The 1 st CONSAL XVIII Executive Board Meeting on 21 June 2019 marks the start of Cambodia assuming CONSAL Chairmanship for the next three years 2019- 2021. CONSAL was formed in 14–16 Aug 1970 in Singapore during CONSAL I. It celebrated its

Silver Jubilee in Kuala Lumpur during the hosting of CONSAL X “Libraries in national development” 21-25 May 1996. To commemorate the anniversary publications include CONSAL 1 to CONSAL X conference proceedings, Memorable journey : commemorating 25 years of CONSAL and Country reports and a CD-ROM.

In 1999, the Library Association of Singapore launched CONSAL Web. This website featured news, editorials and analysis of regional developments in libraries. With the formation of the CONSAL Secretariat in April 2000, the website was transferred to the Secretariat hosted by the National Library Board of Singapore. Following this, the new CONSAL Web, a learning and networking portal for librarians in the region, was launched on 24 April 2001 by David Lim, then Minister of State for Defence and Information and the Arts, at Pan Pacific Hotel, Singapore.

INFORMAL LUNCH

BLA members met on Saturday 20 April 2019 for an informal lunch hosted by Pn Nellie in Kg. Lambak Kanan. They were joined by WBC members.

BOOK OF TAJWID LAUNCHED

The book launched on 4 May 2019 at Jame Asr Hassanil Bolkiah is published for the first time by the Muslimah Affairs Section of the Mosque Affairs Department as an easy to use for learning and teaching to understand of Al-Quran Tajwid better. It coincided with a briefing on the Effective Method

of Teaching and Learning Tajwid for teachers of Muslimah Guidance Classes.

CONSAL MISSION & OBJECTIVES

In 1969, a Conference on Southeast Asian Research Materials was held at Puntjak. It

was at this conference that the idea of forming a regional organisation for Southeast

Asian Nations was conceived. The Congress of Southeast Asian Librarians (CONSAL)

was founded in Singapore in August 1970 during the hosting of CONSAL I. It is a

regional body of ten members which include the library associations and librarians of

Brunei Darussalam, Cambodia, Indonesia, Lao, Malaysia, Myanmar, Philippines,

Singapore, Thailand, and Vietnam. It is formed to provide a platform

for librarians of Southeast Asian Nations to have dialogues and to promote cooperation. CONSAL promotes

libraries and librarians as part of ASEAN task in the development of education and culture. CONSAL is a loose

and flexible organization, which provides a forum for professional contact and exchange. It holds a general

conference once in every three years in each member country by turn and promotes cooperation in librarianship,

bibliography, documentation and related activities in the region. Its members comprise the National Libraries and

Library Associations of the ASEAN countries. Brunei joined in 1993 at CONSAL IX.

Mission

To promote library and information development in the region.

To lead the region towards greater participation in the international information community.13

Objectives

To establish and strengthen relations among librarians, libraries, library schools, library associations

and related organisations in the region.

To promote cooperation in the development of librarianship, library and information sciences,

documentation, information and related activities in the region.

To cooperate with other regional and international organisations, and other institutions in the support

of common undertakings and interests of CONSAL.

To provide a platform for sharing and exchanging of information and experiences on issues in the field

of librarianship, library and information sciences, documentation, information and related services in

the region.

CONSAL Executive Board

1 The CONSAL Executive Board is the executive arm of the organization. It comprises thirty

members, three members from each of the ten ASEAN countries. Each member country is

represented by two members from the National Library Association and one from the National Library.

In the absence of the National Library in any country, all the three members of the Board will be

represented by the National Library Association of the country

2 The main functions of the Board are: To implement the resolutions adopted at the previous General

Conference of CONSAL; To set up committees as deemed necessary and To undertake other

activities in conformity with the objectives of CONSAL. The Executive Board meets at least once a

year and the presence of at least four member countries of the Executive Board shall constitute a

READING EMPOWERMENT IN DBP LIBRARIES

The launch of the Carnival on 24 April at the DBP Main Library in Bandar Seri Begawan was part of a

series of events the DBP Public Library is hosting throughout the country. The carnival was hosted by

the DBP Libraries in Tutong for the Tutong District from April 23 – 25; Kampong Pandan for the Belait

District on 24 April, Bangar for the Temburong District on 24 April and the Seria on 24 April.

The carnival, one of Dewan Bahasa dan Pustaka Brunei annual event and held in conjunction with

World Book Day, is aimed at instilling interest in reading among the country’s residents. Various

activities such as exhibitions, workshops and talks, as well as literature related activities and pop-up

sales were held at all its libraries.

TWO NEW TITLES LAUNCHED

Two books published by The Brunei Historical Association through their little company Qasrun Nafis

Publishing House entitled “Politics of the Brunei Sultanate 1804-1906” and “Malay Islamic Monarchy

Prior to 1906: A Historical Study” were successfully launched on 22 April 2019 at Universiti Brunei

Darussalam.

The launch was jointly hosted by the Faculty of Arts and Social Sciences and the Academy of Brunei

Studies of the Universiti Brunei Darussalam (UBD) and the Brunei History Association (PESEBAR).

