytoallowforaneffectiveandopenselection.Widercivilsocietygroups,fromthefivedifferentsectorsshouldbeconsultedandinvolvedintheprocess,includingorganizationsrepresentingthethreediseases,HIV,TB,andMalaria.EducateCSmemberonGlobalFundanditsrelevancetoourcurrentresponsetotheepidemics.Usethemedia,likedailynewspapersandexistinginternetnetworktoinformthem,inviteparticipation,andprovidefeedbackoftheresults.Again,aCCMwebsiteshouldbeveryuseful.ThepreviousCoalitionforHealthyIndonesiamaybeinvitedandaskedtohelpfacilitateselectionprocess.ThereshouldalsobesomecontinuitybetweentheincumbentCCMmembersandnewlyselectedmembers.Therefore,currentactiveandcommittedmembersoftheCCMshouldbeencouragedtocontinuewiththenewmembership.ThiswillincreasethequalityofthenewCCM.OneinformantinsiststhatitismembershipofCS,andespeciallyrepresentativeofvulnerablegroups,inTWGismoreimportantthaninCCM.F.MAINCHALLENGESPREVENTINGGOODPERFORMANCEOFGLOBALFUNDGRANTSOneofthethingsthatneedimprovementandstrengtheningistheoversightofGlobalFundgrants.TheCCMandCCMOversightCommitteeshouldbestrengthenedforthispurpose.AgroupofactiveandcommittedindividualsisrequiredtomakethisworktoensuregoodperformanceofGlobalFundgrantsinIndonesianowandinthefuture.Forthat,ourinformantsidicatethatCCMgenerallyneedmoreintakeofqualifiedmemberswhoarerecruitedthrougha

transparentmechanismtoensuretrustandsupport.ConsideringthatIndonesiaisalargecountryandgovernmentpoliciesaredecentralized,CCMshouldmaintainflexibilityandawarenessthatvariationsacrossprovincesanddistrictsmayrequiredifferentstrategiesandapproachesforprogramimplementation.CurrentlymostoftheHIV&AIDSplanningandstrategizingareconductedinJakarta,wheremostoftheexpertiseandotherresourcesareavailable.WhileinmostcitiesinJavatheepidemicismainlytransmittedtroughheterosexualandinjectingdruguse,inRiau,WestKalimantan,andPapuaitismostlyheterosexualtransmission.Lackofexpertise,resources,andcivilsociety’smovementintheseprovinces,however,preventsignificantinvestmentandcommitmentbydonorandgovernment.AdministrativeandmanagerialchallengesthatpreventeffectivecommunicationbetweenCCManditswiderconstituentsshouldberesolvedverysoon.CapacitybuildingforCSPRsinprojectmanagementiscrucialsothattheycouldperformeffectivelyandinaccountablemanner.CCMneedtonotethateveryPRwillhavetodealwithacertainnumberofprogramimplementors,oversightcommitteewillhavemuchhavierburdenthaninthepast.TheOversightCommitteeandtheTWGshouldbeabletoprovidelessonslearnedandbeabletoadvocatethesolutionstoCCMorGFATMGeneva.Currently,manyCCMmembersarenon‐activeandnothinghasbeendonetoactivatealternatemembersofreplacethemwhenbothwerenon‐active.ItisveryclearthatthecurrentCCMsecretariathasnotbeenabletodealwiththisproblemeffectively.SomeofthealternatemembersarelivingindifferentcitiesandprovincesandCCMislackingofresourcestosupporttheirparticipation.SinceelectiontothecurrentCCMhadbeenbygovernmentappointment,someelectedmembers(fixedandalternate)maynothavetheexpctedmotivationandcommitment.OurobservationalsosuggeststhatthecapacityofCCMleadershiptoresolvedifferencesbetweenmembers,valueurgencyofmatters,andtocreateteamworkatmosphereaffecttheparticipationofalternatemembers.F.1.ActiveroleoflocalCSOintheprocessofdevelopingGlobalFundproposalsandmonitoringperformance­Bycivilsocietyitself:

CSmembersareverymuchinvolvedintheTechnicalWorkingGroupsforAIDS,TB,andMalaria,andinthedevelopmentofGlobalFundproposals.TheCCMOversightCommitteealsoincludesanumberofcivilsocietymembers.Itshouldbenoted,however,thatsinceactivitiesaremostlyorganizedinJakarta–onlyCSmemberswhoresideinJakartaaremostlyinvolved.TobringCSmembersfromtheprovincesanddistrictsregularlytoJakartawillneedmoresignificantfunding.NAC,however,facilitatedconsultationwithCSHIV&AIDSintheprovincesasdelineatedearlier.Inaddition,manyCSmembersdonothavetechnicalknowledgeandskillstocontributetohighlytechnicaldiscussionamongTWGmembersandCCM.CCMandTWGshouldbemoreproactiveintalentscoutingamongCSOs.Otherwise,theirparticipationandinputisquitelimited.

