Retirement of Terry Kelly as Chairperson of the Crafts Council Terry Kelly, who was appointed as Chairperson of the CCol in 1996, has retired a few months earlier than her full three year term in order to concentrate on her studies at UCD. As a a "returnee" to full-time graduate education Terry feels that she needs to give her full and undivided attention to her coursework.

However, she retires with the knowledge that the key targets she set for the Council at the start of her term have been achieved. By building on the work of the 94/96 Board, the financial position of the CCol has been secured, and the deficit which dogged the Council in recent years has been removed. In addition, while she has been in the Chair, full-time training has expanded into the west of Ireland, a regional 'life long learning' project (Outreach) has been introduced, and new linkages with Northern Ireland have been built by the On the Border Project which has been a significant success in the twelve border counties.

During her term, the criticism levelled by regional craftspeople that the Council was only noticeable in Dublin and Kilkenny has been positively responded to by these developments. At the same time, the introduction of MediaStore has placed the crafts to the fore of IT development, the consolidation of Council administration in Kilkenny has provided a far more productive and effective service to our industry, particularly in the Council's Information Section, while the new alliance with DESIGNyard maintains a quality CCol retail presence in the capital.

Both the staff and Board of the CCol would like to thank Terry Kelly for her committed leadership of the Council. Her experience and vision enabled a stable platform to be built on from which future initiatives will continue to be launched in support of the Irish craft industry as it faces the challenge of a new millennium. Frances Ruane appointed as Chairperson Dr Frances Ruane has recently been appointed

Chairperson of the Crafts Council of Ireland. Dr Ruane is a lecturer in the History of Art and Design at the National College of Art and Design, where her teaching has focussed on students of graphic and industrial design, fashion, textiles and craft. Since 1980 she has been Art Advisor to AIB Bank, assisting in the formation of their collection of modern Irish art and writing their 1986 and 1995 catalogues.

She has lectured and written widely on contemporary Irish art and in 1982 published a book on the artist Patrick Collins. She was a television presenter on the RTE arts programme, Exhibit A and, more recently, on the first series of the interior design programme, Beyond the Hall Door.

A new Three Year Strategic Plan for the Crafts Council of Ireland The CCol Review of 1995, based on research amongst craftspeople and craft organisations, created a strategic plan which guided the Crafts Council over the past three year, particularly in terms of regional activity and the expansion of craft exhibitors at Showcase. As both the craft industry and CCol face into a new century, it is time once again to revisit strategic policy and amend it where necessary.

On this occasion the Board of the CCol has sought an external and experienced consultant to conduct the research needed to inform policy development. Commencements Ltd., a forward thinking consultancy practice with considerable experience of research on key issues relevant to micro, and small to medium enterprises, has been appointed to advise and assist the Council in the preparation of a new Three Year Strategic Plan.

Members of the CCol Register will have already been invited to regional 'Focus' group meetings so that they can actively contribute to policy creation. The Board of the Crafts Council of Ireland thanks you for your support in this important process. (LR)

The Art of Gold: A Product Development Programme for New Jewellery Design in 18ct Gold

The Crafts Council of Ireland, supported by the European Social Fund and in association with a Gold Supplier, wish to encourage the development of new designer jewellery using I8ct gold.

If you are interested in creating a new range or a new body of work in 18 ct gold, this programme will be of interest to you - organised to assist you to take your new product from design to client.

Jewellers are invited to submit a tender to be selected as one of the 6 jewellers who will participate in the Art of Gold. Each successful participant will receive subsidies to a total value of IR4700 towards the cost of raw materials (18 ct gold), consultancy, product development, photography, marketing, participation at specific trade fairs, point of sale and exhibition supports. Please note that the final 6 candidates will each be required to contribute IR 1500, which corresponds to approximately 20% of the estimated product and marketing costs of the programme.

Call for New product Contemporary Crafts on the Border is offering support of up to 75% of development costs for new products or product ranges created as a result of partnership between designer/maker and manufacturing/industry. In addition, 50% of photography costs can be applied for under the marketing section of the programme.

