PHYSICAL ABILITY TEST REQUIREMENTS

How Will Physical Fitness Be Measured? The Physical Ability Test consists of four basic tests. Each test is a scientifically valid test. It is recommended that five minute of static stretching be completed prior to each test. A five-minute rest is recommended between each test, with a fifteen-minut rest before the 1.5-mile run. The tests will be given in the following sequence with a rest period between each test.

1. Sit and Reach Test This is a measure of the flexibility of the lower back and upper leg area. It is an important area for performing police tasks involving range of motion and is also important in minimizing lower back problems. The test involves stretching out to touch the toes or beyond with extended anns from the sitting position. The score is in the inches reached on a yardstick.

2. I Minute Sit-Up Test This is a measure of the muscular endurance of the abdominal muscles. It is an important area for performing police tasks that may involve the use of force and is also an important area for maintaining good posture and minimizing lower back problems. The score is in the number of bent leg sit-ups pe1:{ormed in one minute.

3. One (1) Repetition Maximum Bench Press This is a maximum weight pushed from the bench press position and measures the amount of force the upper body can generate. It is an important area for performing police tasks requiring upper body strength. The score is a ratio of weight pushed divided by body weight.

4. 1.5 Mile Run This is a timed run to measure the heart and vascular system's capability to transport oxygen. It is an important area for performing police tasks involving stamina and endurance and to minimize the risk of cardiovascular prob]ems. The score is in minutes and seconds.

What Are the Standards? • The actual performance requirement for each test is based upon norms for a national population sample. • The applicant must pass every test. • The required performance to pass each test is based upon age (decade) and sex. While the absolute performance is

different for the eight categories, the relative level of effort is identical for each age and sex group. All candidates are being required to meet the same percentile range in terms of their respective age/sex group. The performance requirement is that level of physical performance that approximates the 40th percentile for each age and sex group.

TIPS TO PREP ARE FOR THE PHYSICAL ABILITY TEST

1.5 Mile Run This test measures the heart and lungs ability to transport oxygen. It is important to practice for this run as approximately half of all candidates fail due to poor preparation for this segment. If you are not a regular runner, you will find this portion of the test to be very challenging.

• Exercise: A gradual increase in distance, duration and frequency is the best way to increase your aerobic ability. Begin your training by walking most of the distance, then increase your endurance until you can walk­run the distance, then continue to increase your performance until you can run the distance continuously, then eventually increase your performance so that you can complete the distance within the prescribed time limits. 1. Weeks 1 to 4: Walk 1 to 2 miles, (increase as needed), 5 days per week. 2. Weeks 5 to 8: Alternate walking and running, block by block, for a distance of 1 to 2 miles, every other

day. 3. Weeks 9 to 12: Run 1 to 2 miles every other day.

The distance and speed can be increased depending on your fitness level. Periodically run 1.5 miles for time to make sure you are increasing your speed. If your speed is not increasing, begin interval training every other day. (Interval training is alternating running and sprinting, either by minutes or by blocks).

Sit-up Test This test measures muscular endurance of the abdominal muscles. It is advisable to practice doing this segment of the test in order to work out the timing and pace necessary to pass.

• Exercise: Training for sit-ups is progressive. Begin by performing as many bent leg, full sit-ups as you can in one (1) minute (hands must stay locked behind your back). Perform three (3) sets every other day, or at least three (3) times per week.

Sit and Reach This is a measure of the flexibility of the lower back and hamstring area. Participants with tight or sore muscles will find this portion of the test to be somewhat challenging. Performing stretching exercises daily will increase your range of motion.

• Exercise #1: Sit on the ground, legs straight with knees locked, reach to touch your toes and hold for fifteen (15) seconds. Perform five (5) repetitions. Increase the number of repetitions weekly.

• Exercise #2: Sit on the ground, legs straight with knees locked. Wrap a towel around your feet, hold each end and gently pull, drawing your body towards your feet. Hold for fifteen (15) seconds and repeat five (5) times. Increase the number of repetitions weekly.

• Exercise #3: Stand with one leg crossed in front of the other, legs straight. Reach your hands towards your feet and hold for fifteen (15) seconds, then straighten up. Repeat five (5) times, switch the leg positioning and repeat. Increase the number of repetitions weekly.

• Exercise #1: Using a bench press, perform 8-12 repetitions of Y, your body weight. Do three (3) sets (rest between sets), three (3) times a week. As the repetitions become easier, increase the weight.

• Exercise #2: Push-ups can also help increase your upper body strength. Perform as many push-ups as you can in one (1) minute. Do three (3) sets of that number, three (3) times per week. Increase the number of push-ups as your strength increases.

Maintains and retrieves information from various databases for participant information provided to the Electronic Monitoring staff and other Sheriffs employees, as appropriate.

Ensures the on-site installations of monitoring equipment and repairs of minor equipment malfunctions are completed properly and in a timely manuer.

Ensures the placement and monitoring of all participants, including the delivery of the participant to the designated residence, is completed following established protocols.

Coordinates the distribution of all electronic monitoring equipment, ensuring the equipment is accounted for and is handled appropriately.

Electronic Monitoring Sergeant

Administers and monitors the placement or non-placement of participants, including the delivery of the participant to the designated residence or location, home visits, the response to interviews, interrogations, investigations, arrests and the preparation and completion of criminal and related reports and ensures established protocols are followed; recommends and authorizes participant's re-incarceration for program rule violations.

Oversees the process and approval for participant movement and close monitoring outside the residence for purposes of medical, legal, work, school and/or other authorized activities, including ensuring that the participants are attending scheduled appointments for which permission was granted.