GovernmentcolleaguesandUNagencies/donorsarealsoinvolvedintheTechnicalWorkinggroupsandprovidesubstantialinputtothedevelopmentofGlobalFundproposals.TheCCMOversightCommitteealsoincludesanumberofotherstakeholders(government,UN,donors).OnememberinformantacknowledgedthatsometimestherewaslackofappreciationofgovernmentstakeholderstotakeseriousaccountoftheaspirationsofCSmembers,especiallydue“tolackofinitiativeandtechnicalcapacity”althoughgovernmentperceptionisnotentirelytrue(FL).ThegovernmentshouldreliazethatCSOalsohavetheresponsibilitythatGFsupportedprogramaresustainable.Itisalsoimportant,therefore,forthegovernmenttohelppromoteGFamongCSOsandtohelppreparethemtobeaccountableinstitutionswhichcangetfundingfromPRs.F.2.CivilsocietyrepresentativesasequalpartnersontheCCMandinrelevantworkOurinformantssuggestthatsinceelectiontocurrentCCMmembershipisbygovernmentappointment,thereisanimbalanceofstructuralpowerwheregovernmenttendtodominate.Seniorandwell‐knownactivistswhorepresentCSOhaveearnedtherespectofgovernmentrepresentativelongbeforeCCMexists.TheseactivistsarethemostvocalmembersofCCM.Butothermembersarenotasprivileged,especiallymembersofaffectedcommunitiesduetotheirlowerformaleducationorsimplynotbeingknown.F.3.ThreemostimportantcapacitydevelopmentneedsofcivilsocietymembersoftheCCM.Differentareaofneedshavebeenexpressedbyourinformants.KnowledgeofCCMandthedisease,masteryoftheEnglishlanguageforcommunication,andcommunicationskillsintechnicalmeetingareconsideredimportant.Otherstressedtheimportanceoftheabilitytocreateenablingenviromentfortransparency,dialogue,andconsultationwithconstituents.AwebsiteandanewsletterinBahasa,translationofCCMMaterialsintoBahasaIndonesia,andbilingualminutesofmeetinghavebeenexpressedbyourinformants.Inadditiontothat,improvedtechnicalcapacitytounderstanddataformonitoringandevaluation(includingfinancialdata),tocomposeaproposal,todoadvocacy,areimportantareasforcapacitybuilding.OnememberremindsusthatbeingamemberofCCMhastoassumeverydemandingtasksandresilience.Everyoneneedstimetoadjusttoallthedemandsandadversitiesintheorganizations.Onecanstandallofthosewhenoneisfullycommittedtotheissuethats/heisadvocating.F.4.OtherfactorsneedtobechangedtoensurethatcivilsocietymembersontheCCMrepresenttheirconstituencyeffectively

Newsletter,website,database,andeffectivesecretariatshouldbetheretosupportdialogueandconsultationofCSandtheirconstituents.Electedmembersshouldassumeresponsibilitiestoprovidefeedbacks,informationandseekadvisetoandwiththeirconstituents.Thereshouldbeamechanismtocheckwhetherthoseresponsibilitiesaremet.Governmentpartnersshouldbemoreopenandlessdominantindecisionmakingprocesses.GovernmentsectorsshouldalsofaclitateandhelpCSOtogrowasfullyequalpartnerforsustainabilityofprograms.ItispossibleforgovernmentanddevelopmentpartnerstomobilizetheirresourcestoassistorhelpnewlyemergingCSOstodeveloptheircapacities.Currently,theUNanddevelopmentpartnershavebeenengagedinsuchactivities(providingtraining/workshoponHarmReduction,advocacystrategies,manyaspectofprojectmanagement,etc.).Governmentinstitutionshavenotbeenasmuchengagedandcommitted.RECOMMEDATIONSFORADVOCACYTEAM

ImproveGFATMandCCMliteracy(structure,functions,rolesofrelevantstakeholders)throughpublicationofrelevantinformationintheformsofbooklets,brochures,newsletter,andwebsiteinBahasaIndonesia.TutoringonCCMtoCSOmembersmaybeconductedutilizingthosematerials.LinkallCCMwebsitetoCCMwebsite(whenconstructed)orprovideCCMinformationineachmemberswebsite.UseavailablefundtodoGFATMandCCMworkadvocacyintheprovinceswhereGFfundisutilize.
