SECTION 1: GENERAL INFORMATION

Lake Howell High School is located at 4299 Dike Road, Winter Park, FL 32792. The school was

originally constructed in 1974 as a “school-in-the-round”. Current Buildings 1, 2, and 3 were

constructed in 1997 to replace a large portion of the instructional and administrative spaces. The

current student count provided at the time of this report was approximately 2,200 students.

The following information was obtained from the Florida Inventory of School Houses (FISH) – Facility

Inventory Report dated 11/21/2019:

SECTION 2: EXECUTIVE SUMMARY

Baker Barrios Architects, Inc. and TLC Engineering Solutions visited Lake Howell High School on March

25, 2020 through March 30, 2020 to review the current conditions of Buildings 5, 7, 8, 9, & 10 for the

preparation of this Castaldi Report.

Building 5 - Auditorium is a 46-year-old one-story free-standing concrete masonry building with a

cement plaster finish. The structural components are concrete slab-on-grade with continuous concrete

foundations, steel bar joists, and steel roof deck. The roof assembly is rigid insulation covered with a

single-ply TPO membrane. The building currently houses the Auditorium with Stage and Stage Storage.

This portion of the building shares separate gender toilets with the Public Lobby and Outdoor Dining.

The 1988 addition houses Band, Vocal, Drama, and a large Multi-Purpose space used as the Practice

Gymnasium. The original building envelope is in poor condition and the mechanical, electrical, and

plumbing systems are in advanced age and in poor condition. The building would require extensive

renovations and complete systems replacement to meet SCPS Design Guidelines, Florida State

Requirements for Educational Facilities, Florida Building Code, and Florida Fire Code. Based on the

Castaldi Analysis it is recommended to raze and replace the building. The building has

access and egress components (pedestrian paths and entry points) towards the interior of

the campus which is an added burden for staff and security personnel especially during

after hour events. Also, the access and egress component locations are inconsistent with

the Florida Safe School Guidelines.

Building 7 - Gymnasium is a 46-year-old one-story free-standing concrete masonry building with a

cement plaster finish. The structural components are concrete slab-on-grade with continuous concrete

foundations, steel bar joists, and steel roof deck. The roof assembly is rigid insulation covered with a

single-ply TPO membrane. The building currently houses the Gymnasium, Weight Room, Multi-Purpose

Classrooms, and Locker Rooms. The building envelope is in poor condition and the mechanical,

electrical, and plumbing systems are in advanced age and in poor condition. The building would require

extensive renovations and complete systems replacement to meet SCPS Design Guidelines, Florida State

Requirements for Educational Facilities, Florida Building Code, and Florida Fire Code. Based on the

Castaldi Analysis it is recommended to raze and replace the building. The building has

Classroom Building 8 is a 32-year-old one-story free-standing concrete masonry building with an

exterior insulation finish system. The structural components are concrete slab-on-grade with

continuous concrete foundations, steel beams, and “Z” purlins. The roof assembly is vinyl faced batt

insulation covered with a structural standing seam metal roof. The building currently houses one

Science Lab, Chemical Storage, Material Storage, and Teacher Planning. The building envelope is in poor

condition and the mechanical, electrical, and plumbing systems are in advanced age and in poor

condition. The building would require extensive renovations and complete systems replacement to meet

SCPS Design Guidelines, Florida State Requirements for Educational Facilities, Florida Building Code, and

Florida Fire Code. Based on the Castaldi Analysis it is recommended to raze and replace the

building. The replacement of this building will allow flexibility in providing a campus layout

that is consistent with Florida Safe School Guidelines.

Classroom Building 9 is a 32-year-old two-story free-standing, concrete masonry building with an

exterior insulation finish system. The structural components are concrete slab-on-grade with

continuous concrete foundations, steel bar joist floor framing with steel floor deck and 4” concrete fill.

The roof system comprises of steel bar joists with steel roof deck and rigid insulation covered with

single-ply TPO roof membrane. The building currently houses thirteen Classrooms, Material Storage,

Teacher Planning, and an In-School Suspension space. The building envelope is in poor condition and

the mechanical, electrical, and plumbing systems are in advanced age and in poor condition. The

buildings would require extensive renovations and complete building systems replacement to meet SCPS

Design Guidelines, Florida State Requirements for Educational Facilities, Florida Building Code, and

Florida Fire Code. Based on the Castaldi Analysis it is recommended to raze and replace the

building. The replacement of this building will allow flexibility in providing a campus layout

that is consistent with Florida Safe School Guidelines.

Guidelines, Florida State Requirements for Educational Facilities, Florida Building Code, and Florida Fire

Code. Based on the Castaldi Analysis it is recommended to raze and replace the building.
