1.1 - What is Cardiff Team Around the Family (CTAF)?
CTAF is an innovative partnership between Tros Gynnal Plant and
Families First in Cardiff to provide a service to families who are
experiencing difficulties to help those families resolve their difficulties.
The target group for CTAF are those families with complex needs but
who do not pass the threshold for social services interventions.
CTAF coordinate the TAF response where a family’s needs indicate that
they would require support from four or more services. These may be
any services, not just Families First services. Also, the family may not
necessarily be accessing those services – only in need of them.
The CTAF will also lead in working with the family to complete the Joint
Assessment Family Framework [JAFF].
1.2 - What is Tros Gynnal Plant?
Tros Gynnal Plant is a Wales based charity working with children, young
people and their families throughout Wales.
The services that Tros Gynnal Plant provide include Team Around the
Family, Restorative Approaches / Family Group Meetings, Conflict
Resolution, Children’s Rights, Advocacy, Participation and Child Parent
Relationship Training.
All of the services put children and young people and / or their families at
the centre and wherever possible involves them in the design,
monitoring and evaluation of the services.
Tros Gynnal Plant believes in working with children, young people and
their families to empower and enable them to take responsibility and
make the decisions which affect their lives.

1.3 - What is Families First?
Families First is a Welsh Government programme to fund the
development of effective multi-agency systems and support for families,
particularly those living in poverty. The programme is funded by a £29m
grant allocation from the Welsh Government to Cardiff which supports
delivery up to 2017. It is designed to recognise the specific needs of
different families and the common requirement for multiple agencies to
provide holistic and integrated packages of support.
Cardiff Families First have, in addition to CTAF, commissioned six
service packages to meet the most critical areas of need in Cardiff with
effective multi-agency provision.

1.5 - How does CTAF work?
CTAF work with families in two phases:
At Phase 1, CTAF practitioners engage with families to complete a JAFF
that identifies their strengths, skills and resources using a variety of
approaches including Motivational Interviewing, Restorative Approaches
and Family Group Meetings.
CTAF practitioners also help families to identify what it is that needs to
change; ways to go about making changes and who else can be
involved.
At Phase 2, CTAF practitioners facilitate a CTAF Planning Meeting to
draw up a support plan developed by the family and any professionals
involved and then monitor the plan, co-ordinate the service delivery and
make sure that the plan meets the needs of the family
1.6 - Who are CTAF?
CTAF are skilled and experienced practitioners employed by Tros
Gynnal Plant and come from a variety backgrounds which include
housing, youth support, drug and alcohol, prison / offender, community
support, children’s rights, domestic violence, counselling and social
work.

1.7 - Key Principles underpinning our work:
· To ensure that families are placed at the centre throughout their
involvement with CTAF
· To ensure that families are able to identify the significant individuals in
their life who should participate
· To use a strengths based, restorative approach to communicating with
and engaging with families, listening to their story and supporting
solutions
· To coordinate the provision of multi-agency support that is accessible
and meets the needs of individual families
· To use evidence based approaches and evaluation measures in order
to ensure the best possible outcomes for families
· To support families to implement and review their family plans to
ensure that they are relevant and tailored to their individual needs
Restorative Approaches A restorative approach is all about relationships – making, maintaining and, when necessary, repairing relationships. A restorative approach is taken by CTAF to:
Facilitate dialogue between all those effected, engaging the whole ‘family’ in the process
Encouraging those involved to recognise and become accountable for their part in the situation
Ensure all those involved or affected are given the opportunity to share their story, their feelings and their needs
Involve everyone affected in finding mutually acceptable ways forward

Repair the harm caused by any behaviour that has a negative impact to others
Repair, or at times build relationships between those affected The restorative family engagement process starts with the restorative questions:
What has happened for the family to get to this point?
What do all members of the family think about the current situation?
How do all members of the family feel about what is going on?
Who and what else has been affected by this ie wider family and friends, education, health etc.
What do the family need and what needs to happen now so that the situation can be improved?
Multi-agency The role of the CTAF family expert practitioner is not to conduct direct work with the family but to enable the family to identify their strengths, skills, resources and needs and provide the family with information on a variety of services and support the family to think about which of these services would best meet their needs, with the focus of the work being on holding a multi-agency TAF meeting to formulate a family plan. Motivational Interviewing The role of the CTAF family expert practitioner is to engage the family, help them to identify their strengths, current support, other services that can support their family plan and to motivate the family to engage in the process and with the services they have identified to meet their needs. Motivational interviewing has purpose and direction, enabling clients to accept where they are and give hope and support for moving forward:
Open minded questions – restorative approaches questions
Affirmations – strengths based, builds confidence and working relationship
Reflections – can express content, feeling and meaning – help connect with internal motivations

Summaries – reflective listening helps the family focus their story into identified areas of need, required services and motivation to engage and change.
1.8 - Who can refer?
Families can self-refer.
Any professional working with a family can refer with verbal or written
consent.
How can you refer?
CTAF offer a telephone consultation service.