Politics of the Brunei Sultanate 1804-1906: Enduring the Storm to the Blessed Shores was translated

from the Malay version of Politik Kesultanan Brunei 1804-1906: Mengharungi Badai Rahmat di Pantai

It is written by Associate Professor Dr Haji Asbol bin Haji Mail, Associate Professor Ampuan Dr Haji

Brahim bin Ampuan Haji Tengah and Haji Mohsin bin Abu Bakar.

Malay Islamic Monarchy Prior to 1906: A Historical Study is written by Associate Professor Dr Haji

Asbol, Associate Professor Ampuan Dr Haji Brahim, Dr Hajah Asiyah Az-Zahra binti Haji Ahmad

Kumpoh, Dr Nani Suryani binti Haji Abu Bakar and Dr Haji Tassim bin Haji Abu Bakar.

These publications are very important and relevant to the study of Brunei as a source of reference to

researchers and students or as a reading material for the public interested in the history of Brunei.

SHAFI'I SECT'S ENCYCLOPEDIA

Plans to publish the Shafi'i Sect's Encyclopedia began in 2011 with Sultan Sharif Ali Islamic

University, UNISSA successfully publishing the first volume of Brunei Darussalam Shafi'i Sect's

Encyclopedia titled, "Imam al-Syafi'i: Perkembangan Intelek Menyusuri Sejarah dan Tamadun. The

noble effort did not end with the first volume, but the academics at UNISSA continued efforts towards

publishing new volumes.

The second volume of Brunei Darussalam Shafi'i Sect's Encyclopedia focusses on the Spread of the

Shafi'i school of thought or sect. The third volume highlighted Prominent Scholars of Shafi'i Sect in

Southeast Asia and the fourth volume focusses more on the Books and Terminologies of Mazhab

Shafi'i or the Shafi'i Sect. Apart from enriching knowledge with comprehensive facts and data which

can be used as reference by regional and international scholars and communities, the books are also

CIPTA AWARDS 2019

The Crown Prince CIPTA Award in which the competition is aimed towards creation and innovation among youth and public's creative talents. This year’s competition, themed ‘Industry 4.0: Convergence of Innovation’, was contested by 41 participants – 27 from Brunei and 14 from other ASEAN member countries. The biennial competition, inaugurated in 2005 and organised by UTB with Brunei LNG Sdn Bhd as partner and sponsor, is aimed at inspiring the youth and public to develop creative products, processes or technologies to meet national aspirations, as well as to encourage inventions and innovations and to recognise and award creative talents. It also serves to encourage research and development, to promote manufacturing processes and technological product development, to embed a culture of science, engineering and technology among the youth and public in Brunei Darussalam, and to foster collaborative linkages within Brunei Darussalam and the ASEAN region. There were no winners for the Crown Prince CIPTA Award 2019 trophy as the winning project must be distinguished compared to the other projects and of “excellent quality”. the winning project for the award must achieve an overall score of at least 90 per cent. On the 19 April 2019, the winners received their prizes. Winners for Category 1: Creating New Product, Process or Technology; Category 2: Modifying Existing Product, Process or Technology; Category 3: Creating New or Modifying Existing Product; Process or Technology by Young Inventors; Smart Junior Competition; and the ASEAN Category: New Invention & Innovation Category and Young Inventor Category. WORLD BOOK DAY @UNISSA

Universiti Islam Sultan Sharif Ali through the Research and

Publication Centre in collaboration with UNISSA Library held its

World Book Day Week for the third time at the university’s

Library Lobby held in conjunction with World Book Day and

Copyright celebrated every 23 April .

The day also saw the launching the UNISSA E-i’lami

Institutional Repository. The E-i’lami Institutional Repository is a

storage platform for digital documents (softcopy) produced by

academics and researchers as well as students’ results to

facilitate the collection, maintaining and online dissemination of

the documents.

The ceremony followed with the presentation of book endowment from Hajah Norhayati binti Haji

Zaidi, the wife of the former Director of the Centre for Promotion of Knowledge and Language of

UNISSA, the late Pengiran Dr Haji Saiful Bahrin bin Pengiran Haji Kula.

A forum on Berwaqaf was also held.

Throughout the week several activities were held including an exhibition and sale of UNISSA’s press

publications held from 22 April to 1 May 1 at the UNISSA Library where promotional prices were

offered along with distribution of World Book and Copyright Day bookmarks containing quotes, fun

facts and list of books to members and customers.

An Institutional Repository Workshop from 29-30 April for UNISSA’s academic staff to create

awareness on the use and importance of repository E-i’lami and repository policy, its guidelines on

submission as well as encourage the submission of articles as library materials. It is also to

encourage self-archiving of their own research findings into the E-i’lami repository and to accelerate

the increase of contents in the E-i’lami repository..

The library also provided the Maktabah Hurrah Corner, a concept similar to Little Free in the UNISSA

Library to encourage a reading culture among staff and students. The Maktabah Hurrah Corner

practised the concept of exchanging books for students and academic staff. The public can donate

books to the Corner.

