OVERVIEW

WHO SHOULD ATTEND

With the proliferation of renewable generation resources and the accelerating participation of other variable energy resources, balancing authorities (BAs) are weighing their options to avail themselves of larger pools of resources to provide “balancing energy”. The most cost-effective way to do this is for several BAs to pool their dispatchable resources together and dynamically schedule them across their respective balancing areas. Each BA remains responsible for its conventional planning reserve and provision of its own conventional ancillary services and regulation.

Two major initiatives in the western U.S. are underway to answer these requirements. The CAISO EIM started parallel operation on October 1, 2014 and full operation on November 1, 2014 with CAISO and PacifiCorp as participating Balancing Areas. NV Energy is the third BA joining the EIM in October 2015 with Puget Sound Energy (PSE) to follow next year (October 1, 2016). Several other BAs are either considering joining or starting a separate EIM-like structure. Meanwhile, the Northwest Power Pool (NWPP) Market Assessment and Coordination Committee is engaged in multiple efforts to understand better how various economic dispatch and related initiatives under consideration could answer that region’s particular balancing needs.

This conference provides an overview of the driving forces behind the formation of an EIM, its impacts on participating balancing areas and their transmission users, the choices for asset owners to be a participating on non-participating EIM resource, and the related financial and operational implications. Also, the program will examine the experiences from the first several months of CAISO EIM operation, as well as provide detailed analysis for entities currently in a separate BA that are/may be considering joining the CAISO EIM. In addition, cost-benefit trade-offs of joining the CAISO EIM will be considered under different scenarios.

The conference will benefit individuals and organizations engaged in:

• Intra-hour operations analysis and modeling

• Renewable energy planning

• Energy forecasting and analysis

• Demand response planning

• Generation and load planning

• Transmission planning

• Reliability planning

• State regulatory and commission staff

• Regulatory affairs

• Integrated resource planning

• Resource adequacy planning

• Strategic and long-range planning

• Front office

• Back office

• Asset management

• Financial analysis

AGENDA

Monday, June 15, 2015

12:30 – 1:00 p.m. Registration

1:00 – 2:30 p.m. “Where Are Sub-Hourly Markets — EIM or Other — Needed and What Problems(s) Do They Solve?”

This segment will address the following questions: Is an energy imbalance market (EIM) necessary at all? How are various EIM solutions different from a real-time power market? What are the cost/benefit aspects that utilities and BAs should weigh when considering participation in an EIM structure? It will also address the following elements:

• Why should a BA consider joining an EIM?

• What are the sub-hourly market solutions and how do they differ?

• Review the EIM implementation path and explain its relevance to the decision a BA must make to participate in the EIM or other solution

2:30 – 3:30 p.m. Experience from First Few Months of CAISO EIM Operation

The incremental operational impact of EIM on CAISO market participants since November 2014 will be reviewed. Special attention will be paid to whether some additional charges and credits under EIM warrant some revision of bidding and operating practices. Also, this segment will review what monitoring measures and mitigation strategies CAISO market participants have adopted to address these differences. In addition, specific illustrative examples will examine how shadow settlements under EIM for CAISO market participants have tracked with actual charges.

3:30 – 3:45 p.m. Afternoon Break

3:45 – 5:30 p.m. Lessons Learned: Considerations for a BA to Become an EIM Entity

This segment discusses changes in the respective OATT to align with CAISO EIM Tariff (Section 29), main changes in the respective OATT, operational and settlements impact on existing transmission users within such BA areas, both for participating and non-participating asset owners and/or operators. It also discusses various participation options, operations strategies, and monitoring and risk mitigation measures for participating in the CAISO EIM market.

5:30 – 6:30 p.m. Networking Reception

LEARNING OUTCOMES

Very good conference!”

– Energy Portfolio Manager, Tri-state G&T

• Identify how various EIM solutions differ from a real-time power market • Discuss the cost/benefit aspects that utilities and balancing authorities (BAs) should weigh when considering

participation in an EIM structure• Review the EIM implementation path and explain its relevance to the decision a BA must make to participate in the

EIM or other solution• Relate “lessons learned” from PacifiCorp’s entrance as an EIM entity, and how other balancing areas can benefit as a

result• Define impacts on participating asset owners/operators, including bidding/scheduling practices, operational issues,

and shadow settlements• Evaluate possible ways inter-EIM-entity transmission could be priced and paid for, as well as possible cost allocation

methods to recover such costs from EIM participants• Assess how demand response may be used as a dispatchable resource in EIM• Examine the important strategic, operational and financial analyses that must be weighed by BAs and load-serving

entities (LSEs) as they confront options on how to address their energy imbalance conditions

8:00 – 8:30 a.m. Continental Breakfast

8:30 a.m. – 12:00 p.m. Asset Participation Considerations in EIM

Participating and Non-Participating Resources

This segment will first discuss the changes required to a BA’s OATT that align it with CAISO’s EIM Tariff (Section 29 of CAISO Tariff), their impacts on participating asset owners/operators, including bidding/scheduling practices, operational issues, and shadow settlements. It will also discuss monitoring measures and mitigation strategies that current transmission users of an existing CAISO EIM participant should take into account, both in deciding whether or not to register as a participating resource and how to operate after they have made such a decision. The segment will also discuss the implications of a BA joining EIM on non-participating resources within the EIM footprint. This segment will be conducted as follows:

