    1. Designation: The mission given in paragraph 3 below is to beknown as the CRIMSON l1oject.2. Composition: The 330th Engineer General Service Regiment, the389th Quartermaster Port Battalion, Headquarters and Headquarters Company,12th Port of Embarkation, and any other units or detachments as may fromtime to time be designated by the War Department will constitute the U.S.Army Troops assigned to the Crimson Project.3. Mission: The U.S. Army troops assigned to the CRIMSON Projectwill construct airfields and perform such other dutie s as directed bythe Var Department within the area in Canada bounded as follows:

    On the north, none, thence southward along the 103d Meridian tothe 53d Parallel, thence eastward to the 83d Meridian, thence southwardto the 50th Parallel thence east to the north shore of the ~ t LawrenceRiver (Sevel Islands) thence due north to the southern border of Labra-dor to Belle Isle Strait , thence north through Davis Strait and BaffinBay along the Greenland-Canada boundary.4. Command: a. The CRIMSON Project, with headquarters in i t ial lyat Churchill, anitoba, Canada, will be directly under the commarxi of theWar Department.

    b. Engineer operations will be directly under the control of theChief of Engineers. The Commanding General, Army Air Forces, will desig-nate appropriate officers to consult with the Engineers and accept theconstruction done for the Army Air Forces.JlnffiDIATE ACTION

He is authorized to appoint General Courts Martial with reviewauthority to be the Judge Advocate General 's Office under the 8th A.W.The Judge Advocate General wil l furnish the Adjutant General with thenecessary draf t of General Order.

    (2) Authority to issue movement orders for units under hiscommand wil l res t with the Commanding Officer , CRIMSON Project within thearea of the Project . Movement orders necessitating t ravel outside the areaof operation of the project wil l be issued as directed by the War Department. Travel orders for individuals under his command wil l be issued byThe Commanding Officer , CRIMSON Project .

    (3) Machine Records Will be serviced by The Adjutant General.In accordance with AR 345-800 and 345-900, ' reports of change and rosterswil l be forwarded to The Adjutant General for the preparation of necessarystrength returns.

    5. Communications: a. The Signal Corps wil l provide for the t ransmission of administrative t ra ff ic between bases within the project or tothe United States. The Chief Signal Officer will prepare and execute theplans necessary to accomplish th is . Communi ca t ion over commercial circui tsin accordance with exist ing policies of the War Department i s authorized.

    b. The Commanding General, Army Air Forces, wil l provide theArmy Airways Communication System stat ions as required. He wil l also provide the necessary aids to a i r navigation.c. Mail service wil l be in accordance with established procedure.

    6. Supply: a. The CRIMSON Project wil l be supplied in accordancewith the applicable provisions of l e t t e r AG 400 (4-27-42)MC-SP-M, April 28,1942, subject : "Supply of Overseas Departments, Theaters, and separateBases" with the following modifications.

    (1 ) Class 11, lV and V Supplies wil l be furnishedon requisit ion.

    (2 ) Class 1 and 111 Supplies wil l be furni. shed automatically.b. The Commanding General, Sixth Service Command, will be responsiblefor the supply of units of the CRIMSON Project , Levels of supply to be main

    8. Transportation: a. All movement of supplie s equipment andtroops through Canada to railheads of the CRIMSON Project will becoordinated with the proper Canadian authorities by the Commarrling Officer,.CRIMSON Project.b. The Commanding Officer, CRIMSON Project, is designated ascoordinator for the Trans-shipment by air of personnel and cargo to andfrom the CRIMSON Project These shipments will be coordinated with theAir Priori t ies Control Division, Transportation Division, TransportationService. Authority is granted for individuals to travel by air as may berequired in the performance of military duties.

    9. Evacuation of sick and injured will be by such military or com-mercial aircraft as can be made available, supplemented by ra i l or watertransportation when or where necessary or desirable. Emergency cases asdeteril1ined by the Commanding Officer, CRIMEDN Project, will be evacuatedby military or commercial aircraft . All air evacuation will be coordinatedthrough the Air Priorities Control Division, Transportation Service.Evacuation will be to the Station Hospital, Fort Snelling, Minnesota; O'ReillyGeneral Hospital, Springfield, Missouri, or Billings General Hospital, FortBenjamin Harrison, Indiana, in accordance with available bed credits.

