2016 Chamber Award Winners!The 2016 Annual Chamber Awards Luncheon, sponsored by Five Star Bank, was held May 19, at The Springside Inn, and eight members were recognized for their contribution to the economy & overall development of Cayuga County.

The luncheon featured keynote speaker, Sean McLeod, President and CEO of the New York Institute of Dance & Education. McLeod spoke about the acheivements of the award winners, and he and two dancers from the NYIDE delivered a vocal and dance performance following his speech. Prior to the luncheon, the Chamber prepared video

presentations of each award winner, which were played at the luncheon and can be viewed on the Chamber’s YouTube Channel.

Members in the NewsUnity House 3rd Annual Art Flaire Now Part of Founder’s Day Auburn, N.Y. — Unity House of Cayuga County seeks high-end artists and crafters to exhibit and sell their artwork at the 3rd annual Art Flaire fundraising event. This year, the fair will be part of Auburn’s downtown Founder’s Day celebration, Saturday, August 13, 10:00 a.m. to 4:00 p.m. in the Market Street Park across from Hunter Diner. A 10’x10’ booth space costs $60, and applications are due by Friday, July 22. If applications with payment are received by March 15 with a silent auction donation pledge, the booth fee will be reduced to $45. Seward House Museum Celebrates 200th Anniversary Auburn, NY — The Seward house Museum is celebrating 200 years of history and their launch of the new brand and website with and event on Friday, June 3rd from 5-8pm. This event, as part of Auburn’s First Friday, is free and open to the public. Tours of the museum’s library and parlor, live music in the garden with Anne Adessa and Off the Cuff, and refreshments will be provided.Over 18 months in the making, branding and marketing emerged as one of the top priorities in the museum’s 2014 Strategic Plan. This plan considered the transformation of education and envisioned the future of learning, formal and informal, and the central role museums can play in a new educational landscape.“We know that the museum visitor now and in the future will not always be crossing our threshold and we are embracing that fact. While nothing can replace an actual visit, many, many more will and do visit us virtually,” said Billye Chabot, SHM Executive Director. The new brand also features a new logo, colors, taglines, signage and collateral materials.Beginning with an initial gift from Peter Kyle of Northbrook Farms, the museum approached a number of local foundations to assure the project was fully grant funded. Home Instead Senior Care Receives Small Business Excellence Award from U.S. SBA Auburn, NY — Home Instead Senior Care was recognized last month with a Small Business Excellence Award from the U.S. Small Business Administration. Home Instead Senior Care in Auburn offers non-medical home assistance — such as light house cleaning, medication reminders and meal preparation — to more than 145 clients across six different counties. Home Instead business owners Salvatore and Nancy Santora attended last month’s award ceremony at

the DoubleTree Hotel in Syracuse. Calling the award “humbling,” Salvatore said he believes the need for these types of services will expand as elderly individuals — particularly baby boomers — grow older. The award highlights the Santoras’ goal of helping seniors remain at home, where they are most comfortable. Nancy said there is a need for assisted living facilities, but Home Instead’s services are designed for individuals who want to be at home and may not need a nurse or a home health aide. Home Instead Senior Care offers on-call staff support 24 hours per day, seven days per week. Salvatore said Home Instead has a staff of more than 70 caregivers who are brought on following a “stringent” hiring process. The business operates out of the Phoenix Building. Nancy said their care staff is first trained out of the office on the aging process and forging relationships, as well as Alzheimer’s and dementia care.

Keeping Track of It All

The Cayuga County Chamber of Commerce Health Insurance Navigator Program, in partnership with the Cayuga-Seneca Community Action Agency, assists small businesses, sole proprietors, individuals, and fami-lies with enrollment in the New York State of Health benefits exchange marketplace. For more information, or to set up an appointment or presentation, call the Chamber and ask to speak to a Navigator.

Open enrollment has ended; consumers must qualify for a Special Enrollment Period or meet specified financial criteria in order to enroll.

In this era of health insurance upheaval it is very important to keep track of your health care records. While it may seem overwhelming at first, utilizing a simple file system to collect and maintain re-ceipts and visit outcomes can actually reduce the anxiety that many have when it comes to managing health care and its associated expenses. It is especially important to keep all of your records together in one place if you are battling a major illness, or if you see multiple providers.

Being able to quickly retrieve your records will help you in many ways. Here are just a few examples:

To see if you’ve met your annual deductible To keep track of payment for services—what you paid out of pocket, as well as what your

insurance company paid. You don’t want to be charged twice for something you’ve already paid for!

