President’s Message John McDougall Blair-Duron Restoration 2012 will be an exciting year for all of us; I would like to thank the membership at large for the confidence in me and the Board of Directors and Officers. We strive to provide the educational, informational and fellowship events that make us a model organization. I want to thank our out-going Board member, Mr. Dan Bueker, as well as our out-going Past President - Mr. Jim Hadley; both have been a tremendous asset to the Chapter. Additionally a warm welcome to our newest allies Mr. Robert McDowell and Mr. Bill Fortuna. We have a full calendar planned for 2012, two full day conferences, The ICRI/WCA Spring Classic joint golf tourney, The WCA/ICRI Sporting Clay Shoot and our Traditional Fall Convention, this year being held in Wilmington. Our leadership team serves to provide programs and events to suit the membership, if there is a program, topic, speaker, event you want to see, please let us know. In addition to the MCL, we have a great line-up of other speakers: a two-part “Bridge Preservation Workshop” on the NCDOT Bridge Program with Mike Summers and Load Testing and Corrosion Testing on Bridges with Satrajit Das, PhD, PE, both of WSP Sells in Cary, a Legal Update with ICRI Legal Counsel Andy Anderson and a presentation on Shotcrete with Ray Schallom, Shotcrete Consultant of RCS Consulting & Construction of Ripley, WV.

Federal Highway Administration’s Mobile Concrete Laboratory (MCL), managed by the Office of Pavement Technology introduces federal, state and local transportation personnel to the state-of-the-art concrete technology in materials selection and mixture design, as well as field and laboratory testing. In an effort to bridge the gap between research and the field, the MCL accomplishes this technology transfer in one of several ways:

By conducting on-site field testing at construction projects to supplement state highway agency (SHA) testing,

By training SHA personnel to get “hands-on” experience with new technologies and test equipment,

By showcasing equipment and technology at industry conferences, symposiums, and SHA facilities to familiarize transportation personnel with state-of-the-art technology,

By providing an equipment loan program where SHA personnel can borrow equipment for various lengths of time after having been trained in its use by MCL staff.

The current focus of the MCL includes high performance concrete (HPC) for pavements and bridges, nondestructive testing, and performance related specifications (PRS). An active partnership with manufacturers, contractors, industry associations and academia is encouraged and maintained in all of the MCL’s activities.

2011 ICRI Carolinas Chapter Spring Conference And Mega Demo‘Coastal Concrete Repair: Innovative Technologies and Collaborative Solutions’$1,500 STUDENT SCHOLARSHIP COMPETITION IS OPEN

Education Committee Chairman Jeff Molby announces, “As a result of the excellent support of our corporate sponsors, employers of our board of directors, conference speakers, and membership, the Carolinas Chapter of ICRI is offering our annual $1,500 student scholarship for 2012.”

The application deadline is February 11, 2012. The award will be announced soon thereafter.

Students enrolled in a North or South Carolina, four-year undergraduate or graduate level engineering or construction program, with coursework in concrete are eligible. For complete rules, application form and registration, please see the Chapter website.

Students will electronically submit 300 to 500 word essays via the website. The scholarship will be awarded to the best essay, as selected by the Scholarship Judging Committee. The subject of the essay is:

“Describe the elements necessary to control the flow of air, water, and heat through the envelope of a new building being constructed in the coastal Carolinas. Assume the envelope will utilize sheathed, light gage metal stud backup walls and a brick masonry veneer. Discuss each element included in the envelope system and its design function.”

Mike Summers, Program ManagerWSP SELLS, Cary, NC

Mike has nearly 40 years of experience, including management of bridge replacement, bridge preservation and bridge inspection projects. He spent the last 27 years with the North Carolina Department of Transportation (NCDOT) where he coordinated right-of-way, utilities, permitting and funding for various bridge projects; generated engineering estimates for bridge replacement, bridge preservation and bridge inspection assignments to private engineering firms; and reviewed plans and contract proposals for bridge letting projects. While working at the NCDOT, Mike managed all NCDOT purchase order contracts for bridge replacement and bridge preservation, the North Carolina Moving Ahead Bridge Replacement Program, the legislative funded bridge preservation program, and the replacement of seven bridges on the Outer Banks north of Ocracoke, NC.

