Director

As an integrated institution of agricultural research management, the Academy focuses on creation, dissemination and application of knowledge through its academic, training, research and consultancy and policy support programmes.

ICAR-NAARM

The National Academy of Agricultural Research Management plays a pivotal role in enhancing the capacities of individuals and institutions of National Agricultural Research and Education System (NARES) in agricultural research, education, extension and technology management. In over last four decades, the Academy has been contributing significantly to the development of professionals of NARES.

In the recent years, the Academy widened its scope of activities and initiated new capacity building programmes on contemporary issues to develop new generation of young leaders and managers who can contribute to sustainable agricultural development.

The Calendar for Capacity Building Programmes for the year 2020-21 of ICAR-NAARM has been prepared based on the HRD needs of ICAR and past experiences in conducting several capacity building programmes.

I compliment the training unit team of NAARM for their concrete efforts in bringing out this publication.

He served in various ICAR institutes viz., Indian Institute of Soil Sciences (IISS), Bhopal and served in various capacities , Indian Institute of Pulses Research (IIPR), Kanpur and Central Research Institute for Dryland Agriculture (CRIDA), Hyderabad in different capacities from scientist to Director. He also served the International Crop Research Institute for Semi Arid Tropics (ICRISAT), Patancheru, on deputation for two years. He has been serving as Director of ICAR-NAARM since 2017.

Dr. Ch. Srinivasa Rao acquired his Ph.D. in Soil Science & Agril Chemistry from IARI, New Delhi and Post-Doctoral (Fellow) from Tel-Aviv University, Tel-Aviv, Israel.

Dr. Rao is a highly decorated scientist of ICAR, with over a dozen national and international awards. He is a Fellow of various distinguished Academies/ societies viz., National Academy of Sciences, India (NASI), National Academy of Agricultural Sciences (FNAAS), Indian Society of Soil Science (FISSS), Indian Society of Pulses Research and Development (FISPRD) and Telangana Academy of Sciences (TAS). He has published over 300 research papers in peer reviewed national and international journals with high impact factor.

He is the recipient of several prestigious awards, including the Bharat Ratna C. Subramanyam Best Teacher Award from ICAR, Prof Jiwan Singh Sidhu teacher-par-excellence Award from Association of Food Scientists & Technologists (India) and Fulbright-Nehru Award to participate in International Education Administrators Seminar in 2019. He was a visiting professor under the European Commission’s Erasmus Mundus program at Dublin Institute of Technology, Ireland in 2013 and 2014.

Dr G. Venkateshwarlu joined ICAR in 1993 and served as a Scientist in Indian Institute of Horticultural Research, Bangalore and Central Institute of Fisheries Education, Mumbai. Before joining NAARM, he worked as an Assistant Director General (Education Quality Assurance & Reforms) of ICAR, New Delhi and associated with the National Agricultural Education Accreditation Board, Fifth Deans Committee and Broad Subject Matter Committees in Agriculture (BSMA) of ICAR.

His areas of interest include quality assurance in agricultural education, agricultural human resource development through international programmes, curricula development & delivery for academic programmes in agriculture and allied sciences, nutraceuticals and functional foods.

Dr B. Ganesh Kumar belonged to 1999 batch of ARS. He is specialized in Livestock Economics / Diary Economics. He passed his B.V.Sc and Ph.D. from TANUVAS, Chennai and studied M.Sc. (Dairying) at NDRI, Karnal. He was the recipient of ICAR Merit Scholarship in B.V.Sc., ICAR-JRF in M.Sc. and CSIR-SRF in Ph.D. He began his career as Scientist (Agricultural Economics) at CARI, Port Blair in 2001. He was one of the study team members, which prepared the ‘State Development Report of Andaman & Nicobar Islands’ for Planning Commission, Gol. He joined as Senior Scientist at NCAP, New Delhi in 2007, where he worked on the policy support research in the thematic areas of Technology Policy and Markets & Trade. He later moved to PD-ADMAS, Bangalore in 2012 and worked on the economic impact of nationally important livestock and poultry diseases, such as FMD and Avian Influenza. He joined the Academy in the current position in 2013. He has published about 50 research papers in refereed journals, besides 125 other publications. He was the two times recipient of ICAR Award for Outstanding Team Research in 2004 and 2010 in the disciplines of Animal Science and Social Science, repectively. He underwent advanced training in social science policy research in ICARDA, Syria. His areas of Interest include: Impact Assessment of Agricultural Policies, Livestock and Fish Marketing Systems, Operations Management, Financial Management.