To provide proof of eligible expenses for a Flexible Spending Plan (FSA) or Health Sav-ings Plan (HSA)

To give you a sense of how frequently you utilize healthcare services—useful to determine if you have the right level of coverage, or if you might need to switch to a higher or lower level plan during the next open enrollment period

To keep track of your medications To keep track of lab or test results To keep track of the providers you see and their contact information To determine the actual cost as charged by your provider or facility, compared to the nego-

tiated cost that was agreed upon by your insurance company and provider To be proactive in managing your health

In addition to maintaining your own filing system, consider registering for each provider’s online patient portal. There are also a number of apps on the market designed to help you maintain a pa-perless file system of your personal health records. As with any app, be sure to thoroughly review the End-User License Agreement (EULA) to see how your privacy will be protected. Blenner, JD, MPH, in the March 8, 2016 issue of the Journal of the American Medical Association).

When it’s time for you to renew your plan, you’ll be armed with valuable information that will assist you with making this important decision. Be proactive and take charge of your health!

BusIness COunCIL COMMenDs senaTe On unanIMOus passage Of Cpa LegIsLaTIOn: urges asseMBLy TO fOLLOW suIT

ALBANY, N.Y.— The Business Council of New York State, Inc. today applauded the state Senate for passing S.4672, sponsored by Senator Ken LaValle. The legislation would amend the education law to allow non-CPAs to be minority owners of CPA firms, consistent with 49 other states and jurisdictions.“This bill is a common-sense piece of legislation that, quite frankly, should already be law in New York State ,” said Heather C. Briccetti, Esq., president and CEO of The Business Council of New York State, Inc. “Passage of this bill would provide an immediate economic boost and put us in line with virtually every other state in the country. We urge the state Assembly, where the bill has tremendous bipartisan support, to pass this bill before the end of session.”This proposal was also included in Governor Cuomo’s Executive Budget proposal, but was not approved at that time.Expanding opportunities for professional accounting firm ownership will have the beneficial results of creating jobs and strengthening the state’s economy. More than 53,000 CPAs are registered in the State of New York, anchoring a national accounting services industry that generates $94 billion in revenue each year.Unfortunately, the state’s current outmoded regulation is hurting this vital sector of the New York economy, limiting job growth.A total of 47 states have more expansive laws with regards to non-CPA ownership. New York—alongside Hawaii and Delaware—do not, which puts our firms at a disadvantage when it comes to recruiting and retaining top talent. Unlike Connecticut, New Jersey and forty-five other states, the bestand brightest IT people, policy experts, and data analysts are limited by an artificial professional ceiling here.This legislation will put New York firms on a level playing field so talented individuals in New York have the same opportunities they would in competing states.If expanded professional ownership for CPA firms is enacted, New York could benefit from the creation of nearly 150 new accounting firm partners across the state in the coming year alone (based on the current number of CPA firms and anticipated expansion under the Act), which could generate up to $66 million in new business activity and $6.5 million in state tax income. We look forward to the passage of this legislation and seeing Governor Cuomo sign it into law. ppI reLeases anaLysIs Of MarCh JOB fIgures: WhILe JOB grOWTh anD uneMpLOyMenT fIgures reMaIn MOsTLy pOsITIve, a Deeper anaLysIs pOInTs TO unDerLyIng WeaknessesALBANY, N.Y.—The Public Policy Institute has posted its “Monthly Economic Update,” and jobs “Snapshot” for March 2016. These new jobs and unemployment figures show the continuation of modest growth in New York State overall, but also highlight the ongoing economic struggles throughout much of upstate.The Economic Update shows the state’s private sector job count increasing by 1.7 percent, compared to March 2015, below the national growth rate of 2.3 percent. The state saw strong growth rates in the construction, information and – as usual - education/health services sectors. However, manufacturing jobs in New York continue to decline. In fact, based on additional research by The Business Council, New York is one of only nine states to lose manufacturing jobs over the past 5 years, a period that saw national industrial employment grow by 7 percent. (Details on our manufacturing sector will be in a future release.)New York continued to roughly track the national unemployment rate, at 5.1 and 5.2 percent respectively; and all regions of New York State saw their jobless rate decline over the past 12 months, although some of these declines were due more to reductions in local labor force than increases in employment. The state’s highest unemployment rates were in Watertown (7.3 percent), Elmira and Glens Falls (both at 6 percent).Our “Snapshot” shows in-state regional job growth over the past twelve months, since pre-recession 2008 and since 2000 – in order to provide a longer term understanding of regional economic performance. The data continue to show a “tale of two states,” with downstate growth generally exceeding national averages, and most of upstate lagging behind. In fact, the twelve month job change in upstate was basically zero, with an 800 position increase on a base of 2.3 million. Some areas of upstate, including the mid-Hudson and Syracuse regions, still have not fully recovered private sector jobs lost in the recession.

The US Department of Labor announced a final rule to extend overtime protections to approximately four million workers. The rule has to do with the thresholds that determine who is and isn’t exempt from overtime rules under the Fair Labor Standards Act (FLSA). The rule will take effect on December 1, 2016.