Satrajit Das, PhD, PEWSP SELLS, Cary, NC

Dr. Das has more than 22 years of collective experience in design, condition assessment and rehabilitation of a wide variety of bridges, marine port facilities, and high-rise buildings. His expertise includes structural design, nonlinear dynamic analysis including seismic analysis, design and retrofit of a large variety of structural systems, structure diagnostics utilizing a combination of non- destructive field testing, laboratory testing, load testing and advanced finite element analysis and project management.

He has a BS in Civil Engineering from the University of Rajasthan, an MS in Civil Engineering from NC State University as well as his PhD in Civil Engineering. His technical training includes Federal Highway Bridge Inspection Team Leader, and Instructor for ACEC/NCDOT Bridge Design Workshop, Raleigh, NC: “Bridge Load Rating Evaluation through Diagnostic Load Testing and Finite Element Analysis”

Dr. Das’ professional affiliations include the American Society of Civil Engineers, American Society of Highway Engineers, American Concrete Institute, American Institute of Steel Construction, Earthquake Engineering Research Institute, International Association of Bridge and Structural Engineering (Zurich),Institution of Engineers, India, and the Indian Science Congress Association.

V.A. "Andy" Anderson is a partner in the law firm of Anderson Jones, PLLC in Raleigh, NC and is in his twenty-first year of practice. He is a native of Dunn, North Carolina and currently resides in Clayton, North Carolina. Prior to entering the legal profession, Andy worked for a commercial contractor part time for four years and full time for 10 years. Andy also served as Vice President of Mid-South Construction, a commercial general contractor.

Andy received his Bachelor of Arts degree from Campbell University in 1985 and Campbell University Law School in 1988. Andy is a member of the North Carolina Bar Association and Construction Law Section, is a certified Superior Court mediator and is a former member of the North Carolina Construction Law Council. He has given numerous seminars on construction matters and has taught seminars for Carolinas AGC, ABC, Mechanical Contractors of North Carolina, North Carolina Association of Electrical Contractors, Waterproofing Contractors of America, North Carolina Homebuilders, Carolinas Roofing and Sheet Metal Contractors Association and others and Continuing Legal Education classes for attorneys in construction law and OSHA defense.

He has extensive experience and represents owners, corporations, public entities, trade associations, design professionals, general contractors, subcontractors and suppliers in litigation and transactional matters, collections, lien and bond claims, construction disputes, administrative law, OSHA defense, contracts, licensing and related legal matters. Ray Schallom, III is an Underground Shotcrete Application Specialist and Vice President for RCS Consulting & Construction Co. Inc. He has 35 years of experience as a Project Manager, Owner and Superintendent. He is Past President of the American Shotcrete Association, serves as Chair of the ASA Education Committee, is a member of the Publications, Underground, Marketing, Sustainability, Pool & Recreational Shotcrete Committees, and is on the ASA Board of Directors. He is also a member of ACI 506 Shotcrete Committees, C 660 Shotcrete Nozzleman Certification, and ACI 506 Subcommittees Qualification of Shotcrete for Special Projects, Specifications, Evaluation, Guide, Underground, and Fiber Reinforced.

With over 34 years of shotcrete nozzling experience in wet and dry-mix handheld and robotic applications, Schallom is an ACI Certified Nozzleman in the wet- and dry-mix process for vertical and overhead applications, as well as an ASA-approved Shotcrete Educator, an ASA-approved Shotcrete Underground Educator; and an ACI-approved Shotcrete Examiner for wet and dry applications. He is also a member of ASTM Committee C09, Concrete and Concrete Aggregates, and Subcommittee C09.46, Shotcrete.

Jagan Gudimettla, P.E., Project EngineerFHWA Mobile Concrete Laboratory, Washington, D.C.

Jagan Gudimettla currently works as the project engineer for the FHWA’s Mobile Concrete Laboratory. He has close to 9 years of experience as project engineer for state of the art concrete and asphalt mobile laboratories operated by the FHWA for technology transfer activities. He travelled extensively to active field projects across the United States conducting traditional tests and demonstrating new technologies to agency and industry personnel. Jagan’s areas of interest include quality control, advanced material testing, non-destructive testing and Mechanistic and Empirical Pavement Design Guide. He received his master’s degree in pavements / materials from Auburn University and is a Registered Professional Engineer in the state of California.