Dr. B. Ganesh Kumar

Dr. Ranjit KumarDr Ranjit started his career as Scientist in the year 2000 at IARI, New Delh, where conducted several research study on technology adoption and impact. Also taught and guided post-graduate students in the discipline of Agricultural Economics. In 2007, got selected as Senior Scientist and joined ICAR-IISS, Bhopal. After serving for 3 years, I was transferred to ICAR-NAARM in the Agribusiness Management Division. In 2014, joined ICRISAT (on deputation) and coordinating BMGF-funded project on ‘Village Dynamics studies in South Asia (VDSA)’. Received Biennial Young Scientist Award in Social Science from ICAR, Best Research Paper Award by the Agricultural Economics Research Association, New Delhi and Best Poster Award in 12th Asian Maize Conference, Bangkok. His areas of Interest include: Rural/agricultural transformation, Producer Companies, value chain analysis, policy research, Risk management.

Agribusiness Management Division

Dr Tavva Srinivas started his career as CSIR Research Associate at Agricultural College, Bapatla in 1995. Later he briefly worked as Assistant Agricultural Marketing Officer, Meerut Region, Directorate of Agricultural Marketing, Uttar Pradesh during 1996-97. He joined Agricultural Research Service in 1997 at ICAR-Central Tuber Crops Research Institute, Thiruvananthapuram, Kerala. On deputation, he worked as Visiting Scientist during 2008-09 and as Socio-economist during 2013-18 at the International Centre for Agricultural Research in Dry Areas (ICARDA), Afghanistan Program. Served three times as International Consultant for ICARDA. Resource Person for the Capacity Development Unit (CDU) of ICARDA on Seed Enterprise Management and Seed Marketing. He has about 170 publications to his credit. Currently, he is working as Principal Scientist in the Academy. His areas of Interest include: Adoption and impact assessment of agriculture technologies; Techno-economic Feasibility Studies; Project monitoring, evaluation and learning; Seed Systems; Policy Analysis.

Dr. Sivaramane started at Division of Econometrics at Indian Agricultural Statistics Research Institute, New Delhi as Scientist since 2001. Later, he was promoted to Scientist (Senior Scale) at IASRI during 2007. During this period, he also served as faculty of PG School, Indian Agricultural Research Institute, New Delhi. Presently, he is serving as Senior Scientist at NAARM, Hyderabad.

Dr. N. Sivaramane

Dr. Meena began his career as Deputy Manager at National Dairy Development Board, Anand, Gujarat, in December 2004. He joined Agricultural Research Services of ICAR in 2009 and after completion of training he has worked at Central Potato Research Institute Shimla for six month. Dr Meena has done Faculty Development Programme from Indian Institute of Management, Ahmedabad during 2011 and deputed for three month International training on Agricultural Supply Chain Management at Cornell University, New York Ithaca. Dr Meena has been selected as Senior Scientist in Financial Management in Agribusiness Management Division of NAARM Hyderabad in April 2014. He started his career in 2008 as Assistant Manager (Agribusiness division) in IDBI Bank and after one year moved to academics and joined International Agribusiness Management Institute, Anand Agricultural University, Anand, Gujarat as Assistant Professor and served there for 6 years. He has thirty years of experience in teaching, research and extension activities in agriculture in NARES. Currently, he administers the teaching learning developments in NAARM. He conducted workshops at various Academic and Research Institutions across India on eLearning, Education Technology, Learning Design, e-Assessment etc. He developed Self Learning Materials for various programs in NAARM. He introduced the concept of MOODLE in agriculture in 2007 iand trained more than 2000 personnel in it. He established an innovative Technology enhanced Learning Laboratory (TELAgE) at NAARM in 2014 which has been spearheading the digital content development for various types of education formats.

His areas of interest include: E-Learning, Networking and Applications, Modelling in Agricultural Applications, Decision Support and Information Systems, Renewable Energy, Farm Machinery Management.

D r. M u r t h y i s t r a i n e d i n agricultural engineering from A.P. Agricultural University in 1987 , hav ing t opped t he university. He did masters and d o c t o r a t e i n a g r i c u l t u r a l e n g i n e e r i n g w i t h F a r m M a c h i n e r y a n d P o w e r specialization at IIT Kharagpur.

He has obtained a formal PG diploma in e-learning from IGNOU in 2014.

Dr. D. Thammi Raju served as Veterinary Assistant Surgeon for 5 years for Andhra Pradesh state D e p a r t m e n t o f A n i m a l Husbandry and later worked as faculty in Acharya NG Ranga Agricultural University / Sri Venka teswara Ve te r i na ry University from 1997 to 2013.