    10. Property Accountability will be in accordance with the provisionsof War Department Circular No. 146, May 15, 1942, Instructions pertainingto procurement of supplies for overseas shipment and covering dispositionof receiving reports. Railhead Quartermasters will function in the sarnemanner as the Quartermaster at a port of embarkation.By order of the Secretary of War:

Under the provisions of Paragraph 4 b, AG 320.2 (7-23-42)MS-E-M, datedJuly 27, 1942, establishing the CRIMSON Project, a ll engineer operations withinthe CRIMSON Project are placed under the supervision of the construction division,Office of the Chief of Engineers.     5. Communications.a. The Signal Corps will provide for the transmission ofadministrative t raff ic between stations or posts within the project, or tothe United States. The Chief Signal Officer will prepare and execute

    Secret: Plan forProject.d. The Chicago Quartermaster Depot will be charged with responsibilityas a f i l ler depot for the Winnipeg Quartermaster Depot. In view of the limi-ted number of men to be served by the Winnipeg Depot, the establishment ofspecific depot credits at the Chicago Quartermaster Depot for Winnipeg is notconsidered necessary. The Quartermaster General will insure that ample

    stockage is maintained at Chicago to meet the requirements of the WinnipegDepot.e. All requisitions from the Western Sector, Crimson Project, sub-sequent to April 5, 1943, will be roded to the Winnipeg QuartermasterDepot. Pending complete stockage, the Winnipeg Depot will forward suchrequisitions as are necessary to the Chicago Quartermaster Depot for supply.f . The Winnipeg Quartermaster Depot will supply from stock requi-sitions involving less than carload lots, or greater quantities in emergency.g. Effective 1 July 1943, the U.S. Army activit ies known as the CrimsonProject will cease and a l l existing orders, directives and assigned methods ofprocedure pertaining thereto are amended to conform to the following:a. Effective 1 July 1943, the Control Office and Headquarters, U.S.Army Forces in Central Canada, i s established and will be organized by theCommanding Officer, Western Sector, Crimson Project, as provided in subparagraphb below.b. The Commanding General, North Atlantic Wing, Air Transport Command,will be directly responsible to the War Department for a l l matters concerningthese stations and troops thereat. Command of a l l U.S. Army Forces in Central and EasternCanada is vested in the respective Control Offices to which they are assignedexcept as l is ted in paragraph 3 above.

    b. Engineer. operations and construction are directly under thecontrol of the Chief of Engineers. No new construction or major alterationswill be undertaken by the Chief of Engineers unti l approved by the AssistantChief of Staff, Operations, WEGS, who will f i rs t obtain the Canadian and otherapprovals required. The Commanding General, Army Air Forces, upon request ofthe Chief of Engineers, will designate appropriate officers to accept c o n s t r ~ c -tion for the Army Air Forces. Command of Engineer troops when assigned to .these stations will be specified by separate War Department directive in eachcase.c. The. Commanding Officer of each Control Office will be responsiblefor the administration of troops and units stationed in this area for a l lpurposes unless otherwise directed by the War Department.     8. The Commanding Officer of ro Office or other speciallyresponsible officer (see paragraph 3 above) designated by the War Departm ent,is responsible for the following:

    a. Establishing local contact only with corresponding Canadianauthorities for the purpases of informal coordination and information, Noauthority to reach final agreements on matters involving stationing of troops,construction, or other internat ional matters is granted in this le t ter .

    b. Internal security within their stations or posts and externalsecurity wherever the United states has accepted responsibility. Any changesin defense garrisons or provisions therefor will be made only af ter specificapproval has been granted by the War Department.c. Establishment of ne cessary receiving agencies at tre railheadat Churchill, Manitoba, Canada, and a t other points as may be necessary toreceive and forward shipments to f inal destinations.d. Coordination with the Commanding Generals, Sixth ServiceCommand and Boston Port of Embarkation, and with other agencies involved inthe supply of their commands.e. Submission of timely recommendations to the agencies responsiblefor supply, covering changes considered desirable in supply levels andprocedure.f .     9. Transportation. a. All movement s of supplies, equipment and troopsthrough Canada to railheads or other points in C a n a d ~ will be coordinatedwith the proper Canadian authorities by the Control Officer concerned or byany other officer specially designated (see paragraph 3 above) by the WarDepartment.

    b. The Control Officer or similar specially designated officer (byWar Department) wil l act as coordinator for the trans-shipment by a ir ofpersonnel and cargo to and from their points of responsibility in Canada asdescribed above.10. Hospitalization. Existing hospitalization plans will not be a ltered without prior approval of the War Department. Evacuation of sick andinjured wil l be by such military or commercial aircraft as can be made avail

    able supplemented by mail or water transportation when and where necessaryor desirable. Evacuation wil l be to base hospitals in the nearest adjacentService Command within the Continental United States in accordance with bedcredits to be made available upon request by the Control Officer concerned(or similar specially designated officer) to The Surgeon General.

