• The California State Preschool Program(CSPP) was established in 1965.

• Provides eligible families with childrenages three and four years old, withCSPP services in safe, healthy, age-appropriate, and quality educationalenvironments

• CSPP age eligible definition:– “Three-year-old children” are children who

will have their third birthday on or beforeSeptember 1, of the fiscal year they arebeing served.

– “Four-year-old children” are children whowill have their fourth birthday on or beforeSeptember 1, of the fiscal year they arebeing served.

• Families must meet eligibility & need criteriadescribed in California Code of Regulations,Title 5 (5 CCR) Section 18078.

• Local Educational Agencies (LEAs) are SchoolDistricts, County Offices of Education,Community College Districts, or Direct FundedCharter Schools.

Overview

California State Preschool Program (CSPP) expansion funds are now available to provide subsidized early education services to age-eligible three and four year olds in eligible families.

Overview (2)

What Funding Is Available?

• There is $110 million for Local Educational Agency (LEA) applicants, and part-day/part-year non-LEA applicants providing services on or after April 1, 2019.

• An additional $2 million is available to non-LEAs providing full-day/full-year CSPP services on or after April 1, 2019.

Funding Priorities

• By Local Planning Council (LPC) prioritieswithin each county

• By order of scores for eligible applications

• Unused funds allocated to counties will beredistributed to successful unfundedapplicants in priority order as stated above.

• Full-day/full-year applicants will be fundedbefore part-day/part-year applicants.

Statutory and Regulatory Information

• The California Education Code (EC) Title 1,Division 1, Part 6, Chapter 2 sections8235–8237 authorizes the Superintendent ofPublic Instruction to administer CSPPs.

• California Code of Regulations, Title 5(5 CCR), Education Chapter 19, sections18001–18003 provide general provisions forawarding funding.

• If awarded, applicants must adhere to EC, and5 CCR, which are integrated into the FundingTerms and Conditions (FT&C) and the CSPPprogram requirements.

• 5 CCR Section 18272 requires each agency,as part of the Desired Results System, tomaintain a developmental profile that identifiesthe emotional, social, physical, linguistic, andcognitive growth of each child served, and usethe profile to plan and conduct age anddevelopmentally appropriate activities.

• Possess a valid California Business License

Current ELCD contractors are eligible to apply except when one or more of the following conditions apply (5 CCR, Section 18001):

• The contractor is on conditional status.• The contractor failed to clear identified

noncompliance items within 12 months of thereview.

• CDE reduced the contractor’s current yearmaximum reimbursement amount.

• The applicant contractor has an outstandingaccounts receivable balance.

Current ELCD contractors are eligible to apply except when one or more of the following conditions apply (5 CCR, Section 18001):

• The applicant contractor has a delinquent auditwith the CDE.

• Contractor employs or plans to employ a personin a position of financial responsibility or controlwho has been convicted of a crime involvingmisuse or misappropriation of state or federalfunds, or a state or federal crime involving moralturpitude (EC Section 8406.9)

The applicant:• had a previous contract with the CDE that was

terminated or not continued for fiscal or programmatic noncompliance within three years immediately preceding the date the RFA was posted

of financial responsibility or control who has beenconvicted of a crime involving misuse ormisappropriation of state or federal funds, or astate or federal crime involving moral turpitude(EC Section 8406.9)

applicant’s working knowledge of state andfederal early education requirements.

• Applicants must submit all required informationand forms requested in the RFA.

Applications must conform to the format requirements (i.e. Section X of RFA instructions) regarding paper size, margin, and font size.• CSPP Application Cover Sheet must be included

as the first page for the entire application.• Do not attach additional covers or place

applications in binders.• Applications must be adequately secured with a

staple in the upper left-hand corner.• Failure to submit the application on a timely basis

may result in the disqualification of the application.

Evaluation and Scoring

• Eligible applicants will be evaluated and scored.• Applicants must obtain a minimum score of 80.5

points (70 percent of 115 maximum points).• The CDE will notify all applicants in writing of their

score.

Appeal Process

After receiving their written score notification, the applicant:• Should review their application• May request a copy of the criteria used to score

and any readers comments

An applicant wishing to appeal their score must submit a notice of appeal to the CDE within ten (10) business days of receiving results notification.

• Applicants must complete, print, and submit a Program Calendar (EESD-9730) for FY 2018–19 and FY 2019–20. The EESD-9730 will automatically total the Minimum Days of Operation (MDO) when the dates are marked “X.”

• To complete the Program Calendar:– Type the legal name of the applicant/contractor, county, vendor

number, and contract type in the shaded boxes at the top of EESD-9730. Applicants not currently under contract with the CDE must leave the vendor number and contract type and number sections blank.

– Click on the date and enter an “X” for all days when the program will serve subsidized children during the correct FY contract period.

– The total number of days marked with an “X” for each contract will constitute each contractor’s MDO.

– Print the completed EESD-9730 for both Full and Part Year, for FY 2018–19 and for FY 2019–20.