Before joining NAARM as Principal Scientist, he served as Professor & University Head of Veterinary and Animal Husbandry Extension Education at Sri Venkateswara Veterinary University, Tirupati. In all he had 26 years of experience in Animal Husbandry Sector and National Agricultural Research and Education System. He has guided 13 Ph.D. / M.V.Sc. students. He has more than 80 publications to his credit.

Dr. D. Thammi Raju

Areas of interest include: Capacity Building, Entrepreneurship Development, Project Management, Monitoring and Evaluation of Extension Projects, Agri- Business Management, Participatory Approaches for Agricultural and Rural Development.

Dr S Senthil Vinayagam started his career as Programme Officer at Zonal Coordinating Unit, ICAR, Bangalore for nine years and Senior Scientist at CRRI, Cuttack & NRC for Soybean, Indore for eight years. Later he w o r k e d a s F a c u l t y H e a d (training) at RGNIYD, Chennai

for short period during 2007 and moved to NIRD, Hyderabad as Professor and Project Director for four years followed by Director (Agri. Extension) at MANAGE, Hyderabad for three years on Deputation. On completion of deputation he worked as Principal Scientist (Agri. Extension) at Directorate of Sorghum Research for one year and now working at this Academy. He was deputed to South Africa, Kenya, Liberia, Malawi and Afghanistan as an expert for sharing Indian experiences on Agricultural and Rural Development.

Dr S Senthil Vinayagam

Dr Sumanth joined ICAR in 2 0 0 3 a n d s e r v e d a t National Research Centre for Groundnut, Junagadh and National Research Centre for Citrus, Nagpur, as Scientist. In 2011 he joined NAARM and later

went on deputation to ICRISAT. He joined back NAARM in 2017 and promoted as a Senior Scientist. His areas of Interest include: ICT4D; ICT Solutions in the area of Agricultural Education and extension; Artificial Intelligence in Agriculture; VMWare and Cloud Computing.

Extension Systems Management Division

Dr. Bharat S. Sontakki has three decades experience in Training, Teaching, Research and Policy in the area of Agricultural Extension with specialization in management of front-line extension systems. He is well trained in these areas, internationally and nationally.

He has organized over 300 capacity building programmes that have benefited more than 6,500 professionals of National Agricultural Research, Education and Extension Systems of India and other countries. He has taught 10 courses at masters and doctoral levels and rendered academic guidance as Major Advisor/ Co-guide/Mentor to 5 PhD, 4 Masters and 18 MBA students. His research contributions include 30 completed research projects (20 externally funded) and over 150 publications.

Areas of Interest: Communication Skills and Communication Management; Research in Extension; Training Management; Extension Policy and Management of Front-line Extension Systems;

Dr. Bharat S. Sontakki

Areas of interest include: Indigenous Technical Knowledge, Participatory Technology Development, Participatory Impact Monitoring and Assessment, Technology Assessment and refinement, Tribal Development.

Dr. P. Venkatesan started his career at Krishi Vigyan Kendra of Gandhigram Rural Institute. He has more than 45 publications to his credit. He was an Indian Air force benevolent Scholarship holder, from Indian Air force (1990-1994) for under graduation, Indian Council of Agricultural Research, JRF Scholarship holder for Post-graduation (1995-1997) from ICAR, had been a Team member of best group at 4th Common Wealth- India Small business competitiveness development programme held at Chennai, Kovalam Pondicherry, India-2006 and awarded by Common Wealth Secretariat and Ministry of SSI and ARI, Government of India. He has been serving as Senior Scientist in Extension Systems Management Division at NAARM since 2014.

Dr. N.A. Vijay Avinashilingam had his doctorate in Dairy Extension from ICAR-NDRI, Karnal. He began his professional career in farm science centre of GBPUAT, pant nagar and ICAR-VPKAS, Almora. After a brief stint in Central Agricultural University, Imphal, he joined as Senior Scientist in KVK, ICAR-VPKAS, Bageshwar and later moved to ICAR-CAZRI, Jodhpur as Senior Scientist in Division of TOT & Training. Dr. Vijay is serving as Principal Scientist in the Extension Systems Management Division of ICAR-NAARM since 2021. He has over 100 publications including 45+ research papers to his credit. He has prepared three documentary films focused on livelihood improvement of small and marginal farmers. He has received eight awards from various registered national societies of extension.

His areas of interest include: Extension and Communication, Adoption studies, Entrepreneurship in Agriculture and Impact studies.