Current rules state that certain executive, administrative and professional employees are exempt from overtime regulations if they work more than forty hours per week. One important factor in determining who is and isn’t exempt from overtime is salary threshold. Under the existing rule an employee must be paid at least $455 per week, or $23,660 annually in order to be considered exempt from having to be paid overtime. The new rule would raise that amount to $913 per week or $47,476 annually. The rule will also raise the threshold for highly compensated employees (HCE’s), who are exempt from overtime rules regardless of their job duties, based on their salary. The HCE threshold will go from the current $100,000 to $134,004 a year.

What does this mean for employers?

If an employer currently has employees who qualify as exempt from overtime but make less than $913 per week ($47,476 per year) they would be considered non-exempt going forward and would become eligible for overtime. The Department of Labor estimates that the rule will impact approximately 4.2 million people across the country, including over 275,000 in New York.

What if I currently have several (or many) employees who work more than 40 hours per week but earn less than $913 per week?

HR One encourages employers to conduct an appropriate analysis of current payroll information and identify employees in this category. Once identified there are several steps one can take to determine how this proposed change could impact productivity and costs: •Cantheirworktimebekeptatorbelow40hoursperweek? •Woulditsavemoreoverthelong-termtoincreasecertainemployees’salariesto$913perweekinordertomaintain their exemption or to pay them time-and-a-half when they work more than 40 hours per week?

How should employers factor in employee bonuses, commissions, etc.?

The final rule will allow up to 10 percent of the salary threshold for non-HCE employees to be met by non-discretionary bonuses, incentive pay, or commissions, provided these payments are made on at least a quarterly basis.

Does this rule change the “duties” test for determining overtime eligibility?

No - there were no changes made to the “duties” test and it will continue to apply to all employees making at least $913 per week.

How will this rule change going forward?

The Department’s final rule will automatically update the salary threshold every three years, beginning January 1, 2020. Each update will raise the standard threshold to the 40th percentile of full-time salaried workers in the lowest-wage Census region, estimated to be $51,168 in 2020. The HCE threshold will increase to the 90th percentile of full-time salaried workers nationally, estimated to be $147,524 in 2020. The Department will post new salary levels 150 days in advance of their effective date, beginning August 1, 2019.

The Ignite OutlookYoung Professionals Keeping Busy

in Cayuga County

May was a busy month for IGNITE members as Cayuga County has become the place to be this

summer with lots more to come. IGNITE helped the Auburn Beautification Commission dig holes and plant trees for Auburn’s Permaculture Park, which will be an edible forest garden and educational gathering space located at Michael Lepak Memorial Park in Auburn. I want to acknowledge Ryan Carr and the Auburn Beautification Commission for also creating the Auburn Park Pickup Day and picking up trash in 22 different parks/playgrounds. It was a great opportunity to bring the family and take part in an event that makes a positive impact to the community.

The following weekend was Leadership Cayuga’s “Best Scavenger Hunt Ever,” and it was an amazing time. There were over 50 people registered, and I can’t explain how much fun it was as I signed up my entire family. Teams were scattered throughout Auburn, and the level of competition was high. It was a great way to get to know some of the businesses and treasures that Auburn has to offer. IGNITE’s Steering Committee members Michelle Prego-Milewski and Maureen Riester won first place with the help of their significant others. I would also like to thank the Auburn Doubledays, Unity House, Auburn Tank, Jreck Subs, Owasco Paddles, Cayuga Centers, Hilton Garden Inn, Cayuga Seneca Community Action Agency, Bond-Schoenek & King, and Creative Minds Montessori School for sponsoring the event and making it magical.

Speaking of magical, I want to thank the Cayuga County Chamber of Commerce, members of IGNITE, and individuals that nominated me for this year’s Terri Bridenbecker Outstanding Young Professional Award. Terri Bridenbecker was the director of the Cayuga County Chamber of Commerce

and was one of the individuals that started IGNITE more than 10 years ago. She was an advocate and leader for young professionals, and it made me proud to win an award with her name on it. I was honored to be amongst the winners which included Active Physical Therapy Solutions, CC’s Tavern, Unity House, Bluefield Manor, The Citizen, Michelle Barber and Thomas Minicucci of Central Building, LLC. The awards luncheon was at the Springside Inn, and the food and service was outstanding.

Mark your calendars, and save the date for June 25th, from 4pm-9pm. IGNITE is in collaboration with the City of Auburn to present our “Sizzlin’ Summer Kickoff ” on Saturday June 25th. This event will have local artists selling arts and crafts, jewelry, pictures and interactive artists along Exchange Street. There will also be a Burger Battle for local restaurants interested in competing for Auburn’s best burger. The event will also have other food options available as well. Live music will be performed by opening act “Space Monkey Mafia” followed by main act “I am Fool,” which is a local band out of Syracuse that plays everything from originals to covers. The “Sizzlin’ Summer Kickoff ” will take place rain or shine, and I urge everyone to mark your calendars as we plan to put on an amazing event.