Audits and reviews participant files for accurate record keeping, including but not limited to, new arrests, court cases and background references; ensures program participants files are updated manually and electronically.

Maintains constant, ongoing open lines of communication with participant's families.

Directs staff regarding specific assignments and destinations to determine the scope and emphasis of investigations; confers with other Supervisor's as needed.

Coordinates and participates in investigations by locating and interviewing witnesses and other individuals, related to electronic monitoring participants and by reviewing all pertinent records for further information.

Trains and instructs personnel in proper investigative techniques.

Oversees staff attendance; may administer counseling and progressive discipline when deemed necessary and in compliance with all collective bargaining units and Sheriffs Orders.

Ensures staff and participants are in compliance with all Electronic Monitoring policies, procedures, rules and regulations.

Prepares and reviews reports of investigations of participants and/or equipment and, if necessary, re- investigates particular aspects of a case in order to clarify details pertinent to the investigation.

Oversees the communication with Cook County Department of Corrections, Cook County Clerk of the Circuit Court and other Department's appropriate staff to identify discharges from the Electronic Monitoring program in order to prepare participants for discharge from the Cook County Department of Corrections and to advise of program participation; contacts the Cook County Department of Corrections RCDC and Records Divisions to process new participants.

Responsible for the appropriate notification to local law enforcement agencies of a participants status; responsible for the written and verbal notification to the Cook County Sheriff's Central Warrants Unit and other appropriate agencies in the event a participant is deemed absent without leave (AWOL).

Electronic Monitoring Sergeant

Interacts with Cook County State's Attorney's, Public Defenders, various police department personnel, the Judiciary and Sheriffs Office representatives of other programs.

Oversees data analysis and other research.

Testifies before the Circuit Court, as required, to relate the results of investigative tasks and other Electronic Monitoring responsibilities.

Responsible for the maintenance of security measures and procedures established for the control of participants and for the efficient and appropriate conduct of staff assigned to the Electronic Monitoring Unit.

Ensures Cook County Sheriffs' Orders and the Cook County Department of Corrections General Orders, policies and procedures are current and compliant with current laws and ordinances; researches current law enforcement policies and trends and recommends changes to update current Department of Corrections and Electronic Monitoring Unit procedures, rules and regulations.

Acts as a liaison to outside law enforcement agencies.

Knowledge, Skills and Abilities

Thorough knowledge of all Cook County Sheriffs Orders and Cook County Department of Corrections General Orders, with special emphasis on the Cook County Department of Corrections Electronic Monitoring and departmental written directives and special orders.

Thorough knowledge and understanding of labor contracts, Department policies, systems databases, operating procedures and equipment of both the Electronic Monitoring Unit and the Department of Corrections.

Thorough knowledge of all federal, state, and local laws and regulations and how they affect investigative activities, specifically as it pertains to electronic monitoring; knowledge of professional investigative techniques and methods, courtroom procedures and rules of evidence.

Systemic knowledge of the criminal justice system, including court policies and procedures; general knowledge of court testimony and related procedures.

Skill and proficiency in the protocol and communication procedures in the use of police radios.

Electronic Monitoring Sergeant

Basic knowledge of the fundamentals of management with the ability to supervise, train and direct personnel in all Electronic Monitoring duties and responsibilities, including professional investigative competencies.

Thorough working knowledge of and the ability to review all report forms for accuracy and completion.

Knowledge of the geographic layout of Cook County with the ability to read, understand and utilize maps.

Complete and thorough knowledge of investigative methodology.

Knowledge and experience in handling and collecting both documentary and physical evidence.

Ability to effectively communicate, both orally and in writing.

· Ability to exercise good judgment, discretion, initiative and resourcefulness in carrying out assignments; ensures that all sensitive and restricted information and materials are handled with discretion.

Ability to get along with others with tact and courtesy.

Thorough working knowledge of institutional security measures and procedures, ability to enforce and regulate these measures and procedures.

Alert in observing all security details and the movements of participants; ability to exercise independent judgment in relation to issues of the activities of participants.

Competency in performing highly specialized administrative work independently, including the composition of letters, memoranda and reports; skill in planning, developing and completing complex assignments with minimal direction; accurate judgment in making decisions, reorganizing established precedents and in meeting new problems.

Minimum Qualifications

Possession a High School diploma or General Education Development (G.E.D.) test certificate.

Three (3) or more years' experience as a Cook County Electronic Monitoring Investigator in the job classification of CS2 Investigator or three (3) or more years' experience in the job classification of Correctional Sergeant in the Cook County Department of Corrections. Possession of a valid Driver's License with the ability to safely operate a motor vehicle.

Possession of a valid State of Illinois Firearms Owners Identification Card (F .O.I.D.) Deputized with the Cook County Sheriffs Office and authorized to carry a weapon.

Successful completion of the State of Illinois P.O.W.E.R. test prior to promotion to the position of Electronic Monitoring Sergeant in the Electronic Monitoring Unit.

Successfully submit to and pass a structured formal interview.

Required to be capable of working any shift assigned, including days, afternoons or midnights; must be capable of working Holidays and weekends; must be capable of working mandatory overtiroe, as required.

Preferred Qualifications

Possession of a Bachelor's degree from an accredited college or university.

Previous professional work experience in an electronic monitoring program.

Typing skills (twenty five (25) w.p.m. with 95% accuracy) and familiarity with computer keyboards and data inputting, clearly legible handwriting, and proficiency in spelling.

Proficiency in the use of Microsoft Word, Excel and/or Access.