Anyone wishing to refer can telephone the team and one of the
practitioners will talk them through the referral process and take the
necessary details over the phone.
Contact will then be made with the family and an appointment will be
made to visit the family at a time and place of their choosing to begin the
CTAF engagement.
1.9 - Eligibility criteria
The family have a dependent child 0-18 or (0-25 where vulnerable) who
live in Cardiff or a family living in Cardiff are expecting a child.
The family’s needs are multifaceted and can only be met by a
coordinated approach involving 4 or more agencies.
The family’s needs are below the thresholds for statutory interventions at

tier 3 and 4 for children and adults.
*Referrers will be redirected to single agencies where less complex
needs are found.
*Where families are currently being supported effectively through an
existing provision, no referral needs to be made to the Team around the
Family.
2.0 - Case Study
Mum, Dad, 3 children, 2, 8 and 11 years old.
Live in 2 bedroom flat with lounge converted to bedroom at night, damp,
no garden
Dad—unemployed, depression, recreational drug user
Mum—unemployed, depression, tired, recently lost her Grandmother
who was a source of practical and emotional support
2 year old—progressing well, no significant concerns, though some
question around stimulation
8 year old— disruptive in school, ASB
11 year old—disruptive in school, fixed term exclusions, ASB

bereavement, unemployment, benefits advice, 2 year old’s stimulation,

Plan following Family Meeting:
Detailed plan covering what support family members can offer
particularly in relation to spending time with and caring for the children to
give Mum and Dad time to access identified services.
Housing to look at alternative accommodation, Mum and Dad to access
counselling, benefits advice, Dad to access employment training, Health
Visitor to look into parent and toddler group, and parent skills training,
School and EWS to work with parents to identify plan for school, Youth
service to support 8 and 11yr old to access youth provision.
Outcome:
3 months after the family plan was made Mum and Dad report that the
situation for them has improved. They are on the waiting list for a 3
bedroom property, the children have been spending quality time with
their wider family, Mum and Dad are both accessing counselling, Dad
attended a job skills course and is starting a voluntary work placement,
Mum and 2 year old attend parent and toddler group twice a week, Mum
and Dad attending Child Parent Relationship training, the two older boys
attend the local youth centre and are more settled in school.

Putting Families First in Cardiff Cardiff Families First Joint Assessment Family Framework -
JAFF
The JAFF, used by Cardiff Families First, provides families with an ID number so they can be anonymously ‘tracked’ across the Families First Programme. The JAFF is used by practitioners to help the family organise their concerns, prioritise their needs, recognise their strengths, skills and resources and identify their goals and the services they feel are best placed to help meet them and when completed contains the family’s story. For organisations within Families First, it is agreed that the JAFF will constitute a referral on to other Families First services, preventing the need for the family to ‘tell their story’ again and again. On supporting the family to identify the relevant Families First package or statutory service, the ‘consent to share information’ section on the Initial Contact form is to be completed with the family, stating the Families First, statutory or other service the family have agreed for their information to be shared with, confirmed by a family signature. For CTAF, the JAFF begins with the practitioner in Phase 1 of their intervention, completing the CTAF initial distance travelled measures with the family and also the initial distance travelled measure against each domain identified as relevant by the family. They then support the family to identify their strengths, skills and resources and what help and support is required to achieve their goals. This then forms the body of the JAFF identifying which professionals and services to invite to the CTAF meeting and provides a framework for the family’s plan. In Phase 2, the CTAF practitioner will convene a multi-agency family meeting bringing together the family and any professionals that are identified in the JAFF, to help the family engage with appropriate services and come up with a plan that incorporates the help and support they need. The CTAF practitioner will complete the JAFF by inserting the family’s plan along with the support that is going to be provided in relation to each domain and will insert the name of that service against the initial distance travelled measure. The JAFF, including initial contact information and consent to share information section, with the named services, signed by the family, is then passed on as a referral.

The CTAF practitioner will keep in touch with the family, ensuring they are able to follow their plan and with the professionals in order to co-ordinate the services involved in the family’s plan. They will also support the family to hold a review of their plan, to identify how things are going, to see if any other services are required etc. At the end of their involvement the CTAF practitioner will support the family to complete the end distance travelled measures, reporting the impact of Families First in Cardiff against the identified Welsh Government domains. All services commissioned by Families First in Cardiff are committed to partnership working, as is clearly outlined in the contract: All Families First providers will have to work as part of the Families First Team Around the Family model, to include:
- Abiding by the shared values and principles of the Team Around the Family approach.
- Prioritising those families referred through the Families First Team Around the Family processes.
- Being part of the Team Around the Family and attending Team Around the Family meetings.
- Acting as lead professional where appropriate. The key principles for all partners working across Cardiff are:
- To ensure that families are placed at the centre throughout the intervention. - To use a strengths based, restorative approach to communicating with and
engaging families, listening to their story and supporting solutions. - To take account of a families readiness to change and to provide opportunities
for them to achieve changes using a vigorous stepped approach which adapts to the family’s changing circumstances.
- To provide a coordinated package of multi-agency support that is accessible and timed to meet the needs to the family.
- To work with the family to identify a lead professional who will support them and coordinate the multi-agency intervention.
- To commit to the use of evidence based approaches and evaluation measures in order to ensure the best possible outcomes for families.
- To systematically implement and review family plans to ensure that they are relevant, suitable and tailored to the individual needs of the family.
- To manage risk safely and to identify the need for a statutory intervention in a timely manner.

As safeguarding is everyone’s business, so is supporting families to access the services they need as a preventative measure. Cardiff Families First JAFF:
- Provides greater consistency in terms of referral and ensuring the involvement of the most appropriate agencies at the earliest opportunity;
- Provides a tool to establish a baseline against which to measure progress and capture ‘distance travelled’. This enables the JAFF to function as an in-built system of evaluation through providing evidence of the achievement of positive outcomes;
- Is crucial to the process of ensuring informed consent and getting families to take ownership in the process of addressing need;
- Provides a mechanism for engaging with families rather than a rigidly formal assessment tool; and, linked to this,
- Provides a ‘trigger for conversation’ rather than a ‘formal tick box assessment tool’ – an ‘agenda free conversation’ that enables families to identify their own needs.