GIFTS BOOST LIBRARY COLLECTION

On 1 April 2019 saw the Launching Of Russian Literature Section at Library of the Dewan Bahasa dan Pustaka Brunei by His Excellency Vladlen Stannislavovich Semivolos, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Brunei Darussalam. On 23 April 2019 the Pakistan High Commission in Brunei Darussalam on 23 April 2019 presented a gift of books to the Kolej Universiti Perguruan Ugama- Seri Begawan. It was presented by Acting High Commissioner of Pakistan to Brunei Darussalam Ahmed Ali Sirohey and established a Pakistan Book Corner at KUPU SB’s Library. The collection of books covers a range of subjects and provides a religious point of view on modern day social and economic issues. On 29 April 2019 to commemorate the 35th anniversary of the establishment of diplomatic relations between the two countries the Royal Thai Embassy presented a gift of books to UBD Library as a bridge and friendship to promote and help more Bruneian readers to learn more about Thailand. The presentation was made by Her Excellency Wanthanee Viputwongsakul, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Thailand to Brunei Darussalam. The collection included books on a range of topics, including the Thai language; the country’s laws and cuisine, arts and heritage, martial arts, architecture, nature and wildlife; Thailand’s role within ASEAN member countries; as well as several titles on the late King Bhumibol Adulyadej. On 30 April 2019 Universiti Islam Sultan Sharif Ali received a books from High Commissioner of India to Brunei Darussalam H.E. Ajaneesh Kumar. A total of 38 books were on academic books as well as books covering various topics including culture, politics, economy, history and famous figures.

COMIC ART EXHIBITION 2019

Thirty one local artists showcased their respective talents in painting local comic artworks in various

forms of art including comic drawing, characters, environmental design and sketches which were on

display from 19 -23 April 2019 at the Comic Art Exhibition 2019 themed Kami Urang Brunei at the Art

Gallery of the Dermaga Diraja. One of these is the much talked about Bapa & Anak artworks, which

RAFFIE & SIMPOR: WILD ADVENTURE

The comic book, produced collaboratively with Brunei Shell

Petroleum Company Sdn Bhd (BSP) and the Panaga Natural

History Society (PNHS) with support from the Ministry of

Education, is part of an effort to help raise awareness on the

various flora and fauna found in Brunei Darussalam via an easy-

to-read format.

Raffie & Simpor: Wild Adventure was launched on 26 April 2019

at Panaga Club in Seria by BSP Managing Director Dr Ceri M

Powell.

The 90-page A4-size comic book, printed by Brunei Press

Commercial Printing Services (CPS), tells the tale of two

fictitious Brunei-born children Raffie and Simpor who had

returned to Brunei after more than four years away due to their

parents being stationed to work overseas. On their return, they

are staying with their grandparents who live near the jungle in

Belait. There, they encounter many animals, which initially they think have escaped from the zoo. The

children are also introduced to various Bruneian traditions.

Its initial concept was conceived by the father of Steph Straatman, Mr Ruud Straatman, a renowned

Dutch comic writer, while its comic art was drawn by Indonesian comic artist Redy Prio . The main

photographer was Alessandro Loi

.

The comic was created by a group calling themselves the Brunei Wildlife Warriors, a group of like-

minded people from various backgrounds aiming to educate children on the flora and fauna found in

Brunei Darussalam.,

Besides the comic strip, the book, which is divided into English and Malay sections, also includes fact

sheets to accompany the comic book. There photographs of every single animal as well as the status

of the animals-endangered, nearly threatened etc using the IUCN Red List of Threatened Species.

There is a glossary as well as several games and activities.

Dr Powell expressed her delight noting that it helps send a message to society on the importance of

valuing the biodiversity around us. Consideration for the natural habitat is an integral part of our

business, and BSP is proud to play a leading role in many efforts to preserve it, be it the rainforests,

peat forests, or the coastal environment. I’ve been lucky to have had the privilege to reside in Panaga

and witness the birth of many activities aimed at preserving the flora, fauna and environment such as

‘The Last Straw’ initiative to help curb plastic straw use.

Some 600 copies of the comic out of the over 1,000 printed are to be distributed and donated to

schools across the country, with Brunei Press CPS contributing an extra 100 books as part of their

corporate social responsibility (CSR) initiatives.

WORLD BOOK DAY 2019

Orang Kaya Besar Imas Primary School

The school held its first World Book Day celebration themed around book characters. The event aimed to inculcate a love of storybook reading by bringing the storybook characters to life. Teachers and pupils came dressed in attires of their favourite characters.

Sultan Sharif Ali Secondary School

Sultan Sharif Ali Secondary School marked its World Book Day by launching its refurbished library. The whole school celebrated the joy of reading and books. The project under ‘Perpustakaanku Ceria’ with new method of finding books was introduced by using Lexile scores. Quotes from famous authors were displayed. Several booths were set up where students participated and won prizes. The whole school dressed up as book characters. Two agreements were signed by the Department of Fisheries, Ministry of Primary Resources and Tourism with Barramundi Asia (B) Sdn Bhd as part of the contract: the Sea Licence Agreement and Land Lease Agreement.