Dr. Surya Rathore has 26 years of experience in the field of Agricultural Extension & Communication. She served as a faculty at G. B. Dr. Rathore serves as an Executive Counsellor of the Indian Society of Extension Education. She is recipient of Excellence in Research Award by SVWS (2019), ISEE Fellow Award (2017), Special recognition award by Mobilization, New Delhi (2005) and Shikha Ratan Puraskar of IIFS (2011). Dr P. Ramesh Principal Scientist joined the Academy on June 13, 2012 in Education Systems Management Division. After obtaining his Ph.D. in Agronomy from Tamil Nadu Agricultural University, Coimbatore, he joined the ICAR Service in 1989. He served as Scientist at Sugarcane Breeding Institute, Coimbatore during 1990-1999. In 1999, he was selected as Senior Scientist at Indian Institute of Soil Science, Bhopal and there he was promoted to Principal Scientist in 2006. In 2009, he moved to Directorate of Oilseeds Research, Hyderabad and served for about two and half years before joining in NAARM. He did B.A.(psychology) from Madras University, M.A. (psychology) and PG Diploma in Guidance & Counseling from Annamalai University and PG Diploma in Human Resource Management from IGNOU. He has been trained in the area of ” Higher Education-Leadership and Administration” at the Borlaug Institute of International Agriculture, Texas A&M University, College Station, TX, USA. He has published more than 70 research papers in both national and international journals. Areas of Interest include: Psychometric Assessment, HRM, Organizational Behavior, Educational Psychology, Emotional Intelligence, Stress Management.

Dr. Alok Kumar

Dr. Alok Kumar has specialized in agricultural extension and has pursued specialized studies in marketing management and human resource management. Dr S. Ravichandran started his career as Scientist (Agricultural Statistics ) at Sugarcane Breeding institute , Coimbatore in 1990 after complition of FCARPM training in June 1989 at NAARM, Hyderabad. Worked in DOR (1995-1996), ICAR Head Quarters ,Krishi Bhavan (1996-2001) and Directorate of Rice Research (2001-2013). Dr. Ravichandran joined NAARM in 2013 as Principal Scientist(Agricultural Statistics).Dr Ravichandran has been involved in developing statistical crop forecasting methodologies for various crops. Areas of Interest include: Statistical Analysis of experimental data, Artificial Neural Networking, Time Series Forecasting, Crop Modelling, Climate Change Modelling, Sample surveys and methodologies, Big Data Analytics.

Dr. Dhandapani has started his career as Scientist (Agricultural Statistics) at National Centre for Integrated Pest Management in 1996 and continued for more than 12 years. He joined NAARM in 2009 as Principal Scientist (Statistics/Computer Applications). Dr. Dhandapani has involved in developing ICT solution for pest surveillance and IPM. Dr. M. Balakrishnan

Dr M. Balakrishnan started his career as Scientist at CARI, Port Blair, in 1999 and served there for one decade for various posts (as scientist Rescale and Sr. Scientist). He is working as Senior Scientist since July 2012 and was later promoted to the position of Principal Scientist.

Areas of interest include: Prediction Modelling, Artificial Neural Networks, Genetic Algorithm and Information Systems, Forecasting model, Bioinformatics, Computational biology, Molecular Modelling, Genome Sequencing, Data mining, development of Software/tools for bioinformatics applications and Agro biodiversity etc.

His areas of interest include International Trade, WTO and IPR Issues, PRA and Developmental Research, Project Design and Management Systems Research.

Dr. Soam joined ICAR in 1993 and served at National Research Centre for Sorghum, Hyderabad, and Indian Grass and Fodder Research Institute, Jhansi, as Scientist. In 2000 he joined NAARM as Senior Scientist and later has been promoted to the position of Principal Scientist. He has been trained in International Agricultural research at International Center for development oriented Research in Agriculture (ICRA), Wageningen, The Netherlands, and at Henry Double Day Research Association (HDRA), Coventry, U.K. He underwent special training on International Trade and Intellectual Property System at World Trade Institute, Bern, Switzerland. He has lead many research projects funded by national and international agencies and also served as reviewer for various national and international funding agencies.