    1. In the preparation of plans for t he eventual evacuation and t ransferof bases and installations unde r the command United States Army Forces, CentralCanada, i t has become apparent that a number of essential considerations must beclarified before plans can be completed. Unless such considerations are properlyclarified and incorporated into a workable plan prior to actual evacuation andt ransfer, unnecessary delay and confusion will result.

    2. Constant reference is made in documents of the Permanent Joint Boardon Defense and in Exchange of Notes between Canada and the United States ofAmerica to "movable and immovable" defense installations. These terms havenever been defined to the extent where application is possible. Unless this isdone they can become the source of considerable controversy when dealing withthe concrete rather than with the abstract.3. Concern is not centered primarily on Real Property related to defenseinstallations. Real Property as such constitutes no serious problem in terms of"movable" and "immovable". Howver, when considered in relation to equipmentand faci l i t ies which constitute a more or less integral or fixed part of realproperty the problem becomes more ccmplex.4. Therefore, the definitions for "movable fl and f1immovable" must be determined in terms suitable to practical application. I t i s realized that in i t ia l lythese terms must be conceived in the broad sense. This will provide a pointof departure for an in i t ia l working basis. Matters subsequently requiring furtherclarification will have to be considered individually in each instance.5. Examples of potential controversy include teletype equipnent such ascarrier equipment and printers, small diesel generators, hospital equipmentincluding x-ray machi ne s ani other inst allation s , weather instrument s and installat ions, radio equipment and installations, control tower equipment, and laundryand dry-cleaning equipment. The foregoing are indicative of numerous considerations to be determined as regards "movable" and "immovable."6. The next determination is that pertaining to the disposition of a l lsupplies, equipment and materials on hand in this command. This problemappears to fa l l in the categories l isted below and in order of priority:

    a. Strategic supplies, equipment and materials required by the UnitedStates for use at home or abroad. The decision as to what constitutessential strategic items should be the responsibility of the WarDepartment.b. Supplies, equipment and materials whi ch the Canadian Governmentdesires to retain for the continued operation, maintenance, andadministration of instal lat ions purchased. This should be determined by the RCAP, Department of Transport, Department of Minesand Resources and othe i n t e r e s t e d , C ~ a d i a g Q ~ ~ ental agencies.

    c. Contractor's supplies, equipment and materials s t i l l on hand in thecommand and which are now the property of the War Department. Thisis a matter for the Corps of Engineers, United States Army.

    d. Standard United States Army supplies, equipment and materials excluive of those referred to in paragraph 6, sub-paragraphs a and b,aboIt is assumed that a ll in this category will be returned to theUnited States.

    e. Supplies, equipment and materials exclusive of those referred tosub-paragraphs a, b, c and d, above,which for logical reasons couldbe turned over to the Crown Wartime Assets Board for sale to civil isources. This is a joint Canada-United States matter.f . Unserviceable supplies, equipment and materials. This iscovered by existing laws and regulations.g. Serviceable .supplies , equipment and materials which forreasons of economy or for other reasons should not be returnedto the United States and which cannot be disposed of undera, b, c, d, and e above. Authority for destruction restswith the War Department.

    7. The determination of items for disposition under 6.b. abovewill probably constitute the major problem. The Canadian agencies taking overthe various bases and instal lations w ill desire to retain by purchase numerousitems now available for purposes of'operation; maintenance and administration.Examples include such items as barrack stoves; kitchen ranges; office furnitureand equipment; road maintenance equipment; trucks; t ractors; snow removal equipment; fuel o il for stoves, aircraft , automotive equipment and diesels; coal;and subsistence 8. As far as can be determined, no agreement exists between Canada andThe United States of America respecting T ~ e a t h e r Stations. Action on thismatter is indicated as supplies, equipment and materials are involved.9. Anbther determination involves the designation and disposition of a l iReal Property not specifically provided fo r in Exchange of ~ o t e s (June 23 and27, 1944) between Canada andthe United States of America constituting anagreement respecting the payment of expenditures on defense instal lat ions in Canad

    and in Labrador.10. Advance planning is essential to an orderly ani rapid evacuation andtransfer. Weather, tr&nsport and morale are important factors to be considered.Therefore, early determination of essential considerations is necessary forthe formulation of suitable plans. As jdnt interest is involved, concertedaction by agencies of Canada and the United States is indicated. For obviousreasons the ddetermination of considerations should not be the responsibility ofa single individual.

The Commanding Officer, United states Army Forces, Central Canada,will be 'charged with the practical application of the decisions of the PermanentJoint Board on Defense relative to transfer of bases and instal lat ions toCanada. Accomplishment can best be obtained by an early assignment of a smallgroup of Canadian and United states specialists to the Headquarters, United statesArmy Forces, At lvinnipeg for joint action on matters outlined in paragraph 6above regardless of the ultimate date transfer is to be effected.