Guest selectors are being invited to style the product ranges so that that a strong visual presence with high quality work will be promoted. Our first guest selector is Ruth Thorpe, Editor of Select magazine. She will be involved in the selection and styling of the first range of product that will be shown at Expo Ireland in September 1999. Building on this other selectors are being invited to work with Contemporary Crafts towards exhibiting at the New York Contemporary Furniture Fair in 2000, Top Drawer and 100% Design, 2000.

US Trade Tariffs Press Release: US Trade Representative - Wednesday 5 March 1999

The Office of the US Trade Representative announced that the US Customs Services will begin "withholding liquidation" on imports valued at over $500 million of selected products from the European Union(EU), consistent with US rights under the WTO agreements. Withholding liquidation imposes contingent liability for 100% duties on affected products as of 3 March 1999. I January 1999 was the deadline for the EU to implement a WTO-consistent banana regime. The EU failed to honour this deadline, thereby entitling the US to suspend tariff concessions as early as I February on selected European products with the WTO's blessing.

The United States will refrain from collecting higher duties until the release of the arbitrators final decision. When the arbitration is complete, the US will assess 100% duties on selected products imported as of 3 March as necessary to offset the harm to US interests as determined by the arbitrators. This decision affords the arbitrators time to complete their work, ensures that the EU's failure to implement WTO rulings in accordance with WTO time schedules is not without consequence, and will also prevent surges in imports pending the completion of the arbitration processing.

New Jury System for the Crafts Council of Ireland By now you are all familiar with the jurying system used by the Crafts Council of Ireland for Showcase, MediaStore and the Retail Gallery. To make things easier and more efficient for you we have now decided to amalgamate the juries and hold two jury sessions per year: one in the Spring and one in the Autumn.

Work submitted will first be juried for the new Crafts Council Quality Mark which will now be a minimum requirement at any jury session. Those juried successfully for the CCol Quality Mark may then (at the same jury session) be juried for Showcase Village and New Faces, the Retail Gallery and MediaStore.

A panel of jurors will also get together at Showcase to assess work already in the Village and those displaying the Quality Mark banner, to ensure that high standards are being maintained.

Quality Mark Stickers The new Quality Mark sticker was introduced at Showcase 1999 and anyone holding a Quality Mark was given a roll of stickers free of charge. Stand Bookings Village booking forms have now been sent out. Village exhibitors now have the opportunity to re-book a stand but cannot guarantee its location for the moment although we will endeavour to accommodate all requests.

The Concert Hall: The RDS are making some changes to the layout of the Concert Hall and until we know how these changes will effect stands we cannot issue floor plans or booking forms for this area. We apologise for the delay.

Subsidies 1999 At Showcase 1999 a total of 122 stands were subsidised by the Crafts Council. As promised, monies not dispensed in subsidy were invested in intensive marketing of

all craft companies at the fair. This included the 'advertorial' section in the newly designed catalogue, directional signage, a new image for the Village and the new quality mark.

Subsidies for Showcase 2000 will be dispensed in the usual way with application forms being issued to stand holders who are eligible, on request. Subsidy applications must be back to Bernadette Fagan by Friday, 7th May.

Book to Showcase Contemporary Ceramic Art and Pottery of Ireland Louise Ellen Cooley, an administrator of adult education at Michigan State University, U.S.A., and a member of the Lansing, Michigan Potters' Guild visited Ireland in March to research her pending book "A Celebration of Ceramics: A Guide to Contemporary Ceramic Art and Pottery of Ireland."

This picture book will showcase contemporary ceramic art and pottery in Ireland and will provide information on how to locate individual artists, studios and potteries. Both utilitarian objects and adornments for the home will be featured.

Mairead Dunlevy of the National Museum of Ireland/Collins Barracks will write the preface to the book highlighting historical aspects of Irish pottery. Louise will identify a contemporary Irish potter or ceramic artist to write the introduction to the book on the contemporary state of ceramics in Ireland today.

Photographs of ceramic art and pottery of individual artists and potteries and potters working will be featured with artist/work and/or historical copy and organised geographically according to province. Regional and local maps with symbols marking ceramic art and pottery studios and workshops will be included for ease of location with contact names, addresses, phone numbers and website or email addresses listed in the back resource directory of the book.