Dr. I. SekarDr. Sekar started his career as Scientist at Indian Agricultural Research Institute (IARI), New Delhi, and served there for nineteen years as Scientist, Senior Scientist and Principal Scientist. During this period, he was holding an additional responsibility as Officer In-Charge of PME unit at IARI for three years. He joined National Academy of Agricultural Research management (NAARM) as Head of the Division of Research System Management in 2016. Dr K Kareemulla commenced his career with the University of Agricultural Sciences, Bangalore in 1990. Later he worked as a faculty member in the National Centre for Management Development in Agriculture and Rural Development Banking, Bangalore during 1993-99. He briefly worked as an Economist with the Coffee Board in 1999. He joined ICAR as Senior Scientist in 1999 at National Research Centre for Agroforestry, Jhansi and worked there till 2007. He was with the Central Research Institute for Dryland Agriculture, Hyderabad during 2007-2011.He was visiting faculty at IIM, Kozhikode and in IGNOU study centre, Bangalore. He has guided Ph.D, M.Sc.(Ag) and MBA students. He has accomplished consultancy projects from Planning commission, Government of Andhra Pradesh, NABARD and NGOs. He has about 120 publications to his credit. At present he is working as Principal Scientist at the Academy. Areas of Interest include: Project Management, Agricultural Finance, Agribusiness Management, Natural Resource Economics, Policy and Institutional Analysis, Impact Assessment, Watershed Development.

Dr. K. Kareemulla

Dr. M. B. Dastagiri (PhD, IARI, 1992.) Honorary Doctorate (Hon. DL), Cambridge, England; Hon. D.Sc (World Congress, U.K.), Noble Decree (Honoris Causa), Cambridge is working as Principal Scientist at NAARM, India in the theme areas of Markets and Trade and Global Agricultural Policies. He has conducted pioneering empirical studies and has published research papers in world class scientific journals. One of Dr. M. B. Dastagiri’s papers, namely, “World Food Production Research, 1998” published under the distinguished scientist’s column in the international journal devoted to agricultural science, policy and strategy, Outlook on Agriculture, United Kingdom. He has been awarded national and international awards. Dr. M. B. Dastagiri had been awarded ICAR junior and senior fellowships for M.Sc (Ag) and Ph.D. studies. He has published policy paper (1), and research articles (20) in the journals of international and (21) national repute. Dr. Umesh Hudedamani belongs to 89th FOCARS batch of ARS. He is specialized in Genetics and Plant Breeding. He was a recipient of ICAR-Junior Research Fellowship for his Post Graduation study. He began his career as scientist (trainee) at ICAR-NAARM, Hyderabad and later on, served as scientist at ICAR-Central Institute for Subtropical Horticulture (ICAR-CISH), Lucknow from 2010 to 2019. During his service at ICAR-CISH, Lucknow, he has undertaken research studies on genetic resources management and utilization of subtropical fruit crops with special emphasis on breeding of mango and guava. He has been serving as scientist (S.S) in Research Systems Management Div is ion, ICAR-NAARM, s ince November, 2019. Areas of Interest include: Genetic resources management, Breeding of subtropical fruits, IPRs, Plant varieties and farmer’s rights.

Dr. Umesh Hudedamani Dr. Mude Ramesh Naik

Dr. Mude Ramesh Naik belongs to 97th FOCARS batch of ARS. He is specialized in Agronomy. He began his career as scientist (trainee) at ICAR-NAARM, Hyderabad and later on, served as scientist at ICAR-Central Research Institute for Jute & Allied Fibres (ICAR-CRIJAF), Barrackpore, Kolkata from 2012 to 2019. During his service at ICAR-CRIJAF, Barrackpore, he has undertaken research study was on screen out the tolerance varieties of jute (Corchorus Capsularis and Corchorus Olitorius) against salinity stress. He has been serving as scientist (S.S) in Research Systems Management Div is ion, ICAR-NAARM, s ince November, 2019. Areas of Interest include: Nutrient Management, Resource conservation technologies, organic farming and weed management.

Dr. P. KrishnanDr. P. Krishnan started his research career as a Scientist at ICAR-Central Island Agricultural Research Institute (CIARI), Port Blair in 2003. He has served as Project Lead in the Coastal and Marine Resources Conservation Division at MoEFCC-National Centre for Sustainable Coastal Management (NCSCM), Chennai during 2013-16 on deputation. He has undertaken research studies on diverse aspects viz., coastal bio-resource conservation, fisheries resource management, aquatic environment and health management, conservation planning and policy, ITK, etc.

He has been serving as Principal Scientist (Agricultural Research Management), NAARM since Oct 2016. Dr. Krishnan has received Four National Awards and various distinctions in recognition of his research work. He has published about 85 research papers in peer reviewed national and international journals. He has handled about 20 research projects supported by different funding agencies.

His areas of interest include: research management, agricultural law and policy, science-based Conservation planning of natural resources, coastal zone management, fisheries resource management, etc.