• Participating resource requirements

• Participating resource scheduling coordinator (SC) Requirements

Break

• Non-participating resource requirements

• Illustrative examples

12:00 – 1:00 p.m. Group Luncheon

1:00 – 2:45 p.m. Transmission and Demand Response

Currently the EIM Tariff does not include pricing, payment, or cost allocation for inter-EIM-Entity transmission. It is based on the premise that unencumbered transmission (transmission not reserved and paid for) between EIM Entities is available to EIM free of charge. This issue may be of concern to future BAs who may be considering joining the CAISO EIM. This segment addresses possible ways such transmission could be priced and paid for, as well as possible cost allocation methods to recover such costs from EIM participants. This segment also addresses how demand response may be used as a dispatchable resource in EIM.

• Use of transmission in EIM

• Transmission pricing, payment, and cost allocation alternatives

• Demand-side participation in EIM

• Incentives?

3:00 – 4:45 p.m. Weighing Entry into an EIM, SCED Exchange or Alternative Energy Imbalance Mechanism

This segment will examine the important strategic, operational and financial analyses that must be weighed by BAs and load-serving entities (LSEs) as they confront decisions on how to address their energy imbalance issues. A panel of BAs and LSEs will discuss particular issues their shareholders, members and stakeholders want to know more about before committing substantial resources towards potential EIM, security constrained economic dispatch, or other energy imbalance exchanges. Examples of such considerations include, but are certainly not limited to:

• How does aligning with an energy imbalance regime change operational practices at a BA and/or utility?

• Does open entry mean open exit if conditions don’t play out as anticipated?

• Does participation alter any existing contractual commitments with other local, regional or national power organizations?

• Does participation enhance the ability of a BA or LSE to service its bilateral contracts with renewable energy resource providers?

• Does participation expose the BA to any additional regulatory or jurisdictional oversight?

• Is centralized dispatch essential to EIM? Can an EIM operate based on bilateral/multi-lateral transactive signals?

OVERVIEW

PRE-CONFERENCE WORKSHOP: GEARING UP FOR PARTICIPATION IN CAISO EIM MARKET: TOOLBOXES AND STRATEGIES

MONDAY, JUNE 15, 2015

7:30– 8:00 a.m. Registration and Continental Breakfast8:00 a.m. – 12:00 p.m. Course Timing

LEARNING OUTCOMES

The CAISO Energy Imbalance Market (EIM) extends CAISO’s sub-hourly (15 minute) and real-time (5 minute) markets to other BAs (EIM Entities) that desire to participate in the EIM on a voluntary basis, starting with PacifiCorp (PAC) as the first EIM Entity. The CAISO/PAC EIM started parallel operation on October 1, 2014 and full operation on November 1, 2014. NV Energy is the next BA joining the EIM in October 2015, with related market trials currently underway; Puget Sound Energy (PSE) has declared its intent to follow suit in October 2016. Other BAs may be exploring the prospect of joining the EIM, as well.

This workshop is intended to help the existing NV Energy and PSE participants understand the impact of joining the EIM as either participating or non-participating resources. It will also help the current CAISO and PAC market participants to understand the impacts on them of the addition of NV Energy and other utilities/BAs as an EIM Entity. It is also intended to help other potential EIM Entity transmission users — both those voluntarily participating in EIM and those that stay out — to understand the EIM impact on them and the tools they need to ensure they 1) mitigate risks and 2) augment their opportunities in the face of the EIM. The course material will provide detailed analysis for entities currently in separate BAs that are or may be considering joining the CAISO EIM. Finally, the course material is useful to those BAs that are evaluating whether to join the CAISO EIM.

Attendees will gain practical skills and insights on how to:• Apply the correct measures to ensure successful participation in the CAISO EIM market trials for NV Energy and its

participants, and help with planning of similar market trials for PSE and its market participants• Identify necessary revisions of bidding and operating practices to reflect additional charges and credits under EIM• Illustrate shadow settlements under EIM for CAISO and PAC market participants with the addition of NV Energy as an

EIM Entity and further addition of PSE as another EIM Entity• Examine the changes in the NV Energy OATT that align it with CAISO’s EIM Tariff• Examine the changes in the PSE OATT that align it with CAISO’s EIM Tariff• Evaluate the impact of NV Energy OATT and PSE OATT changes on participating asset owners/operators• Assess the impact of NV Energy OATT and PSE OATT changes on non-participating asset owners/operators• Identify monitoring measures and mitigation strategies that existing NV Energy and PSE transmission users should

take into account re: registration and operation as a participating resource• Apply shadow settlements for NV Energy and PSE participating resources under EIM• Evaluate challenges and opportunities facing participants in new balancing authorities (BAs) joining CAISO EIM• Discuss issues and potential solutions to address pricing, payment, and cost allocation for use of transmission under

EIM and SCED.• Discuss issues and opportunities for demand response (DR) participation under EIM• Explore governance issues affecting all entities participating in the CAISO EIM• Demonstration of the EIM tool box covering EIM Entity SC, EIM Participating Resource SC, and non-EIM resource
